Research on the Reform of the Process-Tracking Ideological and Political Assessment System in Applied Universities:Taking the Personal Finance Course as an Example

Using the Xi’an Mingde Institute of Technology students as the teaching object and the Personal Finance course as an example,we explore the reform of the ideological and political assessment system of process-tracking courses in applied universities.The article analyzes the feasibility of applying the curriculum ideological and political assessment system in college courses and compares the traditional assessment system.It also proposes that applying curriculum ideological and political assessment to the college curriculum assessment system will help improve students’understanding of the“value guidance”in curriculum ideological and political education and enhance the teaching effect.

A Preliminary Study on the Rural Land System Reform in the Context of Rural Revitalization

With the deepening of reform and opening up,the rural land system has experienced the evolution from contracting to transfer to the current rural revitalization strategy,and has always been closely linked to the well-being of farmers and the vigorous development of the rural economy.The reform of this system is not only a key driving force for rural economic development,but also an important cornerstone for realizing the rural revitalization strategy.Through in-depth analysis of the connotation of rural revitalization and rural land system reform,this study discusses in detail the internal dynamic mechanism of rural land system reform driving rural revitalization,and comprehensively analyzes the current implementation of rural land system reform.On this basis,this study puts forward the strategic concept of promoting the rural land system reform in the context of rural revitalization.Studies have shown that the rural land system reform has mainly played a positive role in the following four aspects in promoting rural revitalization:providing a solid material foundation for rural revitalization,optimizing the allocation of rural resources,promoting the transformation and upgrading of rural industrial structure,and promoting rural social harmony and stability.In the context of the current rural revitalization,the rural land system reform is undoubtedly one of the core issues of China s rural development.In order to further improve this system,we need to continue to optimize and innovate the rural land transfer system,the homestead reform system,and the rural collective construction land market entry system.

Research on the Joint Reformation for Public Health Services, Medical Insurance and Medical Production Circulation from the Perspective of System Science

Objective To study the linkage points in the reform of public health services,medical insurance and medical production circulation and provide countermeasures for optimizing the reform.Methods The theory of system science was used to analyze the new emergent property of key linkage points in the main reform departments.Results and Conclusion The research found that four linkage points were not active,and all departments of the reform should strengthen their linkage in the following aspects.The departmental linkage in the decision-making mechanism should be strengthened,which requires to revise the assessment indicators of essential drugs in time,and carry out relevant policies.Besides,the linkage of various departments to supervise the use of medical insurance fund should be strengthened.Therefore,the National Health Commission(NHC)and National Medical Products Administration(NMPA)should play their supervisory roles.Lastly,the construction of adverse reaction data sharing platform should be improved.

Reform and Practice of the Course“Introduction to Computer Science”in Universities Based on the Cultivation of Computational Thinking and Systematic Abilities

Introduction to Computer Science,as one of the fundamental courses in computer-related majors,plays an important role in the cultivation of computer professionals.However,traditional teaching models and content can no longer fully meet the needs of modern information technology development.In response to these issues,this article introduces the concept of computational creative thinking,optimizes course content,adopts exploratory teaching methods,and innovates course assessment methods,aiming to comprehensively enhance students’computational thinking and innovative abilities.By continuously improving and promoting this teaching model,it will undoubtedly promote computer education in universities to a new level.

Reform of Practical Teaching of “Linux Operating System Fundamentals” Under the Background of Emerging Engineering Education

With the advancement of the construction of emerging engineering education,the reform of practical teaching has become an important task of higher engineering education.This article takes the course“Linux Operating System Fundamentals”as an example to explore practical teaching reform in the context of emerging engineering education.By analyzing the current situation and problems in course practical teaching,we proposed practical teaching reforms such as online experiments,practical content updates,project-based engineering practices,and diversified evaluation models,and designed corresponding implementation plans.Practice has proved that this reform can improve students’learning interest and engineering practical skills,and cultivate outstanding engineers with innovative spirit and practical skills.

Teaching Reform and Practice of Embedded System Design Based on Outcome-Based Education

Embedded system design is the core course of the telecommunication major in engineering universities,which combines software and hardware through embedded development boards.Aiming at the problems existing in traditional teaching,this paper proposes curriculum teaching reform based on the outcome-based education(OBE)concept,including determining course objectives,reforming teaching modes and methods,and improving the curriculum assessment and evaluation system.After two semesters of practice,this method not only enhances students’learning initiative but also improves teaching quality.

Performance of a Combined Energy System Consisting of Solar Collector, Biogas Dry Reforming and Solid Oxide Fuel Cell: An Indian Case Study

An energy production system consisting of a solar collector, biogas dry reforming reactor and solid oxide fuel cell (SOFC) was assumed to be installed in Kolkata, India. This study aims to understand the impact of climate conditions on the performance of solar collectors with different lengths of parabolic trough solar collector (dx) and mass flow rate of heat transfer fluid (m). In addition, this study has evaluated the amount of H2 produced by biogas dry reforming (GH2), the amount of power generated by SOFC (PSOFC) and the maximum number of possible households (N) whose electricity demand could be met by the energy system proposed, considering the performance of solar collector with the different dx and m. As a result, the optimum dx was found to be 4 m. This study revealed that the temperature of heat transfer fluid (Tfb) decreased with the increase in m. Tfb in March, April and May was higher than that in other months, while Tfb from June to December was the lowest. GH2, PSOFC and N in March, April and May were higher than those in other months, irrespective of m. The optimum m was 0.030 kg/s.

