Organizational Learning （OL） and Organizational Innovation （OI）： The Case of Information and Communication Technology （ICT） Industry in Malaysia

The progression through which a person acquires ,;kills, understanding, and opinions regarding a particular organization or company is called organizational learning （OL）. In this study, the connection between organizational innovation （OI） and OL within the inf3rmation and communication technology （ICT） industry in Malaysia is surveyed. These relationships are examined, because various previous inquiries have shown that an imperative precursor to firm performance is OL. Two hundred and seventy-eight surveys were completed by small and medium organizations across Malaysia. The connections existing between the causes of OL and the causes of OI were ascertained by using structural equation modeling （SEM）. Amongst the Malaysian small- and medium-sized enterprises （SMEs） that participated in fire study, OI and OL are considerably linked.

Based on Input-Output Table in 2010 issued by National Bureau of Statistics of China, with the help of input-output model and with the calculation of indexes of industrial relevance degree in Chinese information technology industry, the paper reveals the industrial relevance in Chinese information technology industry. The paper also selects the relevant industries which are highly associated with the development of Chinese information technology industry based on industrial relevance degree to analyze the influences of these industries on the financial situation risk fluctuation in information technology industry and to design the matrix of financial situation risk in information technology industry. How Does Technological Progress Affect Employment and Wage Differences in China＇s Information Industry

Combining the development status of information industry in China and based on theoretical discussions on labor demand and supply as well as the comprehensive analysis on endogenous technological progress and exogenous educational quality, this paper concludes that the technological progress of information industry in China is skill- biased, i.e. technological progress of information industry increases the demand for skilled labor while decreases the demand for unskilled labor, and aggravates the wage difference between these two types of labor. Due to the effect of educational quality, the ratio of skilled labor employment to unskilled labor employment will reach a dynamic equilibrium and the wage difference between skilled labor and unskilled labor will not increase continuously. This paper then proves the foregoing conclusion with data of information industry in 26 provinces （autonomous region, municipality）. Focusing on typical skill-intensive information industry, this paper mainly studies the influence of educational quality, which not only complements the theoretical analysis on dual effects of technological progress on employment, but also provides feasible and practical basis to policies promoting the development of technological progress and full employment in China.

International Telecommunication Union Standardization for Trust Provisioning in Information, Communication and Technology Infrastructure toward Achieving United Nation’s Sustainable Development Goals

The advancement of the fourth industrial revolution has shaped the integration and interaction of different information, communication and technologies (ICTs) in the merging cyber, physical, and social infrastructures. The impact of ICT has accelerated the progress of the United Nation’s Sustainable Development Goals (UN SDGs) and influenced the evolution of smart, sustainable, stable society development. Making the trustworthy information and communication technologies infrastructure widely available will promote the community innovation needed to stimulate domestic economics, provide decent work, and reduce inequalities. This article attempts to outline a big picture about the International Telecommunication Union (ITU)’s trust provisioning framework, including its motivation, current status, and application for achieving the UN SDGs by 2030. This article first describes the purpose of the UN SDGs and the evolution of the industrial revolution, then demonstrates the challenges of global risks affecting the fourth industrial revolution and the need for trustworthy ICT infrastructures. Subsequently, the article evaluates the ITU trust provisioning framework and assesses its applications in the future knowledge society, trust provisioning ecosystem, and cyber, physical, and social infrastructure toward achieving UN SDGs. Use cases are also presented in this article to show the effectiveness of the ITU trust provisioning framework on achieving UN SDGs.

Library's industrial technology information service in science parks—Taking NSL's practice as an example

Purpose:The purpose of this paper is to explore how libraries can develop service and product strategies and the service support mechanism to provide industrial technology information service in science parks.Design/methodology/approach:The analysis is based on a case study of a large Chinese research library,National Science Library(NSL),the Chinese Academy of Sciences(CAS),in serving high-tech companies in Zhongguancun Science Park(Z-Park).Findings:NSL’s practices suggested that in serving business clients,libraries’ product and service strategies should be based on the understanding of users’ needs.Aside from those services that have been recognized by clients such as document retrieval & delivery and novelty search,libraries may expand their service and provide in-depth information analysis and consultation for some key clients.Moreover,a service and product development system should be established,which differentiates the libraries’ products and services from those of their competitors.In providing industrial technology information service,libraries need to construct the service support mechanism,publicize their service and learn to cooperate with clients to meet their demands for knowledge management and innovation.Research limitations:The generalizability of the findings is limited because they are based on an individual case study.Practical implications:Our service practices provide useful information for other libraries to expand their information service to high-tech companies in the new information environment.Originality/value:Z-Park is the first and one of the largest science and technology parks in China.Hence NSL’s practices in serving high-tech companies in Z-Park can be valuable to other libraries that intend to take up the similar service.

Research on Financial Quality Evaluation of Listed Companies on GEM

As an important component of the multi-level capital market, the growth enterprise market plays an important role in improving China＇s capital market. The GEM listed companies in information technology industry as an example, from the four aspects of the profit quality of listed companies, asset quality, growth quality, solvency, calculation of 83 listed companies of the weighted rate of return on net assets, net operating rate of 12 financial indicators, and through the SPSS21.0 analysis results of factor analysis, comprehensive evaluation the formation of the information technology industry, the financial quality of the gem, to provide a scientific basis for the decision to GEM listed companies healthy development.

