Objective:To investigate the environmental and social aspects of poverty contributing to malaria incidence in Indonesia from 2016 to 2020.Methods:Random forest regression was used to analyse the independent variables ...Objective:To investigate the environmental and social aspects of poverty contributing to malaria incidence in Indonesia from 2016 to 2020.Methods:Random forest regression was used to analyse the independent variables contributing to malaria incidence.Environmental conditions were extracted from remotely sensed data,including vegetation,land temperature,soil moisture,precipitation,and elevation.In contrast,the social aspects of poverty were obtained from government statistical reports.Results:From 2016 to 2020,the contribution of each environmental and social aspect of poverty to malaria incidence fluctuated annually.Generally,the top three essential variables were people aged 15 years and above,experiencing poverty(variable importance/VI=32.0%),people experiencing poverty who work in the agricultural sector(VI=14.4%),and precipitation(VI=9.8%).It was followed by people experiencing poverty who are unemployed(VI=9.2%),land temperature(VI=5.2%),people experiencing poverty who have low education(VI=8.0%),soil moisture(VI=7.4%),elevation(VI=6.0%),and vegetation(VI=3.8%).Conclusions:Poverty and variables related to climate have become the crucial determinants of malaria in Indonesia.The government must strengthen malaria surveillance through climate change mitigation and adaptation programs and accelerate poverty alleviation programs to support malaria elimination.展开更多
China has resolved its overall regional poverty in 2020 by attaining moderate societal prosperity.The country has entered a new development stage designed to achieve its second centenary goal.However,ecological fragil...China has resolved its overall regional poverty in 2020 by attaining moderate societal prosperity.The country has entered a new development stage designed to achieve its second centenary goal.However,ecological fragility and risk susceptibility have increased the risk of returning to ecological poverty.In this paper,the Liupan Mountain Region of China was used as a case study,and the counties were used as the scale to reveal the spatiotempora differentiation and influcing factors of the risk of returning to poverty in study area.The indicator data for returning to ecological poverty from 2011-2020 were collected and summarized in three dimensions:ecological,economic and social.The autoregressive integrated moving average model(ARIMA)time series and exponential smoothing method(ES)were used to predict the multidimensional indicators of returning to ecological poverty for 61 counties(districts)in the Liupan Mountain Region for 2021-2030.The back propagation neural network(BPNN)and geographic information system(GIS)were used to generate the spatial distribution and time variation for the index of the risk of returning to ecological poverty(RREP index).The results show that 1)ecological factors were the main factors in the risk of returning to ecological poverty in Liupan Mountain Region.2)The RREP index for the 61 counties(districts)exhibited a downward trend from 2021-2030.The RREP index declined more in medium-and high-risk areas than in low-risk areas.From 2021 to 2025,the RREP index exhibited a slight downward trend.From 2026 to2030,the RREP index was expected to decline faster,especially from 2029-2030.3)Based on the RREP index,it can be roughly divided into three types,namely,the high-risk areas,the medium-risk areas,and the low-risk areas.The natural resource conditions in lowrisk areas of returning to ecological poverty,were better than those in medium-and high-risk areas.展开更多

The relationship between environmental degradation and poverty has increasingly become the focus of national strategic decision-making in recent years.However,despite several theoretical explorations on the nexus,a de...The relationship between environmental degradation and poverty has increasingly become the focus of national strategic decision-making in recent years.However,despite several theoretical explorations on the nexus,a dearth of empirical literature on the poverty-environmental degradation nexus,specifically on Sub-Saharan Africa(SSA),still exists.In this study,we investigated the poverty-environmental degradation nexus in SSA.We hypothesized that poverty is both a cause and effect of environmental degradation,and this relationship is explained as a vicious cycle.Unlike previous studies,we employed several alternative indicators of environmental degradation to examine the poverty-environmental degradation nexus in this study.We used data from 41 countries of SSA between 1996 and 2019 and employed the generalized method of moments(GMM)approach.The findings suggest a cyclical relationship between poverty and environmental degradation in SSA,which confirms that an increase in poverty leads to an increase in environmental degradation,especially in deforestation and PM2.5 emissions.Similarly,the increase in environmental degradation positively affects poverty in SSA.We also confirmed that exogenous conditioning factors such as population growth rate,education,industrialization,and income inequality,institutional quality indicators such as governance effectiveness,control of corruption,freedom ad civil liberty,and democracy,and endogenous factors including fossil fuel energy use,fuelwood energy use,household health expenditure,infant mortality rate,and agriculture productivity influence the nexus between poverty and environmental degradation.The findings on the relationship between poverty and environmental degradation in SSA are a testimonial evidence that both poverty and environmental degradation are significant issues in SSA.Hence,poverty alleviation policies in SSA should not lead to PM2.5 emissions and deforestation,which may as well force people into a poverty-environmental degradation trap.Instead,poverty reduction policies should simultaneously achieve environmental conservation.展开更多

