Role of Community Health Practitioners in National Development: The Nigeria Situation

This is a review paper that brings to focus, concepts of Community Health Practice that connect Community Health Practitioners’ Roles to National development in view of its composite index improvement measure of social welfare services provision among others for the citizens of a country over time, with particular emphasis on medical care component of such index aimed at reduction in diseases and poverty in the population. The objective of the review work is to determine the extent to which Community Health Practice, particularly by Community Health Practitioners is capable of ensuring National Development in democratic governance or otherwise, in the context of our country, Nigeria. The methodology applied was traditional review of published literatures concerning the subject and findings of operational research of programme implemented by Community Health Practitioners at the Primary Health Care facilities and household level in the communities. This paper emphasizes on Primary Health Care services delivery contribution to National Development, since it is the level where Community Health Practitioners are mainly commissioned to render their services. Home-Based Care Strategy for Integrated Maternal, Newborn and Child Health piloted in three (3) local government areas (Ahoada West, Etche and Oyigbo) in Rivers State, Nigeria, in 2012 and implemented by Community Health Practitioners, aimed at reducing maternal, newborn and child morbidity and mortality by 20% by 2015 in line with the United Nations (UN) Millennium Development Goals 4 and 5, had been shown to achieve an average of 26% improvement in utilization of maternal and newborn health services, an average of 27% overall reduction in maternal malnutrition status, an average of 14% overall improvement in under 5 years malnutrition status among others in 2013 on comparing with baseline indicators. Nigeria also attained 80% coverage in routine immunization in most vaccine preventable diseases except Tetanus Toxiod (TT) 2 (54%) in 2013 to achieve herd immunity of the community to prevent transmission of disease pathogen to cause a disease. Community Health Practitioners are the frontline Primary Health Care Professionals charged with the responsibility of implementation of immunization programmes in Nigeria and therefore contributing significantly to the prevention and control of targeted vaccine preventable diseases in Nigeria Health System. Our findings on factors militating against Community Health Practitioners’ Roles in National Development as elicited in this paper may form basis for empirical studies to determine the level of significance of each of these factors. In conclusion, it is when the Community Health parameters are adequately addressed that we can ensure sustainable National Development and we can say we have succeeded in our various strategic agenda of government at whatever level that makes up the complex whole. This brings to fore, the importance of the roles of Community Health Practitioners in health care delivery to National Development in the context of our country, Nigeria.

Universal Basic Education and National Development:Issues and the Way Out

Education has been identified as one of the best financial investitment any government can make.Education is a human right and indispensible means of realising other human right..Studies has shown that a good basic education is a sine qua non for subsequent progress in the life of an average citezen.The Nationalm Policy on Education 2004 opined that basic education is the key to the success or failure of the whole system since the rest of the education is built on it.A good basic education provides a background and foundation that gruarantees better educational attainment in the future.The Universal Declarattion of Human Right in article 13(1)of the convention stated that“education shall be directed to the full development of the human personality”.It also added in Article 13(2)that primary education must be universal,ensure that basic learning needs of all children are satisfied and take into account the culture,needs and opportunities of the community.The above stated policies and conventions have serious implication for the financing and management of educational programmes and provision of funds for the realization of the objectives of basic education.Based on this therefore,the paper focused on the discusion of brief over view of universal primary education,conceptual clarification,impact of universal basic education on national development,issues in universal basic education and national developmen.The papewr finally made some suggestions on the way out in solving problems facing universal basic education in Nigeria.

National Innovation Development Index: A Cross-country Comparison of Innovation Development Performance

Innovation development has received increasingly more attention from academia and policymakers. The policy-making for promoting it heavily relies on evidence provided by measuring national innovation development. This study tries to build a bridge between innovation development measurement and policy-making. The literature shows that there is very limited theoretical and methodological research on measuring national innovation development. This paper proposes a national innovation development index(NIDI) for measuring the performance of national innovation development by integrating the definition of innovation from five perspectives and the definition of development from four perspectives. The NIDI consists of five sub-indexes, science and technology development sub-index, innovation condition development sub-index, industrial innovation development sub-index, social innovation development sub-index, and green & low-carbon development sub-index, which is measured by the composite sub-index approach. This paper uses the NIDI methodology to investigate 40 countries based on the panel data from 2006 to 2015, which helps classify countries into three categories including leading, advanced and catching-up countries. The cross-analysis between sub-indexes of the NIDI brings new insights into the competitive advantage and disadvantage, which helps governments to choose more specific policies to overcome shortcomings resulted in the poor performance of sub-indexes of the NIDI so as to improve their innovation development performance systematically. Besides, the findings in this article indicate that the level of economic development in a country is to a large extent determined by the level of national innovation development.

An academic emergency department:residents' perspective

BACKGROUND:Since demographic changes have contributed to the growth of emergency medicine,a highly populous nation such as India needs to give physicians associated due credit and recognition.The management of knowledge source must also be conducted with due care as the work environment is completely different from that of any other clinicians.METHODS:The data were collected by direct interaction with residents of the department.Additional information was gathered by observation.The data were verified for validity.RESULTS:This study was to bring out the benefits of proactive decisions that could further enhance the emergency department.But such decisions did not always result in positive responses and improved morale.When such decisions were retracted as it causes misalignment with the existing system.An academic emergency department was expected and physicians should enrich their knowledge about emergency medicine.CONCLUSIONS:The problems faced by emergency department might be similar but the way in which one tackles the situation would be different.Decision making in this hospital may not be the best but it would've been the optimum one given the conditions available.

Threats and Opportunities Developing Nations of Africa Can Draw From the Foreign Direct Investment From Russia and China

The 21st century has seen the world superpowers,such as Russia and China and multi-lateral agencies encourage backward states to embrace and promote foreign direct investment(FDI)as an instrument to improve domestic production which will lead to economic growth and development.This is premised on the fact that FDI comes with transfer of technology,new and advanced management approaches,technical skills,and access to international markets.However,researchers have shown that occasionally FDI inflows achieve the opposite as they compete for the same markets with local industries and,as a result,they crowd out local industries leading to higher unemployment.Further,research has shown that most international financial crises were caused by rapid withdrawal of FDI.In essence,FDI can have positive and can also have negative effects on economic growth.Against this background,this discussion seeks to outline and look at the threats and opportunities that backward states,such as those in Africa will draw from the 21st century FDI from world superpowers.
