Privacy-Preserving Healthcare and Medical Data Collaboration Service System Based on Blockchain and Federated Learning

As the volume of healthcare and medical data increases from diverse sources,real-world scenarios involving data sharing and collaboration have certain challenges,including the risk of privacy leakage,difficulty in data fusion,low reliability of data storage,low effectiveness of data sharing,etc.To guarantee the service quality of data collaboration,this paper presents a privacy-preserving Healthcare and Medical Data Collaboration Service System combining Blockchain with Federated Learning,termed FL-HMChain.This system is composed of three layers:Data extraction and storage,data management,and data application.Focusing on healthcare and medical data,a healthcare and medical blockchain is constructed to realize data storage,transfer,processing,and access with security,real-time,reliability,and integrity.An improved master node selection consensus mechanism is presented to detect and prevent dishonest behavior,ensuring the overall reliability and trustworthiness of the collaborative model training process.Furthermore,healthcare and medical data collaboration services in real-world scenarios have been discussed and developed.To further validate the performance of FL-HMChain,a Convolutional Neural Network-based Federated Learning(FL-CNN-HMChain)model is investigated for medical image identification.This model achieves better performance compared to the baseline Convolutional Neural Network(CNN),having an average improvement of 4.7%on Area Under Curve(AUC)and 7%on Accuracy(ACC),respectively.Furthermore,the probability of privacy leakage can be effectively reduced by the blockchain-based parameter transfer mechanism in federated learning between local and global models.

Spatial Equity Evaluation of Rural Eldercare Service Resources Based on Accessibility: A Case Study of Huanxian County of Gansu Province, China

Safeguarding the elderly population in the countryside is an inherent requirement for alleviating social conflicts in rural areas and effectively carrying out China’s Rural Revitalization.The existing spatial mismatch between rural elderly service facilities and pop-ulation distribution in China aggravates the imbalance of facility resource space,how to improve the accuracy of demand and supply results and better measuring the spatial fairness of elderly service is significant to realize the optimal allocation of rural elderly service.Based on the above,this study pays attention to the refined needs of the elderly population,and focuses on the spatial equity of the rural elderly facilities,to make up for the short boards of the basic public services in the countryside and realize the all-round rural revitalization.This study takes Huanxian County in the hilly loess area of Longdong,China as an example and explores the spatial equity of rural elderly services by using the Urban Spatial Network Analysis(UNA)to measure the accessible quantity and supply capacity of elderly services.The results found that there were 553 rural eldercare service facilities in Huanxian County,including 285 eldercare facilities and 268 medical and health facilities,and the spatial distribution is characterized by a southward shift in the east and uneven regional distribution.Overall,the supply capacity of rural pension services was generally good,with the township center as the gathering point and spreading out in a faceted manner,with nearby townships forming a contiguous area;however,there were strong contrasts and obvious differences in the strength of supply capacity.However,the spatial equity of rural eldercare service was poor.In 42.05%of the eld-erly population grid cells,eldercare service spatial equity was extremely low.The spatial distribution also presented a northern preference over the southern,a western preference over the eastern,and a concentration along the highway.The study explored the realization of spatial equity in the optimal allocation of rural elderly services based on paying attention to the refined needs of the rural elderly pop-ulation,a vulnerable group,to provide a reference for solving the shortcomings of basic public services in rural areas.The fair allocation of rural elderly services demands that the spatial optimization of facility layout be organically coordinated with policy,management,and post-maintenance,and all elements in the rural territorial system be fully mobilized to achieve the basic guarantee of China’s rural elderly problems.

Pathways to Enhancing the Quality of Agricultural Statistical Services in the Context of Rural Revitalization

In the strategic context of rural revitalization,optimizing the quality of agricultural statistical services is a crucial element for advancing agricultural modernization and sustainable rural economic development.This paper focuses on the significance of enhancing agricultural statistical service quality under the backdrop of rural revitalization.It addresses current issues such as inadequate implementation of agricultural statistical survey systems,an imperfect data quality control system,and a shortage of statistical service personnel.Proposals are made to improve the statistical survey system,enhance the data quality control framework,and strengthen personnel training.These pathways offer references for elevating the quality of agricultural statistical services and implementing the rural revitalization strategy in the new era.

