Evaluating the functional boundary of different types of innovation policy instruments and their mixes on innovation performance of enterprises is an important but unresolved key issue.This paper,based on the systemat...Evaluating the functional boundary of different types of innovation policy instruments and their mixes on innovation performance of enterprises is an important but unresolved key issue.This paper,based on the systematically carding the quantization of 155 innovation policies issued by Shenzhen governmental departments from 2011 to 2019,analyzed the characteristics from different types of innovation instruments and their mixes.The results show that Shenzhen governmental has constantly enriched innovation policy instruments for encouraging enterprise innovation,but there are structural unbalances in the issued innovation policy manifested as follows:firstly supply-side policy and environmental-side policy were promulgated more than demand-side policy;secondly the specific instruments employed by Shenzhen governmental were also uneven in different type of innovation policy,like supply-side policy focused on the instruments of government procurement and R&D outsourcing,demand-side policy employed human resource training,innovation infrastructure and fiscal support most,and environmental-side policy main used target planning,intellectual property protection and financial support.This study expands and understanding empirical implementation of different reginal innovation policy instruments,and has implication for Shenzhen governmental in improving the applicability ability of policies in the enterprises innovation.展开更多
Major function oriented zoning （MFOZ hereafter） is the guideline for optimizing the spatial pattern of regional development in China, which entails both theoretical and methodological innovation in the academic fiel...Major function oriented zoning （MFOZ hereafter） is the guideline for optimizing the spatial pattern of regional development in China, which entails both theoretical and methodological innovation in the academic field of economic geography. This study analyzes the basic features of territorial function and puts forward a spatial equilibrium model for regional development for the first time. It argues that there exists a trend of regional convergence in the average value which indicates the comprehensive development status of any region. Based on this finding, the study illustrates that the formation of functional zone should be conducive to the narrowing of regional gap and that free flow of resources between regions is the prerequisite to spatial equilibrium. It also investigates the impact of territorial functional evolution on the process of spatial equilibrium and suggests that the maximization of benefits derived from zoning proposal is interrelative with the method of regional division and the degree of understanding towards the temporal changes of territorial function. Furthermore, this study goes on to examine the scientific foundation of several issues concerning the reconciliation between contradictory functions of development and protection, the selection of indicators and the spatial and temporal features of MFOZ. It is then probes into the rationality of achieving dual goals of efficiency and equality simultaneously through three-dimensional flow and spatial equilibrium. The paper ends with discussions on the position, implementation and coordination of MFOZ from the perspective of institutional arrangements of spatial governance including law, planning and government policy.展开更多

Based on a review of existing literature and government documents,an analysis of official statistics,and case studies of both coastal and inland regions in several provinces(especially Fujian Province),this paper prov...Based on a review of existing literature and government documents,an analysis of official statistics,and case studies of both coastal and inland regions in several provinces(especially Fujian Province),this paper provides a systematic examination of in situ urbanization in China.The paper first reviews the processes of in situ urbanization and its importance in China's overall urbanization process,and then examines various factors and mechanisms contributing to its emergence and development.The paper further looks at the changing trends of in situ urbanization in both the coastal and inland regions in China,and discusses the challenges and opportunities these pose,paying particular attention to their implications for the development of areas that have experienced outmigration in the context of the emerging trend of return migration.The paper concludes with a discussion on planning and policy implications of in situ urbanization for China in the context of its National New-type Urbanization Plan,and for other developing countries with similar conditions,and calls for a new developmental approach incorporating migration and in situ urbanization into an integrated framework.展开更多
