Analysis and Research on Industrial Land Transfer in Hefei City Economic and Technological Development Zone of Anhui Province

In recent years,with high-speed development of economy and society,and fast propulsion of industrialization and urbanization process in the development zone,average annual land demand in the development zone also quickly enlarges,and the contradiction between high-speed growth of economy and shortage of land resources is apparent increasingly. Meanwhile,to guarantee crop safety and stick to 0. 12 billion hm2of farmland red line as a rigid constraint which could not be exceeded,the supply-demand contradiction of industrial land is more and more prominent. With industrial land scale continues to enlarge,land resources become more and more scarce,but there exists the phenomenon of low-efficiency land use and even idle. For land use characteristics of the development zone,taking Hefei City Economic and Technological Development Zone as an example,the countermeasures of perfecting industrial land transfer mechanism in the development zone are proposed.

Spatial Pattern Evolution and Industrial Characteristics of Economic and Technological Development Zones and High-tech Industrial Zones in China

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.

Land Use in Ma'anshan Economic and Technological Development Zone: Based on the Land Survey of Typical Enterprises

This article analyzes the typical enterprise's land use structure,land use efficiency,land use intensity and industrial structure in Ma'anshan Economic and Technological Development Zone. Based on the survey results about the typical enterprises,this article put forth the following recommendations: promoting the economical and intensive land use in the development zone by tapping connotation; enhancing the smart land use in the development zone through optimization of function layout; promoting the industrial chain linkage in the development zone through the establishment of industrial land exit mechanism.

In recent years,high-tech development zones(hi-tech zones)have always occupied a very important position in the strategy of promoting China's innovative development.The combination of the"four-transform and three-famous"coordinated economic development strategy pioneered by Zhejiang Province in 2015 and the coordinated economic development of high-tech zones is particularly important for modern China at a critical time for innovative economic development.In this article,based on the research on the coordination mechanism of economic activities and development of Nanchang High-tech Zone,the development course of high-tech zones in China is elaborated,the early economic models in high-tech zones of Nanchang and China are analyzed,the existing problems in the structure of economic development of high-tech zones are analyzed in depth,the main driving factors for promoting the economic development of high-tech zones are studied from the aspects of capital,space,industry,economic model,etc.,and corresponding development strategies for high-tech development zones in China are proposed.

Strategies to Promote Sustainable Development of Industrial Parks in Vietnam＇s Northern Key Economic Zone

Industrial Parks （IPs） in the Northern Key Economic Zone of Vietnam （NKEZ） have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomura in Hal Phong--were established 15 years ago. So far, there have been 51 IPs in the zone, covering a total area of 13,000 ha. Such IPs play a crucial role in mobilizing capital from domestic and international investors for investments in infrastructure enhancement, trade and production aimed at promoting the economic structure transition. However, besides the above benefits, there are a number of unstable factors preventing further development of the IPs. Thus, the objectives of this study are two-fold. The first is to analyze the unstable factors, and the second is to map out strategies to enhance sustainable development of industrial parks in Vietnam＇s northern key economic zone.

Scale,Site Selection and Function of Economic and Technological Development Zones

This article analyses different characteristics of scale,site selection and function of the current economic andtehnological development zones in our country.It further proposes that it is inappropriate for the economic andtechnological development zones to follow the“pattern of the special zones”,but a new pattern of“small scale,unitaryfunction and closeness to old city”should be adopted to fit in with the practical conditions in our country.The scale,landuse structure and the relations between the development zone and the old city are the basic issues in planning forthe development zones.These three essential elements constitute the pattern of planning which determines to a certainextent the success or failure of the development zones.

经济技术开发区升格、产城融合与城市创新水平

城市创新水平的提升离不开产业与城市协调发展,因此在评估地方经济技术开发区升格为国家级经济技术开发区对城市创新的影响作用时,应当考虑产城融合的情况。基于此,将省级经济技术开发区升格为国家级开发区作为一项准自然实验,依据2018年版《中国开发区审核公告目录》,从产城融合视角出发,采用多期双重差分模型考察2009—2019年我国经济技术开发区升格对城市创新水平的影响及其作用路径,并通过平行趋势检验、安慰剂检验等方法进行多种稳健性检验验证。结果表明:开发区升格有效促进其所在城市的创新水平提高;产城融合是升格开发区所在城市创新增长的重要原因,主要通过促进服务共享、要素畅通和协同创新等发挥作用;受地理区位、发展水平影响,开发区升格带来的城市创新数量和创新质量促进效应有所差异;此外,开发区升格政策还具有线性叠加效应,随着开发区升格数量的增加对城市创新的推动作用增强。因此,各地方政府应结合本地区发展实际加快推进开发区升格工作,加快产城融合和产城互促。

差异性开发区管理体制的影响要素分析——基于区城互动的视角

开发区的管理体制不同于传统行政区,具有其特殊性。本文基于区城互动视角,研究发现城市政府影响了所在地开发区管理体制的形成,具体体现为强规制“政府导向”与弱规制“市场导向”两种形态。本文以“城市环境—开发区基础”为核心要素,以区城互动为视角,构建了开发区管理体制的分析框架,并基于14家首批设立的国家级经济技术开发区,运用模糊集定性比较分析法和多时段定性比较分析法,对影响开发区管理体制的因素及条件组态进行探讨。研究发现,开发区管理体制的形成具有“母城依赖型”“区城互动型”“规模经济型”三种模式,该研究结论为我国开发区管理体制类型的解释与选择提供了理论与实证支撑。

