Evolving pattern and improvement path of China’s solid waste management policies

Systematically sorting out the evolving pattern of solid waste management policies and studying the key points and development trends of solid waste management policies are conducive to the clarification of improvement path of solid waste management policies.Based on the promulgated solid waste management policies,this study applies statistical methods to the analysis of the text structure and contents of the solid waste management policies,attempting to find out the internal evolving pattern of the solid waste management policies in China.Closely integrating the current policy requirements for the construction of‘waste-free city’,this study puts forward a policy optimization and improvement path.The findings are briefly listed blow:①The solid waste management policies have demonstrated multiple text types and various levels of effectiveness,and the policy framework system is gradually optimized.②In each edition of solid waste management policy,the hotspot issues are highlighted with distinctive characteristics of the times and dynamic evolution.The policies are covering more fields,the contents are more targeted and comprehensive,and the implementation is more specific and practical.③The policies mainly focus on harmlessness,reduction,reclamation,pollution prevention,supervision and management,secondary pollution,recycling,circular economy,etc.④The government strengthens the top-level design from the macro level,focusing on policy guidance and standardization,policy coordination,technical support,and governance improvement to promote the realization of the goals of‘harmlessness,reduction,reclamation’.⑤The diversification of tools,approaches and factors supporting solid waste management,and the growing awareness of the technical support of solid waste management,and the management mode and governance path have entered the phase of adaptive transformation.Based on practical needs,the market oriented policies and incentive mechanisms for solid waste management are inadequate,applicable technical attention is not highly paid,and the comprehensive management level and governance capabilities are in urgent need of improvement.Combined with the theoretical research,practical actions and policy initiatives of the construction of‘waste-free city’in other countries,from the perspectives of solid waste full product lifecycle management,technical support paradigm policy,main body coordination policy,guidance incentive policy,laws and regulations and other aspects,the policy improvement path and direction of China’s‘waste-free city’are thoroughly discussed in this study. 展开更多

This paper presents the detailed definition of technique for the automation of the management of complex business systems, whether they are constituted of services and productions. The technique has been referred here for the first time as Holonic Management Tree (HMT) and has been consistently contextualized into undergoing research on technological frameworks for the management cybernetics, in which the concept of viable system represents a fundamental stance. HMT is based on the use of recursive formulas over self-similar holonic structures for the attainment of continuous performance improvement in a complex and continuously evolving process. The problem is associated to a recursive tree of self-similar structures of which in this paper we discuss the interpretation with respect to knowledge modeling domain. The basic expressions for the computation of the 2nd degree trees are provided and explained in detail by means of an example in lean management context. Moreover, this work presents and discusses the expressions that handle the implementation of the n-th degree case as a recurrent abstraction of the basic and simple 2nd degree computation. 展开更多

Background: Total quality management (TQM) plays a major role in quality health services improvement. The aims of the study are to identify the concepts of total quality management in health institutions to know the nature of the relationship between the application of TQM and improving the quality of health services in Sana’a Governorate. Method: This applied research is a descriptive cross-sectional study in which the TQM of 13 affiliated Sana’a Governorate hospitals during “2017-2020”, were evaluated based on self-administered questionnaires. Data were collected by questionnaires including demographical variables, TQM dimensions variables. Data were analyzed by using SPSS version 16. Results: A total of 281 users 98.6% had responded. The employee’s responses for sixth study dimensions were the top manager’s commitment (TMC) 80.46%, customers focusing CF 81.55%, continuous improvement (CI) 82.32%, training (T) 71.51%, and strategic planning of the quality (SPQ) 74.76%, health services quality improvement (HSQI) 74.25%. There is a strong relationship between TQM and HSQI. There is no relationship between demographic factors gender, profession, years of experience, except age with TMC, T, HSQI, qualification with the TMC, CI, T, HSQI and job with all study variables. Conclusion: The application of TQM at hospitals in quality of health services improvement has several challenges, lacking staff experience and lacking leadership support, weakness of the training, customers focusing, continuous improvement, and strategic planning of the quality. Therefore, benefiting from the experiences of leading hospitals in implementing total quality management programs by sending some cadres to these hospitals for training and gaining experience or by hosting experienced cadres to conduct training courses is recommended. 展开更多