BACKGROUNDPeriod poverty is a global health and social issue that needs to be addressed.It has been reported that many females compromise their education,employment,and social commitments during their menstruation day...BACKGROUNDPeriod poverty is a global health and social issue that needs to be addressed.It has been reported that many females compromise their education,employment,and social commitments during their menstruation days due to a number of reasons,including lack of access to toilets or menstrual products.AIM To provide a comprehensive understanding on period poverty,including outcomes associated with menstruation.METHODS All observational and randomised clinical trials reporting menstruation challenges,menstrual poverty and menstrual products were included.Our search strategy included multiple electronic databases of PubMed,Web of Science,ScienceDirect,ProQuest and EMBASE.Studies published in a peer review journal in English between the 30th of April 1980 and the 30th of April 2022 were included.The Newcastle-Ottawa Scale was used to assess the risk of bias of the systematic included studies.Pooled odds ratios(ORs)together with 95%confidence intervals(CIs)are reported overall and for sub-groups.RESULTS A total of 80 studies were systematically selected,where 38 were included in the meta-analysis.Of the 38 studies,28 focused on children and young girls(i.e.,10-24 years old)and 10 included participants with a wider age range of 15-49 years.The prevalence of using disposable sanitary pads was 45%(95%CI:0.35-0.58).The prevalence of menstrual education pre-menarche was 68%(95%CI:0.56-0.82).The prevalence of good menstrual hygiene management(MHM)was 39%(95%CI:0.25-0.61).Women in rural areas(OR=0.30,95%CI:0.13-0.69)were 0.70 times less likely to have good MHM practices than those living in urban areas.CONCLUSION There was a lack of evidence,especially from low-and middle-income countries.Further research to better understand the scope and prevalence of period poverty should be considered.This will enable the development of improved policies to increase access to menstrual products and medical support where necessary.展开更多

The county(city)located on the northern slope of the Kunlun Mountains is the primary area to solidify and extend the success of Xinjiang Uygur Autonomous Region,China in poverty alleviation.Its Sustainable Development...The county(city)located on the northern slope of the Kunlun Mountains is the primary area to solidify and extend the success of Xinjiang Uygur Autonomous Region,China in poverty alleviation.Its Sustainable Development Goals(SDGs)are intertwined with the concerted economic and social development of Xinjiang and the objective of achieving shared prosperity within the region.This study established a sustainable development evaluation framework by selecting 15 SDGs and 20 secondary indicators from the United Nations’SDGs.The aim of this study is to quantitatively assess the progress of SDGs at the county(city)level on the northern slope of the Kunlun Mountains.The results indicate that there are substantial variations in the scores of SDGs among the nine counties and one city located on the northern slope of the Kunlun Mountains.Notable high scores of SDGs are observed in the central and eastern regions,whereas lower scores are prevalent in the western areas.The scores of SDGs,in descending order,are as follows:62.22 for Minfeng County,54.22 for Hotan City,50.21 for Qiemo County,42.54 for Moyu County,41.56 for Ruoqiang County,41.39 for Qira County,39.86 for Lop County,38.25 for Yutian County,38.10 for Pishan County,and 36.87 for Hotan County.The performances of SDGs reveal that Hotan City,Lop County,Minfeng County,and Ruoqiang County have significant sustainable development capacity because they have three or more SDGs ranked as green color.However,Hotan County,Moyu County,Qira County,and Yutian County show the poorest performance,as they lack SDGs with green color.It is important to establish and enhance mechanisms that can ensure sustained income growth among poverty alleviation beneficiaries,sustained improvement in the capacity of rural governance,and the gradual improvement of social security system.These measures will facilitate the effective implementation of SDGs.Finally,this study offers a valuable support for governmental authorities and relevant departments in their decision-making processes.In addition,these results hold significant reference value for assessing SDGs at the county(city)level,particularly in areas characterized by low levels of economic development.展开更多