Affordability, Accessibility, and Quality of Maternal Health Care Services and Level of Satisfaction of Mothers in Rural Areas in China

Objective:This study aimed to understand the affordability,accessibility,and quality of maternal and child health services for postpartum mothers,and their impact on satisfaction.Methods:The study utilized the Anderson model and revised the Maternal Pregnancy and Perinatal Health Service Questionnaire.A survey was conducted among 289 mothers aged 20–49 in Feicheng City.Results:Regarding accessibility,most respondents(133)reported that travel time to healthcare services exceeded 60 minutes,while 99 respondents indicated a travel time of 16–30 minutes.The issue of affordability was highlighted,with 86.85%of participants perceiving maternal healthcare services as costly,indicating a significant financial burden.More than 50%of respondents were satisfied with two specific dimensions(P<0.05)regarding the quality of maternal healthcare services.Conclusion:The study found that accessibility,affordability,and quality significantly affect mothers’satisfaction with maternal health services.Future research should focus on developing more suitable service pathways for rural mothers.

Implementation Strategy of“Eight in One”of Integrated Medical and Care Service System in China:A Case Study of Anshan City of Liaoning

With the gradual intensification of aging in China,the issue of elderly care has become the primary issue that needs to be urgently solved in society.The construction of a reasonable and scientific integrated medical and care service system can not only efficiently allocate medical resources and services,but also better meet the needs of the elderly.Due to the involvement of multiple disciplines such as architecture,sociology,psychology,and behavioral science in the construction of the system,as well as the restriction of various objective factors such as medical capacity,spatial scale,and operating costs,the government and elderly care institutions have always been unable to find the best solution for how to scientifically and reasonably construct an integrated medical and care service system.This paper is based on Anshan City,Liaoning Province,which has prominent aging issues and distinct characteristics of the elderly population.Through extensive field research in elderly care institutions,and face-to-face communication with personnel from relevant government departments such as the Municipal Commission on Aging,the Civil Affairs Bureau,the Health Commission,the Medical Insurance Bureau,and the Human Resources and Social Security Bureau,it truly understands the problems that arise in the construction of the urban integrated medical and care service system.From three aspects:urban situation,institutional situation and the needs of the elderly,it is proposed to establish a clear departmental linkage mechanism with clear rights and responsibilities,a policy guarantee mechanism tailored to local conditions,a multi-measure operation mechanism,a technology first intelligent response mechanism,a warm and efficient service mechanism for the people,an overall layout mechanism,an evaluation and supervision mechanism for full process control,and a talent supply mechanism of external introduction and internal training.It aims to provide reference for the construction of an integrated medical and care service system in similar cities.

Evaluating rural sustainable land use from a system perspective based on the ecosystem service value

Rural sustainable land use(RSLU) is important to China’s implementation of the UN 2030 Agenda for Sustainable Development Goals and the goals of rural revitalization strategy in China. Research on RSLU is key to understanding the impact of human activities on rural sustainability. This paper explored the evaluation method of RSLU from a system perspective based on the ecosystem service value(ESV). Three systems were proposed for consideration when conducting this evaluation method. One was the sustainability of the land system, the other was the sustainability of the ecoeconomic system, and the rest was the sustainability of the land-eco-economy system. Indicators including(1) land use intensity and land system stability,(2) gross domestic production(GDP), ESV, and the eco-economic harmony degree(EEHD), and(3) coupling degree and coupling coordination degree were used to analyze the sustainability of the land, eco-economic, and landeco-economic systems, respectively. An empirical research on Yanhe ecovillage was conducted and the study period extended from 2008 to 2020. The results showed that forest land had always accounted for more than 81.20% of the total area in Yanhe eco-village from 2008 to 2020, which greatly influenced land system stability and restricted economic development. This feature contrasted with RSLU. The total ESV of Yanhe eco-village declined by 1.60×106CNY during 2008–2020 because of land use changes. The EEHD was –0.01, which presented that there was a very slight unharmonious between ecology and economy. The coupling degree and coupling coordination degree showed that the development between the land and ecoeconomic systems exhibited a coupling coordination relationship. The results indicated that ecology and economy in Yanhe eco-village will change significantly in response to land use changes in rural areas, which further revealed the dynamic linkage between human beings and nature. Moreover, opposite variation tendencies in land system stability and ESV revealed that the contradiction between the high stability of the land system and well development of the eco-economic system. The results of this study implied that it is necessary and useful to integrate ESV into land management to achieve RSLU.

