Maintenance and Management Model for the Urban Stereo Landscape Forest in Chongqing Academy of Science and Technology

Based on landscaping practices in the stereo landscape demonstration project of Chongqing Academy of Science and Technology (CAST),current management and maintenance of the stereo landscapes were introduced by analyzing maintenance and management of the plants in the stereo landscape forest.The maintenance and management models were summarized according to the management styles,concrete measures and new technologies were studied,laws and key points for the maintenance and management in different seasons were given,and finally deficiencies and solutions were proposed to improve the future maintenance and management.

Approach Choice and Innovative Model Design of Grass-root Agricultural Technology Promotion under the View of New Countryside

This paper introduces the approach types of agricultural technology promotion we can choose in the process of new countryside construction, and there are mainly 6 types, namely government-domination-oriented approach, market-development-oriented approach, university (scientific research institution)-education-oriented approach, farmers' participation-oriented approach, direct-training-oriented approach and individual-service-oriented approach, including 20 models. The problems existing in the grass-root agricultural technology promotion in the process of new village construction are analyzed as follows: the awareness of innovation is not strong; scientific research, education, and promotion are disjointed; the construction of specific work system lags behind; the structure of promotion team is irrational, and the quality of promotion personnel is yet to be promoted; the cultural quality of farmers is low, and the cooperative organizations are not sound; the working conditions are poor, and the basic security is inadequate; the investment channel is simple and the supply amount is badly short; the methods of agricultural technology promotion do not adapt to the requirements of new situation. According to the characteristics and internal requirements of grass-root agricultural technology promotion, we creatively design an overall working model, and put forward new measures from objective of grass-root agricultural technology promotion, service object, service content, organization work and scope, method, role of agricultural technology personnel and so on.

INPUT-OUTPUT MODELS OF SCIENCE AND TECHNOLOGY AND ITS APPLICATION IN EVALUATING PROGRESS OF ENTERPRISE SCIENCE AND TECHNOLOGY

The method of compiling input-output models of science and technology was studied,and the application of input-output techniques in evaluating the progress of enterprise science and technology was discussed.And the models for determining direct,indirect and full contributions of the progress of enterprise science and technology have been set up which can be used to analyse and evaluate the direct,indirect and full benefits of the progress of enterprise science and technology.

On Innovation of Coordinative Development Mechanism of Science and Technology Park with Surrounding Areas under Promotion of the Government——Case Study on Three Science and Technology Park in Dongguan

Science and Technology Park, which plays a very important role in promoting rapid development of regional economy, has enjoyed various preferential policies in its unique development since China’s reform and opening up, which oppositely shows that the government has overlooked development outside the park and resulted in negative competition between the science and technology park and surrounding areas in resources and industry development, etc. Therefore, it is necessary and urgent to overcome the existing obstacles against coordinative development between the park and surrounding areas, to explore paths where the two can development coordinately and to achieve new breakthrough and innovation in coordinative development in subject, object, platform and mechanism.

Predicting the Number of Beijing Science and Technology Personnel Based on GM(1,N) Model

In this paper, based on the Science and Technology Statistics in Beijing Statistical Yearbook, grey theory is used to study the relationship among S&T (Science and Technology) activities personnel, R&D (research and development) personnel FTE (Full Time Equivalent), intramural expenditure for R&D and Patent Application Amount. According to the grey correlation coefficient, screening of grey GM(1,N) prediction variables, the grey prediction model is established. Meanwhile, time series model and GM(1,1) model are established for patent applications and R&D personnel equivalent FTE. By comparing the simulating results with the real data, the absolute relative error of prediction models is less than 10%. The results of the prediction model are tested. In order to improve the prediction accuracy, the mean values of the predicted values of the two models are brought into the GM(1,N) model to predict the number of scientific and technical personnel in Beijing during 2015-2025. Forecast results show that the number of science and technology personnel in Beijing will grow with exponential growth trend in the next ten years, which has a certain reference value for predicting the science and technology activities and formulating the policy in Beijing.

Analysis of the Development Structure on Non-governmental Enterprises of Science and Technology

Based on the development of the non-governmental enterprises of science and technology in the past twenty years, this paper applied an interpretive structure model (ISM) to make a research on the regular development pattern of these enterprises and to probe into the interior development mechanism theoretically. The studying results supply ideas underlying the scientific decision for the governments at all levels and show the direction of the development of the non-governmental enterprises of science and technology in the future.

Study on Problems and Countermeasures of Cultivation of Marine Science and Technology Talents in China

Problems existing in the cultivation of marine science and technology talents in China were analyzed.For instance,regional distribution is unbalanced;training subjects are not systematic;guarantee mechanism is not perfect.For the existing problems,suggestions on the cultivation of marine science and technology talents in China were proposed,such as overall planning training strategy,forming an integrated training model,and optimizing guarantee mechanism.

Analysis on the Relationship between Socio-economy and Development of Science and Technology in Jiaxing City

Currently, the progress of science and technology has become a key factor in promoting economic development. And the backwardness of science and technology at the grassroots level has undoubtedly restricted the process of China’s construction of socialist new countryside. Taking socio-economy and the devel- opment of science and technology in Jiaxing as a breakthrough point, and based on the related data of Jiaxing during 1998?2004, this paper analyzes thoroughly the interactive relationship be- tween socio-economy and the development of science and tech- nology. This paper strives to summarize the development track and model of the grassroots work of science and technology so as to provide local governments with references and grounds for drawing up policies for the local work of science and technology.