Innovative economic optimization systems are widely needed to face the problem of the dynamic of the poverty in Burundi. The Burundian economy shows an inflation rate of -1.5% in 2018 for the Gross Domestic Product growth real rate of 2.8% in 2016. In this research, the aim is to find a model that contributes to solving the problem of poverty in Burundi. The results of this research fill the knowledge gap in the modeling and optimization of the Burundian economic system. The aim of this model is to solve an optimization problem combining the variables of production, consumption, budget, human resources and available raw materials. Scientific modeling and optimal solving of the poverty problem show the tools for measuring poverty rate and determining various countries’ poverty levels when considering advanced knowledge. In addition, investigating the aspects of poverty will properly orient development aid to developing countries and thus, achieve their objectives of growth and the fight against poverty. This paper provides a new and innovative framework for global scientific research regarding the multiple facets of this problem. An estimate of the poverty rate allows good progress with the theory and optimization methods in measuring the poverty rate and achieving sustainable development goals. By comparing the annual food production and the required annual consumption, there is an imbalance between different types of food. Proteins, minerals and vitamins produced in Burundi are sufficient when considering their consumption as required by the entire Burundian population. This positive contribution for the latter comes from the fact that some cows, goats, fishes, ···, slaughtered in Burundi come from neighboring countries. Real production remains in deficit. The lipids, acids, calcium, fibers and carbohydrates produced in Burundi are insufficient for consumption. This negative contribution proves a Burundian food deficit. It is a decision-making indicator for the design and updating of agricultural policy and implementation programs as well as projects. Investment and economic growth are only possible when food security is mastered. The capital allocated to food investment must be revised upwards. Demographic control is also a relevant indicator to push forward Burundi among the emerging countries in 2040. Meanwhile, better understanding of the determinants of poverty by taking cultural and organizational aspects into account guides managers for poverty reduction projects and programs.展开更多

Given the sudden outbreak of the COVID-19 pandemic,a timely study on the impacts of and policy response to the pandemic on rural poverty in China is critically important because China has aimed to completely eradicate...Given the sudden outbreak of the COVID-19 pandemic,a timely study on the impacts of and policy response to the pandemic on rural poverty in China is critically important because China has aimed to completely eradicate extreme poverty by the end of 2020.This paper uses data from the latest round of a nationally representative household panel survey to examine the impacts of the pandemic on rural poverty in China.Our data show that 11.9%of sample households were ever officially registered as poor households between 2013 and 2019,and this poverty incidence fell to 2.7%by the end of 2019.In the middle February of 2020,23%of the households who have graduated from poverty since 2013 perceived that they would fall back into poverty due to the COVID-19.Among those never poor households,7.1%perceived that they would possibly fall into poverty due to the pandemic.Results from both descriptive and multivariate analyses consistently show the interruptions that the pandemic caused in off-farm employment is an important channel that led households to perceive of falling back into or falling into poverty.We also find households in the bottom four quintiles when ranked in terms of household income per capita are much more likely to perceive themselves of falling back into or falling into poverty during this pandemic than those in the richest quintile.Meanwhile,our results show that the education and age of household heads,as well as being from Hubei Province matter in explaining household perception about falling back into or falling into poverty in some cases but not all.The paper concludes with a set of policy responses that China has taken to mitigate the impact of COVID-19 pandemic on poverty alleviation.展开更多
Two phenomena in the history of China's economic growth during the last four decades are the increase in the share of offfarm employment and the progress in poverty alleviation in rural China.Although both of them...Two phenomena in the history of China's economic growth during the last four decades are the increase in the share of offfarm employment and the progress in poverty alleviation in rural China.Although both of them have been well documented in the literature,less is known about the linkage between the two.To better understand the role that off-farm employment has played in poverty alleviation in rural China is critically important not only for China but also for those countries that are trying to reduce poverty.Here,we examine the impact of off-farm employment on poverty alleviation in rural China.Using the data from two nationally representative household panel surveys(China National Rural Survey and China Rural Development Survey),this paper provides supporting evidence that off-farm employment contributes to poverty alleviation in rural China.Specifically,if household participation in off-farm employment increases by 10 percentage points,the likelihood for a nonpoor household to fall into poverty will decrease by 0.88 percentage point whereas the likelihood for a poor household to climb out of poverty will increase by 3.5 percentage points.In a word,off-employment can not only prevent rural residents to fall into poverty but also help those already in poverty climb out of it.展开更多
The global community has committed,as the first priority of the Sustainable Development Goals(SDGs),to end poverty in all its forms everywhere.While the decline of global poverty continues,progress has slowed and rema...The global community has committed,as the first priority of the Sustainable Development Goals(SDGs),to end poverty in all its forms everywhere.While the decline of global poverty continues,progress has slowed and remains uneven through different parts of the world.To ensure that no one is left behind in China and beyond,research will be critical to inform paths out of poverty.In this regard,it is valuable to take stock of international experiences and the various pathways out of poverty with a focus on agriculture.Africa's agricultural growth has been largely driven by land expansion and poverty reduction has been the slowest among all regions.South Asia agriculture has been led by diversification of smallholder agriculture and its poverty reduction impact has been large,but its future poverty reduction is limited by rural–urban migration and lack of formal jobs in urban centers.Social protection programs have been used by many Latin American countries as the region is more urbanized than any other developing regions.China's agricultural and economic success was driven by agriculture-led reforms and rural development.These changes brought significantly higher incomes among rural residents,which accounted for highest initial levels of poverty and hunger,and in increased availability of food at affordable prices.Investments in nutrition,health,education,clean water,and good sanitation also complemented progress.The foremost lesson is that smallholder-led agriculture growth in land scarce countries often have the largest impact on poverty reduction.Secondly,nonfarm employment and rural–urban migration must follow once agricultural productivity has reached a certain level.However,premature exiting from agriculture can do more harm.Thirdly,even before large scale poverty reduction through sectoral and regional development is exhausted,social safety nets must be established to cover those who have not benefited from growth and development.Productive social safety nets have proven to be cost-effective in many countries.Urban poverty should also be part of the protection scheme when large proportion of rural population moves to cities.展开更多

