Following the trends of Chinese rural transformation development, and the sustainable development goals for resources and environment, reasonable arranging the potential development space and the ecological space, so ...Following the trends of Chinese rural transformation development, and the sustainable development goals for resources and environment, reasonable arranging the potential development space and the ecological space, so as to optimize the distributions of rural settlement would be the key challenge for rural areas in ecologically fragile regions. From the perspective of maintaining regional ecological security, this paper takes Da’an City, a typical ecological fragile region in Jilin Province, as the case area, constructing the comprehensive ecological security pattern(ESP) on basis of landscape ecology, and applying the landscape pattern indexes to quantitative analysis the spatial distribution characteristics of rural settlements. Then, different optimization directions and management strategies are put forward for rural settlements in each secure zone under the comprehensive ESP. The experimental results showed that 1) the area of the low security zone, the general security zone, the moderate security zone and the extreme security zone was 1570.18 km^2, 1463.36 km^2, 1215.80 km^2 and 629.77 km^2, representing 32.18%, 29.99%, 24.92% and 12.91% of the total area of the target area, respectively. 2) The rural settlements in Da’an City were characterized by a high degree of fragmentation with a large number of small-scale patches. 3) The area of rural settlements in the ecological relocation zone, the in situ remediation zone, the limited development zone and the key development zone was 22.80 km^2, 42.31 km^2, 36.28 km^2 and 19.40 km^2, accounting for 18.88%, 35.03%, 30.04% and 16.06% of the total area of rural settlements, respectively. Then, different measures were proposed for settlements in different optimization zones in order to scientifically plan important ecological space, production space and living space in rural areas. This paper aims to provide fundamental support for rural settlements based on redistribution from the perspective of landscape ecology and provide insights for rural planning and rural habitat environmental improvement.展开更多

Social security has,as one of its primary aims,the provision of financial support to those deemed to be poor or facing the threat of poverty.Based on China's national statistical data covering social insurance,soc...Social security has,as one of its primary aims,the provision of financial support to those deemed to be poor or facing the threat of poverty.Based on China's national statistical data covering social insurance,social assistance,and social welfare between the period 1978–2018,this paper evaluates the effect of social security expenditure in reducing income inequality and rural poverty with cointegration analysis.It was found that there is a positive correlation between social security expenditure and the income gap of urban and rural residents in the long run,but the effect is very limited;nearly 99%of the changes of the urban–rural income gap come from its own contributions.Further research also shows that the elasticity of rural poverty incidence to social security expenditure is–0.2255,which indicates social security expenditure helps reduce rural absolute poverty.Based on these findings,the policy implications can be that much social security expenditure and a more equitable social security system should be encouraged.It will become one of the major anti-poverty strategies after 2020 in China when we win the battle against absolute poverty.展开更多

