Economic Development Strategies and Optimization of High-tech Development Zones from the Perspective of"Four-transform and Three-famous":Taking Nanchang High-tech Development Zone as an Example

In recent years,high-tech development zones(hi-tech zones)have always occupied a very important position in the strategy of promoting China's innovative development.The combination of the"four-transform and three-famous"coordinated economic development strategy pioneered by Zhejiang Province in 2015 and the coordinated economic development of high-tech zones is particularly important for modern China at a critical time for innovative economic development.In this article,based on the research on the coordination mechanism of economic activities and development of Nanchang High-tech Zone,the development course of high-tech zones in China is elaborated,the early economic models in high-tech zones of Nanchang and China are analyzed,the existing problems in the structure of economic development of high-tech zones are analyzed in depth,the main driving factors for promoting the economic development of high-tech zones are studied from the aspects of capital,space,industry,economic model,etc.,and corresponding development strategies for high-tech development zones in China are proposed.

A Study on Theoretical Model and Applied Evaluation of Land Use Performance of High-tech Zone in Urban Fringe: A Case Study in Haidian District, Beijing

High-tech industrial zone is an important carrier for constructing innovative cities. It also plays an important role in implementing the national independent innovative strategy. How-ever, most of the high-tech industrial zones have many problems in their development process, such as efficiency of land use, weakness of oriented function and lack of land intensive. To solve these problems, the authors of this paper introduced the concept of land use performance and established the theoretical model to assess the land use performance of high-tech industrial zones. The model consists of the following three-dimensional parts: land use benefit, land use efficiency and innovative function. Based on this theory model, an index system which was composed of three secondary indictors, eight tertiary indictors and 37 fourth-grade indictors was set up to evaluate the land use performance of high-tech zone. To avoid the defects of plus model and function model, the authors brought out a three-dimensional evaluation model to examine the index of the land use performance of the high-tech industrial parks, which equals to the evaluation indicator system of land use performance of high-tech zone based on the above research. The authors examined the land use performance of five different high-tech industrial parks in Haidian District, Beijing City. The results indicated that the indicator system per-forms better in the aspect of evaluating land use benefit, land use efficiency and function of the high-tech industrial zone compared with other models.

Study on the geochemical characteristics of ocean-ridge and oceanic-island volcanic rocks in the Nan-Uttaradit zone, northern Thailand

Field investigations and laboratory integrated research as indicated that ophiolite mélange in the Nan-Uttaradit zone, northern Thailand, consists of fragments of tectonites such as metamorphic peridotite (extremely silicified serpentinite), cumulates (pyroxenolite, gabbro, and gabbro-diorite), ocean-ridge basalt, oceanic-island ba-salt and radiolarian silicalite, and it was formed during D3-P. The rock series, rock types and petrogeochemical characteristics of metamorphic tholeiites in the Nan area of the Nan-Uttaradit zone are similar to those of ocean-ridge basalts (C1) in China's Ailaoshan zone. As for the Hawaiites in the Nan area of the Nan-Uttaradit zone, their major elements, REEs and trace elements are similar to those of oceanic-island basalts in China's Jinshanjiang zone (P11). In the Uttaradit area of this zone the metamorphic alkaline basalts show transitional petrogeochemical characteristics between ocean-ridge basalts and oceanic-island basalts, which were still formed in oceanic-island environments. The above-described basalts are all oceanic volcanic rocks and they are the most important part of the Paleo-Tethys oceanic crust in the Nan-Uttaradit zone.

The Role of China's High-Tech Zones in Its Regional Economic Development

National high-tech industrial development zones represent a major strategy of the Chinese government in developing high-tech industries and spurring regional economic growth. The effect of this policy is yet to be proven. Based on the panel data of 283 Chinese cities between 1984 and 2012, this paper investigates the effect of high-tech zones on regional economic development. Empirical results suggest that first, national hightech zones have remarkably enhanced regional GDP and per capita GDP growth, and this conclusion still holds true after multiple rounds of robustness test; second, the economic effect of national high-tech zones is subject to diminishing marginal return and compared with higher-tier cities, lower-tier cities benefited more from the creation of national hightech zones. This paper concludes that national high-tech zones where special policies are experimented and offered not only drive economic development but, if properly distributed across regions, may help reduce regional economic disparities as well. The results of this study provide important implications for the future distribution of national high-tech zones and the creation of other relevant policies.