However, dominants of those studies so far used one-dimensional income or expenditure-based measures of poverty which may not reflect other types of deprivations. Therefore, the major objective of this study is to examine the impact of adopting climate-smart agricultural technology, which refers to a joint application of row planting methods and the use of chemical fertilizers, on the multidimensional poverty status of rural households in Ethiopia. To estimate the impact of the stated technologies, this study employs propensity score matching and endogenous switching regression methods. To measure the multidimensional poverty index, the study also uses the Alkire and Foster counting approach. Using the Ethiopian Socioeconomic Survey(ESS), collected in 2015-Wave 3, the results of the study show that the adoption of these technologies reduces deprivation score and one of its component, the standard of living part. Regionally, a high reduction in deprivation is observed in Amhara and Oromiya regions. The results also show that the impact is significantly higher in severely deprived households. It is also observed that the reduction in multidimensional poverty due to the technology is through an increase in income/consumption via improvement in production gain. The impact channels more through the non-food expenditure pathway. Finally, this study also sheds light on the effects that technology adoption has on multidimensional poverty reduction.展开更多
文摘Objective:To investigate the environmental and social aspects of poverty contributing to malaria incidence in Indonesia from 2016 to 2020.Methods:Random forest regression was used to analyse the independent variables contributing to malaria incidence.Environmental conditions were extracted from remotely sensed data,including vegetation,land temperature,soil moisture,precipitation,and elevation.In contrast,the social aspects of poverty were obtained from government statistical reports.Results:From 2016 to 2020,the contribution of each environmental and social aspect of poverty to malaria incidence fluctuated annually.Generally,the top three essential variables were people aged 15 years and above,experiencing poverty(variable importance/VI=32.0%),people experiencing poverty who work in the agricultural sector(VI=14.4%),and precipitation(VI=9.8%).It was followed by people experiencing poverty who are unemployed(VI=9.2%),land temperature(VI=5.2%),people experiencing poverty who have low education(VI=8.0%),soil moisture(VI=7.4%),elevation(VI=6.0%),and vegetation(VI=3.8%).Conclusions:Poverty and variables related to climate have become the crucial determinants of malaria in Indonesia.The government must strengthen malaria surveillance through climate change mitigation and adaptation programs and accelerate poverty alleviation programs to support malaria elimination.

文摘China has resolved its overall regional poverty in 2020 by attaining moderate societal prosperity.The country has entered a new development stage designed to achieve its second centenary goal.However,ecological fragility and risk susceptibility have increased the risk of returning to ecological poverty.In this paper,the Liupan Mountain Region of China was used as a case study,and the counties were used as the scale to reveal the spatiotempora differentiation and influcing factors of the risk of returning to poverty in study area.The indicator data for returning to ecological poverty from 2011-2020 were collected and summarized in three dimensions:ecological,economic and social.The autoregressive integrated moving average model(ARIMA)time series and exponential smoothing method(ES)were used to predict the multidimensional indicators of returning to ecological poverty for 61 counties(districts)in the Liupan Mountain Region for 2021-2030.The back propagation neural network(BPNN)and geographic information system(GIS)were used to generate the spatial distribution and time variation for the index of the risk of returning to ecological poverty(RREP index).The results show that 1)ecological factors were the main factors in the risk of returning to ecological poverty in Liupan Mountain Region.2)The RREP index for the 61 counties(districts)exhibited a downward trend from 2021-2030.The RREP index declined more in medium-and high-risk areas than in low-risk areas.From 2021 to 2025,the RREP index exhibited a slight downward trend.From 2026 to2030,the RREP index was expected to decline faster,especially from 2029-2030.3)Based on the RREP index,it can be roughly divided into three types,namely,the high-risk areas,the medium-risk areas,and the low-risk areas.The natural resource conditions in lowrisk areas of returning to ecological poverty,were better than those in medium-and high-risk areas.