Survey on the Peasants' Will of Forest Land Transfer in the Reform of Collective Forest Right System——On the Case of 180 Peasant Households in Lishui City of Zhejiang Province

Taking sample survey in the eighteen villages of Yunhe, Longquan and Qingyuan County of Lishui City of Zhejiang Province, the results show that the forest land transfer of sample peasants is mainly transfer-out, the private treaty of forest land transfer is the main pattern of most peasant households, forest right trading market hasn't got wide approval in peasants, peasants' dependence on land is reducing, and so on. Through analysis, the reasons of influent transfer of forest land include peasant's subjective will, less type of transfer objects, dull information communication, big difference of expected price and imperfect development of intermediary organization. In order to promote a healthy development of forest land transfer, the paper puts forward proposals of strengthening policy publicity, improving system, identifying property right, pushing variety of transfer types, developing forest land market, cultivating subject of market and so on.

Research on effectiveness of coal mine safety supervision system reform on three types of collieries in China

Coal mine safety supervision system plays an important role in the coal mine safety management in China.However,the current supervision system is established on the basis of learning the advanced experience from other developed countries.It needs to be further improved according to national conditions.Therefore,the effectiveness of coal mine safety supervision system reform on three types of collieries are assessed by using time series analysis method based on comparative analysis of the supervision system before and after the reform in this paper.The regression results show that the structural reform is not conductive to the improvement of coal mine safety situation in the short term,but conductive significantly in the long term.Specifically,the effects in township coal mines are more significant than stateowned key coal mines in the long run,but negative effects also exist in the short term.The negative effects in state-owned key coal mines are non-significant compared with township coal mines.Moreover,the regression results are analyzed from the aspects of the closure policy of illegal small township coal mines at the end of 1998 and shortage of the new supervision system.Finally,the suggestions on improving the new supervision system are put forward based on the above analysis.

Reforming the natural resource auditing system from the ecological civilization perspective

Perfecting the natural resource system and auditing natural resource assets are requirements in protecting natural resources and developing an ecological civilization in practice.While the natural resource asset audit both confirms and quantifies natural resources,the nature of such resources makes it difficult to identify their ownership.Further,these resources'diversity creates complex measurement standards and activities,all of which require relevant institutional guarantees.However,the existing audit system for natural resource assets includes insufficient stock,incremental difficulties,and poor guidance,which cannot meet the requirements for environmental governance and an ecological civilization.Thus,it is necessary to define natural resource assets’rights and measurement systems and responsibility regulations,among others;construct an auditing participation system,technical regulations,and evaluation criterion for natural resource assets;amend the Audit Law in a timely manner;and enact natural resource asset legislation.Ultimately,such efforts would eliminate the bottleneck in the natural resource asset auditing system and facilitate the construction of a resource-saving,environmentally friendly society.

Game analysis of Chinese stakeholders in collective forest rights system reform

In the current stage of Chinese forest ownership reform,the central and local governments as well as the forest farmers play different roles with variations in their expected returns.Managing these respective relationships between the forestry stakeholders to maximize their benefits while actively engaging each stakeholder in the collective forest ownership reform process has become an important issue.This study uses the game theory methodology to analyze the relationship between the different reform stakeholders and then builds on the forest farmers' participation in the reform model process at the reform movement micro-level.This model calculates the forest products equilibrium marketing sales and the government subsidies provided to the forest farmers,when the forest farmers willingly participate in the reform process.It will provide a reliable basis for formulation of government policies which positively impacts Chinese forestry reform.

Expanding telemedicine to reduce the burden on the healthcare systems and poverty in Africa for a post-coronavirus disease 2019 (COVID-19) pandemic reformation

The coronavirus disease 2019(COVID-19)global public health emergency,has exposed the fragility of health systems.Access to healthcare became a scarce commodity as healthcare providers and resource-poor popula­tions became victims of the novel corona virus.Therefore,this study focuses on Africa’s readiness to integrate telemedicine into the weak health systems and its adoption may help alleviate poor healthcare and poverty after COVID-19.We conducted a narrative review through different search strategies in Scopus on January 20,2021,to identify available literature reporting implementation of various telemedicine modes in Africa from January 1,2011 to December 31,2020.We summarized 54 studies according to geographies,field,and implementation methods.The results show a willingness to adopt telemedicine in the resource-poor settings and hard-to-reach populations,which will bring relief to the inadequate healthcare systems and alleviate poverty of those who feel the burden of healthcare cost the most.With adequate government financing,telemedicine promises to enhance the treating of communicable and non-communicable diseases as well as support health infrastructure.It can also alleviate poverty among vulnerable groups and hard-to-reach communities in Africa with adequate government financing.However,given the lack of funding in Africa,the challenges in implementing telemedicine require global and national strategies before it can yield promising results.This is especially true in regards to alleviating the multidimensionality of poverty in post-COVID-19 Africa.

