As stated in the Report to the 20th National Congress of the Communist Party of China(CPC),innovation remains at the heart of China’s modernization drive,and it is vital to optimize the allocation of innovation resou...As stated in the Report to the 20th National Congress of the Communist Party of China(CPC),innovation remains at the heart of China’s modernization drive,and it is vital to optimize the allocation of innovation resources,deepen structural scientific and technological reforms,and enhance the overall performance of China’s innovation system.Government incentives have boosted firm R&D and innovation efforts;however,they have also triggered an innovation dilemma where enterprises,capitalizing on their informational advantages,resort to innovation-washing behaviors that undermine the intended purpose of the policies.Based on the information asymmetry theory,this paper conducts an empirical study on how the digital economy affects firms’innovation-washing behavior.The development of the regional digital economy could suppress firm innovation-washing behavior in the region,and such a mitigation effect is primarily caused by an increase in the number of digital industry professionals.According to our heterogeneity analysis,the digital economy has a greater impact on firm innovation-washing behavior for certain types of enterprises,including non-state-owned enterprises(non-SOEs),small and medium-sized enterprises(SMEs),enterprises in less competitive industries,and enterprises in unfavorable business environments.Our mechanism analysis revealed that the digital economy may restrain innovation-washing behavior by reducing information asymmetry between enterprises and external stakeholders.In terms of economic outcomes,the digital economy has the potential to directly influence firm innovation output while also indirectly mitigating the subsequent decline in innovation output by discouraging innovation-washing.This paper enriches the research findings on how the digital economy breaks down“information silos”and offers a potential solution to the“emphasis on input and quantity over quality and efficiency”phenomenon in science and technology innovation practices.展开更多

This paper develops a two-regional growth model with amenity, capital accumulation and regional public goods with public goods and fiscal policies. The economy consists of two regions and each region consists of the i...This paper develops a two-regional growth model with amenity, capital accumulation and regional public goods with public goods and fiscal policies. The economy consists of two regions and each region consists of the industrial sector and public sector. The industrial sector provides goods in perfectly competitive markets. The public sector, which is financed by the regional government’s tax incomes, supplies regional public goods. The public goods affect both firms and households. We show how to find equilibrium values of the dynamic system and simulate model. Then, we carry out comparative statics analysis with regard to parameter changes in tax rates, congestion and amenity. Our comparative statics analysis provides some important insights. For instance, a main difference between the effects of increasing the two regions’ tax rates on the output is that as the technologically advanced region’s (the other region’s) tax rate on the industrial sector is increased, the national industrial output, national capital employed by the economy, and the national wealth are increased (reduced). In the region which increases the tax rate, the wage rate, consumption and wealth per capita, output per labor force, the population, and land rent are increased, and the corresponding variables in the other region are reduced.展开更多

Our country has carried on the positive exploration and practice in the use of the concept of circular economy to promote sustainable development, and China's circular economy is transferred from the start-up phase to promote the establishment of policy mechanisms. Circular economy strategy will also begin to implement in some of China's mega-cities. Using data from the 11th to 14th Five-Year Plan periods(2006-2025),this study applies a Difference-in-Differences(DID)approach to assess the impact of industrial policy withdrawal.Industries that have faced policy wit...Using data from the 11th to 14th Five-Year Plan periods(2006-2025),this study applies a Difference-in-Differences(DID)approach to assess the impact of industrial policy withdrawal.Industries that have faced policy withdrawal for over a decade are categorized as the treatment group,while consistently supported industries form the control group.The analysis examines how withdrawal affects firm total factor productivity(TFP)and investment behavior.The results show that policy withdrawal boosts firm TFP by reducing over-investment and improving the efficiency of R&D spending.This effect is particularly evident in industries with strong,competitive leading firms.Additionally,in regions with lower levels of marketization,timely policy withdrawal plays a key role in curbing over-investment.This study also highlights a dual effect of policy withdrawal:while it fosters corporate social responsibility,it may also encourage financial speculation.These findings suggest that the implementation of industrial policy should provide“timely assistance”over a limited timeframe rather than long-term support to well-established industries.As industries mature,policy support should be gradually reduced or phased out to avoid over-investment and enhance firm efficiency.展开更多

The purposes of this paper are to bring land factor into the general fame of national product and develop a new modified‘IS-LM equilibrium model',aiming to find out the impacts of land factor on the effective all...The purposes of this paper are to bring land factor into the general fame of national product and develop a new modified‘IS-LM equilibrium model',aiming to find out the impacts of land factor on the effective allocation of capital between total supply and total demand constituting gross national product,to analyze the relation mechanism among land factor and macroeconomic variables,and to discuss the theoretical mechanism under which land,fiscal and monetary policy are integrated. Methods employed include econometrics and model analysis. The results indicate that:( i) on the conditions that the equilibrium of supply and demand in land market,the modified IS-LM model taking into account land factor successfully performs transmission mechanism of land policy participation in macroeconomic-control by means of money capital regulation;( ii) the direction and intensity of land policy control are effected by elasticity of land supply and land price,meanwhile different characteristics of land supply elasticity exit in different stages of economic development;( iii) the realization of IS-LM equilibrium requires the aggregate effects of fiscal,monetary and land policy. It is concluded that land policies for macroeconomic-control drives land price higher,and land supply regulation would diminish financial effect. During the economic expansion or recovery period,the effect of expansionary land policy would be counteracted by high land price. During the economic transition or recession period,the government could control economical operation better through tightening land policy.展开更多