制度质量如何影响外资企业进入模式——来自中国设立开发区的经验证据

本文利用1979—2016年外资企业投资经营数据,采用双重差分法考察设立国家级开发区引致的制度质量改善对外资企业进入模式的影响。估计结果显示,制度质量改善能够提高外资企业以独资方式进入中国的可能性。这一结论在基于倾向评分匹配的双重差分估计(PSM-DID)和城市加总估计中依然稳健。进一步研究表明,制度质量改善的影响随着时间推移逐渐增强;制度质量改善对外资企业以独资方式进入的促进作用在契约密集型行业以及来自大陆法系国家的外资企业体现得更为明显。

广州经济技术开发区探索循环经济新模式的典型做法与启示

广州经济技术开发区(以下简称“广州经开区”)是首批国家循环经济试点园区、国家级开发区绿色发展最佳实践园区,在传统的循环经济发展模式上不断迭代升级,通过探索一系列循环经济新模式的先进做法,取得了明显的成效。浙江省在园区循环化改造工作中一直走在全国前列,目前循环化改造工作已步入深水区,借鉴广州经开区的典型做法,对浙江省以及全国其他地区的园区循环化改造高水平推进具有重要意义。

南昌经开区冬季PM_(2.5)中正构烷烃污染特征及来源

为研究南昌经开区冬季PM_(2.5)中正构烷烃的污染特征及来源,文章对2020年12月1日-2021年2月28日采集的PM_(2.5)样品进行了正构烷烃浓度分析。结果表明:南昌经开区冬季PM_(2.5)样品中正构烷烃碳数范围为C20~C33,浓度为71.66~1295.30 ng/m^(3),平均为(327.51±186.07)ng/m^(3)。气象参数和气态污染物与正构烷烃之间的相关性表明,正构烷烃浓度受到了人为排放源和气象条件的共同影响。利用诊断参数和PMF模型对正构烷烃来源进行估算,结果显示冬季人为源(化石燃料和生物质燃烧)对南昌经开区大气中正构烷烃的贡献达到66%~77%。南昌经开区冬季出现的8次污染事件,主要受到了生物质燃烧源和化石燃料燃烧源输入的控制,整个冬季污染事件期间,这2种人为源的贡献比例达到68.05%,其中生物质燃料燃烧源占比31.79%,化石燃烧占比36.26%。气象条件也对污染事件中的正构烷烃累积起到了作用,随着温度的升高,更多的挥发性有机物被分配到颗粒物中,会促进正构烷烃浓度升高。

数字经济促进国家级经济开发区高质量发展研究—来自市级层面的经验证据

现有理论分析发现,数字经济通过优化产业结构、提升科技创新水平、对外开放水平和绿色发展水平促进国家级经济开发区高质量发展。文章选取2012-2021年间面板数据,对国家级经济开发区高质量发展水平指数及数字经济发展水平指数进行测度和实证分析,结果表明:数字经济发展显著促进了国家级经济开发区高质量发展,选取“是否建立国家大数据综合试验区”作为外生政策冲击进行准自然实验和分段回归实验,这一结论依然成立。中介效应分析表明:国家级经济开发区产业结构优化、科技创新能力提升、对外开放水平提高、绿色发展水平提升均在数字经济发展对国家级开发区高质量发展的影响中存在中介效应。本文研究结论启示,通过推动东部、中部、西部地区数字经济差异化发展,能进一步释放数字经济对国家级经济开发区高质量发展的红利。

山西省阳泉经济技术开发区南区浅层地下水质量分布特征与污染评价

研究浅层地下水的质量分布特征与污染评价对地下水资源的科学管理与保护具有重要意义。本文以山西阳泉经济技术开发区南区为例,采用单指标评价方法与综合评价方法对地下水化学组成进行分析,利用GIS技术进行质量分布分析,运用污染指数法对地下水污染进行评价,对11口新建井的91个地下水污染指标进行分析。单指标评价法与综合指标评价法的研究结果显示,YQ03和YQ11监测井为Ⅲ类水;样品YQ01和YQ09监测井为Ⅳ类水;样品YQ02、YQ04、YQ05、YQ06和YQ10监测井为Ⅴ类水。污染指数法对地下水污染的评价结果表明,YQ02、YQ04、YQ05、YQ06、YQ09和YQ10点位发生的污染主要为总硬度、溶解性总固体、硫酸盐、氯化物、铁、锰、铝、耗氧量、钠、氟化物、钡等11个指标。

滕州市岩溶塌陷区地质灾害危险性评价

滕州经济技术开发区位于滕州市城区南部和西部,现已升级为国家级经济技术开发区,其东部为岩溶塌陷发育区域。本文以滕州经济技术开发区为研究区,分析岩溶塌陷发育程度及时空分布规律,然后评估其稳定性,预测项目建设过程中、建成后引发或遭受地质灾害的可能性,明确建设场地的适宜性,并提出地质灾害防治措施,从而服务区域社会经济建设。

新型城镇化进程中邢台市开发区棚户改造社区语言景观研究——以X街道某三村居为例

以河北省邢台市经济技术开发区X街道某三村居语言景观为研究对象,采用定量与定性相结合的混合研究范式,对所获语言景观进行系统梳理和分析发现:三个村居的语言景观中官方景观占据数量优势,整体呈现“单语突显,汉语主导”的特点,景观用词具有大众化和通俗化趋向。采样区语言景观建设符合国家语言规范、注重思政建设、遵从受众设计原则,但仍旧存有表达粗疏、缺乏维护、表意不明、特色不足的问题。地方政府主体作为城市空间生产的核心力量,可通过超前谋划、全局联动、后续跟踪努力提升棚改空间话语建构能力。
