Cultivation of Modern and New Farmers from the Perspective of Black Box of Science and Technology

On the basis of analyzing the connotation and function of black box of science and technology,this article expounds the necessity of cultivating modern and new farmers in China at present,and points out that with incessant progress of science and technology,the modern agriculture based on black box of science and technology will continue to grow,which requires a large number of new farmers who can learn and improve black box of agricultural science and technology.Finally,the recommendations are put forward for cultivation of new farmers:improving farmers' training system;enhancing rural financial support,so that the farmers benefit from black box of science and technology;strengthening the cultivation of the practical ability,and promoting farmers' management capacity;strengthening the cultivation of innovative ability,and nurturing innovative farmers.

Practice and Exploration of New Rural Construction in West Bank of Taiwan Strait Led by Spark Science and Technology

According to practice and exploration of spark program for 26 years in Quanzhou,the main model and their effects of new rural construction in west bank of Taiwan Strait led by spark science and technology were expounded. Six spark program systems were established,consisting of policy support guide,science and technology project lead,experts' intelligence support,spark science and technology training,scitech information service and spark program demonstration. Five spark projects were implemented to promote new rural construction in the west bank of Taiwan Strait,such as constructing the national spark industrial zone,organizing the new rural construction led by science and technology,constituting spark sci-tech innovation center,developing the rural informatization,and establishing science and technology commissioner bases. Finally,enlightenment of spark program and its development ways in the future were put forward.

Aiming at the main problems existing in the teaching process of new agricultural science,systematic solutions are put forward:(1)creating an agriculture related professional group serving the coordinated development of large-scale operation subjects and small farmers,and fully connecting the coordinated development needs of large-scale operation subjects and small farmers;(2)carrying out all-round agricultural related professional teaching reform,so as to cultivate high-quality talents for the organic connection between small farmers and modern agricultural development;(3)based on agriculture related professional resources,taking multiple measures to improve the social service development ability of secondary vocational schools.

Manufacturing Localization,Technology Backfire,and Economic De-globalization

Since the global financial crisis,global value chain(GVC)have been contracting amid the trend toward economic de-globalization.With GVC participation rate in mind as the core indicator of economic de-globalization,in this paper we create a multi-country general equilibrium model to characterize the mechanism by which manufacturing localization affects GVC participation rate.Our theoretical derivation shows that changes in the local manufacturing status of final products in various countries directly influence the GVC participation rate of those countries.When the local proportion of a country’s final products reaches a certain level,rising local proportion of intermediate inputs,economic growth below the world average level,and technology progress all cause the country’s GVC participation rate to decline,giving rise to de-globalization at the manufacturing and trade levels.We further provide a comprehensive interpretation based on an empirical test of the deep-seated causes of economic de-globalization in relation to such economic phenomena as increasing trade concentration,the“technology backlash”effect of the new industrial revolution,and economic growth driven by the combined forces of trade protectionism and quantitative easing.

Establishment of the "Fenlong Energy Theory" and Conjecture of the "Fenlong Dark Matter Flow"

It is the first time that the world’s first new method of farming,the"Fenlong farming technology,"has been systematically clarified,and the"Fenlong body integrating with natural science"has been created in terms of land resource activation,natural fertilization,natural water management,natural ecological improvement(including climate),and natural indirect activation of river water resources.Moreover,the"theory of Fenlong energy"has been established based on its effectiveness.The"theory of Fenlong energy"originates from the"multiplying and incremental utilization of three-dimensional spatial resources"in production practice.Its application to more than 40 kinds of crops such as rice,corn and wheat in 26 provinces including Guangxi,Xinjiang and Tibet shows that:the yield of arable land increases by 20%to 50%(the quality is improved by 5%),the yield of saline land increases by 20%to 100%,and it can retain 100%of water and resist or ease the disaster.The"theory of three-dimensional spatial resources","Fenlong science","Fenlong law"are the theoretical base for the establishment of the"theory of Fenlong energy".Based on the phenomena that the Fenlong crops have particularly developed root systems,white and more fibrous roots,and tall plants,it is proposed for the first time that Fenlong farming breaks the confinement of the bottom layer of the plow and realizes the holographic penetration of material,energy,and information flows,and there may be the speculation of"Fenlong dark matter flow".

科学把握新质生产力的内涵需要回到其形成和发展的社会历史背景中。本文遵循历史唯物主义的分析逻辑,从技术形态、发展阶段和人类社会生产力演进三个层面,探寻新质生产力的丰富内涵;通过对劳动过程的剖析解构新质生产力的构成要素,并分析其对社会再生产过程的影响;最后考察经济制度对新质生产力形成的重要作用。我们认为,新质生产力是新一轮产业技术革命及其战略性新兴产业集群形成的生产力,是新时代实现高质量发展必需的一类生产力,要融合提升传统生产力,展现新时代新活力。新质生产力的形成将对新时代社会生产组织方式和社会再生产过程产生重要影响。为形成新质生产力培育动力不仅要坚持创新驱动发展,还要依靠全面深化改革激发内生活力。中国共产党的领导是我国形成新质生产力的独有优势和根本保障。

