From the perspective of change of rural space, this paper examines the impact of rural industrialization on the rural-urban transition. After an introduction to the issue of rural-urban transition in rural-urban continuum, a historical overview of the transformations of China’s rural space in economic, social and geographical structure is presented. This is followed by an analysis of regiotal uneven development among provinces in rural industrialization and rural-urban transition. It is concluded that the fast industrialization of rural area has brought on many radical transformations of rural space in China, especially on the formation of new rural economic, social and geographical spaces and the uneven development of rural-urban trgnsition among the eastern, central and westem areas.展开更多

Meanwhile the incomes of the rural residents can be boosted, which denotes the realization of a harmonious society where the achievements of China's reform and development are shared by each citizen. Moreover, the construction of NRCs facilitates the economization of land use and thus improves the overall living standard of the residents, while helping to cut the administrative cost and promote democracy at the primary level. This paper also points out various problems arising during the construction of NRCS in China: blindly following suit in accordance with the modes of the urban communities; lack of funds, which leads to the absence of the supporting mechanisms of NRCs; vague positioning and the ensuing shortage of impetus for continued development. Finally, the paper raises the corresponding measures and suggestions: first, based on reality, make overall planning and scientific arrangement; second, the government should play the dominant role while respecting the principal position of the rural residents and introducing the market mechanism; third, increase science and technology input and attach equal importance to economic and social benefits; fourth, broaden fund-raising channels while completing the supervision mechanism.展开更多

Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. Status quo of urban and rural public goods supply in China is analyzed.Firstly,public goods supply in rural areas is inadequate,for example,inadequate supply of agricultural infrastructure,lack of expenditure in agric...Status quo of urban and rural public goods supply in China is analyzed.Firstly,public goods supply in rural areas is inadequate,for example,inadequate supply of agricultural infrastructure,lack of expenditure in agricultural science and technology,problems of rural drinking water safety,problems of rural roads and transportation,low levels of health care,weak rural public culture,short supply of farmers' education.Secondly,the system and level of urban public goods provision can't meet migrant workers' demand,for example,less migrant workers are employed by the governments' direction;migrant workers are isolated by urban housing project and these workers have difficulty in receiving city social security.One reason of new generation migrant workers facing the double marginalization of rural and urban crisis is that urban and rural public goods supply are different in particular the inadequate supply of public goods in rural areas.Three countermeasures are put forward in order to relieve new generation migrant workers' double marginalization of urban and rural,which include increasing financial input in rural areas in order to achieve equalization of urban and rural public goods,perfecting the preferential agricultural policy to increase rural public goods supply,making urban public goods supply as a guide to promote the new generation migrant workers into the city.展开更多

Among them, the strengths of rural infrastructure in Beijing municipal are analyzed from two aspects, namely, the strong financial support and great importance attached to by the government; the weaknesses are analyzed in terms of the serious shortage of funds invested and disparate investment in rural infrastructure; the opportunities faced by the rural infrastructure construction are analyzed in terms of support form the macrocontrol of the state and the threats are analyzed from the aspects of land preservation and environmental protection. Thus in order to further promote the Beijing rural infrastructure construction and increase the investment in rural infrastructure construction, the following countermeasures are put forward. In the first place, the government should adjust the fiscal policies and increase the investment in rural infrastructure construction. In the second place, the laws should be perfected to provide constitutional guarantee for infrastructure construction. In the third place, healthy supervision system of rural infrastructure should be managed well and use well. In the fourth place, the government should attach importance to disparate demands and shift from the unified standard to classified standard. Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable lan...Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows:(1)the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;(2)land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;(3)total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land(INL),transportation land(TRL),rural construction land(RUL)and town construction land(TOL)are 45.03%,15.8%,15.47%and 11.5%,respectively;and(4)the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation's macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.展开更多

文摘Status quo of urban and rural public goods supply in China is analyzed.Firstly,public goods supply in rural areas is inadequate,for example,inadequate supply of agricultural infrastructure,lack of expenditure in agricultural science and technology,problems of rural drinking water safety,problems of rural roads and transportation,low levels of health care,weak rural public culture,short supply of farmers' education.Secondly,the system and level of urban public goods provision can't meet migrant workers' demand,for example,less migrant workers are employed by the governments' direction;migrant workers are isolated by urban housing project and these workers have difficulty in receiving city social security.One reason of new generation migrant workers facing the double marginalization of rural and urban crisis is that urban and rural public goods supply are different in particular the inadequate supply of public goods in rural areas.Three countermeasures are put forward in order to relieve new generation migrant workers' double marginalization of urban and rural,which include increasing financial input in rural areas in order to achieve equalization of urban and rural public goods,perfecting the preferential agricultural policy to increase rural public goods supply,making urban public goods supply as a guide to promote the new generation migrant workers into the city.

