A discourse on creating and rendering educational and cultural enrichment services to rural migrant workers by public libraries

As far as China's enormous success in her economic reforms and development is concerned,Chinese rural migrant workers indeed have had their biggest share of contributions.Yet ironically in return,they have only received a disproportionate meager share of benefit rewards.These people represent a huge economically deprived group at the bottom of the social totem pole in China's metropolises.On the whole as a social group,their educational attainment is relatively low as compared to their average urban coworkers.As such being the case,their rights to access some of the cost-free cultural and educational enrichment programs in the society are limited and not always assured.Nevertheless and in general speaking,they manifest a strong and consistent desire to acquire all sorts of new and practical knowledge by means of accessing the resources and facilities of their local public libraries.It is suggested in this paper that public libraries are in a good position to give strong support to the central government's strategic planning for the development of a public culture service systema).In implementing such a government initiative with an unswerving purpose of advancing social justice and equality,public libraries should strife to provide as many as possible their library services at no cost to the public,especially to those socially deprived rural migrant workers.

Uncovering Topics of Public Cultural Activities: Evidence from China

In this study, we uncover the topics of Chinese public cultural activities in 2020 with a two-step short text clustering(self-taught neural networks and graph-based clustering) and topic modeling approach. The dataset we use for this research is collected from 108 websites of libraries and cultural centers, containing over 17,000 articles. With the novel framework we propose, we derive 3 clusters and 8 topics from 21 provinciallevel regions in China. By plotting the topic distribution of each cluster, we are able to shows unique tendencies of local cultural institutes, that is, free lessons and lectures on art and culture, entertainment and service for socially vulnerable groups, and the preservation of intangible cultural heritage respectively. The findings of our study provide decision-making support for cultural institutes, thus promoting public cultural service from a data-driven perspective.

China’s Cultural and Public Diplomacy to Countries in the Middle East

Recently,China’s cultural and public diplomacy has aroused the increasing attention of the international community.As a political power,its cultural and public diplomacy mode has had a positive influence on many countries in the world.Through three main waves of the cultural exchanges between the Middle East and P.R.China,this article further summarizes the successful experience of new China’s cultural and public diplomacy model to Asia,Africa and Latin America.In the theoretical and practical level,it explains the basic model of cultural and public diplomacy:at the theoretical level and advocates the concept that government and people participate in it simultaneously,and countries coexist in harmony and peace.In the practical level,we maintain that cultural and public exchange and cooperation from a“multi-level,multi-track,and multi-field”,thus has promoted China’s post-Olympic era of cultural and public diplomacy.Finally,in ambassadors meeting held in August 2009,President Hu Jintao made an important speech on the implication of cultural and public diplomacy;the article summarizes four advices of constructing cultural and public diplomacy with Chinese characteristics.
