Correspondingly, the local government conducted an exploration of the organization and management mode in the field of planning and construction. The effective experiences have been accumulated, including working out a full coverage planning,taking the leading part in the urban-rural planning,and exercising whole space control over the disaster area. An innovation management mode named as "Five Generals Pattern"was implemented in the construction projects. In view that the rural housing reconstruction was a weak link, a new approach to improving the construction management was investigated,by means of strengthening on-site supervision,establishing a technical platform,and bolstering public participation.展开更多

After the Morakot disaster in 2009, the affected indigenous tribes suffered from the government’s use of permanent housing as a single reconstruction option, which forced the victims to leave their original land for ...After the Morakot disaster in 2009, the affected indigenous tribes suffered from the government’s use of permanent housing as a single reconstruction option, which forced the victims to leave their original land for a new life in a different reconstruction mode. The purpose of this study is to explore the ways adopted by tribal residents to maintain their own culture and tribal life in the process of disaster, post disaster reconstruction and post disaster adjustment. Veoveoana Village in Taiwan is an indigenous tribe that relocated after a disaster and was reconstructed and developed through tourism development. This study performed the research by participant observation and in-depth interviews on Veoveoana Village. The analytical results showed that: 1) development of the tourism industry can result in cultural reconstruction of the post-disaster tribe and maintain the people’s incomes;2) although the government constantly assists with the rehabilitation of tribal industry by various policies, the implementation cannot effectively continue and the outcome is insignificant;3) due to the gap between permanent prefabricated housing and original tribal cultural features, the residential rate is not high. According to the research findings, it is suggested that, in the process of post-disaster reconstruction, the government and private non-profit organizations should respect the intention of the majority of the indigenous people. In addition, it should cultivate professional manpower for the subsidized projects.展开更多

The establishment of tribal councils provides a communicative forum for tribal leaders, village, and the association of community development to make decisions of common tribal affairs. When disasters happen, the internal tribal response strategies and external assistance mechanisms might cooperate through either traditional or modern administrative systems. The research focused on how these organizations, while in interim housing, influenced the reconstruction and rehabilitation after disasters. BACKGROUND: Decision making and surgical planning are to achieve the precise balance of maximal removal of target lesion, maximal sparing of functional liver remnant volume, and minimal surgical invasiveness and ther...BACKGROUND: Decision making and surgical planning are to achieve the precise balance of maximal removal of target lesion, maximal sparing of functional liver remnant volume, and minimal surgical invasiveness and therefore, crucial in liver surgery. The aim of this prospective study was to validate the accuracy and predictability of 3D interactive quantitative surgical planning approach (IQSP), and to evaluate the impact of IQSP on traditional surgical plans based on 2D images. METHODS: A total of 305 consecutive patients undergoing hepatectomy were included in this study. Surgical plans were created by traditional 2D approach using picture archiving and communication system (PACS) and 3D approach using IQSP respectively by two groups of physicians who did not know the surgical plans of the other group. The two surgical plans were submitted to the chief surgeon for selection before operation. The specimens were weighed. The two surgical plans were compared and analyzed retrospectively based on the operation results. RESULTS: The two surgical plans were successfully developed in all 305 patients and all the 3D IQSP surgical plans were selected as the final decision. Total 278 patients successfully underwent surgery, including 147 uncomplex hepatectomy and 131 complex hepatectomy. Twenty-seven patients were withdrawn from hepatectomy. In the uncomplex group, the two surgical plans were the same in all 147 patients and no statistically significant difference was found among 2D calcu- lated resection volume (2D-RV), 3D IQSP calculated resection volume (IQSP-RV) and the specimen volume. In the complex group, the two surgical plans were different in 49 patients (49/131, 37.4%). According to the significance of differences, the 49 different patients were classified into three grades. No statistically significant difference was found between IQSP-RV and specimen volume. The coincidence rate of territory analy- sis of IQSP with operation was 92.1% (93/101) for 101 patients of anatomic hepatectomy. CONCLUSIONS: The accuracy and predictability of 3D IQSP were validated. Compared with traditional surgical planning, 3D IQSP can provide more quantitative information of anatomic structure. With the assistance of 3D IQSP, traditional surgical plans were modified to be more radical and safe.展开更多

