The Pathways and Mechanisms for Collaborative Innovation in Vocational Education,Higher Education,and Continuing Education

Against the backdrop of rapid global economic development,the demand for education has gradually shifted from quantitative growth to qualitative improvement.Vocational education,higher education,and continuing education are crucial components of China’s education system,each serving different educational functions.However,the collaborative innovation among these three types of education is still in the preliminary exploration stage,with issues such as scattered resources and imperfect coordination mechanisms.This paper systematically reviews relevant domestic and international research and practical experiences,thoroughly analyzes the pathways,models,and mechanisms of collaborative innovation among these three types of education,and proposes practical and operational suggestions based on the actual situation in Xuzhou City.The study finds that collaboration between vocational education,higher education,and continuing education through innovation not only enhances the overall efficiency of educational resources but also promotes regional economic development and social progress.On this basis,this paper proposes specific measures such as building an education resource-sharing platform,promoting a chain-based talent training system,strengthening policy and institutional guarantees,and improving incentive mechanisms,aiming to provide a reference for local education administrators and contribute to the innovative development of education in China.

Study on Influencing Factors and Mechanism of Scientific and Technological Innovation Talents Gathering in Zhejiang Province

This paper systematically studies the influencing factors and mechanism of the agglomeration of scientific and technological innovation talents in Zhejiang Province. The findings are as follows: Firstly, environmental factors such as marketization level, financial development, opening to the outside world, infrastructure construction, medical resources, educational resources, cultural resources and policy support have a positive impact on the agglomeration of scientific and technological talents in Zhejiang Province;Secondly, in the transmission mechanism of the influence of various environmental factors on the concentration of scientific and technological talents in Zhejiang, economic development plays an intermediary role, and the effect is obvious. Various environmental factors indirectly affect the concentration of scientific and technological talents in Zhejiang through economic development. Finally, although both the level and quality of economic development have significant effect on the total concentration of scientific and technological talents in Zhejiang, the mediating effect of economic development level is more significant. These studies are for Zhejiang Province. It provides a theoretical basis for cultivating high-end talents and realizing the agglomeration of scientific and technological innovation talents.

Research on Enterprise Operation Mechanism Innovation Under Economic Transformation

With the rapid development of the market economy, complex changes have occurred in the market environment, and the competition among enterprises has become extremely fierce. The transformation of the structure of the market economy has prompted enterprises to seek for new developments and innovations. Under the background of the new economy, enterprises must begin from the perspective of internal management and internal strategic development to ensure quality enterprise operation mechanism innovation. This would help direct enterprise operation and development as well as demonstrate the value of enterprise internal management. In this way, enterprises will be able to array their overall competitiveness. This paper comprises a detailed analysis of the connotation and innovation of enterprise operation mechanism under the economic transformation, with the purpose of investigating the innovation strategy of enterprise operation mechanism under the economic transformation.

Study on Driving Technology Innovation Using Patent Management Mechanism

In order to improve the cigarette enterprise technology innovation and patent management status, the macro work should start from the four aspects of patent ideology introduction, patent organization design, perfecting patent system and implementation of specific measures, and attention should be attached to strengthen the cooperation of the cigarette enterprise management departments. On the other hand, Jn the microscopic work level, it should build the culture atmosphere of the entire tobacco industry respect intellectual property rights, actively cultivate the na- tional patent agents and patent engineers, and gradually promote the patent work to develop in the direction of specialization, self-independence, so as to construct a scientific mechanism for patent management, and enhance the core competitiveness of the tobacco industry.

Research on the Internal Talent Training Path and Performance Evaluation Mechanism of New R&D Institutions in Zhejiang Province

New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

Study on Talent Training Mechanisms of Marine Cultural Industry Based on Collaborative Innovation of Governments,Enterprises,Colleges,Scientific Institutions and Users

Based on the review of related concepts,the current situation and problems of talent training in marine cultural industry in China were analyzed,and talent training mechanisms of marine cultural industry based on collaborative innovation of governments,enterprises,colleges,scientific institutions and users were proposed to promote the transformation,upgrading and vigorous development of marine cultural industry,accelerate the spread of marine culture with Chinese characteristics,and build China into a maritime power.

Emission trading innovation mechanism based on blockchain

The rationality and scientific nature of the emission trading mechanism is the key to the effective implementation of environmental and economic policies.As far as China is concerned,there are phenomena such as information asymmetry,low supervision efficiency,and alienation of government and enterprise behaviors caused by the incomplete mechanism of emission trading in the practice of different pilots.The introduction of blockchain technology can innovate the traditional transaction model and form a decentralized peer-to-peer transaction and a trusted emission trading market.To this end,based on the current emission trading mechanism and the characteristics of blockchain technology,this paper couples the core technologies of blockchain with the functional requirements of application scenarios.Then,an innovative application framework is built based on the consortium blockchain Fabric from three aspects:emission trading supervision,secondary trading market construction,as well as emission trading incentive and punishment mechanisms.Technologies such as the consensus mechanism,smart contract,Merkle tree and asymmetric encryption are comprehensively applied in this process.In the construction of the blockchain framework of the secondary market for emission trading,institutional changes and innovations brought about by the blockchain at various levels are analyzed in terms of participants,transaction processes and the transaction scope.At the same time,smart contract functions and algorithms are designed for the purchase,transfer-out and trading of emission rights,and the operation business logic of the smart contract is analyzed.On the whole,this paper explores the application framework of blockchain technology in the field of emission trading at the macro level,and analyzes the application mechanism of the corresponding technologies of blockchain at each coupling point in the framework at the micro level.The collaborative analysis at the two levels shows that blockchain technology and the requirements of emission trading mechanism can be effectively coupled,and the application of blockchain technology can promote the effective supervision of enterprises'emission behavior,making the processes of the purchase,transfer and transaction of emission rights intelligent and automated,and providing technical support for cross regional emission trading to reduce transaction costs and management complexity.In addition,the issuance of emission credits based on smart contract will be a new incentive for companies to actively participate in transactions.Based on the above analysis,this paper believes that the innovative application of blockchain technology is of great significance in the promotion of the market-based allocation of element of emission trading and the rational allocation of environmental resources.It will lead to a major breakthrough in the traditional trading system in terms of trading modes,forming a value transmission network of environmental resources between the government and polluters.

