In its new development stage,China seeks to derive new dynamism from reform and opening up at a higher level to boost consumption and services.This process coincides with a further differentiation of comparative advantages across regions.Economic activity and population will continue to concentrate in clusters in coastal and central cities amid a continuous outflow of population from remote areas.Development expansion from coastal to interior regions and from central cities to the periphery will promote a new regional development paradigm of“dual centers and periphery”.Therefore,China’s regional development strategy should follow the new theory of seeking relative equilibrium amid development,identify regions of population inflow and outflow,and explore a new development path of regional specialization and coordination.By deepening market reforms and increasing central government coordination,the country is poised to improve the spatial allocation of resources and unleash institutional dividends in the process of developing a unified national market. 展开更多

A fundamental shift in the regional development pattern is crucial to achieving a comprehensive green transformation in China.Currently,innovation-driven green development is a significant strategic option for regional development.As the main body of innovation and the basic unit of regional composition,enterprises have a profound impact on the development of regional economy,society,ecology,and other aspects.However,considering China’s vast territory and significant regional differences in natural environment and industrial structure,it’s necessary to further explore the specific impact paths of regional green development driven by enterprise innovation.Therefore,taking industrial enterprises as an example,based on the panel data of 30 provinces in China from 2016 to 2020,this study verifies the impact of industrial enterprise innovation on the regional green development level by constructing a parallel multiple mediating effect model and dividing the economy into eastern,central,and western regions to discuss the specific impact paths.The results show that industrial enterprise innovation has a significant positive effect on regional green development level,via different influencing paths in each region:(1)The eastern region improves the regional green development level by narrowing the urban-rural income gap;(2)The central region improves the regional green development level by reducing resource dependence;and(3)The western region raises the regional green development level by improving the rationalization of industrial structure. 展开更多

Aimed at the low carbon economy and the characteristics of planning EIA in the industrial development region,the planning EIA index system which merged with the low carbon economy concept in the industrial development region was established.The construction planning of national eco-industrial park in Hefei High-tech Industrial Development Zone was comprehensively evaluated by using the gray correlation method.The evaluation results of considering and without considering the low carbon index were contrasted and were verified by using the improved entropy method.The results showed that the regional sustainable development index constantly rose,and the planning was reasonable.Moreover,the suggestions were also put forward to tackle the problems. 展开更多

This article analyzes the problems of spatial planning and regional strategy caused by the wrongly-set primary goal of economic development; it states that the three-fold objective of competitiveness, sustainability, and welfare fairness shall be the principal for China to implement the spatial regulation in the new era; it discusses about theoretical thoughts and technology framework of conducting the ′Major Function Oriented Zone′ based on their different major functions that each region plays in urbanization and industrialization, ecological constructions, grain productions, and protection of natural and cultural heritages; it introduces the new concept of ′Major Function Oriented Zone′ that include the major functions category, the stereo regional equilibrium mode, the two-level zoning specification, and the territorial development intensity; it offers a zoning scheme that defines development-optimized and development-prioritized zones as regions with massive urbanization and industrialization, development-restricted zones as ecological constructing or grain producing regions, development-prohibited zones as natural and cultural heritage protecting regions; and finally it addresses the main obstacle for implementing ′Major Function Oriented Zone′, which is the institutional arrangement of the supreme goal of high GDP growth rate that is currently being implemented. 展开更多

Impact of Regional Development on Carbon Emission: Empirical Evidence Across Countries 被引量:8

Thus, as a matter of social ... Global warming is recently an urgent issue worldwide. The increase of carbon emissions induced by human economic activi- ties has become a major driving force behind global climate change. Thus, as a matter of social responsibility, reasonable carbon con- straints should be implemented to ensure environmental security and sustainable development for every country. Based on a summary of studies that examined the relationship between carbon emissions and regional development, this paper shows that human activity-led carbon emission is caused by the combination of several influencing factors, including population size, income level, and technical pro- gress. Thus, a quantitative model derived from IPAT-ImPACT-Kaya series and STIRPAT models was established. Empirical analysis using multivariate nonlinear regression demonstrated that the origins of growing global carbon emission included the increasing influ- encing elasticity of the population size and the declining negative effect of technical progress. Meanwhile, in context of classification of country groups at different income levels, according to the comparison of fluctuating patterns of the influencing elasticity, technical progress was found as the main factor influencing carbon emission levels in high-income countries, and population size might he the controlling factor in middle-income countries. However, for low-income countries, the nonlinear relationship between carbon emission and its influencing factors was not significant, whereas population growth was identified as an important potential driving force in future carbon emissions. This study can therefore provide a reference for the formulation of policies on carbon constraints, especially to de- velop more efficient carbon mitigating policies for countries at different income levels. 展开更多

