Multiple ecological and socioeconomic problems have occurred worldwide,raising the awareness of sustainability.This study aims to examine the impact of taxes on Sustainable Development Goals(SDGs)in the context of Org...Multiple ecological and socioeconomic problems have occurred worldwide,raising the awareness of sustainability.This study aims to examine the impact of taxes on Sustainable Development Goals(SDGs)in the context of Organization for Economic Co-operation and Development(OECD)countries.This research used effective average tax(EAT),tax on personal income(TPI),tax on corporate profits(TCP),and tax on goods and services(TGS)as the variables of taxes,and employed secondary data from 38 OECD countries covering 2000–2021.The study also used Breusch-Pagan Lagrange Multiplier(LM),Pesaran Scaled LM,Bias-Corrected Scaled LM,and Pesaran Cross-sectional dependence(CSD)tests to analyze the existence of crosssectional dependency.Then,we established the stationarity of variables through second-generation panel unit root tests(Cross-sectional Augmented Dickey-Fuller(CADF)and Cross-sectional Im,Pesaran,and Shin(CIPS)),and confirmed the long-run cointegration of the variables by using secondgeneration panel cointegration test(Westerlund cointegration test).The results showed that EAT,TPI,TCP,and TGS are positively associated with SDGs.However,the change in TPI has a smaller effect on SDGs than the change in EAT or TCP or TGS.The result of panel causality indicated that EAT,TPI,and TGS have a unidirectional causal relationship with SDGs.The study also found that TCP has a bi-directional causal relationship with SDGs.Moreover,the finding indicated that the OECD countries need to focus on tax policies to achieve the 2030 Agenda for Sustainable Development.This study is based on the theory of optimal taxation(TOT),which suggests that tax systems should be designed to maximize social welfare.Finally,we suggests the importance of taking a comprehensive approach for the managers and policy-makers when analyzing the impact of taxes on SDGs.展开更多

The MSPs, also called militar...The problem of cloud cooperation of military service providers(MSPs) is addressed for allocating limited resources to military service users(MSUs) that are geographically distributed. The MSPs, also called military organization clouds, are virtualized and encapsulated by the services they can offer and each of them contains different kinds of resources that MSU needs. The MSPs are also geographically dispersed. They are required to allocate their resources to the MSU complying with the corresponding quality of service(QoS), so that each MSU gathers the services it needs to guarantee its task to be implemented. The outline of military organization cloud cooperation is discussed and the method of service optimal selection is proposed based on QoS evaluation. The QoS evaluation method based on exponential approximation is put forward to include the users' will. Simulation results verify the effectiveness of the proposed algorithm.展开更多

A group of atom services, each of which has its level of quality of service(QoS), can be combined together into a certain structure to form a composite service. Since there are a large number of atom services having the same function, the atom service is selected to participate in the composite service so as to fulfill users' will. In this paper a method based on discrete particle swarm optimization(DPSO) is proposed to tackle this problem. The method aims at selecting atom services from service repositories to constitute the composite service, satisfying the MSU's requirement on QoS. Since the QoS criteria include location-aware criteria and location-independent criteria, this method aims to get the composite service with the highest location-aware criteria and the best-match location-independent criteria. Simulations show that the DPSO has a better performance compared with the standard particle swarm optimization(PSO) and genetic algorithm(GA).展开更多

The Shanghai Cooperation Organization(SCO)was formed in 2001 after breakdown of the socialist system and the Soviet Union as a new form of cooperation between former socialist countries in Eurasian region.Mongolia joi...The Shanghai Cooperation Organization(SCO)was formed in 2001 after breakdown of the socialist system and the Soviet Union as a new form of cooperation between former socialist countries in Eurasian region.Mongolia joined the SCO in 2005 with an observer member status.Since 2007,Presidents of Mongolia began to participate every year to the Summit of the heads of SCO member states.By the initiative of Mongolian President,in 2014 the tripartite format of the meetings of the leaders of three countries:Russia,China,and Mongolia were established.In June 2016,during the third meeting of the leaders of Russia,China,and Mongolia in Tashkent(Uzbekistan),“The Russia-China-Mongolia Economic Corridor Program”document was signed.This program is aiming to develop the infrastructure of three countries,ensuring the competitiveness of products on the world market,and strengthening the Eurasian integration.The content of this program is combining the main ideas of Chinese“Belt-Road”megaproject,Russian initiative for developing of Eurasian economic integration and Mongolian“Steppe Road”project.The main goal of the“Steppe Road”initiative is to involve Mongolia to become the transit territory for transportation of natural gas,oil,and other products between Russia and China.In conclusion,the author gives some comments regarding the issue of full membership status of Mongolia to the international organization—SCO.展开更多

The purpose here is to high...Purpose: Cooperation between organizations is an often-suggested remedy for handling unsolved borderland problems. However, actual projects aiming at cooperation are seldom very successful. The purpose here is to highlight obstacles related to cooperation between different organizations based on a case study of a rehabilitation project where health care and several social service organizations (social insurance, social welfare, and the local employment agency) were involved. Data were gathered through participation and interviews. Findings: It seems that efficient cooperation requires an understanding of the participating organizations’ differences in work logic as well as work practices. Furthermore, only certain fairly standardized “normal” problems may be handled through organized cooperation while non-routine exceptional problem requires a more fully integrated work organization. Implications: Obstacles to cooperation are highlighted and ways to improve the possibilities of cooperation between organizations are suggested although such possibilities are generally hampered by differences in work logic.展开更多
