While evidence over the past decade underscores their effectiveness across various domains...Climate services (CS) are crucial for mitigating and managing the impacts and risks associated with climate-induced disasters. While evidence over the past decade underscores their effectiveness across various domains, particularly agriculture, to maximize their potential, it is crucial to identify emerging priority areas and existing research gaps for future research agendas. As a contribution to this effort, this paper employs the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) methodology to review the state-of-the-art in the field of climate services for disaster risk management. A comprehensive search across five literature databases combined with a snowball search method using ResearchRabbit was conducted and yielded 242 peer-reviewed articles, book sections, and reports over 2013-2023 after the screening process. The analysis revealed flood, drought, and food insecurity as major climate-related disasters addressed in the reviewed literature. Major climate services addressed included early warning systems, (sub)seasonal forecasts and impact-based warnings. Grounded in the policy processes’ theoretical perspective, the main focus identified and discussed three prevailing policy-oriented priority areas: 1) development of climate services, 2) use-adoption-uptake, and 3) evaluation of climate services. In response to the limitations of the prevalent supply-driven and top-down approach to climate services promotion, co-production emerges as a cross-cutting critical aspect of the identified priority areas. Despite the extensive research in the field, more attention is needed, particularly pronounced in the science-policy interface perspective, which in practice bridges scientific knowledge and policy decisions for effective policy processes. This perspective offers a valuable analytical lens as an entry point for further investigation. Hence, future research agendas would generate insightful evidence by scrutinizing this critical aspect given its importance to institutions and climate services capacity, to better understand intricate facets of the development and the integration of climate services into disaster risk management.展开更多

This research aims to elucidate the process of policy implementation at the national and regional levels, and to explain the obstacles of policy implementation. The method was qualitative study. The stakeholders were 88 people. The data were collected by in-depth interview and coded by a computer program. The policy was transferred from the national AIDS committee to the Department of Disease Control (DDC) and provincial level. This process was lacking budget support. The provincial AIDS committee was monitored by the provincial health office, cooperating with the central level. The major role was to transfer the policy to the school, Local Administration Organization (LAO) and associated organization. The activity was funded by provincial, global funds, and outside sources. In the community, the core activities were AIDS knowledge, establishing core youth groups, and building the network of AIDS. The obstacle at the national level was changing the policy process from one with a budget to one without budget. In the area of practice, the AIDS problem and the effects of the risk behavior in youth groups were slightly concerned.展开更多

The predictive maintenance cannot make the system "as good as new". Under these assumptions, the reliability index and the inspection-replacement policy of a system were studied. The explicit expression of the reliability index and the average income rate (i.e., the long-run average income per unit time) are derived by using probability analysis and vector Markov process method. The criterion of feasibility for the optimal inspection-replacement policy under the maximum average income rate is obtained. The numerical example shows the optimal inspection-replacement policy can raise the average income rate when the optimal inspection-replacement policy is feasible.展开更多
Introduction:Ecosystem goods and services(EGS)studies have had little impact on policy processes and real-world decision-making due to limited understanding of the interactions and feedbacks among ecological,social an...Introduction:Ecosystem goods and services(EGS)studies have had little impact on policy processes and real-world decision-making due to limited understanding of the interactions and feedbacks among ecological,social and economic processes.Here we present an inter-and transdisciplinary analysis of global change impacts on EGS provision in a European mountain region.Our aim is to evaluate the projected influence of ecological,economic and social drivers on future EGS provision and to show possible ways to address the predominant limitations of EGS studies.Methods:The integrated findings from ecological experiments,mechanistic models of landscape dynamics,socio-economic land-use models,policy analysis and transdisciplinary stakeholder interactions are presented consecutively.Four regionally downscaled global change scenarios,for a case study region near Visp,Switzerland(350 km2),were used to examine the impacts of climate and socio-economic changes on four ecosystem services,i.e.,food provision,timber production,net greenhouse gas emissions and protection from natural hazards.Results:Our simulation results reveal four key aspects that influence the future provision of mountain EGS.First,we show the high spatial and temporal heterogeneity of EGS provision even in a small case study region.Second,we find that climate change impacts are much more pronounced for forest EGS,while changes to agricultural EGS result primarily from shifts in economic conditions.Third,our modeling results reveal the complex trade-offs associated with the different scenarios.Fourth,simulations illustrate the importance of interactions between environmental shifts and economic decisions.We discuss our simulation results with respect to both existing policy networks and transdisciplinary stakeholder interactions.Conclusion:We describe a framework based on experiments and observations that effectively supports the integration of ecological processes into an integrative modeling chain of EGS provision in mountain regions,the political decision-making process and also transdisciplinary stakeholder interactions.展开更多

The policy expe...The aim of this work is to contribute to plugging the lacuna in the public policy theory literature regarding the reflection of and sensitivity to the experiences and realities of developing countries. The policy experience of China which shares similar development circumstances historically(a compelling fact) with developing countries and indeed still considers itself to be one will serve as the framework of discourse in making the case that broad and significant themes can be gleaned from China's development process( in the last three decades) of conceptual value in crafting a theory of the policy process relevant to a developing world. This will be done by a review of the literature on the theories of the policy process. The second part of this work will utilize the empirics of China's development policy formation experience in bringing forward what we regard as salient concepts. In the final part of this paper, hints will be provided for crafting a theory of the policy process of relevance to developing countries.展开更多
The National Institute of Standards and Technology(NIST)has identified natural language policies as the preferred expression of policy and implicitly called for an automated translation of ABAC natural language access...The National Institute of Standards and Technology(NIST)has identified natural language policies as the preferred expression of policy and implicitly called for an automated translation of ABAC natural language access control policy(NLACP)to a machine-readable form.To study the automation process,we consider the hierarchical ABAC model as our reference model since it better reflects the requirements of real-world organizations.Therefore,this paper focuses on the questions of:how can we automatically infer the hierarchical structure of an ABAC model given NLACPs;and,how can we extract and define the set of authorization attributes based on the resulting structure.To address these questions,we propose an approach built upon recent advancements in natural language processing and machine learning techniques.For such a solution,the lack of appropriate data often poses a bottleneck.Therefore,we decouple the primary contributions of this work into:(1)developing a practical framework to extract authorization attributes of hierarchical ABAC system from natural language artifacts,and(2)generating a set of realistic synthetic natural language access control policies(NLACPs)to evaluate the proposed framework.Our experimental results are promising as we achieved-in average-an F1-score of 0.96 when extracting attributes values of subjects,and 0.91 when extracting the values of objects’attributes from natural language access control policies.展开更多
