Spatial Governance of Multi-Plan Integration in the County Area:A Case Study of Sihui City

This study discussed the contradiction and reform experience of multi-plan integration in Sihui from the perspective of spatial governance.The research found:in terms of contradictions,the right and responsibility of management departments in the county area of Sihui were crosscutting,the township governance responsibilities needed urgent improvement,the urban-rural governance problems were different,the spatial governance elements were not unified,and the contradiction in the implementation mechanism was the implementation of projects.Through the multi-plan integration reform,Sihui reconstructed the right and responsibility relationship of the spatial governance departments,unified the elements of spatial governance,and refactored the implementation mechanism by reconstructing the transmission mechanism of the spatial planning system and the project approval mechanism and establishing the dynamic evaluation and adjustment mechanism.

基于FPGA的双FLASH数据记录器设计与实现

在导弹、火箭等武器装备的研发试验过程中,需要对试验过程中产生的数据进行采集、存储与事后回读分析,针对传统技术无法对速率差较大的两种数据源的数据同时进行高速数据存储的问题,设计了一种基于FPGA的双FLASH数据记录器。采用两块8 GB NAND FLASH并行存储方案同时存储400 Mbit/s速率的千兆以太网数据和10 Mbit/s的PCM数据,FLASH采用Multi-Plane方法进行数据读写,由于FLASH固有特性会使存储数据产生误码,设计汉明码校验码纠错方案对误码进行纠错。试验测试与数据分析结果表明,综合数据写数据速率可达410 Mbit/s,回读数据速率可达310 Mbit/s,数据记录器的读写测试误码率为0,满足武器装备的数据存储测试要求,可稳定保存武器装备在高温、高冲击等恶劣环境下试验过程中产生的数据。

Thoughts on the Village Planning in the Context of Land Spatial Planning:A Case Study of Wentang Village,Yichun City,Jiangxi Province

Village planning is an important part of land spatial planning and an important measure to implement rural strategy.At present,the preparation of village planning is not complete,and the establishment of technical guidelines is not systematic.Therefore,the course of the development of domestic village planning and the common problems are analyzed.Taking Wentang Village,Yichun City,Jiangxi Province as an example,this paper considers the contents of land use,industrial development,residential layout,ecological environment renovation and historical and cultural inheritance from the perspective of multi-plan integration.This paper discusses the establishment method of the new round of village planning,and puts forward the safeguard measures for the implementation of the planning,so as to provide reference for the establishment of the new round of village planning.

One step hologram calculation for multi-plane objects based on nonuniform sampling(Invited Paper)

The nonuniform sampling method in hologram plane is proposed to reconstruct objects on multi-plane simultaneously. The hologram is nonuniformly sampled by decomposing it into several parts with various sampling rates. The hologram is calculated based on the nonuniform fast Fourier transform （NUFFT） algorithm. In the experiment, we load this nonuniformly sampled hologram on phases-only spatial light modulator （SLM）, and by illumination with collimated light objects with different sampling rates are reconstructed at different distant planes simultaneously. Both of the numerically simulation and optical experiments are performed to demonstrate the feasibility of our method. The experiment also shows that our proposed nonuniform sampled hologram for multi-plane objects is calculated by only one step, better than conventional method that needs several steps of calculation proportional to the numbers of object planes.

Objective System and Coordination Mechanism Design for “Multi-Planning System Integration”

One of the hot issues to realize the multi-planning system integration is to explore the inter-planning coordination mechanism breaking current technical and system restrictions. The essence of planning disintegration is the disconnection of their objective system, indicator system, and spatial coordinate system. Few studies have been conducted on this issue. This paper analyzes the manifestations and causes of the "three-system dissociation," and proposes to establish a new objective system. In addition, it proposes to strengthen the connection design, aiming to explore effective ways to realize inter-planning connection and coordination.

Multi-Plan Integration: A Pilot Study of Mianzhu, Sichuan Province

The current planning system in China lacks coordination, which is a crucial issue to be explored to fully implement the multi-plan integration. Mianzhu is an example that is officially named as one of the pilot cities for multi-plan integration on the county level. The paper firstly analyzes the problems associated with multi-plan integration in Mianzhu, including the indeterminate hierarchy of the planning system, the disunity of technical standards, problems regarding spatial order, coordination and division of powers and functions, and the intensive utilization of spatial resources, the lack of a coordination mechanism, and low participation of experts and the public. Secondly, by learning from Germany's spatial planning, and also practical experiences of pilot cities for multi-plan integration in China, this paper creatively brings in the connotation of multi-plan integration on the county level, and further proposes a power division based on three-level planning system and three kinds of space, the reinforcement of a spatial order, intensive spatial utilization, and a planning coordination mechanism, hoping to provide reference to other cities.

The Essence and Planning Compilation of “Multi-Planning System Integration”: A Case Study on Urban-Rural Integrated Planning of Dali City

As multi-planning system integration is an important approach to planning compilation and management in the new era, this paper sums up the essence of multi-planning system integration based on the analysis on the differences and similarities of various plans. In addition, it explores, from the perspective of planning compilation and implementation, a general multi-planning system integration means on the basis of spatial elements, authority management, and technical standards. It then summarizes the key outcome: one plan, database, coordination mechanism, and so on, discovering a new planning compilation and management approach for regional coordination, ecological coexistence, urban-rural interaction, and efficient resource utilization.

On Reforming City Comprehensive Planning: From Viewpoint of Multi-Plan Integration

At the moment when many Chinese cities are undertaking the tasks of compiling new city comprehensive planning and carrying out the pilot work of multi-plan integration, this paper analyzes the relationship between the two tasks, and then reviews the role and contents, as well as the procedure of formulation, examination and approval of city comprehensive planning. The real meaning of multi-plan integration is to put multiple plans in one framework for coordinated operation, within which city comprehensive planning should be more strategy-oriented and be considered together with other plans, such as spatial development at the city-region level and structural management at the city and township levels.

Promoting the Transformation of Government Function for Achieving the Coordinated Urban-Rural Development of Resources and Environment: Practice of “MultiPlan Integration” in Xiamen

This paper analyzes the main problems in China's urban planning and construction, including conf licts among various spatial plans, the lack of a unified spatial planning management system, the inefficiency of examination and approval administration, and the social contradictions caused by unclear information. It articulates the significance of multi-plan integration from the viewpoints of implementing the national strategies issued by the central government, meeting the underlying demand of development transition of cities, and promoting the modernization of a city governance system and city governance capacity, etc. It introduces in detail the practice of multi-plan integration in Xiamen, which takes the urban development strategies in consensus as the top-level design, establishes a spatial planning system through the "strict control based on one blueprint" and the "coordinated management on one platform," promotes the transformation of the government function via reforming the examination and approval administration system, and builds up a guarantee mechanism through the direct inspection by the top leader of the government and the joint efforts from the top to the bottom. It finally summarizes the effects of the practice of multi-plan integration in Xiamen and proposes some suggestions on further completing the spatial planning system, improving the examination and approval administration system, and accelerating the transformation of the government function, etc., in hope of serving as a reference for other Chinese cities.