文摘On the strength of the status quo of Beijing rural infrastructure, I probe into the SWOT analysis of the strengths, weaknesses, opportunities and threats of rural infrastructure in Beijing municipal. Among them, the strengths of rural infrastructure in Beijing municipal are analyzed from two aspects, namely, the strong financial support and great importance attached to by the government; the weaknesses are analyzed in terms of the serious shortage of funds invested and disparate investment in rural infrastructure; the opportunities faced by the rural infrastructure construction are analyzed in terms of support form the macrocontrol of the state and the threats are analyzed from the aspects of land preservation and environmental protection. Thus in order to further promote the Beijing rural infrastructure construction and increase the investment in rural infrastructure construction, the following countermeasures are put forward. In the first place, the government should adjust the fiscal policies and increase the investment in rural infrastructure construction. In the second place, the laws should be perfected to provide constitutional guarantee for infrastructure construction. In the third place, healthy supervision system of rural infrastructure should be managed well and use well. In the fourth place, the government should attach importance to disparate demands and shift from the unified standard to classified standard. In the fifth place, the government should enforce the supervision on capital and operation so as to improve the service efficiency of capital.
文摘Under the direction of theory of human resources development,this thesis analyzes the impact of rural human resources development oncultivating new-type farmers.Firstly,it increases the input of rural basic education;secondly,it reinforces the vocational education and technologytraining;thirdly,it promotes the rural medical and public health services;fourthly,it quickens the rural labor transfer.The status quo of China's ruralhuman resources has been analyzed as follows:in terms of the quantity of rural human resources,the status quo is large and quick-developed baseof rural human resources,high labor participatory rate,and constitution of low age;in terms of the quality of rural human resources,the status quois the ubiquitous low quality of rural human resources,low technological level of rural human resources,and overall low physical quality of farmers;in terms of the structure of rural human resources,the status quo is the irrational industrial structure distribution and imbalanced regional structuredistribution.The thesis also discusses the edification of theory of human resources development in cultivating new-type farmers.First,in terms ofthe control over quantity of rural human resources,it is to keep the stability of family planning policy,and expedite the transfer of rural surplus la-bor;second,in terms of promoting the quality of rural human resources,it is to bolster the development of reserve rural labor force resources,toconstruct the adult educational training system with Chinese characteristics,and to build rural primary health care system;third,in terms of adjus-ting the structure of rural human resources,it is to perfect rural human resources market,and adjust rural economical structure and talents struc-ture.

文摘Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows:(1)the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;(2)land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;(3)total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land(INL),transportation land(TRL),rural construction land(RUL)and town construction land(TOL)are 45.03%,15.8%,15.47%and 11.5%,respectively;and(4)the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation's macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.

文摘This paper expounds the connotation of main body of new socialist village construction,and the duplex main body characteristics of farmers and government.It points out that the main body of society should be the state holding public power,and the main body of nature or practice is the farmer who participates in production and living activities in rural areas and supports the existence of rural society.It also expounds the dominant position of duplex main body in new village construction,wherein the government is the main body which administers public power in the field of public power in new village construction,while the farmer is the main body who administers private rights in the field of non-public rights in new village construction.It generalizes and unravels the role of duplex main body of farmers and government in new village construction,and analyzes the relationship of role of duplex main body between government and farmers as follows:the government dominates over rural development,and the government,as main body,plays dominant role in the field of rural public power and construction of social environment,while the farmers are main participators and constructors,who play significant role;in construction of rural non-public power field,the farmers play the role of main body,and the government plays the role of guidance and service.In new village construction,the government and farmers play the role abreast,which is an important prerequisite and guarantee of constructing new village.In the process of government's fulfilling responsibility in new village construction,the outdated administrative concept exists,and in the process of administering and promoting new village construction,the farmers' quality is yet to be promoted.As for these problems,three countermeasures are put forward as follows:transform concept;transform style of work and transform and exert advantage of organization.