Revelation of Rural System of Medical Services in BRICS to China

In recent years, the great achievements of basic medical and healthcare services of BRICS have gained great attention and acknowledgement from the whole world. In their medical system reform, India, Brazil, Russia and South Africa have established their medical systems with their own characteristics. This provides valuable references for China in its critical stage of medical system reform. This paper explored the experience of BRICS＇ reform of medical system in order to offer some references and guidance for the establishment of basic medical and health services with Chinese characteristics and conforming to Chinese practice.

A Study on Service-Oriented Smart Medical Systems Combined with Key Algorithms in the IoT Environment

A smart medical service system architecture is proposed in this paper to increase medical resource utilization and improve the efficiency of the medical diagnosis process for complex business scenarios in the Medical Internet of Things(MIoT)environment.The resource representation model theory,multi-terminal aggregation algorithm,and the resource discovery algorithm based on latent factor model are also studied.A smart medical service system within the IoT environment is then developed,based on the open source project.Experimental results using real-world datasets illustrate that the proposed smart medical service system architecture can promote the intelligent and efficient management of medical resources to an extent,and assists in the develop towards digitization,intelligence,and precision in the field of medicine.

Construction of a New Model of Contactless Medical Services for Outpatients Based on the Project-Achieving Quality Control Circle

Objective: To carry out empirical research on the role of project-achieving quality control circle (QCC) in constructing a new model of contactless medical service for outpatients. Methods: A QCC, consisting of information office members from a grade A tertiary hospital in Wenzhou, was established to conduct a research project with the theme “Constructing a new model of contactless medical service based on outpatients’ experience.” According to the ten steps and PDCA cycle, an analysis was carried out before and after the QCC activities, focusing on improving pre-consultation services, providing steward-like services, and facilitating post-consultation management. Results: After the QCC activities, the mobile appointment rate, missed appointment rate, the proportion of smart check-ins, and the average check-in time were 55.68%, 4.02%, 39.75%, and 8.24 ± 3.66 min, respectively;in contrast, before the activities, they were 32.00%, 7.88%, 0.00%, and 14.96 ± 4.98 min, respectively;the difference between the two groups was statistically significant (χ2 = 3480.112, 4994.496;Fisher’s exact probability = 963788.570;t = 5.323, P < 0.001). Many experts have also visited the hospital to learn about this system, thus rendering social and economic benefits. Conclusion: Project-achieving QCC activities are suitable for complex situations, such as constructing a new model of contactless medical service, and can significantly improve outpatient service quality, enhance patients’ experience, and improve the abilities of circle members.

Evaluation of Rural Broadband Network Based on Broadband Universal Service Management System

Carrying out pilot project to provide broadband universal service nationwide, especially in rural impoverished areas, is a major policy decision in China. To accelerate implementation and ensure quality of the constructed network, it is of great significance to conduct comprehensive and scientific evaluation of the network status. In this paper, we present the evaluation of the broadband network constructed in rural China with several key indicators. It shows that with steppedup efforts of the telecom industry, broadband networks have been introduced into more and more villages. The average network speed reaches 60 Mbps, which is far exceeding 12 Mbps’ obligation.