Land system reform should protect farmers' interests

|Editorial Note|Land has become an issue of increasing social concern as demand continues to surge in the midst of economic development,urbanization and industrialization.The crux of the issue is the land regime. China has a unique dualistic land regime under which the land market has not been well developed.Based on a review and commentary of the existing land polices,this article elaborates on the deficiencies inherent in China’s dualistic land rights system and land market and offers policy recommendations for promoting land system reform and market development.This study will help us gain an in-depth understanding of the problems in China’s land regime.

A Decision Support System for Economic Development and Price Reform

In this paper, we present a real decision support system applied to China's macroeconomic management. The structure, design and functions of the system are discussed, and the problems occurring in designing and making the system are also studied. A case study for China's petroleum price reform is given at the end of the paper.

Reform of Rural Land System from the Perspective of New Urbanization

In view of artificially high urbanization rate of China and possible causes,survey and data analysis methods were used to discuss reform of household registration system,and path for promoting rural land system reform. Results show that it is required to eliminate bottlenecks of land system in the advance of new urbanization process. In line with land system bottlenecks of new urbanization,it is recommended to take following measures.( i) Promoting land right confirmation centered land system reform.( ii) Weakening rural land ownership and stressing land use right.( iii) Establishing urban and rural integrated land market and putting an end to low cost urbanization road.( iv) Realizing asset value of rural construction land and tackling the problem of insufficient construction land.( v) Reforming the land expropriation system and increasing the share of gain in land value to farmers.( vi) Implementing different land policies to promote coordinated development of regional social economy.( vii) Establishing land circulation access system to ensure unchanged land use purpose and high efficient use.

A Study on the Reform of China's Agricultural Administration System

After various reforms,China's agricultural administration system has been changing functions and improving structure,and it has basically met the requirements of agricultural and rural economic development,but in some areas,it can not be adapted to modern agricultural development. Based on the analysis of the necessity of improving agricultural administration system and the problems in current agricultural administration system,this paper comes up with the viable path choice of China's agricultural administration system reform.

Effects of China's Corn Stockpiling System Reform on Family Farms' Decision to Join Cooperatives

Reform of the corn stockpiling policy is a key initiative for advancing China's market-based grain stockpiling reform. It is a critical component of China's exploration of a price formation mechanism for agricultural products. Evaluating the effectiveness of such reform is therefore of great relevance. Based on nationwide farm monitoring data of 2014, 2015 and 2016, this paper examines the effects of the corn stockpiling reform on the decision of family farms to join cooperatives. Our finding suggests that after other factors that influence the decision of family farms to join cooperatives are controlled for, the probability of corn farms to join cooperatives in the Northeast and Inner Mongolia, where the corn stockpiling reform was carried out in 2016, is significantly higher compared with the probability of corn farms in non-reform areas that did so. The reason is that after the reform, corn producers must sell their corn to the market instead of to the State, bringing them sales problems, which could be mitigated to some extent by joining cooperatives.Thus, the corn stockpiling reform incentivized the market-based behavior of agricultural producers, giving play to the role of market mechanisms in regulating production and demand.

Practice and Thinking of Rural Homestead System Reform in Anhui Province

Rural homestead system reform is an important manner of saving and intensive use of rural land in Anhui Province and an important means of impelling new urbanization development in Anhui Province. In the analysis process of urbanization development status quo and trend in Anhui Province,combining the characteristics and existing problems of rural homestead system reform,implementation schedule and experience of rural homestead system reform in Anhui Province are summarized,and the influence factors of rural homestead system reform in Anhui Province are pointed out. By constructing five mechanisms: planning,withdrawing,transfer,management platform and public participation,it could provide the thought and direction for rural homestead system reform in Anhui Province.

Researches on an expert decision-making system of technology reformation schemes of a colliery

In this paper, an expert decision-making system of technology reformation schemes of a colliery (for short EDSTRC) is researched by comprehensively using ES and DSS principles and computer technique. The functional and logical structures of EDSTRC as well as its sub-systems are mainly designed, and its development and application environment are simply introduced. EDSTRC is consisted of eight main parts, i.e. data base (DB), knowledge base (KB), model base (MB), approach base (AB), graph base (GB), result base (RB), man-compute system (MCS), and problem-solved system (PSS). Through application of practical examples, it is proved that the EDSTRC’s prototype design is correct, its man-computer interface is amicable, and its applicable prospect is wider.

Evaluation System Construction of Rural Comprehensive Reform Effect in Anhui Province

In the perspective of rural comprehensive reform effect and evaluation standard in Anhui Province,according to the experience of relevant regions at home and abroad,we analyze the necessity,reform idea and objective of new round of rural comprehensive reform,in order to review the effect of main policies and measures in the process of reform and construct all-around index system of evaluating comprehensive reform effect scientifically.The results show that by constructing quantified index system including 6 first-level indices,23 second-level indices and 106 third-level indices,we can not only test the effect of one item of reform(like rural compulsory education),but also conduct overall evaluation on effect of comprehensive reform.