文摘This study employs the generalized method of moments(GMM)and panel vector autoregression(PVAR)models for a multi-factor quantitative dissection of China’s poverty reduction process across multiple stages,using provincial panel data from 2000 to 2019.According to our research,economic growth and social development are the key drivers of poverty reduction in China,but the trickle-down effect of economic growth is diminishing and marketization is having a lesser pro-poor effect.Public expenditure has failed to provide social protection and income redistribution benefits due to issues such as targeting error and elite capture.Increasing the efficiency of the poverty reduction system calls for adaptive adjustments.Finally,this study highlights China’s poverty reduction experiences and analyzes current challenges,which serve as inspiration for consolidating poverty-reduction achievements,combating relative poverty,and attaining countryside vitalization.

文摘Exploring the synergy types and optimization paths between Poverty Alleviation Effectiveness and Rural Revitalization is necessary for achieving the two centenary goals.Taking poverty alleviation counties in Hunan Province,China as an example,our study proposed an indicator to measure the synergistic development between Poverty Alleviation Effectiveness and Rural Revitalization using the multi-index integrated evaluation method.Then,the coupling types were classified based on both the proposed indicator and regional characteristics.Besides,the corresponding optimization path for each coupling type was proposed to promote the synergistic development of Poverty Alleviation and Rural Revitalization.Results are as follows:1)Lower synergy focused on the southwestern Hunan,while low synergy is widely distributed(such as the west,southwest,northwest,and midland).Moderate synergy is in the midland,such as Huaihua and Chenzhou cities.High synergy is distributed in Yongzhou,Huaihua,Xiangxi cities,etc.Besides,only Hecheng City belongs to the higher synergy.2)This paper proposes corresponding development paths for different development characteristics and main problems from multiple perspectives of the protection system,industrial planning,and rural market.Continuously consolidate and enhance the effectiveness of Poverty Alleviation and Rural Revitalization to achieve coupled and synergistic development of the two systems.Our research results can provide theoretical support for implementing Poverty Alleviation and Rural Revitalization in Hunan Province,China.
文摘The relationship between environmental degradation and poverty has increasingly become the focus of national strategic decision-making in recent years.However,despite several theoretical explorations on the nexus,a dearth of empirical literature on the poverty-environmental degradation nexus,specifically on Sub-Saharan Africa(SSA),still exists.In this study,we investigated the poverty-environmental degradation nexus in SSA.We hypothesized that poverty is both a cause and effect of environmental degradation,and this relationship is explained as a vicious cycle.Unlike previous studies,we employed several alternative indicators of environmental degradation to examine the poverty-environmental degradation nexus in this study.We used data from 41 countries of SSA between 1996 and 2019 and employed the generalized method of moments(GMM)approach.The findings suggest a cyclical relationship between poverty and environmental degradation in SSA,which confirms that an increase in poverty leads to an increase in environmental degradation,especially in deforestation and PM2.5 emissions.Similarly,the increase in environmental degradation positively affects poverty in SSA.We also confirmed that exogenous conditioning factors such as population growth rate,education,industrialization,and income inequality,institutional quality indicators such as governance effectiveness,control of corruption,freedom ad civil liberty,and democracy,and endogenous factors including fossil fuel energy use,fuelwood energy use,household health expenditure,infant mortality rate,and agriculture productivity influence the nexus between poverty and environmental degradation.The findings on the relationship between poverty and environmental degradation in SSA are a testimonial evidence that both poverty and environmental degradation are significant issues in SSA.Hence,poverty alleviation policies in SSA should not lead to PM2.5 emissions and deforestation,which may as well force people into a poverty-environmental degradation trap.Instead,poverty reduction policies should simultaneously achieve environmental conservation.