After the 2017 earthquake, the buildings in Vrisa were marked with red, yellow and green which shows different levels of damage. Also, there are some regulations to restrict the fa?ade, square meter, decoration and funding of rebuilding. By analyzing the characteristics of Vrisa village before earthquake and situation after earthquake, we came up with three reconstruction strategies from different aspects to find solutions. The first hotel established the foundation of urbanization process in Budva, the building was too...Avala Hotel in Budva, Montenegro, has undergone three reconstructions. Each of them led to significant spatial changes. The first hotel established the foundation of urbanization process in Budva, the building was too high compared to the old town walls in the surrounding and thus not well integrated. The second reconstruction was the only successful achievement. At this time, in the first detailed urban plan including hotel and its surrounding area, the conclusion was that it represents "high-quality, seaside-favorable ambience" that should not be harmed by further building expansion. The last, illegal reconstruction in 2006 resulted in over enlarged new building disrespectful of the surrounding and the previous design. Similarly, the 2008 new detailed urban plan was the creation of "investors' urban planning". Entirely driven by profit, it arranges building reconstructions with multiple enlargements. This study tends to point out contextual impacts of the three hotels on the surrounding area, with special focus on the last reconstruction and "investors' urban planning" phenomena. The applied research method is comparative, chronological analysis of the three hotels. The aim of this research paper is to inspire initiatives that will help overcoming declining and harmful synergy of architecture and new socio-economic phenomena. In this c...In the Occupied Palestinian Territories, the Gaza Strip has suffered regular cycles of reconstruction due to systematic destruction during Israeli military operations, as in 2006, 2008–2009, 2012, and 2014. In this context of ongoing conflict this article aims to identify, rank, and discuss the most important factors influencing post-disaster reconstruction project management(PDRPM) for housing in the Gaza Strip. A set of key factors that influence PDRPM were assembled as a result of a global literature review. A questionnaire survey was conducted, and the obtained data were analyzed using a relative importance index for each PDRPM factor. Findings are presented in six groups: housing approaches, organizational behavior, project funding, supply chain and logistics, communication and coordination, and PDRPM context. Findings indicate that the most significant factors that influence PDRPM for housing provision in the Gaza Strip are related to issues associated with financial resources. It is critical that sufficient funding should be available in order to allow organizations to undertake housing projects in an effective and efficient way. Joint efforts are required from international donors and local organizations in order to effectively manage financial resources with the ultimate goal of improving PDRPM for housing provision.展开更多
The 2004 Indian Ocean Tsunami triggered significant destruction to housing and related infrastructures across various coastal districts of south India.Research shows that tsunami reconstruction projects in Kerala expe...The 2004 Indian Ocean Tsunami triggered significant destruction to housing and related infrastructures across various coastal districts of south India.Research shows that tsunami reconstruction projects in Kerala experienced different degrees of success and failure.On this background,this study explored factors that contributed to the successful implementation of tsunami housing projects in Kerala by(1)consolidating various critical success factors(CSFs)for post-disaster reconstruction(PDR)projects under‘‘project management success traits’’through content analysis of existing literature;(2)deriving a conceptual model that envisages project success in PDR contexts;and(3)assessing the impacts of those success traits on tsunami housing projects using confirmatory factor analysis.Necessary data were gathered through a survey of various stakeholders involved in tsunami reconstruction projects in Kerala using structured questionnaires.The research revealed that PDR project success is attributed to critical dimensions of project management such as institutional mechanisms,reconstruction strategies,project implementation,and stakeholder management.A conceptual model with the interplay of project success,success traits,as well as their CSFs identified the project management actions that must be monitored during reconstruction.Since the project management approach is widely recognized for PDR projects,these success traits hold huge potential for effective organization and management of housing reconstruction projects.The study also helped to identify project management traits that need improvements for the successful implementation of post-disaster housing projects in Kerala.Thus the research findings can serve as a foundational study for formulating project management strategies appropriate to PDR projects in Kerala.展开更多