Study on Daily Accounting Profit Feasibility of Banking Based on Data Center

By the end of 2013, Chinese large-scaled commercial banks have basically completed the construction of IT banking system, in order to provide technical guarantee of deepening business operation and operation management reform. This indicates that our national banking industry information technology has been in a new level. This paper, based on the operation principle of commercial bank safety, liquidity and profitability, makes research on improving commercial banking profit data timeliness, accuracy, integrity and realizing daily accounting profit. Thus, this paper, based on the profit accounting status of four big banks of data center, analyzes the feasibility of daily accounting profit and puts forward the relevant solutions.

战略差异度、技术创新与企业全要素生产率——来自A股上市公司的经验证据

战略差异度对企业的影响是学术界关注的重要问题,而企业能否通过加大战略差异度进而提升全要素生产率为研究企业战略决策方面提供了不同的切入点。采用2009-2020年沪深A股上市公司的数据样本,实证检验了战略差异度对企业全要素生产率的影响。研究结果表明,战略差异度对企业全要素生产率起到显著的正向作用,技术创新在战略差异度影响企业全要素生产率的传导路径上存在中介效应。进一步研究发现,高行业竞争水平、高信息透明度和低融资约束企业的战略差异度越大对全要素生产率的正向作用越显著。研究丰富了全要素生产率的相关文献,并为其提供了研究的新视角。同时有助于企业利益相关者理解战略决策的经济后果,对指导和促进企业进行战略变革及获取竞争优势提供理论参考。

新工科背景下土木工程施工组织课程教学设计创新与实践

数字消费对战略性新兴产业全要素生产率的影响——以新一代信息技术产业为例

数字消费蕴含着巨大而持久的动能,是中国以内需市场驱动战略性新兴产业高质量发展过程中的关键。新一代信息技术产业科技含量高、联动效应强,在战略性新兴产业中具有纲举目张、执本末从的效力。综合利用上市公司数据及省域数据测算各省份数字消费水平及新一代信息技术产业全要素生产率水平,系统考察数字消费发展对新一代信息技术产业发展的影响,研究发现:近年来,中国数字消费水平基本呈现逐年稳健增长的态势;数字消费通过本土市场—规模效应和技术创新—网络效应显著促进了中国新一代信息技术产业全要素生产率的提升,该结论在一系列稳健性检验后依然成立;消费内容数字化与消费方式数字化对于全要素生产率提高均产生了积极影响,且消费内容数字化的效果更强;数字消费对全要素生产率的积极影响在非国有企业及东部地区更加显著。进一步发展数字消费,有助于中国新一代信息技术产业企业提升全要素生产率水平。

茶叶生产装备自动化与智能化技术研究进展与展望

茶产业是我国传统特色优势产业,大数据、物联网、云计算等新一代信息技术与农业的融合促进了茶产业向智能化转型与升级,在茶叶全产业链赋能增效中发挥重要作用。本文在概述了茶产业智能化技术体系的基础上,围绕种植、加工、检测和销售等4方面总结了国内外信息技术在茶产业智能化中应用的研究成果,分析了茶产业实现智能化的关键技术。最后对茶产业智能化未来发展方向进行展望,建议增强茶产业信息技术基础设施建设、加强人机协作智能茶机设备研发、重视茶叶种植加工大模型开发、提升大数据分析助力茶叶销售能力,为更好利用信息技术进行茶产业升级奠定基础。

基于会计行业转型升级需要的行业指导型产教融合模式探讨

目前会计行业受到信息技术行业的影响而转型升级,会计人才需求受到行业转型升级的影响也在发生变化。然而人才供给跟不上人才需求的变化,导致低层次人才过剩,而高层次人才严重不足。本文通过建立行业指导型的产教融合模式,分析其对高职院校会计专业人才培养方案的影响,从而实现提升会计人才供给侧与人才需求侧的契合度。

船舶复杂数值模拟系统的开发和应用模式设计

数值模拟技术与装备研发的融合程度越来越高,数值模拟系统正在朝大型化、复杂化和服务化的方向发展。船舶总体性能的预报、评价、优化三个重要环节的数值模拟研究高度依赖国外商用软件,亟需集多学科融合方法和数据知识化工程为一体,开展数值模拟系统的自主研发。以此为目标,总结工业软件发展历程上的经验与教训,提出“众创共享”、知识协同应用、面向智能的船舶总体性能数值模拟系统研发理念,以期实现船舶总体性能研发模式的重塑。

基于专利计量的浙江省量子信息技术分析

以量子计算、量子通信和量子精密测量为代表的量子信息技术,是抢占未来竞争优势的颠覆性技术之一,已成为各国构建未来产业竞争力,维护国家技术主权的重要方向之一,浙江省于近年来也制定了相关政策,支持量子信息技术发展,加快布局一批包括量子信息在内的未来产业先导区。本文基于专利文献计量方法,对浙江省量子信息技术的发明专利进行分析,目前浙江省的量子信息技术仍处于初级发展阶段,需要进一步完善顶层设计,加强基础研究,加快引育高端人才,营造量子信息技术发展良好的创新环境。
