With the fast growth of Chinese economic, more and more capital will be invested in environmental projects. How to select the environmental investment projects (alternatives) for obtaining the best environmental quality and economic benefits is an important problem for the decision makers. The purpose of this paper is to develop a decision-making model to rank a finite number of alternatives with several and sometimes conflicting criteria. A model for ranking the projects of municipal sewage treatment plants is proposed by using exports' information and the data of the real projects. And, the ranking result is given based on the PROMETHEE method. Furthermore, by means of the concept of the weight stability intervals (WSI), the sensitivity of the ranking results to the size of criteria values and the change of weights value of criteria are discussed. The result shows that some criteria, such as “proportion of benefit to project cost”, will influence the ranking result of alternatives very strong while others not. The influence are not only from the value of criterion but also from the changing the weight of criterion. So, some criteria such as “proportion of benefit to project cost” are key critera for ranking the projects. Decision makers must be cautious to them. 展开更多

In military service joint operations, when there are more operational forces, more multifarious materials are consumed, the support is more complex and fuzzy, the deployment of personnel is more rapid, and the support provided by wartime military material support powers can be more effective. When the principles,requirements, influencing factors and goals of military material support forces are deployed in wartime, an evaluation indicator system is established. Thus, a new combined empowerment method based on an analytic hierarchy process(AHP) is developed to calculate the subjective weights, and the rough entropy method is used to calculate the objective weights. Combination weights can be obtained by calculating the weight preference coefficient error, which is determined by combining the cooperative game method and the minimum deviation into objectives. This approach can determine the grey relation projection coefficient and synthesize the measure scheme superiority to finally optimize the deployment plan using the grey relation projection decision-making method. The results show that the method is feasible and effective;it can provide a more scientific and practical decision-making basis for the military material support power deployment in wartime. 展开更多

This paper discusses the impact of e-governance powered by blockchain in the project and program management industry. With the rise in technological innovations, many countries have turned to e-governance for efficiency in service delivery, transparency, and decision-making. E-governance backed by blockchain technology entails improving the public services provision by implementing structures of information and communication technologies. There are many challenges with the traditional project management approach that causes organizations and its stakeholders’ cost and time. Thus, the introduction of blockchain has given many organizations a new approach to adopt in order to eliminate the challenges associated with the typical project management approach. In spite of the cutting-edge technology of blockchain and its broad applications in program management and e-governance, there are still many challenges that restrain its adoption on a broader scale. The research discusses the challenges of the blockchain deployment in the program management field and e-governance in private and government sectors and it highlights the efforts put by both sectors to make use of the technology. Also, the research covers the opportunities and the advantages of a blockchain adoption in various segments. The paper uses various case studies in the UAE, in both private and government sectors, and a qualitative research approach was implemented. The case studies were on government entities such as Smart Dubai and the Ministry of Health Prevention and also private entities like DP World and Emirates NBD. The paper concludes with recommendations and solutions on how to maximize the benefit of blockchain in the program management industry and how it is improving the decision-making process. 展开更多

This study aims to evaluate the crowdfunding alternatives regarding new service development process pathways of clean energy investment projects.In this framework,a new model has been generated by considering the consensus-based group decisionmaking with incomplete preferences,Pythagorean fuzzy decision-making trial and evaluation laboratory(DEMATEL)and technique for order preference by similarity to ideal solution(TOPSIS).Moreover,a comparative evaluation has been performed with Vise Kriterijumska Optimizacija I.Kompromisno Resenje methodology and sensitivity analysis has been made by considering 4 different cases.The main contribution is to identify appropriate crowdfunding-based funding alternatives for the improvement of the clean energy investments with a novel MCDM model.By considering the iteration technique and consensus-based analysis,the missing parts in the evaluations can be completed and opposite opinion problems can be reduced.Furthermore,with the help of hybrid MCDM model by combining DEMATEL and TOPSIS,more objective results can be reached.It is concluded that the analysis results are coherent and reliable.The findings indicate that the full launch is the most significant criterion for equity and debt-based crowdfunding alternatives.On the other side,the analysis has the highest weight for reward and donation-based alternatives whereas design is the most essential item regarding the royalty-based alternative.Additionally,it is also defined that equity-based crowdfunding alternative is the most significant for the service development process of clean energy investment projects.In this way,it will be possible to provide a continuous resource for clean energy investment projects.On the other hand,by providing financing with equity,there will be no fixed financing cost for clean energy investors.If these investors make a profit,they distribute dividends with the decision of their authorized bodies. 展开更多

The decisions concerning portfolio selection for army engineering and manufacturing development projects determine the benefit of those projects to the country concerned.Projects are typically selected based on ex ante estimates of future return values,which are usually difficult to specify or only generated after project launch.A scenario-based approach is presented here to address the problem of selecting a project portfolio under incomplete scenario information and interdependency constraints.In the first stage,the relevant dominance concepts of scenario analysis are studied to handle the incomplete information.Then,a scenario-based programming approach is proposed to handle the interdependencies to obtain the projects,whose return values are multi-criteria with interval data.Finally,an illustrative example of army engineering and manufacturing development shows the feasibility and advantages of the scenario-based multi-objective programming approach. 展开更多

To fully understand and effectively implement 4D building information modelling(BIM)models and methods,we need to develop a precise knowledge of which project digital documents should be used and how they influence the decision-making(DM)process.This article studies the convergence between uses of 4D BIM and digital project documents.We hypothesize that a clear visualization of the construction simulation through a 4D model is a useful source of information and a support for DM at collaborative meetings.Through this research,we continue to progress toward a new 4D-based collective decision device,so these elements will contribute to propose 4D BIM as DM support on architecture engineering construction(AEC)projects.Further,the present research will be complemented by results from questionnaires given at a later research stage.The article presents a brief review of BIM context to consider ways of fostering the implementation of all 4D BIM uses(not only visualization).It then introduces a proposition for 4D BIM uses implementation by the project development phase.It concludes by summarizing stakeholders’roles and documents relevant to 4D BIM uses. 展开更多

对风电项目进行科学有效地经济外部性评价是引导风电项目科学开发和可持续发展的重要环节,因此有必要建立合理的风电项目经济外部性评价模型并对其进行评价。运用网络层次分析法(ANP)和灰色聚类决策模型(GCDM)对风电项目经济外部性进行... 对风电项目进行科学有效地经济外部性评价是引导风电项目科学开发和可持续发展的重要环节,因此有必要建立合理的风电项目经济外部性评价模型并对其进行评价。运用网络层次分析法(ANP)和灰色聚类决策模型(GCDM)对风电项目经济外部性进行了评价。首先,构建风电项目经济外部性评价指标体系;其次,介绍了基于ANP的灰色聚类决策评价模型;最后,通过实例对风电项目经济外部性进行了评价。算例分析验证了该模型的有效性和实用性。结果表明:风电项目具有很强的经济外部性,其正外部性在很大程度上优于负外部性;正外部性显著的主要原因来自于环境效益,负外部性主要来自于市场影响,环境效益和市场影响是影响风电项目经济外部性的最主要因素。 展开更多