文摘This research looked at how the Igbo trade apprenticeship programme has helped lower poverty rates in that region of Nigeria.Five hypotheses were generated to test the potential existence of a causal connection between the independent and dependent variables.Using a survey methodology,a structured questionnaire was used to collect data,which was then evaluated using chi-square tests.The research found that the Igbo trade apprenticeship system contributed to lessening poverty in Nigeria’s southeast.According to the results,the method was successful in developing rich Igbo entrepreneurs and businesses,who in turn eradicated hunger,poverty,disease,and unemployment in Nigeria’s South East.The study concluded that the Nigerian government might better protect its citizens from exploitation within the Igbo trade apprenticeship system if it passed legislation to regulate,maintain,and prevent such abuse.
文摘BACKGROUNDPeriod poverty is a global health and social issue that needs to be addressed.It has been reported that many females compromise their education,employment,and social commitments during their menstruation days due to a number of reasons,including lack of access to toilets or menstrual products.AIM To provide a comprehensive understanding on period poverty,including outcomes associated with menstruation.METHODS All observational and randomised clinical trials reporting menstruation challenges,menstrual poverty and menstrual products were included.Our search strategy included multiple electronic databases of PubMed,Web of Science,ScienceDirect,ProQuest and EMBASE.Studies published in a peer review journal in English between the 30th of April 1980 and the 30th of April 2022 were included.The Newcastle-Ottawa Scale was used to assess the risk of bias of the systematic included studies.Pooled odds ratios(ORs)together with 95%confidence intervals(CIs)are reported overall and for sub-groups.RESULTS A total of 80 studies were systematically selected,where 38 were included in the meta-analysis.Of the 38 studies,28 focused on children and young girls(i.e.,10-24 years old)and 10 included participants with a wider age range of 15-49 years.The prevalence of using disposable sanitary pads was 45%(95%CI:0.35-0.58).The prevalence of menstrual education pre-menarche was 68%(95%CI:0.56-0.82).The prevalence of good menstrual hygiene management(MHM)was 39%(95%CI:0.25-0.61).Women in rural areas(OR=0.30,95%CI:0.13-0.69)were 0.70 times less likely to have good MHM practices than those living in urban areas.CONCLUSION There was a lack of evidence,especially from low-and middle-income countries.Further research to better understand the scope and prevalence of period poverty should be considered.This will enable the development of improved policies to increase access to menstrual products and medical support where necessary.

文摘The county(city)located on the northern slope of the Kunlun Mountains is the primary area to solidify and extend the success of Xinjiang Uygur Autonomous Region,China in poverty alleviation.Its Sustainable Development Goals(SDGs)are intertwined with the concerted economic and social development of Xinjiang and the objective of achieving shared prosperity within the region.This study established a sustainable development evaluation framework by selecting 15 SDGs and 20 secondary indicators from the United Nations’SDGs.The aim of this study is to quantitatively assess the progress of SDGs at the county(city)level on the northern slope of the Kunlun Mountains.The results indicate that there are substantial variations in the scores of SDGs among the nine counties and one city located on the northern slope of the Kunlun Mountains.Notable high scores of SDGs are observed in the central and eastern regions,whereas lower scores are prevalent in the western areas.The scores of SDGs,in descending order,are as follows:62.22 for Minfeng County,54.22 for Hotan City,50.21 for Qiemo County,42.54 for Moyu County,41.56 for Ruoqiang County,41.39 for Qira County,39.86 for Lop County,38.25 for Yutian County,38.10 for Pishan County,and 36.87 for Hotan County.The performances of SDGs reveal that Hotan City,Lop County,Minfeng County,and Ruoqiang County have significant sustainable development capacity because they have three or more SDGs ranked as green color.However,Hotan County,Moyu County,Qira County,and Yutian County show the poorest performance,as they lack SDGs with green color.It is important to establish and enhance mechanisms that can ensure sustained income growth among poverty alleviation beneficiaries,sustained improvement in the capacity of rural governance,and the gradual improvement of social security system.These measures will facilitate the effective implementation of SDGs.Finally,this study offers a valuable support for governmental authorities and relevant departments in their decision-making processes.In addition,these results hold significant reference value for assessing SDGs at the county(city)level,particularly in areas characterized by low levels of economic development.
文摘Climate change is an alarming global challenge, particularly affecting the least developed countries (LDCs) including Liberia. These countries, located in regions prone to unpredictable temperature and precipitation changes, are facing significant challenges, particularly in climate-sensitive sectors such as mining and agriculture. LDCs need more resilience to adverse climate shocks but have limited capacity for adaptation compared to other developed and developing nations. This paper examines Liberia’s susceptibility to climate change as a least developed country, focusing on its exposure, sensitivity, and adaptive capacity. It provides an overview of LDCs and outlines the global distribution of carbon dioxide emissions. The paper also evaluates specific challenges that amplify Liberia’s vulnerability and constrain sustainable adaptation, providing insight into climate change’s existing and potential effects. The paper emphasizes the urgency of addressing climate impacts on Liberia and calls for concerted local and international efforts for effective and sustainable mitigation efforts. It provides recommendations for policy decisions and calls for further research on climate change mitigation and adaptation.

