Green technology innovation is an important driving force and source to promote my country’s high-quality development,and it is the core path to achieve sustainable development.This paper uses my country’s provincia...Green technology innovation is an important driving force and source to promote my country’s high-quality development,and it is the core path to achieve sustainable development.This paper uses my country’s provincial panel data from 2016 to 2019 to study the impact mechanism of R&D investment on green technology innovation,and introduces the level of digitization,using the panel threshold model to discuss its role in the impact mechanism of R&D investment on green technology innovation.The study found that when the level of digitalization in a region is low,increasing R&D investment does not necessarily improve the ability of green technology innovation;when the level of digitalization is relatively high,R&D investment has a positive role in promoting green technology innovation.Therefore,it is necessary to improve policies to encourage enterprises to increase investment in research and development;at the same time,it is necessary to promote the coordinated development of digital foundation,digital investment,digital literacy,digital economy and digital application,and promote the deep integration of digitalization and green technology innovation.展开更多
New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recen...New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.展开更多

The model is analyzed by considering the effects of ext...In this article, a nonlinear mathematical model for innovation diffusion with stage structure which incorporates the evaluation stage (time delay) is proposed. The model is analyzed by considering the effects of external as well as internal influences and other demographic processes such as emigration, intrinsic growth rate, death rate, etc. The asymptotical stability of the various equilibria is investigated. By analyzing the exponential characteristic equation with delay-dependent coefficients obtained through the variational matrix, it is found that Hopf bifurcation occurs when the evaluation period (time delay, T) passes through a critical value. Applying the normal form theory and the center manifold argument, we de- rive the explicit formulas determining the properties of the bifurcating periodic solutions. To illustrate our theoretical analysis, some numerical simulations are also included.展开更多

If the interests can’t be allocated properly, then the conflicts will occur between the collaborative partners and collaborative relationship can’t last long, so we focus on the benefits allocation mechanism of IP to ensure each participated partner can get the benefits fairly. Some scholars noticed the importance of IP benefits allocation and conducted theoretical research, which provided model and theoretical analysis, but these research contents were not comprehensive, the research methods and evidences seemed inadequate, which leaded the conclusions into?having limited meaning. Thus, we use case study and investigate regional-development oriented collaborative innovation center to examine the benefits allocation mechanism. We find out the problems in the existing benefits allocation mechanism, such as the compensation and rewards are not enough, the benefits allocation should be fair, the payment way is not various and so on. Based on the case study on the status quo and combined with related needs, we put forward that ensure the ownership of IP, attention on regulation construction, benefits protection and so on. We hope this study can solve these problems through case analysis, and benefit to maintain collaborative relationship.展开更多

However, policies to control costs through the use of managed care and limiting resources are detrimental to academic medical centers and impede the advancement of medical sciTo survive the threats of managed care in the health care environment, acadendc medical centers must rely on their upper level managers to derive successful strategies. The methods used in this study include qualitative approaches in the form of key informants and case studies. In addition, a survey questionnaire was sent to 1h8 CEOs in all the academic medical centers in the U. S. Integer Ambiguity Resolution(IAR)can significantly improve the accuracy of GNSS Precise Orbit Determination(POD).Traditionally,the IAR in POD is achieved at the Double Differenced(DD)level.In this contribution,we deve...Integer Ambiguity Resolution(IAR)can significantly improve the accuracy of GNSS Precise Orbit Determination(POD).Traditionally,the IAR in POD is achieved at the Double Differenced(DD)level.In this contribution,we develop an Un-Differenced(UD)IAR method for Global Positioning System(GPS)+BeiDou Navigation Satellite System(BDS)+Galileo navigation satellite system(Galileo)+Global'naya Navigatsionnaya Sputnikovaya Sistema(GLONASS)quad-system POD by calibrating UD ambiguities in the raw carrier phase and generating the so-called carrier range.Based on this method,we generate the UD ambiguity-fixed orbit and clock products for the Wuhan Innovation Application Center(IAC)of the International GNSS Monitoring and Assessment System(iGMAS).One-year observations in 2020 from 150 stations are employed to investigate performance of orbit and clock products.Notably,the UD Ambiguity Resolution(AR)yields more resolved integer ambiguities than the traditional DD AR,scaling up to 9%,attributable to its avoidance of station baseline formation.Benefiting from the removal of ambiguity parameters,the computational efficiency of parameter estimation undergoes a substantial 70%improvement.Compared with the float solution,the orbit consistencies of UD AR solution achieve the accuracy of 1.9,5.2,2.8,2.1,and 2.7 cm for GPS,BeiDou-2 Navigation Satellite System(BDS-2),BeiDou-3 Navigation Satellite System(BDS-3),Galileo,and GLONASS satellites respectively,reflecting enhancements of 40%,24%,54%,34%,and 42%.Moreover,the standard deviations of Satellite Laser Ranging(SLR)residuals are spanning 2.5–3.5 cm,underscoring a comparable accuracy to the DD AR solution,with discrepancies below 5%.A notable advantage of UD AR lies in its capability to produce the Integer Recovered Clock(IRC),facilitating Precise Point Positioning(PPP)AR without requiring additional Uncalibrated Phase Delay(UPD)products.To assess the performance of quad-system kinematic PPP based on IRC,a network comprising 120 stations is utilized.In comparison to the float solution,the IRC-based PPP AR accelerates convergence time by 31%and enhance positioning accuracy in the east component by 54%.展开更多

Also, the possibility of nonstate budgetary financing of scientificresearch process in the agrarian sector was considered.