Starting early to explore what is supposed to be done is crucial for providing sectors with the necessary knowledge, tools, and processes to keep pace with rapid advancements in quantum computing. This article emphasizes the importance of consultancy and governance solutions that aid sectors in preparing for the quantum computing revolution. The article begins by discussing the reasons why sectors need to be prepared for quantum computing and emphasizes the importance of proactive preparation. It illustrates this point by providing a real-world example of a partnership. Subsequently, the article mentioned the benefits of quantum computing readiness, including increased competitiveness, improved security, and structured data. In addition, this article discusses the steps that various sectors can take to achieve quantum readiness, considering the potential risks and opportunities in industries. The proposed solutions for achieving quantum computing readiness include establishing a quantum computing office, contracting with major quantum computing companies, and learning from quantum computing organizations. This article provides the detailed advantages and disadvantages of each of these steps and emphasizes the need to carefully evaluate their potential drawbacks to ensure that they align with the sector’s unique needs, goals, and available resources. Water is an important component in national development. Despite the efforts of the Kenyan government to increase water coverage throughout the country so that economic development of the nation remains unimpeded, recent statistics show that the rate of water supply improvement is unlikely to support the nation’s long-term development goals. This paper examines literature, reports, studies and other relevant information regarding Kenya’s water sector in order to expose the underlying causes of the challenges the sector management faces. It also analyses the interrelationships between the challenges and discusses opportunities for improvement. From the study, nine root causes of the challenges that are of technical, economic and social in nature were identified. As they evolve, they conjoin into other problem scenarios characterised by: unsustainability of water supply systems, low social acceptance of interventions, low investment in the sector and water-related conflicts. It is also observed that the sector management has opportunity for improving the current situation through adoption of elaborate monitoring strategies for water services and water resources, embracing sustainable technologies and involving target beneficiaries in water supply development. Conducting appropriate extension of the classical rough set theory and then applying it to an incomplete information system are the key to the application of the rough set theory Based on analysis of some extended rough set models in incomplete information systems, a rough set model based on the θ-improved limited tolerance relation is put forward. At the same time, upper approximation and lower approximation are defined under this improved relation. Food waste generation is a pressing issue that requires urgent attention and concerted efforts worldwide.The staggering amount of food wasted each year not only wastes valuable resources but also exacerbates environmental,economic,and social challenges.Food Waste Management(FWM)consists of a complex array of criteria and sub-criteria,and treatments which seems interdependent.There is a need to evaluate the FWM with the help of important criteria and sub-criteria and treatments to address this challenge.In this study,we identified four important criteria,21 sub-criteria,and four alternatives of FWM for the case of Malaysia using the integrated approach of literature review and expert opinions.Further,we employed the approach of Modified Fuzzy Improved Analytical Hierarchy Process(IAHP)to corroborate the interrelationships among the identified criteria and sub-criteria,and their associated treatments.This study undertakes linear normalization methods to transform data into comparable numerical values and the Geometric Mean method to handle uncertainty in human judgments.Moreover,the Centroid method is employed to convert fuzzy weights into crisp sets for ease of interpretation.The results indicate that environmental is the most essential criterion,followed by social,economic,and technical.In addition,air and water pollution is identified as the most critical sub-criteria.Black Soldier Fly is discovered as the most sustainable FWM treatment,since it performs the best while meeting all the criteria and sub-criteria assessed.Sensitivity analysis demonstrates that the outputs from the proposed method are robust and reliable.The finding suggests a proper and robust approach to help decision-makers select suitable FWM treatments to tackle various criteria and alternatives especially when handling inconsistent and uncertain judgments during evaluation. 展开更多

This study designed the relational structured database and developed a set of digital management information system on milking process of intensive dairy farm using Visual Basic 6.0, Access databases, and Crystal report combining the milking characteristics of a grown cow, such as quality and sanitation testing indexes of raw milk. The system supplies a series of convenient, intelligent input interfaces of crude datum, and can count, analyze, and graphically show milking datum based on different types and different parities of cows or herds in a specific duration, and can dynamically produce some important derived data, such as days of grown cow, daily average of milk production of grown cow, days of cow milk production, and daily average of milking cow production; and can carry out all-pervasive data mining. With the help of system analysis and software design techniques, it is possible to realize precision farming for a dairy cattle herd based on whole digital management of milking process and realtime prediction on nutrient requirements and ration of dairy cattle, as well as dairy herd improvement. 展开更多