Spatial Pattern Evolution and Industrial Characteristics of Economic and Technological Development Zones and High-tech Industrial Zones in China

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.

The Impact of the Establishment of National High-tech Zones on Total Factor Productivity of Chinese Enterprises

The National High-tech Zone(NHTZs)is an important strategic platform for cultivating high-tech industries and realizing high-quality economic development in China.Based on the combined data from 2006 to 2014 of the industrial enterprise database,the customs database,and the China Development Zones Audit and Announcement Catalogue(abbreviated asthe Catalogue),this paper systematically investigates the influence of the construction of NHTZs on enterprise’s total factor productivity(TFP).Results show that NHTZs have a positive impact on the TFP of enterprises in the zone,and this conclusion is still valid after considering endogeneity problems.Furthermore,the above productivity effects of NHTZs are heterogeneous in terms of enterprise ownership,external environment and establishment time,and NHTZs have greater stimulation effects on enterprise productivity after comparing with other types of functional zones.An investigation of the specific mechanisms at play shows that NHTZs promote the TFP of enterprises in the zone through the release of preferential policies,strengthening the“technology spillover effects”of imported intermediate goods,enhancing enterprise’s innovation ability and attracting talent.In addition,based on the decomposition of industry productivity,this paper also investigates the impact of NHTZs on changes in industry productivity and finds that NHTZs promote the overall productivity of specific industries mainly by stimulating the productivity improvement of incumbent enterprises and expanding the market share of high-productivity enterprises.Moreover,the preferential policies of NHTZs do not significantly stimulate high-productivity enterprises to enter the zones,nor do they cause low-productivity enterprises to exit.This research is helpful in objectively evaluating the economic effects of the NHTZs in China and in providing a theoretical basis for its further adjustment.

A Study of the Industrial Development in Huazhong Agricultural High-tech Industrial Development Zone

This paper illustrates the current situation and problems concerning the industrial structure in Huazhong Agricultural High-tech Industrial Development Zone,and analyzes the internal contradictions that exist in industry: small-scale land operation has become an inherent obstacle to the industrial development in Agricultural High-tech Zone; farmers are always in a passive position in industrial restructuring optimization; government's policy failures and rent-seeking behaviors have hindered industrial development; the research,popularization and application of agricultural science and technology is not suited to industrial development requirements. Finally,this paper makes the corresponding recommendations for industrial development in Huazhong Agricultural High-tech Industrial Development Zone.

Comprehensive Control Measures and Effect Evaluation of Groundwater Over-exploitation Areas in High-tech Zone,Jining in 2020

Groundwater over-exploitation is a major problem in groundwater development, utilization and protection. At present, the area of shallow groundwater over-exploitation in the High-tech Zone is 76 km^(2). In this study, the system and mechanism construction, engineering measure construction, and control effect of national comprehensive control project of groundwater over-exploitation areas in the High-tech Zone in 2020 were evaluated, and the comprehensive control of groundwater over-exploitation in the High-tech Zone in the year was summarized to provide effective basis for the continuous implementation of comprehensive control of groundwater over-exploitation. At the same time, the water-saving and exploitation reduction effect and generalizability of different measures were studied to provide useful reference for other over-exploitation areas.

Evolution of Industrial Competitiveness Based on Evaluation of Urban Competitiveness of Dongguan City:A Case Study of Songshan Lake High-tech Zone