The Supply-Demand Analysis and Mechanism Innovation of Chinese Rural Public Goods

The connotation of rural public goods is expounded.The rural public goods refer to the products and labors that satisfy the production and living of rural residents,economic growth and social progress.The rural public goods is characterized by non-excludability,non-competitiveness and indispensability of other general public goods.The supply situation of Chinese government to rural public goods is analyzed,as well as the demand situation of rural public goods,which includes farmers' demand on training,the assistance demand of rural weak groups,farmers' demand on comfortable living conditions and farmers' demand on "soft" public goods.The paths for innovating the supply mechanism of rural public goods are put forward,which cover perfecting the decision mechanism of public goods supply;scientifically distributing the supply responsibility of rural public goods;facilitating the reform of each supporting equipment and exploring the multiple capital collecting channels of rural public goods.

Research on Intellectual Property Benefits Allocation Mechanism—Using Case of Regional-Development Oriented Collaborative Innovation Center of China

The intellectual property (IP) benefits allocation is a major problem in collaborative innovation, because the collaborative partners have different benefits pursues, and they make the allocation of ownership and benefits complicated. If the interests can’t be allocated properly, then the conflicts will occur between the collaborative partners and collaborative relationship can’t last long, so we focus on the benefits allocation mechanism of IP to ensure each participated partner can get the benefits fairly. Some scholars noticed the importance of IP benefits allocation and conducted theoretical research, which provided model and theoretical analysis, but these research contents were not comprehensive, the research methods and evidences seemed inadequate, which leaded the conclusions into?having limited meaning. Thus, we use case study and investigate regional-development oriented collaborative innovation center to examine the benefits allocation mechanism. We find out the problems in the existing benefits allocation mechanism, such as the compensation and rewards are not enough, the benefits allocation should be fair, the payment way is not various and so on. Based on the case study on the status quo and combined with related needs, we put forward that ensure the ownership of IP, attention on regulation construction, benefits protection and so on. We hope this study can solve these problems through case analysis, and benefit to maintain collaborative relationship.

Mechanism of realizing industrial structure upgrading through technology-driven regional innovation capacity

Based on the analysis of the formation process of regional innovation capacity, this paper expatiates that the technology is the basis for industrial structure upgrading, while technological innovation is the power of regional innovation capacity. It points out that the essential of regional industrial structure upgrading is the transition of regional technology structure from one balance to another. The mechanism of realizing industrial structure upgrading through technology-driven regional innovation capacity is also discussed briefly.

The Difficulties and Mechanism Innovation of Constructing China's Rural Multiplex Financial System

This paper expounds the necessity of constructing China's rural multiplex financial system as follows.First,overcome the bottleneck effect arising from the shortage of capital in the process of development of rural small and medium-sized enterprise,and increase farmers' income;second,provide capital support for rural modern industrial development,and promote rural economic development;third,rationally allocate capital,master the money flow and coordinate urban-rural development.The paper also profoundly analyzes the difficulties of constructing China's rural multiplex financial system as follows.First,the existing rural financial system structure is irrational and the function is unsound;second,non-governmental financial market is disorderly and the organization is unsound;third,the rural financial system is simple and the overhaul of rural credit cooperatives system has not yet been done;fourth,the construction of rural system of financial laws and regulations is laggard,and the construction of rural multiplex financial system lacks good social environment.The specific thoughts,measures and countermeasures of constructing mechanism innovation of China's rural multiplex financial system are put forward as follows.First,increasingly perfect legal system and provide legal support for constructing China's rural multiplex financial system;second,quicken the overhaul of rural credit cooperatives system and perfect its function in China's rural multiplex financial system;third,strengthen the degree of support and development,and change the situation of simple structure of rural financial system;fourth,reinforce administrative supervision and perfect public services,and standardize the rural financial market order.

On Innovation of Coordinative Development Mechanism of Science and Technology Park with Surrounding Areas under Promotion of the Government——Case Study on Three Science and Technology Park in Dongguan

Science and Technology Park, which plays a very important role in promoting rapid development of regional economy, has enjoyed various preferential policies in its unique development since China’s reform and opening up, which oppositely shows that the government has overlooked development outside the park and resulted in negative competition between the science and technology park and surrounding areas in resources and industry development, etc. Therefore, it is necessary and urgent to overcome the existing obstacles against coordinative development between the park and surrounding areas, to explore paths where the two can development coordinately and to achieve new breakthrough and innovation in coordinative development in subject, object, platform and mechanism.

Innovation in Bio-disaster Prevention and Control Mechanism after Forest Tenure Reform at County Level

Taking Youxi County of Fujian Province as an example,the author introduced basic situations of new bio-disaster prevention and control mechanism for forest resource protection and social service works after the forest tenure reform.Then,the author analyzed new problems faced by bio-disaster prevention and control in forestry.Finally,the author present the existing problems of bio-disaster prevention and control at the county level from five aspects:innovating upon plant quarantine management mechanism;innovation upon survey methods and service modes of bio-disaster monitoring;strengthening and improving construction of bio-disaster monitoring and forecasting network;innovating upon management system for bio-disaster prevention and control;speeding up construction of service system for social prevention and control of bio-disasters.
