Reflections on Foreign Language Education Policy Reform in China Under the Background of“One Belt and One Road”Initiative

The initiative of“One Belt and One Road”is an important development strategy under the new normal economic background of China,and foreign economic development relies heavily on foreign language talents of the nation.However,the current foreign language education in China has faced problems from a shortage of compound foreign language talents,inadequacy of foreign languages offered,and imbalanced regional development.Given that the initiative has higher requirements for cultivating foreign language talents,we hold that China’s current foreign language education policy may reform from conducting theoretical studies of foreign language teaching,offering more foreign languages and enhancing professional development of teachers.Conversely,China’s foreign language talents can contribute more to the effective and smooth implementation of the“One Belt and One Road”initiative. 展开更多

Five Central Asian countries are active participants in the construction of“One Belt and One Road”.Understanding the acceptance and participation of the“One Belt and One Road”Initiative by Central Asian countries will help promote the dissemination of some relevant issues,deepen the understanding of“One Belt and One Road”Initiative among the people of the five Central Asian countries,and promote the joint development of“One Belt and One Road”to be deeper and more concrete.This paper takes the official reports related to the“One Belt and One Road”Initiative among the five countries as samples,and on the basis of sorting out the number of reports and analyzing the content of the reports,uses Python language to conduct text mining,and analyzes in detail the reporting tendency and its causes.It is found that due to the different national conditions of Central Asian countries and the development level of their cooperation with China,there are differences in the number and content of the“One Belt and One Road”Initiative reports.Therefore,in addition to strengthening political mutual trust,different communication strategies should be adopted in economic,cultural,and media cooperation to spread the“One Belt and One Road”Initiative to Central Asian countries. 展开更多

Oman, located at the southeastern comer of the Arabian Peninsula, enjoys a geological advantage in history so that it has been the irreplaceable path to maritime routes since the ancient time. Oman and China have started large-scale communications in maritime civilizations through the vast Indian Ocean in Han Dynasty, and the exchanges reached the peak in Tang Dynasty. These exchanges gradually declined with the rise of Western navigation industry. Since the founding of the modem nation-state system, the People's Republic of China (PRC) and Muscat regime in Oman have some conflicts in diplomacy. The relations between two nations, however, began to improve after the mid-1970s, and the formal diplomatic relations was established in 1978. Since then, both countries have enjoyed rapid development in the fields of politics, culture and particularly in economics. China and Oman became important regional economic and trade partners. Whether seen from the perspective of historical contacts or the trend of present economic development, the One Belt and One Road Initiative (OBOR) has providing a golden opportunity for cooperation between China and Oman, at the same time, this initiative has received active response from Oman. In general, China and Oman's cooperation is a typical model in the Middle East, and two countries have made many cooperation achievements under OBOR, such as the China-Oman Industrial Park in Duqm. There are also some investment risks either on micro level or macro level, which require more attention from both government and enterprises of China. 展开更多

The liberal economic policies which have been developed in China in the 1980s have significantly produced a“new demographic”reality with an increasing proportion of about 350 to 400-million strong Chinese middle class.This new reality is starting to affect the conduct and direction of China’s foreign policy particularly toward countries in Middle East and Southeast Asian regions,which hold considerable amount of energy resources,such as crude oil and gas.The“One Belt One Road”initiative(OBOR),proposed by Chinese President Xi Jinping in 2013,signals the reinvigoration of the Silk Road Economic Belt and the 21st Century Maritime Silk Route as a necessary measure to meet future Chinese demand for energy and open markets for its surplus products.Over the last two years,various Middle East countries,such as Iran,Saudi Arabia,United Arab Emirates,Turkey,Israel have watched China in cultural and political arenas.China’s economic needs have triggered this development.The same year,China’s president visited Indonesia and pledged a$40 billion fund to develop infrastructures along the route.With the new silk route proposal,China would be able to guarantee not only the stable energy supply from the Middle East but also access the markets of Southeast Asian countries.However,diverse views arising from this proposal questioned China’s real intentions.Has China’s proposal been designed to reorder Asia and contain US pivot to Asia?Does it signal the enlargement of China’s regional influence using its economic might?What does this policy say about ASEAN member countries,particularly the Philippines?This article however argues that China’s regional and international expansion is a natural byproduct of its economic weight;it also argues that the Middle East and maritime Southeast Asian countries can expect maximum economic and political gains from joining the“One Belt One Road”initiative. 展开更多

The Gulf region is in unique geo-political position.The relationship between China and the Gulf region is deeply impacted by the international system and regional patterns,as well as the adjustments of China’s own diplomatic strategies.This article tries to analyze the historical evolution of the relationship between China and the Gulf Region from these three perspectives.At present,this study is very important for China to rightly understand the strategic environment of the“One Belt and one Road”constructions in the Gulf Region.In the period of Cold War,the relationship between China and the Gulf region is deeply affected by the Cold War system,which can be proved by the fact during that time,China’s policies toward the Gulf region depended on the relationship between China and the US and the Soviet Union.Changes in regional patterns in the Gulf Region and China’s own strategic adjustments also have influence on China’s policies toward the Gulf.After the end of the Cold War,many factors,including the changes in the international system,changes in the situation of the Gulf region and the adjustments of China’s development and diplomatic strategies,had influenced the relationship between China and the Gulf.However,in this period,the mutual interdependence between China and the Gulf,and the impact of the adjustments of China’s diplomatic strategies on China’s Gulf policies are increasing.In the future,jointly building the“One Belt and One Road”initiative will be the mainstream of the cooperation between China and the Gulf countries. 展开更多