Based on the theoretical system of urban competitiveness,the evaluation model of urban competitiveness from the perspective of competition and cooperation was established.According to the significance index and explanatory index,the urban competitiveness was divided into urban comprehensive competitiveness(UC),urban internal node competitiveness(NC)and external competitiveness of urban network(EC).The scores and rankings of UC,NC and EC in 2006,2010 and 2015 were obtained by conducting the comprehensive evaluation of the urban competitiveness of Dongguan City with integrated usage of the principal component analysis and Technique for Order Preference by Similarity to an Ideal Solution and the data of other 20 cities in Guangdong province,Hong Kong and Macao.The research showed that the competitiveness of Dongguan City has been greatly improved during the decade of 2006–2015,and the regional cities in Guangdong Province had significant differences,which are reflected in the two dimensions of urban internal node competitiveness(NC)and external competitiveness of urban network(EC).Based on this,this study further analyzed Dongguan’s urban competitiveness from two dimensions of NC and EC,and took Dongguan Songshan Lake High-tech Zone as an example to study how to promote Dongguan’s urban competitiveness from the industrial level.

Characteristics and Development Modes of Standardization forChina's National High-Tech Zones:A Review

Indigenous innovation focused on the development of technical standards has become the core of China's innovation policy,since China released the "Outline of the National Program for Longand Medium-Term Scientific and Technological Development (2006-2020)" in 2006.Meanwhile,standardization issues are greatly emphasized by high-tech zones which serve as the major carriers of national economic growth as well as innovation clusters in the context of fast-growing international standardization.By means of the effective guide of the government,the standardization of high-tech zones in China now presents a wide range of operating modes.Specifically,they can be divided predominantly into the government promotion mode,the alliance collaboration mode,the research-standard-industry linkage mode,and the talent training mode,in terms of the main body of work and influence factors.

Geochemical characteristics of island-arc volcanic rocks in the Nan-Nam Pat-Phetchabun zone,northern Thailand

Late Permian-Early Triassic(P2-T1) volcanic rocks distributed on the eastern side of ocean-ridge and oceanic-island basalts in the Nan-Uttaradit zone were analyzed from aspects of petrographic characteristics,rock assemblage,REE,trace elements,geotectonic setting,etc.,indicating that those volcanic rocks possess the characteristic features of island-arc volcanic rocks.The volcanic rock assemblage is basalt-basaltic andesite-andesite.The volcanic rocks are sub-alkaline,dominated by calc-alkaline series,with tholeiite series coming next.The chemical composition of the volcanic rocks is characterized by low TiO2 and K2O and high Al2O3 and Na2O.Their REE patterns are of the flat,weak LREE-enrichment right-inclined type.The trace elements are characterized by the enrichment of large cation elements such as K,Rb and Ba,common enrichment of U and Th,and depletion of Nb,Ta,Zr and Hf.The petrochemical plot falls within the field of volcanic rocks,in consistency with the plot of island-arc volcanic rocks in the Jinsha River zone of China.This island-arc volcanic zone,together with the ocean-ridge/oceanic island type volcanic rocks in the Nan-Uttaradit zone,constitutes the ocean-ridge volcanic rock-island-arc magmatic rock zones which are distributed in pairs,indicating that the oceanic crust of the Nan-Uttaradit zone once was of eastward subduction.This work is of great significance in exploring the evolution of paleo-Tethys in the Nan-Uttaradit zone.

“两山”理论背景下广西国家重点生态功能区绿色发展路径探索——以南宁市上林县为例

广西国家重点生态功能区由于自身发展条件的短板及限制,逐渐成为发展滞后地区,亟待突破困境,而“两山”理论的提出,使其迎来了新的发展机遇。本文以南宁市上林县为例,从提高生态空间整体质量、培育绿色生态经济新动能、创新生态文旅协作新模式、探索生态产品价值转化新路径四个方面探索了“两山”理论背景下国家重点生态功能区绿色高质量发展路径,以期为同类地区突破困境提供借鉴。

基于层次分析法的南宁市雷电灾害风险评估与区划

本文以南宁市为例,根据气象灾害风险评估与区划方法建立雷电灾害风险区划指标体系。利用南宁市的气象、地理、人口、经济等资料,采用数据统计、调查问卷、层次分析和加权综合评价等方法,确定雷电灾害风险的权重和评价指标,使用ArcGIS技术进行栅格计算和图层叠加,最终得到南宁市的雷电灾害风险区划图。结果表明,南宁市范围内发生雷电灾害风险最高的处于青秀区、邕宁区、兴宁区、良庆区以及宾阳县、横州市、上林县、马山县一带,整个南宁市范围内,从高风险到中风险所占的区域面积最大,反映了南宁市范围内的雷电灾害风险普遍较高。

