From researches on various viewpoints about the theory of action liberal in cause in German and Japanese theories of criminal law, this paper discusses problems such as recognition of the form of a crime of action liberal in cause, the basis of straPoarkeit and how to coordinate with criminal law principles like "capacity for responsibility coexists with capacity for act". In the end, it puts forward the scheme of modification for relevant legislation of action liberal in cause.展开更多

This article analyzes these concepts across the common pool resource management literature, investigates the factors that underlie “opting out” decisions, and reviews potential ways to operationalize these concepts for empirical analysis. It also explores how the relationship of cooperation and exit options may be influenced by broad economic processes, such as economic integration.展开更多
This study examines variations in the performance of partic-ipatory forest management programs among four forest management groups (FMGs) in southern Burkina Faso, and assesses the factors that influence their members...This study examines variations in the performance of partic-ipatory forest management programs among four forest management groups (FMGs) in southern Burkina Faso, and assesses the factors that influence their members’ perceptions of performance through a house-hold survey of 216 members. Variations in performance scores among the FMGs were analyzed through multivariate analysis of variance while multinomial regression analysis was used to identify factors that influ-ence their perception of the performance. The results reveal significant differences in performance scores among FMGs. Members of some FMGs perceived that the participatory forest management program ena-bled them to get benefits from the sale of fuelwood while performance scores in the forest conservation and decision-making processes is gener-ally poor. The score for economic performance of FMGs in turn was related to better access to roads and markets. Group size tended to en-hance economic performance via its strong influence on annual fuelwood harvest, while the resource base appeared to be inconsequential. Mem-bers of the forest management groups perceived that large group size and group heterogeneity, particularly in terms of ethnicity, as well as knowledge and awareness of problems related to the forest environment have no influence on the performance of their respective groups. For rural communities to have a favorable disposition toward sustainable forest management, differences in member understanding of collective actions and their impact before and during the implementation of partic-ipatory forest management programs should be considered.展开更多

In the pool-forming process of the coalbed methane, (CBM) the action of m...The coal reservoir is a kind of geologic body with considerable elasticity, and its response to stress is more sensitive than the routine ones. In the pool-forming process of the coalbed methane, (CBM) the action of many external geodynamic factors in the coal reservoir is represented by the ability of CBM’s diffusion and migration in the coal reservoir. Therefore, the occurrence of the natural fissures in the coal reservoir becomes a key that determines whether the CBM pool can be formed or not. Based on the principle, the authors have designed a comprehensive method of physical modeling to study the elasticity of the coal matrix block with different coal ranks in the light of the solid to fluid coupling, have established the model of the volume deformation (self-adjusted elastic effect) of the coal reservoir under the condition of the effective stress-adsorption/desorption, and have obtained a correct understanding of the law of the elastic deformation. Afterwards, a new viewpoint, named as the self-closing elastic effect for forming the CBM pool in the high rank reservoir, is put forward, providing an initial point and a scientific basis for a further investigation into its dynamic factors, possible mechanism and role in the CBM energy-balancing system.展开更多

This new model derived from the works of Johnson and Nyquist also agrees with the Quantum model for noisy systems handled by Callen and Welton in 1951, thus unifying these two Physical viewpoints. This new model is a Complex or 2-D noise model based on an Admittance that considers both Fluctuation and Dissipation of electrical energy to excel the Real or 1-D model in use that only considers Dissipation. By the two orthogonal currents linked with a common voltage noise by an Admittance function, the new model is shown in frequency domain. Its use in time domain allows to see the pitfall behind a paradox of Statistical Mechanics about systems considered as energy-conserving and deterministic on the microscale that are dissipative and unpredictable on the macroscale and also shows how to use properly the Fluctuation-Dissipation Theorem.展开更多
目前基于3D-ConvNet的行为识别算法普遍使用全局平均池化(global average pooling,GAP)压缩特征信息,但会产生信息损失、信息冗余和网络过拟合等问题。为了解决上述问题,更好地保留卷积层提取到的高级语义信息,提出了基于全局频域池化(g...目前基于3D-ConvNet的行为识别算法普遍使用全局平均池化(global average pooling,GAP)压缩特征信息,但会产生信息损失、信息冗余和网络过拟合等问题。为了解决上述问题,更好地保留卷积层提取到的高级语义信息,提出了基于全局频域池化(global frequency domain pooling,GFDP)的行为识别算法。首先,根据离散余弦变换(discrete cosine transform,DCT)看出,GAP是频域中特征分解的一种特例,从而引入更多频率分量增加特征通道间的特异性,减少信息压缩后的信息冗余;其次,为了更好地抑制过拟合问题,引入卷积层的批标准化策略,并将其拓展在以ERB(efficient residual block)-Res3D为骨架的行为识别模型的全连接层以优化数据分布;最后,将该方法在UCF101数据集上进行验证。结果表明,模型计算量为3.5 GFlops,参数量为7.4 M,最终的识别准确率在ERB-Res3D模型的基础上提升了3.9%,在原始Res3D模型基础上提升了17.4%,高效实现了更加准确的行为识别结果。展开更多