Issues concerning Migrant Workers' Participation in the New Rural Cooperative Medical System and Countermeasures——Based on the Survey in Wenjiang District and Jintang County, Chengdu City

We conduct questionnaire survey of migrant workers in Wenjiang District and Jintang County of Chengdu City,respectively,using the method of key-point investigation and the sampling survey. We describe the status quo of the sample migrant workers' participation in the New Rural Cooperative Medical System,analyze the issues concerning migrant workers' participation in the New Rural Cooperative Medical System,and put forward the countermeasures and recommendations as follows: using many types of medical insurance; establishing universal reimbursement points in strange land and premium-paying system for migrant workers; making the proportion of reimbursement open and transparent; establishing and improving medicare security system for migrant workers.

Contribution of Meteorological Disaster Prevention and Reduction Services to Rural Revitalization

In the context of rural revitalization and development,meteorological services for agricultural disaster prevention and reduction are facing new opportunities and challenges.It is needed to fully understand the importance of strengthening meteorological disaster prevention and reduction services,accurately grasp the strategy of rural revitalization,recognize the shortcomings in work,adhere to modern capacity building,improve the meteorological monitoring network,build a meteorological service system for agriculture and meteorological disaster prevention mechanism in line with rural revitalization,enhance the research and development capability of meteorological service products,expand the coverage of meteorological services,and effectively make greater contributions to rural revitalization.

This paper intends to combine the development trend of the subject,restructure and optimize the course content,and construct the service learning model of Pathogenic Biology of Aquatic Animals for postgraduates.At the same time,through service practice,it is needed to further consolidate curriculum knowledge and skills,stimulate the learning initiative and enthusiasm of postgraduates,expand professional knowledge,improve professional quality,and lay a solid foundation for serving the national rural revitalization strategy in the future.

Research on the Construction of Agricultural Meteorological Disaster Prevention Service System in Henan Province Under the Rural Revitalization Strategy

The rural revitalization strategy regards the construction of a modern meteorological service system as an important part of the implementation of a new round of high-standard farmland construction planning. Preventing agricultural meteorological disasters is a prerequisite to ensure that the total agricultural output of Henan Province remains stable and the transformation of Henan Province from a major agricultural province to a strong agricultural province. Therefore, it is necessary to study and construct the agricultural meteorological disaster prevention service system in Henan Province. Through research and documentation, based on the perspective of rural revitalization strategy, the status and problems of the construction of the agricultural meteorological prevention defense service system in Henan Province were studied, and countermeasures and suggestions for optimizing the agricultural meteorological disaster prevention service system in Henan Province were put forward, hoping to provide decision-making reference for agricultural development in Henan Province.

Reform and Reconstruction of the Rural Elderly Care Service System in the New Era

With decades of hard work,socialism with Chinese characteristics has crossed the threshold into a new era.The transformation of the principal contradiction in the new era has imposed new and higher requirements on the rural elderly care service system.However,the current service system based on welfare-multiplex and urban community environment is often difficult to operate in the rural areas of central and western China.And the urban home care service for the aged is inappropriate to the rural reality;community service for the aged faces difficulties in practice;institution care for the aged develops slowly;the synergy among different elderly care service models is poor.Through observing the rural areas of central and western China in the field for a long time,this paper proposes to build the rural elderly care service system based on family supporting,supported by community mutual assistance care,supplemented by institution care for the aged,combined with medical care,and localized with diversified forms for targeted groups according to different realities.And the system should follow the fundamental guidance of development-oriented family policy,adhere to the governance mode of multiple subjects with one core and respect rural reality,which could provide a feasible way for the reform and reconstruction of the rural elderly care service system.

Research on Rural Public Service System Based on the Data of "The Eleventh Five-Year Plan"

Rural public service is the services provided to rural residents to fulfill the needs of agricultural production, development of rural economy and improvement of peasant's living standard. Improving rural public service system is good for promoting the development of rural economy, enhancing the quality of peasant's living standard, narrowing the gap between rural and urban areas and constructing socialistic harmonious society. Currently, our rural power grid construction can meet the essential needs of economic and social development in rural areas. Rural water conservancy structure also fulfills the needs of agricultural production and peasant's life. Rural traffic condition has an obvious improvement. Education, culture, medical care and other public services all have a general enhancement. However, comparing to the city, rural public service system still exists some problems including imperfect infrastructures, low-quality education and medical treatment, low-level living environment and so on. Therefore, it is needed to establish a long-acting system of rural public service to boost the reform of rural basic education, improve the facilities of rural medical treatment, promote the reform of rural cooperative medical service, enhance the management of rural governance and improve the quality of rural life and environment.