南宁市森林火灾风险评估与区划研究

以森林火灾风险评估技术体系为框架,利用南宁市森林火灾风险要素数据对南宁市森林火灾危险性、综合风险、减灾能力和防治区划进行了研究。结果表明:南宁市危险性指数在0.0022~0.2397;综合风险指数在1.0400~3.0000,危险性和综合风险等级高的乡镇主要集中在环大明山及市、县交界处等森林资源丰富、地形地势较为复杂、人类活动较为频繁的区域;南宁市减灾能力指数在0.1220~0.6110,减灾能力等级较高的乡镇多分布在国有林场涉及区域及经济发展较好的城区。在南宁市综合风险与减灾能力基础上,综合考虑南宁市防火工作实际与生态区位,共划分了7个防治区划。评估与区划结果符合南宁市客观实际,能够为南宁市的森林防火决策部署提供参考建议。未来可通过及时更新森林火灾风险要素数据,结合气象等实时数据,进行动态风险评估,为不同时期的森林火灾防控提供更精细化的管理建议。

华南陆缘晚中生代造山及其地质意义

长乐—南澳带位于华南大陆的东南缘,是揭示晚中生代古太平洋板块与欧亚大陆相互作用和华南陆缘地质演化的一条关键性构造带。该构造带的T3-J含煤地层不整合下伏于下白垩统南园组之下,或以角闪岩相包体形式赋存于晚侏罗—早白垩世片麻状花岗岩体内。这些具有透入性混合岩化特征的副变质岩包体(T3-J)与围岩(片麻状花岗岩)发生过同变形,并且被未变形的白垩纪岩体/脉侵入。这些晚三叠—早侏罗世地层的变质和变形具有朝陆内(NW)方向减弱的特征。下白垩统南园组普遍发生褶皱和绿片岩相变质,并且被未变质的上白垩统石帽山群不整合覆盖。长乐—南澳带的主要岩石单元与构造特征表明华南陆缘在晚中生代经历过两期挤压(造山)。在第一期挤压(造山)过程中,T3-J陆相地层发生褶皱和变质。随后,这些经历了变形和变质的T3-J沉积地层与中-上地壳的其他岩石在早白垩世早期发生构造折返,其间伴随着大规模同构造岩浆作用(147～135 Ma)和区域性混合岩化。在第二期挤压过程中,早白垩世南园组发生褶皱和变质。华南陆缘110～100 Ma的岩浆杂岩、100～90 Ma的A型花岗岩和90～80 Ma的双峰式火成岩可能分别与这次挤压事件及其后的地壳伸展、减薄过程有关。因此,华南晚中生代两大岩浆旋回(165～120 Ma和110～80 Ma)可能受控于同期的两大构造旋回(165～120 Ma和115～80 Ma)。每个构造旋回包括一个地壳受挤压增厚过程和一个随后发生的地壳伸展减薄过程。值得注意的是,华南沿海地区的晚中生代构造-岩浆作用与陆内同期构造-岩浆作用似乎具有可比性。

台西南盆地天然气水合物甲烷量估算

南海北部陆坡区的台西南盆地是天然气水合物潜在分布区之一,水合物稳定带的研究对天然气水合物成矿与分布规律以及资源评价都具有重要意义,根据SO-177中德合作航次南海北部陆坡天然气水合物地质的调查资料,结合天然气水合物的相平衡条件和相应的压力-温度方程,计算了台西南盆地A区和B区的水合物稳定带厚度,并讨论了水合物稳定带厚度的分布特征。另外,对A区和B区天然气水合物中甲烷资源量进行了初步估算,估算结果为:A区甲烷资源含量为8.5739×1011～5.1443×1012m3,B区甲烷资源含量为1.4518×1012～8.7111×1012m3,A区和B区甲烷资源总量约2.3029×1012～13.8544×1012m3。初步估算结果显示,台西南盆地天然气水合物甲烷资源量潜力巨大。
