In order to improve the efficiency and safety of search and rescue(SAR)at sea,this paper proposes a kind of emergency rapid rescue unmanned craft(air-dropped unmanned maritime motorized search and rescue platform)that...In order to improve the efficiency and safety of search and rescue(SAR)at sea,this paper proposes a kind of emergency rapid rescue unmanned craft(air-dropped unmanned maritime motorized search and rescue platform)that can be delivered by a large transport aircraft.This paper studies the structural design scheme of the platform,and the main scale of the platform,the choice of power system and the impact resistance performance are considered in the design process to ensure its rapid response and effective rescue capability under complex sea conditions.Simulation results show that the platform can withstand the impact of air injection into the water and the shipboard equipment can operate normally under the impact load,thus verifying the feasibility and safety of the design.This study serves to improve the maritime search and rescue system and enhance the oceanic emergency response capability.展开更多

In this paper,an intelligent reflecting surface(IRS)-and-unmanned aerial vehicle(UAV)-assisted two-way amplify-and-forward(AF)relay network in maritime Internet of Things(IoT)is proposed,where ship1(S1)and ship2(S2)ca...In this paper,an intelligent reflecting surface(IRS)-and-unmanned aerial vehicle(UAV)-assisted two-way amplify-and-forward(AF)relay network in maritime Internet of Things(IoT)is proposed,where ship1(S1)and ship2(S2)can be viewed as data collecting centers.To enhance the message exchange rate between S1 and S2,a problem of maximizing minimum rate is cast,where the variables,namely AF relay beamforming matrix and IRS phase shifts of two time slots,need to be optimized.To achieve a maximum rate,a low-complexity alternately iterative(AI)scheme based on zero forcing and successive convex approximation(LC-ZF-SCA)algorithm is presented.To obtain a significant rate enhancement,a high-performance AI method based on one step,semidefinite programming and penalty SCA(ONSSDP-PSCA)is proposed.Simulation results show that by the proposed LC-ZF-SCA and ONS-SDP-PSCA methods,the rate of the IRS-and-UAV-assisted AF relay network surpass those of with random phase and only AF relay networks.Moreover,ONS-SDP-PSCA perform better than LC-ZF-SCA in aspect of rate.展开更多
With the rapid growth of the maritime Internet of Things(IoT)devices for Maritime Monitor Services(MMS),maritime traffic controllers could not handle a massive amount of data in time.For unmanned MMS,one of the key te...With the rapid growth of the maritime Internet of Things(IoT)devices for Maritime Monitor Services(MMS),maritime traffic controllers could not handle a massive amount of data in time.For unmanned MMS,one of the key technologies is situation understanding.However,the presence of slow-fast high maneuvering targets and track breakages due to radar blind zones make modeling the dynamics of marine multi-agents difficult,and pose significant challenges to maritime situation understanding.In order to comprehend the situation accurately and thus offer unmanned MMS,it is crucial to model the complex dynamics of multi-agents using IoT big data.Nevertheless,previous methods typically rely on complex assumptions,are plagued by unstructured data,and disregard the interactions between multiple agents and the spatial-temporal correlations.A deep learning model,Graph Spatial-Temporal Generative Adversarial Network(GraphSTGAN),is proposed in this paper,which uses graph neural network to model unstructured data and uses STGAN to learn the spatial-temporal dependencies and interactions.Extensive experiments show the effectiveness and robustness of the proposed method.展开更多
Estimated ocean subsurface fields derived from satellite observations provide potential data sources for operational marine environmental monitoring and prediction systems.This study employs a statistic regression rec...Estimated ocean subsurface fields derived from satellite observations provide potential data sources for operational marine environmental monitoring and prediction systems.This study employs a statistic regression reconstruction method,in combination with domestic autonomous sea surface height and sea surface temperature observations from the Haiyang-2(HY-2)satellite fusion data,to establish an operational quasi-realtime three-dimensional(3D)temperature and salinity products over the Maritime Silk Road.These products feature a daily temporal resolution and a spatial resolution of 0.25°×0.25°and exhibit stability and continuity.We have demonstrated the accuracy of the reconstructed thermohaline fields in capturing the 3D thermohaline variations through comprehensive statistical evaluations,after comparing them against Argo observations and ocean analysis data from 2022.The results illustrate that the reconstructed fields effectively represent seasonal variations in oceanic subsurface structures,along with structural changes resulting from mesoscale processes,and the upper ocean’s responses to tropical cyclones.Furthermore,the incorporation of HY-2 satellite observations notably enhances the accuracy of temperature and salinity reconstructions in the Northwest Pacific Ocean and marginally improves salinity reconstruction accuracy in the North Indian Ocean when compared to the World Ocean Atlas 2018 monthly climatology thermohaline fields.As a result,the reconstructed product holds promise for providing quasi-real-time 3D temperature and salinity field information to facilitate fast decisionmaking during emergencies,and also offers foundational thermohaline fields for operational ocean reanalysis and forecasting systems.These contributions enhance the safety and stability of ocean subsurface activities and navigation.展开更多