Study on Multilevel Fuzzy Synthetical Evaluating Model of Science ＆ Technology Awarding

In order to realize the impersonality, justness, impartiality and rationality in the awarding work of science ＆ technology, it is necessary to establish an evaluating model to make the evaluating course numeric as well as a complete system of evaluating indexes. Comparison of the Three Cooperative Types of Agricultural Technology Popularization Based on the Industrialization of Tomato Industry in Xinjiang Autonomous Region

In the process of industrialization of tomato industry in Xinjiang, the cooperative models of rural households and tomato processing enterprises are order type, mediated type and workshop type. The contents, closeness degree and stability of cooperation of them are different. Under different cooperation models, the closeness degree of pillar industry and rural households differs, as well as the speed and effect of the technology promotion. By comparing the situation of technology promotion under the three cooperative models, the results can be obtained. The workshop type can reduce the risks of adopting new technologies of farmers greatly; strengthen the internal motivation of farmers to adopt new technology, so it can attract more farmers. Therefore, the workshop type represents the developmental direction of industrialization of tomato industry in Xinjiang to a certain extent.

Raise the international status of Journal of Chinese Pharmaceutical Sciences under “the International Influence of Chinese Science and Technology Journals Promotion Plan”

Journal of Chinese Pharmaceutical Sciences（JCPS） has been published for 22 years. During this period, JCPS has progressed from a quarterly journal to monthly publication. Moreover, the qualities of manuscripts and editing are improving, and its influence and international status reaches a high level. 重大涉水工程科技创新一体化组织模式研究

重大涉水工程作为一类复杂系统工程,具有科技创新的现实需求和动力。通过分析国内外重大工程科技创新及实际案例,指出当前重大涉水工程科技创新组织实施过程中存在碎片化现象,梳理了重大涉水工程科技创新典型组织模式及特点和问题;基于有组织科研理念,借鉴工程总承包模式的组织优点,提出重大涉水工程科技创新一体化组织新模式构想及其3种类型。这3种科技创新一体化模式运行的效果与效率受到多种因素的影响与制约,建议在实施过程中合理确定科技创新任务范围,优化科技创新总包商选择机制,合理编制科技创新一体化合同,充分利用信息化技术进行科技创新一体化项目管理。

基于收益共享契约的区域旅游单渠道供应链协调研究

通过建立科学的科技服务业政策评价体系,对安徽省科技服务业政策文本进行了量化评价,为安徽省科技服务业政策的制定与完善提供相应的优化建议。首先,运用文本分析工具对我国2014—2023年101份科技服务业政策文本内容进行文本挖掘和高频词分析,并结合前人研究,构建科技服务业政策文本评价指标体系。其次,借助PMC曲面和雷达图,以安徽省科技服务业政策文本为中心,构建二级对比框架进行比较分析。研究发现,安徽省科技服务业政策存在政策时效设置不全面、政策执行机制构建不完善、政策工具运用失衡等问题。为此,提出了增强政策时效的“多元性”、提高政策执行的畅通度、协调供给型政策工具使用的政策建议,以提高安徽省科技服务业政策评价的科学性与实用性。

面向家长参与的儿科智能科普终端系统设计与实现

目的:构建一种普适性的儿科智能科普终端系统,提高院内科普宣教的效率及精准度,增强患者在住院期间对专业信息的获取体验与满意度。方法:设计了一种面向家长参与的儿科智能科普终端系统,该系统整合了文字、图片、视频等多种形式的多媒体知识库,内容涵盖患者需要了解的健康知识。通过从医院信息平台收集患者的诊断信息、医嘱内容及出入院事件等数据,构建了患者信息模型。利用高效的规则引擎,与预设规则进行模糊匹配、精准匹配及多条件组合匹配,生成相应的推送计划任务,通过床旁智能终端设备或智能手机向家长推送相关信息。结果:系统全面部署后,其使用率由78.56%上升至86.77%,患者满意度由97.47%上升至97.79%,医护术前宣教时间由(6.74±0.54)min缩短至(3.41±0.68)min,科普效果良好率由76.67%提升至93.33%,差异均有统计学意义(P<0.05)。结论:该系统显著提高了医院科普宣教的效率及精准度,提升了患者在住院过程中对专业信息的获得感,是智慧医院建设的有效辅助手段。

高校科技投入与产出动态关系及效率演进

运用面板向量自回归(PVAR)模型和超效率SBM模型,选取2007—2017年30所研究型大学和53所非研究型大学科技投入与产出的数据,使用PVAR模型分析两类大学科技投入与产出的动态关系并运用超效率SBM模型对其投入与产出效率进行测算。研究发现,研究型大学与非研究型大学的货币资本投入与产出存在正向影响,但这种影响并不具有持续性,高校科技产出主要依赖货币资本的投入,最大促进作用分别存在1年和2年的滞后期,且只在短期内显著。引入滞后期测度出的科技投入与产出效率表明,高校科技投入与产出效率整体水平较低,研究型大学明显高于非研究型大学。研究为科学认识高校科技投入与产出规律和进一步提高高校科技投入与产出效率提供新的参考视角。

中国纺织科技创新的合作模式与网络特征研究

为促进纺织业开展高质量科技创新合作,文章基于中国纺织工业联合会科学技术奖数据,运用统计分析方法对纺织科技创新合作模式进行了分析,并通过社会网络分析方法对机构合作网络和地区合作网络特征进行了分析。研究结果表明:企业与高校开展合作是常见的合作类型,但尚未形成以企业牵头为主导的纺织创新合作模式;纺织科技创新的机构合作网络规模不断扩大,高校在网络中占据核心位置;纺织科技创新的地区合作网络呈现连接紧密的特点,但纺织科技创新的地区合作分布不均衡。由此,从企业牵头、双链融合、跨地区协同等方面提出了建议,可为中国纺织科技创新发展提供参考。