When the unmanned aerial vehicle(UAV)is applied to three-dimensional(3D)reconstruction of the offshore ship,it faces two problems:the battery capacity limitation of the UAV and the disturbance of the wind in the envir...When the unmanned aerial vehicle(UAV)is applied to three-dimensional(3D)reconstruction of the offshore ship,it faces two problems:the battery capacity limitation of the UAV and the disturbance of the wind in the environment.Wind disturbance is generally not considered in the path planning process of the existing UAV 3D reconstruction path planning research.Therefore,the planned path is only suitable for no-wind or light-wind scenarios.For the 3D reconstruction of ship targets,we propose a UAV path planning method that can satisfy both reconstruction efficiency and wind disturbance resistance requirements.Firstly,the concept of model surface complexity is proposed to generate a more efficient candidate view set.Secondly,the Min–Max strategy and a new viewpoint construction method are used to generate the initial path.Thirdly,combined with the wind field model,a method for generating a stable path against wind disturbance based on the idea of interval optimization is proposed.Experimental results demonstrate that our method can adaptively determine the number of sample points and viewpoints according to ship’s geometric characteristics and further reduce the number of viewpoints without significantly affecting the reconstruction quality;the path planned by our method is also stable against wind disturbance.展开更多
Aim:Summarize the available data on midfacial virtual patient specific planning and patient specific implants,highlighting the financial costs and savings,and additionally emphasize the potential cost implications of ...Aim:Summarize the available data on midfacial virtual patient specific planning and patient specific implants,highlighting the financial costs and savings,and additionally emphasize the potential cost implications of transitioning to“in-house”virtual 3D modeling and printing.Methods:Review of current literature.Results:Current literature suggests cost benefits of virtual patient specific planning and patient specific implants in the form of improved ischemia time,better boney apposition between flaps,and reduced patient complications.This reduction of complications includes a reduction in blood loss and time spent in the intensive care unit from flap failure.Improved boney apposition results in a higher likelihood of boney union and a further reduction in failure and complications.Subjective benefits of virtual patient specific planning and patient specific implants are shown in the form of improved reconstructive surgeon mental energy.In-house production of 3D models and presurgical planning provides additional cost benefits for providers as they can produce viable models at a fraction of the price of that which is produced by industrial companies.Providers can also construct and use models in an expedient manner compared to industrial models,allowing for the opportunity to be utilized in more acute settings.The foundation of developing an in-house workflow is adequate funding,resources,and clinical volume.Facilities also must focus on appropriate quality and safety measures,as well as appropriate workflow development for adequate production of models.Conclusion:Virtual patient specific planning and patient specific implants show benefits in midfacial reconstructive outcomes,resulting in realized financial and temporal gains for both patient and provider.These gains may be enhanced by moving to in-house planning and printing.展开更多

文摘The 2004 Indian Ocean Tsunami triggered significant destruction to housing and related infrastructures across various coastal districts of south India.Research shows that tsunami reconstruction projects in Kerala experienced different degrees of success and failure.On this background,this study explored factors that contributed to the successful implementation of tsunami housing projects in Kerala by(1)consolidating various critical success factors(CSFs)for post-disaster reconstruction(PDR)projects under‘‘project management success traits’’through content analysis of existing literature;(2)deriving a conceptual model that envisages project success in PDR contexts;and(3)assessing the impacts of those success traits on tsunami housing projects using confirmatory factor analysis.Necessary data were gathered through a survey of various stakeholders involved in tsunami reconstruction projects in Kerala using structured questionnaires.The research revealed that PDR project success is attributed to critical dimensions of project management such as institutional mechanisms,reconstruction strategies,project implementation,and stakeholder management.A conceptual model with the interplay of project success,success traits,as well as their CSFs identified the project management actions that must be monitored during reconstruction.Since the project management approach is widely recognized for PDR projects,these success traits hold huge potential for effective organization and management of housing reconstruction projects.The study also helped to identify project management traits that need improvements for the successful implementation of post-disaster housing projects in Kerala.Thus the research findings can serve as a foundational study for formulating project management strategies appropriate to PDR projects in Kerala.