Considerable changes have taken place in commercial passenger air transport since the enactment of the 1978 Airline Deregulation Act in the US and the deregulation of airline networks that has occurred elsewhere. The commercial and operational freedoms have led most of the larger carriers to develop hub-and-spoke networks, within which certain cities or metropolitan areas emerge as key nodes possessing tremendous advantages over other locations in the air transport system. This paper examines the nature of hub-and-spoke operations in air transportation services, and the benefits that accrue to a city or geographical region that is host to an airline hub. In particular, it looks into linkages between the air service hub and local economic development. Four potential types of impact of airports on the regional economy are defined and discussed. As an example, the assessment of the economic impacts of Cincinnati-Northern Kentucky International Airport (CVG), a major Delta Airlines hub, is introduced. 展开更多

Dynamic analysis of agricultural green development efficiency in China: Spatiotemporal evolution and influencing factors 被引量:3

Green development of agriculture is important for achieving coordinated and high-quality regional development for China. Using provincial data from 1990 to 2020, this work explored the dynamics of agricultural green development efficiency of 31 provinces in China, its spatiotemporal characteristics, and its driving factors using a super-efficiency slacks-based measure(Super-SBM), the Malmquist productivity index(MPI), spatial autocorrelation, and a geographic detector. Results showed that the overall agricultural green development efficiency showed a U-shaped trend, suggesting a low level of efficiency. Although a gradient difference was visible among eastern, central, and western regions, the efficiency gap narrowed each year. Technological progress and efficiency both promoted agricultural green development efficiency, especially technological progress. Agricultural green development efficiency had significant spatial aggregation characteristics, but Moran’s Ⅰ result showed a downward trend from 2015 to 2020, indicating a risk of spatial dispersion in the later stage. The provinces with high agricultural green development efficiency were mainly concentrated in the eastern region, while those with low efficiency were concentrated in the central and western regions. Agricultural green development efficiency was influenced by various factors, which showed differences according to time and region. The impact of the labor force’s education level and technological progress increased during the study period, and significantly facilitated agricultural green development efficiency in the eastern region, while the central and western regions were still affected by the scale level and environmental regulation, reflecting the advantages of the eastern region in terms of economy and technology. In the future, strengthening agricultural scientific and technological innovation and deepening interprovincial cooperation can help further improve the level of green agricultural development. In addition, local governments should formulate more precise local agricultural support policies based on macro-level policies and local conditions. 展开更多

With its rapid development in the past two decades, the Pearl River Delta has become one of the most developed regions in China. During this period, an important corridor between Hong Kong and Guangzhou has emerged and shaped the spatial structure of the region. The growth of this region has been greatly marched with the twin poles of Guangzhou and Hong Kong, and the economic and social development has taken place in a corridor between these two metropolises. This paper provides an analysis of the significance of this corridor in terms of its infrastructure, population, land use, and economic development. Massive infrastructure construction in the corridor has played an important role in its development. The corridor has high-frequent transport, and each transport mode has contributed in a different way to the process of development of the corridor. With high land use intensity and high population density, it is developing the characteristics of a megalopolis. As a pathway of connection between Guangzhou and Hong Kong, the corridor includes not only physical infrastructure, such as roads, railways and airports, but also logistics operations, human resources, information and capital, which plays important roles in accelerating business development. It demonstrates how this Main Street has become one of the most important factors in regional development. 展开更多

Since the founding of the People’s Republic of China in 1949,China’s regional development strategy has experienced three stages-the balanced development strategy before reform and opening up in 1978,imbalanced development strategy since 1978,and the present coordinated development stage.Each stage has its own priorities and characteristics of historical context and offers valuable experience for China’s regional economic development.Reviewing the journey and historic characteristics of China’s regional economic development is of great theoretical and relevant significance to its balanced regional economic development in the new era.Experience shows that in the strategic choice of regional development,importance should be given to the proper handling of relationships between efficiency and fairness,government and market,equilibrium and disequilibrium,and central and local governments.In general,China’s regional economic development has achieved tremendous progress since 1949,particularly since 1978 as manifested in favorable regional development momentum and balanced regional development.Nevertheless,imbalanced and inadequate regional development remain prominent contradictions.In the new era,we must follow Xi Jinping thought on socialism with Chinese characteristics as guidance,implement the strategy of balanced regional development,and bring about a new development pattern characterized by equal access to basic public services,relatively balanced infrastructure accessibility and generally equal living standards. 展开更多

Simulation results show that: industrial intensity criteria without taking regional economic development into account deepen the unbalance of regional economic development; regional intensity criteria without taking industrial properties into account exert little negative impact on regional harmonious development, but relatively high negative influence on high-carbon emission industries. The two-step allocation scheme that the central government allocates emissions permits to provincial governments based on regional economic development and then provincial governments allocate emissions permits to emission resources or entities based on industrial properties is a feasible and operable choice. 展开更多