AIM To increase evidence-based pain prevention strategy use during routine vaccinations in a pediatric primary care clinic using quality improvement methodology.METHODS Specific intervention strategies(i.e.,comfort positioning,nonnutritive sucking and sucrose analgesia,distraction) were identified,selected and introduced in three waves,using a Plan-Do-Study-Act framework.System-wide change was measured from baseline to post-intervention by:(1) percent of vaccination visits during which an evidence-based pain prevention strategy was reported as being used; and(2) caregiver satisfaction ratings following the visit.Additionally,self-reported staff and caregiver attitudes and beliefs about pain prevention were measured at baseline and 1-year post-intervention to assess for possible long-term cultural shifts.RESULTS Significant improvements were noted post-intervention.Use of at least one pain prevention strategy was documented at 99% of patient visits and 94% of caregivers were satisfied or very satisfied with the pain prevention care received.Parents/caregivers reported greater satisfaction with the specific pain prevention strategy used [t(143) = 2.50,P ≤ 0.05],as well as greater agreement that the pain prevention strategies used helped their children's pain [t(180) = 2.17,P ≤ 0.05] and that they would be willing to use the same strategy again in the future [t(179) = 3.26,P ≤ 0.001] as compared to baseline.Staff and caregivers also demonstrated a shift in attitudes from baseline to 1-year post-intervention.Specifically,staff reported greater agreement that the pain felt from vaccinations can result in harmful effects [2.47 vs 3.10; t(70) =-2.11,P ≤ 0.05],less agreement that pain from vaccinations is "just part of the process" [3.94 vs 3.23; t(70) = 2.61,P ≤ 0.05],and less agreement that parents expect their children to experience pain during vaccinations [4.81 vs 4.38; t(69) = 2.24,P ≤ 0.05].Parents/caregivers reported more favorable attitudes about pain prevention strategies for vaccinations across a variety of areas,including safety,cost,time,and effectiveness,as well as less concern about the pain their children experience with vaccination [4.08 vs 3.26; t(557) = 6.38,P ≤ 0.001],less need for additional pain prevention strategies [3.33 vs 2.81; t(476) = 4.51,P ≤ 0.001],and greater agreement that their doctors' office currently offers pain prevention for vaccinations [3.40 vs 3.75; t(433) =-2.39,P ≤ 0.05].CONCLUSION Quality improvement methodology can be used to help close the gap in implementing pain prevention strategies during routine vaccination procedures for children. 展开更多

Then, an environmental anthropological study of watershed management based on the sound was carried out assuming that a water quality management using the sound could be possible. The Goulburn River basin in the southern part of Australia in which indigenous peoples (Yorta Yorta) have been concerned with the management for a long time so far was selected as an objective drainage basin this time. In recent years, the method of TQM (Total Quality Management) is widely recognized. However, contents of target entities for assessment are various, and it is very difficult to define the whole scope of TQM. On the other hand, it is very important to define the whole target entities of quality management about the TQM because lack of important target entities may cause significant risk of loss in future. Furthermore, target entities of TQM should correspond to needs and priority of an objective requirement and that should be based on the consideration of basic principle of quality management. In the previous study, we have proposed the “framework of new TQM” of assessment for a total quality management of organizations based on the original concept of “TQM matrix”. On the other hand, we have proposed the view point of “Three-Dimensional Unification Value Models” for an evaluation of system product. Therefore, in this paper, we propose the target entities of whole assessment of quality management of organization totally based on the consideration of “New TQM framework” and the view point of “Three-Dimensional Unification Value Models”. Also, this paper proposes the result of verification based on the result of comparison between proposed target entities of assessment and American Malcolm Baldrige Prize for Performance Excellence. 展开更多

The relationship between major quality tools such as quality function development (QFD), failure mode and effects analysis (FMEA), design of experiments (DOE) and statistical process control (SPC) is analyzed through an extensive review of the literature and the concurrent quality engineering philosophy, and a basic structure for the integration of quality tools is presented. An integrated quality management system (IQMS) is developed using C++ Builder, running in the Windows 2000 Server environment with the basic internet connections, and SQL Server 2000 as the platform for developing the database, An illustrative example applying IQMS to the continuous quality improvement for a crane equipment manufacturing is reported. The result shows that the application of IQMS can optimize the process of design and manufacturing, shorten the cycle time of product, reduce the cost, and realize quality improvement continuously, The proposed integrated framework with IOMS is believed to be applicable to continuous quality improvement in many manufacturing companies. 展开更多