文摘With the rapid development of flexible interconnection technology in active distribution networks(ADNs),many power electronic devices have been employed to improve system operational performance.As a novel fully-con-trolled power electronic device,energy storage integrated soft open point(ESOP)is gradually replacing traditional switches.This can significantly enhance the controllability of ADNs.To facilitate the utilization of ESOP,device loca-tions and capacities should be configured optimally.Thus,this paper proposes a multi-stage expansion planning method of ESOP with the consideration of tie-line reconstruction.First,based on multi-terminal modular design characteristics,the ESOP planning model is established.A multi-stage planning framework of ESOP is then presented,in which the evolutionary relationship among different planning schemes is analyzed.Based on this framework,a multi-stage planning method of ESOP with consideration of tie-line reconstruction is subsequently proposed.Finally,case studies are conducted on a modified practical distribution network,and the cost-benefit analysis of device and multiple impact factors are given to prove the effectiveness of the proposed method.

文摘When the unmanned aerial vehicle(UAV)is applied to three-dimensional(3D)reconstruction of the offshore ship,it faces two problems:the battery capacity limitation of the UAV and the disturbance of the wind in the environment.Wind disturbance is generally not considered in the path planning process of the existing UAV 3D reconstruction path planning research.Therefore,the planned path is only suitable for no-wind or light-wind scenarios.For the 3D reconstruction of ship targets,we propose a UAV path planning method that can satisfy both reconstruction efficiency and wind disturbance resistance requirements.Firstly,the concept of model surface complexity is proposed to generate a more efficient candidate view set.Secondly,the Min–Max strategy and a new viewpoint construction method are used to generate the initial path.Thirdly,combined with the wind field model,a method for generating a stable path against wind disturbance based on the idea of interval optimization is proposed.Experimental results demonstrate that our method can adaptively determine the number of sample points and viewpoints according to ship’s geometric characteristics and further reduce the number of viewpoints without significantly affecting the reconstruction quality;the path planned by our method is also stable against wind disturbance.
文摘Aim:Summarize the available data on midfacial virtual patient specific planning and patient specific implants,highlighting the financial costs and savings,and additionally emphasize the potential cost implications of transitioning to“in-house”virtual 3D modeling and printing.Methods:Review of current literature.Results:Current literature suggests cost benefits of virtual patient specific planning and patient specific implants in the form of improved ischemia time,better boney apposition between flaps,and reduced patient complications.This reduction of complications includes a reduction in blood loss and time spent in the intensive care unit from flap failure.Improved boney apposition results in a higher likelihood of boney union and a further reduction in failure and complications.Subjective benefits of virtual patient specific planning and patient specific implants are shown in the form of improved reconstructive surgeon mental energy.In-house production of 3D models and presurgical planning provides additional cost benefits for providers as they can produce viable models at a fraction of the price of that which is produced by industrial companies.Providers can also construct and use models in an expedient manner compared to industrial models,allowing for the opportunity to be utilized in more acute settings.The foundation of developing an in-house workflow is adequate funding,resources,and clinical volume.Facilities also must focus on appropriate quality and safety measures,as well as appropriate workflow development for adequate production of models.Conclusion:Virtual patient specific planning and patient specific implants show benefits in midfacial reconstructive outcomes,resulting in realized financial and temporal gains for both patient and provider.These gains may be enhanced by moving to in-house planning and printing.
