The Evaluation Indicator System for the Audit of Township Leading Cadres' Economic Responsibility: Based on the Survey of One County in Chongqing

Economic responsibility audit evaluation of township cadres is important and difficult. According to the evaluation content and principles,the paper constructs the evaluation indicator of five subsystems: " economic management", " economic decision-making", " implementation of economic policy", " economic development",and " honest and upright administration". Through the field survey of some county in Chongqing,evaluation indicator is screened. According to the expert questionnaire,it uses the Hierarchy Analysis Process method to construct the judgment matrix and calculate the indicator weight and thereby build evaluation indicator system. It focuses on traditional indicators and evaluation indicator of sustainable development to construct a new,more complete evaluation indicator system.

Analysis on Causes of "Micro-corruption" of Rural Cadres in China and Recommendations

This paper mainly introduced major manifestations of corruption of rural cadres in China,and analyzed causes of " micro-corruption" in rural areas. On the basis of analysis,it came up with pertinent recommendations for regulating " micro-corruption" of rural cadres,including improving the overall quality of village cadres,improving treatment of rural grass-roots cadres,improving grass-roots supervision system,activating the functions of rural discipline inspection commissioners,and reinforcing the punishment of " micro-corruption".

This paper analyzed the types and causes of corruption of village cadres in rural land management in China. On the basis of current corruption situation,it came up with recommendations including improving the financial system at the village level,establishing land information network,and reforming functions of village committees in the land management,in order to prevent corruption of village cadres in the land management and establish and improve the clean government mechanism for village cadres.

Legal Control Paths for Corruption of China's Rural Cadres

高甲醛CADR空气净化器去除甲醛能力调查及分析

本文抽取16批次甲醛洁净空气量(CADR)不小于400 m^3/h、超出GB/T 18801-2015适用范围的空气净化器,针对14批次样机实测了甲醛洁净空气量、甲醛净化效率、甲醛净化能效、颗粒物洁净空气量等指标,对其甲醛去除性能进行了统一比较和评价。通过实测数据发现,92.9%的样机的甲醛CADR符合要求,实测值超过不低于标称值的90%,且只有两批次低于400 m^3/h,甲醛净化效率在78.4%～98.0%范围内,所有样机甲醛净化能效均达到高效级,71.4%的样机的甲醛CADR实测值达到了颗粒物CADR实测值的50%以上。数据表明市场对甲醛CADR值有了越来越高的需求,对空气净化器的净化技术提出了更高的要求。同时,国标GB/T 18801-2015有关气态污染物CADR测试范围的规定需要加快修订以适用社会需求及行业发展的需要,另外通过这次调查亦发现少数样机存在异味散发及过滤器长期存放失效问题。

TROPICAL CYCLONE GENESIS EFFICIENCY:MID-LEVEL VERSUS BOTTOM VORTEX

Cloud resolving Weather Research and Forecasting(WRF)model simulations are used to investigate tropical cyclone(TC)genesis efficiency in an environment with a near bottom vortex(EBV)and an environment with a mid-level vortex(EMV).Sensitivity experiments show that the genesis timing depends greatly on initial vorticity vertical profiles.The larger the initial column integrated absolute vorticity,the greater the genesis efficiency is.Given the same column integrated absolute vorticity,a bottom vortex has higher genesis efficiency than a mid-level vortex.A common feature among these experiments is the formation of a mid-level vorticity maximum prior to TC genesis irrespective where the initial vorticity maximum locates.Both the EMV and EBV scenarios share the following development characteristics:1)a transition from non-organized cumulus-scale(~5 km)convective cells into an organized meso-vortex-scale(~50 to 100 km)system through upscale cascade processes,2)the establishment of a nearly saturated air column prior to a rapid drop of the central minimum pressure,and 3)a multiple convective-stratiform phase transition.A genesis efficiency index(GEI)is formulated that includes the following factors:initial column integrated absolute vorticity,vorticity at top of the boundary layer and vertically integrated relative humidity.The calculated GEI reflects well the simulated genesis efficiency and thus may be used to estimate how fast a tropical disturbance develops into a TC.

COMPARISON OF THE STRUCTURAL CHARACTERISTICS OF DEVELOPED VERSUS UNDEVELOPED MID-LEVEL VORTEXES

Using the NCEP 1°×1°reanalysis data,several obvious differences of the structural characteristics of developed versus undeveloped mid-level vortexes are studied.First,the central vorticity of the developed mid-level vortex increases towards higher levels while the undeveloped one decreases.The low-level convergence structure maintains well in the developed mid-level vortex whereas the undeveloped one does badly.Second,on the one hand,according to the symmetric analysis,the horizontal wind field and wind vertical section of the developed mid-level vortex are well symmetric while those of the undeveloped one are less symmetric.Meanwhile,weak wind vertical shear help the developed mid-level vortex to establish a warm core in upper-and mid-levels of the troposphere.On the other hand,according to the balance analysis,better balance between wind and pressure is shown in the mid-and lower-levels of the troposphere of the developed mid-level vortex than in those of the undeveloped vortex.Third,positive anomaly of potential vorticity is enhanced and developed in the vertical direction of the developed vortex.However,the undeveloped vortex weakens with a weak positive anomaly.

不同型号香烟对空气净化器颗粒物CADR测试影响比较研究

GB/T 18801-2015标准中颗粒物CADR测试推荐使用的香烟是红塔山牌经典150。本研究中,为了比较不同型号的香烟对测试颗粒物CADR结果的影响,选取了红塔山牌经典150、世纪红塔山和日本七星这三种品牌香烟,使用三台空气净化器分别测试了颗粒物CADR。实测证明香烟型号对测试结果偏差不超过3%,考虑测试波动影响,这个偏差可认为完全接受,可以使用世纪红塔山香烟、日本七星香烟替代红塔山150香烟做颗粒物CADR测试。

An Empirical Study on the Cadre Responsibility System of Local Government in China

Based on nationally representative panel data, this paper examines the content and evolution of China＇s cadre responsibility system at county-township and township- village levels. Our findings suggest that, with abolition of agricultural tax, there has been a series of changes in the focus of evaluation both at county-township and township-village levels. In county-township evaluation system, importance of economic development and social stability grew but fiscal pressure did not weaken; while in township-village system, original indicator of fiscal pressure became less important. Meanwhile, by enhancing ＂veto＂ indicator of evaluation on village cadres, township government attempted to cascade the pressure of social stability to village administration. Although central government has initiated a series of reforms on agriculture, countryside and farmers, county and township governments did not pay more attention to rural infrastructure. In addition, county government paid less and less attention to farmers＇ income growth.