The study on relationship between eco-geographic environment (EGE) and regional development (RD) is of theoretical and practical significance to promote the comprehensive study on nature and human factors and regional coordination development. Based on the evaluation index system and models of EGE and RD, Quadrant Analysis Method (QAM) and the Coordination Degree and Coordinated Development Degree Model (CDCDDM) were applied to studying the relationship between EGE and RD in Xinjiang in this paper. The results show that Xinjiang can be divided into four type regions according to the relationship between EGE and RD, namely high coordination region (HCR), overloading development region (ODR), low coordination region (LCR) and potential development region (PDR). Most areas of Xinjiang belong to LCR which can not bear a larger population and support large-scale economic development. HCR, ODR and PDR, which are mainly distributed in piedmont oases and take basin as unit, should be focused on in the development of Xinjiang. Coordinating regional development is a key step for China to achieve the goal of common prosperity for all. From the era of the planned economy to the development,consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress. 展开更多

In the forming of the Dynamic System of Tourism Development (DSTD)in developed regions from the view of supply side,the Delphi Method and the Analytical Hierarchy Process(AHP)are used to count the weight of each component of the DSTD.It has been fou nd that the attraction subsystem is t he most important one of the three subsystems at the first hierarchical level of DSTD,which means that tourist attractions are always the principal factors for regional tourism development,even in develo ped regions.But it is also noteworth y that the significance of the attraction subsystem is not dominant in the DSTD.At the sec ond hierarchical level,the physica l attraction subsystem rank No.1,while the weight of the non-physical attraction subsystem is just a little larger t han the weight of the hardware subsystem and that of software subsystem.And the weights of the three components in the medium subsystem are similar.The top 3factors at the third hierarchical level are scenic spot,location and regional econ omic impact.The result verifies the conclusions of qualitative analysis,which depends on the market research and the study of historical date,that the most imp ortant compo-nent of the DSTD in Foshan is the impact of the developed economy.Knowing t he weight of each component of the DST D can be helpful to make out the most use ful force,furthermore to determine the future orientation for regional tourismdevelop-ment. 展开更多

A case study is presented of a regional development model for valley economies in the mountain areas of Beijing, China. The nature and framework of the valley economy model are described and the development of the model, which is specific to the mountain areas of Beijing, is analyzed. Five different valley economy models applied in the Beijing mountain areas are compared. The major purpose of the valley economy model is to develop the regional economy, including the selection of appropriate industries, the allocation of industrial space, the establishment of supply chains and the integration of various industries. Pilot experiments using the valley economy model have been conducted in seven counties(districts) in Beijing: Pinggu, Huairou, Changping, Mentougou, and Fangshan districts, and Yanqing and Miyun counties. Five models for developing the Beijing mountain areas have been explored, including: creative cultural industries, characteristic industry clusters, the promotion of large tourist areas, natural scenic tourism and folk cultural tourism. China has explored several eco-compensation models, and in each province eco-compensation has different characteristics. These methods have had significant impacts. The aim of this paper is first to examine the meaning of ecocompensation and to present a framework for analyzing it. Next the development of eco-compensation in China is examined. Finally, four typical models of eco-compensation are compared: the government financial transfer payment compensation model; the ecological resource exploiters′ payment compensation model; the ecological destruction compensation model; and the ecological resource tax collection compensation model. With the rapid economic development during the last 30 years in China, more and more disparities have emerged among different regions. It has been one of the hot topics in the fields of physical geography and economic geography, and also has been the task for Chinese government to handle. Nevertheless, to quantitatively assess the impacts of physio-geographical patterns (PGP) on the regional development disparity has been ignored for a long time. In this paper, a quantitative method was adopted to assess the marginal effects of the PGP on spatio-temporal disparity using the partial determination coefficients. The paper described the construction of the evaluation model step by step following its key scientific thinking. Total GDP, per capita GDP, primary industrial output value and secondary industrial output value were employed in this study as the indicators to reflect the impacts of PGP on the regional development disparity. Based on the evaluation methods built by researchers, this study firstly analyzed the temporal impacts of the PGP on spatio-temporal disparity of the regional development in China during the past 50 years, and then explained the spatial differences at each development stage. The results show that the spatio-temporal disparity in China is highly related to the PGP, and that the marginal contribution rate could be employed as an effective way to quantitatively assess the impact of the PGP on spatio-temporal disparity of the regional development. 展开更多

The study profiles and explains the significant changes that have taken place in China's spatial development patterns since the inception of its economic reform and opening two decades ago. Principal component analysis is used to delineate spatial patterns. The analyses show that prior to the reform China's spatial development pattern was characterized by the dominance of the three municipalities and the Northeast, as well as by both the coast-interior and the north-south disparities. Northern provinces were generally more industrialized and economically powerful than the southern ones. After two decades of reform, regional development has become multi-centered with South China, the Yangtze Delta and the Beijing-Tianjin area being the three most important regions of the country. The coastal provinces as a whole rose to prominence on China's economic map while the Northeast has diminished its clout. The coast-interior gap not only remains but may have widened. The north-south disparity also still exists but there has been a role reversal with the south now in the lead position. Virtually all inland provinces now find themselves at or near the low end of the development spectrum. We argue that the major reason for the recent shifts in Chinese space economy is the spatially differentiated economic growth resulted from the reform and open door policy and from the new, uneven development strategy adopted by the Chinese government. The paper discusses four specific factors that have reshaped China's spatial development patterns. 展开更多