Based on the system engineering context consisting of "Human, Machine and Environment", human factors at sea, i.e., those factors relevant to the seafarers, are consistently underlined. STCW convention is the unique but systematic international maritime legislation looking after the "professional competency standards" of seafarers. The amendment thereto is of great significance for the Maritime Education and Training (MET) systems, which should be fully understood so as to respond to it effectively. The aim is to contribute to the analysis of the economic impact that strategic maritime infrastructures-like ports and canals-produce on trade and global maritime routes; with a special focus to the effects directed and originating in the Mediterranean. This paper-focused on the New Panama Canal-also offers a perspective view of the new scenarios connected to the fact that thisinfrastructure-opened last June-can accommodate larger ships and new types of vessels including those transporting LNG and LPG (liquefied natural gas and petroleum gas). The expansion of the Canal will help broaden the strategic dimension of Panama allowing it to become a more important maritime hub, especially for the American Continent and the US. 文摘The phenomenon of aphasia in Chinese culture is serious.The existing English teaching materials emphasize too much Western culture education and lack traditional Chinese cultural elements.Therefore,this paper takes the Guangdong Maritime Silk Road as an example to study the specific application of traditional Chinese culture in cross-cultural English education.This paper first summarizes the significance of cross-cultural integration into college English education and then points out the serious phenomenon of Chinese cultural aphasia.Next,the paper focuses on English education,using English textbooks as a starting point to explore and integrate strategies related to excellent traditional Chinese culture from the Guangdong Maritime Silk Road.By integrating traditional Chinese culture into business English classes(with the Guangdong Maritime Silk Road as an example),the study explores the influence of such cultural integration on students’cross-cultural communication skills,cultural identity,and learning effects.The results showed that the P value of the experimental group and the control group was<0.05,that is,cultural integration had a positive effect on improving the effect of cross-cultural English education.The overall scores and cultural confidence of the experimental group are higher than those of the control group,which proves that cross-cultural teaching has a positive effect on the improvement of students’scores.
文摘Sustainability is a concept for achieving integration and balance in development to preserve and use resources properly by providing new solutions to overcome structural,social and economic misconceptions to prevent further degradation and waste of natural resources and create a better future for human societies.Sustainable development can be defined as a strategy for the correct use of resources,by modifying and redefining consumption patterns and avoiding one-sided development approaches.Therefore,sustainable development is defined as a long-term and unlimited solution for aligning different concepts(social,economic,and environmental),seemingly independent but related and influencing each other.This paper examines the challenges and capacities of the Oman Maritime Community and Maritime Energy Management's role in terms of sustainable development.To analyze this issue,the role of key players in Oman's maritime industry,such as the Oman Fisheries Company and the Oman Shipping Company,has been studied with the five main indicators of sustainable development goals,including people,the planet,peace,welfare,and partnership.

文摘This paper summarizes the requirements for modem maritime wireless communication networks in the marine environments including the sea- to-sea and sea-to-shore communication scenarios. The existing maritime wireless communication sys- tems are presented and the development of the state-of-the-art maritime communication systems is surveyed. Furthermore, a hierarchical and integrated maritime network architecture is proposed to satisfy the increasing various classes of services which demand different Quality of Service (QoS). Finally, the open issues for further development of maritime communications are identified.
文摘The full review of The International Convention on Standards of Training, Certification and Watch keeping for Seafarers (the STCW Convention) has been accomplished by International Maritime Organization (IMO) and the new amendment, which is also named as Manila amendment, has been effective since 2012, with a transitional period of 2012-2017. Based on the system engineering context consisting of "Human, Machine and Environment", human factors at sea, i.e., those factors relevant to the seafarers, are consistently underlined. STCW convention is the unique but systematic international maritime legislation looking after the "professional competency standards" of seafarers. The amendment thereto is of great significance for the Maritime Education and Training (MET) systems, which should be fully understood so as to respond to it effectively. The paper analyzes major impacts brought by the amendment, with purposes to raise recommendations for MET systems to implement the amendment effectively.