新型能源体系发展背景下煤炭清洁高效转化的挑战及途径

当今世界地缘政治风险加剧、气候环境问题凸显,能源转型变革加快。在此背景下,构建更加适应形势变化的能源体系对提高我国能源供应系统的可持续性及安全稳定性意义重大。目前我国化石能源仍占据主体地位。油气资源存在能源安全问题及新能源技术水平有待提升,中国短期内对煤炭能源仍将保持较高依赖性。因此,推进煤炭清洁高效转化对于新型能源体系的构建具有重要意义。首先对新型能源体系的具体内涵与构建方向展开讨论,并在此基础上,对新时代中国煤化工产业的发展现状以及面临的机遇与挑战进行了阐述,以期为煤炭的清洁高效转化技术的进步及煤化工产业的未来发展提供建议。新时代要求赋予新型能源体系更多的内涵。因此从战略上看,未来能源体系应具备“安全高效、清洁低碳、多元协同、智能普惠”多个特征,这也对煤炭产业的清洁高效发展提出了更高的要求。我国的煤炭清洁高效转化已取得显著进步,但多个关键技术仍亟待突破。结合煤炭产业转型发展与“双碳”目标关系的系统性认识,在新型能源体系建设的需求下,推进煤炭清洁高效转化对于社会经济发展、助力“双碳”目标实现具有重要意义,其关键在于加强该领域相关学科专业的基础研究和煤炭清洁高效转化技术的创新开发。

新质生产力:指标构建与时空演进

新质生产力作为一个全新的概念,为中国的经济和社会发展指明了新的方向,对其内涵与意义的深度发掘至关重要。文章基于生产力的三大构成要件,在挖掘新质生产力长远要求原则下构建其综合评价指标体系,并运用熵值法对中国省域新质生产力发展水平进行测度。研究发现:(1)新质生产力从总体上呈增长趋势,但在南北、四大区域和五大经济带存在显著时空差异;(2)新质生产力在省域之间呈现梯度提升和发展不均衡特点;(3)分维度发现,生产资料对新质生产力提升的贡献度最高,劳动者维度的贡献最低且存在空间极化现象;(4)新质生产力具有显著的集聚效应,主要表现为低-低集聚和高-高集聚,并具有时空收敛性特征。进而提出优化人力资本结构、发挥新质生产力集聚效应和健全区域协调发展机制等政策建议。本文或可加深对中国新质生产力的时空发展格局的认知,为新质生产力培育进而促进经济高质量发展提供新思路。

基于四“新”维度的新质生产力发展路径研究

新质生产力的发展是推动我国经济转型,实现高质量发展的关键。基于四“新”维度,新质生产力相较于传统生产力是依靠技术突破创新而产生的生产力跃迁,是以新劳动者、新劳动对象、新劳动工具和新基础设施为核心的生产力。新质生产力依靠科技推动的本质没有发生变化,但其依靠持续的技术突破,摆脱了资源驱动型的传统发展模式,带来的是更清洁、更高效的环境友好型发展模式。随着我国科技创新能力持续增强、新兴产业不断发展壮大、能源转型和新型基础设施建设的不断加快,我国新质生产力发展条件呈现出逐年向好的态势,但也存在新劳动者储备不足、新劳动工具发展受限、新劳动对象应用场景欠缺、新型基础设施协调性较差等问题。新质生产力的发展一是要着重培养新科技人才、数字技术人才和“卡脖子”关键技术人才;二是要以基础研究为依托,推动整体科技创新能力提升,以实现真正的技术突破;三是要尽快建立起数据大市场;四是要以需求为导向推动新型基础设施建设,强调建用并重,强化以用促建。

基于历史唯物主义视域的新质生产力:内涵、形成条件与有效路径

习近平总书记提出新质生产力这一概念,不仅对东北全面振兴具有重要指导意义,对我国实现经济高质量发展和中国式现代化也具有重大战略意义。新质生产力是由于生产力构成要素的质的不断提升而呈现出来的更为先进的生产力形式。新质生产力在本质上属于马克思主义的生产力范畴,具有实践性、全面性、发展性的性质。新质生产力外显于生产力的构成要素上,这些构成要素质量的提升即“劳动者”素质的持续提升、劳动资料的改进与广泛应用、劳动对象的不断扩张、科学技术的突飞猛进、管理水平的显著提升等,形成了孕育新质生产力的条件。依据新质生产力的形成条件,新质生产力的形成路径主要有:一是通过提升教育质量、培育世界一流企业、促进产业发展以培育高质量的“劳动者”;二是深入实施创新驱动发展战略以提升劳动资料及科学技术这两个要素的质量;三是建设超大规模的全国统一大市场以实现劳动对象的扩展;四是加强党的领导与培育企业家精神以实现企业管理的变革。

科技自立自强背景下的新型举国体制:基本内涵、适用范围与构建思路

进入新发展阶段,实现高水平科技自立自强成为中国统筹发展与安全的战略支撑和必然要求。其中,构建和完善关键核心技术攻关新型举国体制是实现科技自立自强的关键举措。本文认为,科技自立自强背景下进一步健全新型举国体制需要把握以下重点:在基本内涵上,理解新型举国体制的关键是同时抓住“举国”这个原内核和“新型”这个新内核,正确认识两个内核的关系;在适用范围上,运用新型举国体制的前提是提出需求明确、仅靠市场竞争难以突破的战略科技任务,并注意适用范围的动态演化性;在构建思路上,要围绕充分发挥国家作为重大科技创新组织者的作用,以系统化思维推进相关改革,强化中央层面的决策指挥体系,完善技术攻关组织管理体系,建立适配新型举国体制的政策体系;在推进实施上,应根据事项轻重缓急和难易程度等因素,确定当前重点。