文摘Guizhou Province has the highest incidence and severity of poverty throughout the country.The investigation on its poverty alleviation is of typical significance for the poverty relief and development of concentrated and continuous destitute areas in the new time.On the basis of in-depth research,the 4 typical counties on poverty relief and development in Guizhou Province- Changshun,Yinjiang,Qinglong and Weining have been studied intensively.In the meanwhile,their common successful experiences and existing problems have been summarized.With regard to the complete path for the next stage of poverty alleviation system in Guizho Province,the following recommendations have been proposed: establish a multi-level system for sending agricultural technicians down to the countryside; improve the autonomy of primary-level organizations,especially the anti-poverty organizations at the county level; standardize the allocation of welfare projects; promote agricultural insurance; and improve the sustainable development capacity and market competition ability of farmer specialized cooperative economy organizations.
文摘The mathematical and statistical modeling of the problem of poverty is a major challenge given Burundi’s economic development. Innovative economic optimization systems are widely needed to face the problem of the dynamic of the poverty in Burundi. The Burundian economy shows an inflation rate of -1.5% in 2018 for the Gross Domestic Product growth real rate of 2.8% in 2016. In this research, the aim is to find a model that contributes to solving the problem of poverty in Burundi. The results of this research fill the knowledge gap in the modeling and optimization of the Burundian economic system. The aim of this model is to solve an optimization problem combining the variables of production, consumption, budget, human resources and available raw materials. Scientific modeling and optimal solving of the poverty problem show the tools for measuring poverty rate and determining various countries’ poverty levels when considering advanced knowledge. In addition, investigating the aspects of poverty will properly orient development aid to developing countries and thus, achieve their objectives of growth and the fight against poverty. This paper provides a new and innovative framework for global scientific research regarding the multiple facets of this problem. An estimate of the poverty rate allows good progress with the theory and optimization methods in measuring the poverty rate and achieving sustainable development goals. By comparing the annual food production and the required annual consumption, there is an imbalance between different types of food. Proteins, minerals and vitamins produced in Burundi are sufficient when considering their consumption as required by the entire Burundian population. This positive contribution for the latter comes from the fact that some cows, goats, fishes, ···, slaughtered in Burundi come from neighboring countries. Real production remains in deficit. The lipids, acids, calcium, fibers and carbohydrates produced in Burundi are insufficient for consumption. This negative contribution proves a Burundian food deficit. It is a decision-making indicator for the design and updating of agricultural policy and implementation programs as well as projects. Investment and economic growth are only possible when food security is mastered. The capital allocated to food investment must be revised upwards. Demographic control is also a relevant indicator to push forward Burundi among the emerging countries in 2040. Meanwhile, better understanding of the determinants of poverty by taking cultural and organizational aspects into account guides managers for poverty reduction projects and programs.

文摘This paper analyses the impact of the poverty alleviation relocation(PAR)program on rural household income and evaluates the heterogeneous income effects of various relocation modes,based on a panel dataset of relocated households from 16 counties in eight Chinese provinces.The results show that participation in the PAR increases the income of both rural and urban resettlers.More specifically,it has a significant positive effect on agricultural and wage income for rural and urban resettlers,respectively.Further analyses show that the income increase for rural resettlers was mainly due to agricultural technology training and that the income increase for town resettlers was attributed to medical security.For the village resettlers,policies should focus on strengthening the development of local industries and training of agricultural technologies.For the urban resettlers,non-agricultural employment and public services in the urban resettlement areas should be promoted.