Effectiveness of Short Message Service Support on Adherence to Chemotherapy Treatment among Patients Attending Cancer Treatment Facilities in Kenya

Introduction: Cancer is a chronic debilitating disease that unnerves patients, communities, and nations. At some point in cancer patient’s disease experience, chemotherapy is used, and the patient is expected to adhere to treatment to improve survival and quality of life. Methods: This multisite Cluster Randomized Trial (CRT) evaluated the effectiveness of mobile phone Short Message Service (SMS) support on the adherence to treatment schedules among adult cancer patients in Kenya. Data was collected using questionnaires. Ethical approvals were obtained from relevant Ethical Review Boards (ERBs). Results: The mean adherence was 83%. There was a significant difference between treatment arms in relation to the adherence. The intervention arm had a higher mean adherence difference, M = 3.913, 95% CI 2.632-5.193, t (402) = 6.006, p ≤ 0.001), with Cohen’s d = 0.60. Although not significant, (χ2dd = 0.151, df = 1, p = 2.064), more women were perfect adheres than males. Perfect adherers were satisfied with SMS support (χ2dd = 7.620, df = 1, p = 0.06), were in the intervention arm (χ2dd = 22.942, df = 1, p ≤ 0.001), and had trust in the care provider (χ2dd = 10.591 p ≤ 0.001). SMS support was not significant in the multivariate analysis but had an estimated effect size of 0.958 (z = 1.424, p = 0.154, CI = 0.242-3.781), indicating that mean adherence was slightly better in the presence of the intervention. Conclusions: SMS-support intervention has demonstrated superiority in influencing adherence. Further, health system-related factors have a significant influence on the adherence to chemotherapy treatment. Interventions to re-design health systems that are responsive to unmet care needs of cancer patients must be explored. .

Government Responsibility in New Rural Cooperative Medical Care System from the Perspective of Equity and Efficiency

Equity and efficiency,as two essential parts of social security,always influence construction of China's new rural cooperative medical care system.The new rural cooperative medical care system is a rural social security system particularly intended to make it more affordable for the rural poor.It is a multi-channel fundraising system with fund of comprehensive arrangement for serious disease composed by the government,collectives and individuals.Since its implementation,it has made considerable achievements,but there are still many apparent and hidden problems.Through analyzing existing problems in the implementation of new rural cooperative medical care system,from the perspective of equity and efficiency,it reached the conclusion that government should take corresponding responsibilities.At the same time of constantly increasing efficiency,it is recommended to attach importance to the equity,so as to realize the objective of improving the security level of new rural cooperative medical care system.

Restraining Factors and Improving Paths for the Operation Mechanism of New Rural Cooperative Medical System in China

The new rural cooperative medical system has achieved periodical achievements since its establishment.Nevertheless,there are many factors hampering the development of the new system,such as the high cost,the difficulties in fund procurement,the lack of management,the narrow coverage of benefit,the ineffective constraint to the designated medical institutions,the high fund balance rate,and the poor medical facilities and services in rural areas.Countermeasures are put forward to solve these problems,including improving the system design,expanding the coverage of the system,expanding the fund sources,reducing the financing costs,strengthening the fund supervision,enhancing the supervision of designated medical institutions,and improving the capacity of health services in rural areas.

An Empirical Investigation of Rural Empty-nesters in Chongqing and a Construction of Service System

Based on field investigation, the rural empty-nesters in Chongqing were comprehensively analyzed from their family conditions, economic conditions, concept of old-age care and needs. As is indicated by the research, there is a high proportion of rural empty-nesters who have low income and live alone at home. The situation of empty-nesters has brought about a series of problems, which propose new challenges to the old-age services system. In this paper, related solutions were proposed from both macro and micro perspectives.