文摘Maritime channel modeling can be affected by some key time-varying environmental factors.The ducting effect is one of the thorniest factors since it causes anomalous propagation enhancement and severe co-channel interference.Moreover,the atmospheric attenuation is much more severe in the ocean environment,resulting in shorter coverage distance and more link outage.In this paper,we propose an environmental information-aided electromagnetic propagation testbed.It is based on complex refractivity estimation and improved parabolic equation propagation model,taking into account both ducting effect and atmospheric attenuation.A large-scale temporal and spatial propagation measurement was conducted with meteorological acquisition.We consider practical path loss and ducting conditions to verify the testbed feasibility in these long-distance radio links.The simulation results are in good agreement with the measured data,which further reveal the basic temporal and spatial distribution of ducting effect at 3.5 GHz band.
文摘As a means of communication,English has been internationalized.Communication in English always happens among the seafarers from different cultures.If crews couldn’t deal with the cultural differences well,successful communication and shipboard safety,which are just what STCW (Standards on Training,Certificate and Watch -keeping) calls upon,are difficult to be arrived at. Therefore cross -cultural communicative competence training,or how to teach maritime spoken English is the problem or the challenge that we,English teachers,are facing.To show how the teaching can be made more efficient and practical so as to narrow the gap between the training of the seaman in China and the requirements of STCW,through the teaching process,including the syllabus design and the materials selecting,we must consider the notion of language function as the key point.

文摘This paper originates from a wider research project launched by SRM-an Italian Research Centre related to Intesa Sanpaolo Banking Group and named "Observatory on Maritime Transport and Logistics". The aim is to contribute to the analysis of the economic impact that strategic maritime infrastructures-like ports and canals-produce on trade and global maritime routes; with a special focus to the effects directed and originating in the Mediterranean. This paper-focused on the New Panama Canal-also offers a perspective view of the new scenarios connected to the fact that thisinfrastructure-opened last June-can accommodate larger ships and new types of vessels including those transporting LNG and LPG (liquefied natural gas and petroleum gas). The expansion of the Canal will help broaden the strategic dimension of Panama allowing it to become a more important maritime hub, especially for the American Continent and the US. To complete the analysis it has been provided a comparison with the Suez Canal on some world routes involving the Americas, the Mediterranean and the Middle East, since these two canals are proposing a massive competition inthe quality of logistics andalso in the pricing policy for the transit fee.
文摘This chapter examines the Chinese practice of delivery of the cargo without presentation of the bill of lading and the law and regulations governing that practice, and in the gaps left by laws and regulations, the approach established by the legal authorities and maritime courts. The necessities and causes for this risky action and possible suggestions will be considered, as will the approach of statute and judiciary. Potential and desirable reform will be discussed in light of the Rotterdam Rules. It is concluded that in order to facilitate cargo delivery, there would be a need to provide detailed legal guidance applicable to the many situations where the requisite documentation has failed to materialise.
文摘This paper expresses some thought on the revision to the 2009 edition of IMO Maritime English Model Course 3.17. It starts with the changes and challenges that have occurred with the amendments of the STCW Convention at Manila, and goes on with the observations and considerations of the possible principles for the revision. The paper argues that since the requirements and recommendations set in the newly amended convention are more specific, the course should be revised accordingly in correspondence with the specific requirements set and the methodology of the instruction should be adjusted with orientation toward communication competence and specific tasks and duties of the seafarers in English.
文摘Presently, with the higher requirements of maritime education and training, the development of maritime visual-audio-lingual course books are lagging behind, in that the contents are outdated, dull and away from the actual practice. They can by no means reflect the production of ocean transportation and run counter to the principles of language communication, resulting in a severe lap in the aspects of contents, quality and formation. Maritime visual-audio-lingual teaching belongs to ESP and its contents should give prominence to practice and operation, such as, instruments, equipment, machinery and principles; operation, entering and leaving ports, loading and discharging of cargo, navigation and communication, berthing and unberting, heaving anchor, etc. Many scenes and processes are not to be demonstrated by verbal means and normal methods of teaching. Therefore, a set of course book that reflects the real operational situations is of great need and one that adopts the multi-media means in visual-audio-lingual teaching is of enormous and irreplaceable privilege, in that a highly qualified visual-audio-lingual course book will provide real, clear-cut and understandable working situations, so that students will be on-scene and impressed. It will not only improve the students' attention and learning interest, hut also help learn practical English in real environment.