文摘Given the sudden outbreak of the COVID-19 pandemic,a timely study on the impacts of and policy response to the pandemic on rural poverty in China is critically important because China has aimed to completely eradicate extreme poverty by the end of 2020.This paper uses data from the latest round of a nationally representative household panel survey to examine the impacts of the pandemic on rural poverty in China.Our data show that 11.9%of sample households were ever officially registered as poor households between 2013 and 2019,and this poverty incidence fell to 2.7%by the end of 2019.In the middle February of 2020,23%of the households who have graduated from poverty since 2013 perceived that they would fall back into poverty due to the COVID-19.Among those never poor households,7.1%perceived that they would possibly fall into poverty due to the pandemic.Results from both descriptive and multivariate analyses consistently show the interruptions that the pandemic caused in off-farm employment is an important channel that led households to perceive of falling back into or falling into poverty.We also find households in the bottom four quintiles when ranked in terms of household income per capita are much more likely to perceive themselves of falling back into or falling into poverty during this pandemic than those in the richest quintile.Meanwhile,our results show that the education and age of household heads,as well as being from Hubei Province matter in explaining household perception about falling back into or falling into poverty in some cases but not all.The paper concludes with a set of policy responses that China has taken to mitigate the impact of COVID-19 pandemic on poverty alleviation.

文摘Two phenomena in the history of China's economic growth during the last four decades are the increase in the share of offfarm employment and the progress in poverty alleviation in rural China.Although both of them have been well documented in the literature,less is known about the linkage between the two.To better understand the role that off-farm employment has played in poverty alleviation in rural China is critically important not only for China but also for those countries that are trying to reduce poverty.Here,we examine the impact of off-farm employment on poverty alleviation in rural China.Using the data from two nationally representative household panel surveys(China National Rural Survey and China Rural Development Survey),this paper provides supporting evidence that off-farm employment contributes to poverty alleviation in rural China.Specifically,if household participation in off-farm employment increases by 10 percentage points,the likelihood for a nonpoor household to fall into poverty will decrease by 0.88 percentage point whereas the likelihood for a poor household to climb out of poverty will increase by 3.5 percentage points.In a word,off-employment can not only prevent rural residents to fall into poverty but also help those already in poverty climb out of it.

文摘The global community has committed,as the first priority of the Sustainable Development Goals(SDGs),to end poverty in all its forms everywhere.While the decline of global poverty continues,progress has slowed and remains uneven through different parts of the world.To ensure that no one is left behind in China and beyond,research will be critical to inform paths out of poverty.In this regard,it is valuable to take stock of international experiences and the various pathways out of poverty with a focus on agriculture.Africa's agricultural growth has been largely driven by land expansion and poverty reduction has been the slowest among all regions.South Asia agriculture has been led by diversification of smallholder agriculture and its poverty reduction impact has been large,but its future poverty reduction is limited by rural–urban migration and lack of formal jobs in urban centers.Social protection programs have been used by many Latin American countries as the region is more urbanized than any other developing regions.China's agricultural and economic success was driven by agriculture-led reforms and rural development.These changes brought significantly higher incomes among rural residents,which accounted for highest initial levels of poverty and hunger,and in increased availability of food at affordable prices.Investments in nutrition,health,education,clean water,and good sanitation also complemented progress.The foremost lesson is that smallholder-led agriculture growth in land scarce countries often have the largest impact on poverty reduction.Secondly,nonfarm employment and rural–urban migration must follow once agricultural productivity has reached a certain level.However,premature exiting from agriculture can do more harm.Thirdly,even before large scale poverty reduction through sectoral and regional development is exhausted,social safety nets must be established to cover those who have not benefited from growth and development.Productive social safety nets have proven to be cost-effective in many countries.Urban poverty should also be part of the protection scheme when large proportion of rural population moves to cities.
文摘A large body of empirical literature showed that the adoption of agricultural technologies reduces poverty. However, dominants of those studies so far used one-dimensional income or expenditure-based measures of poverty which may not reflect other types of deprivations. Therefore, the major objective of this study is to examine the impact of adopting climate-smart agricultural technology, which refers to a joint application of row planting methods and the use of chemical fertilizers, on the multidimensional poverty status of rural households in Ethiopia. To estimate the impact of the stated technologies, this study employs propensity score matching and endogenous switching regression methods. To measure the multidimensional poverty index, the study also uses the Alkire and Foster counting approach. Using the Ethiopian Socioeconomic Survey(ESS), collected in 2015-Wave 3, the results of the study show that the adoption of these technologies reduces deprivation score and one of its component, the standard of living part. Regionally, a high reduction in deprivation is observed in Amhara and Oromiya regions. The results also show that the impact is significantly higher in severely deprived households. It is also observed that the reduction in multidimensional poverty due to the technology is through an increase in income/consumption via improvement in production gain. The impact channels more through the non-food expenditure pathway. Finally, this study also sheds light on the effects that technology adoption has on multidimensional poverty reduction.