Using sur...Old-age pension, a fundamental part of the Chinese social security system, is perceived by the Chinese government as the last support for rural-to-urban migrant workers upon retreating from the labor market. Using survey data collected by the authors, this paper examines a host of factors which influence migrant workers' participation in the old-age scheme. The result shows that individual characteristics, employment status, attitudes toward old-age support and perception of the old-age pension system significantly differentiate two groups of migrant workers between those that have participated in and their counterparts who have not participated in the old-age pension schemes. Among a number of factors, age, educational attainment, holding labor contract, etc. are found to be significant factors influencing migrants' behavior participating(or not participating) the available age-pension schemes. Policy implications for how to improve the rate of participation in existing old-age pension schemes among migrant workers are drawn from the findings.展开更多
This study summarises the findings from a study investigating rural small-holding farmers’experiences on the shift from food crop to cashew in the forest/savanna transitional agro-ecological zone of Ghana and its imp...This study summarises the findings from a study investigating rural small-holding farmers’experiences on the shift from food crop to cashew in the forest/savanna transitional agro-ecological zone of Ghana and its impact on rural food security.Using a mix method approach,the study sampled the views of 400 farmers from 9 farming communities in the Wenchi Municipality of Ghana via questionnaire and semi-structured interview and collated statistical data on crop production to trace the nexus between climate change,agrarian land-use decisions and food security.The study found evidence of increasing shift from food crop to cashew production.This was evidenced by increasing cashew cultivation and cashew output and decreasing total land acreage for food crops and increasing food insecurity of farmers.The findings revealed that about 71%of farmers had expanded their cashew farms and another 41.0%have turned their food crops’lands to cashew production.Besides cashew production,(57.0%)has overtaken the traditional food crop-maize(25.5%)production in terms of output.Instructively,the study found that the main motivation for the shift from food crop to cashew production is not only to maximise income in bulk,but also climate change adaptability issues.The study found that the cashew crop is resilient in adapting to the changing climate and less prone to pests’invasion compared to maize in the study District.The study found that food security among rural folks had been seriously compromised by the conversion of farmlands from food crop to cashew farming.Although,the study found that female farmers have higher consciousness to food security yet less motivated to shift from food crop to cashew crop production compared to men.Worryingly,females are the hardest hit group because of their low ownership of or access to farmlands and low voices of women in farmland use decision making in a men-dominant rural extended family setting of the study District.The study concludes that climate change adaptability concern has introduced a new set of risks including crop failure due to changing rainfall pattern and increasing incidence of pest invasions forcing the rural folks to compromise innovative indigenous farming focus and practices that have helped them to navigate extreme food poverty.This study,therefore,argues for improved food crop seeds tailored to the specific climatic context and innovative farming practices that beef-up small-holding farmers’capacity to navigate climate change to continually produce food crop to ensure rural food security and sustainability.展开更多

The ramifications of human insecurity, poverty, social disorder, poor coherence and poor integration appear to haunt them and the gravity is felt more in the rural communities. The factors are traceable to many pathetic issues. The pathological consequences do affect Igbo stability and navigation in the Nigerian socio-economic environment. The causality constitutes the physical, human, natural, financial and social assets. It is recommended, among others, that the people should return to core values and norms, stick to their own noble identities, have a framework for tackling insecurity and hunger, target the youth in poverty reduction measures and tackle the herdsmen menace. The major thrust of this research identified socio-economic characteristics of respondents, various family planning methods used, benefit of use and factors influencing household food security in the study area. The research was carried out in 4 Local Government areas (LGAs) of Oyo state, where five communities each were randomly selected from the LGAs. A total of 272 households were sampled from the 20 communities. Descriptive and multinomial logit regression were used to analyse data collected. Findings revealed that 64.4% of the respondents were female, mean age was 40 years; about 80% of them were married and most of them had formal education with average of 10years spent in school. Result further revealed that that most of the respondents adopt artificial method of family planning. Sex, marital status of respondent, number of children; primary occupation, traditional method, natural method and artificial method of family planning were the factors influencing household food security status. It was recommended that rural household should be enlightened on the advantages of the use of family planning to improve their household nutritional intake level as well as standard of living.展开更多

Food security issues become one of the critical concerns and top priority areas for Ethiopia.This study analyzed rural households’food security status and its determinants in Minjar Shenkora woreda of Amhara Regional...Food security issues become one of the critical concerns and top priority areas for Ethiopia.This study analyzed rural households’food security status and its determinants in Minjar Shenkora woreda of Amhara Regional State and Ada’a woreda of Oromia Regional State.Data were collected from 240 randomly selected rural farm households.The study employed both descriptive statistics and a binary logistic regression model to estimate the status and determinants of households’food security,respectively.The findings indicated that the average dietary energy available for food secured households was 2,860.6 kilo calorie per day while 1,891.7 kilo calorie per day for the insecure group.According to the findings of the binary logit model,factors such as education level,farm size,livestock ownership,cooperatives membership,off-farm income and credit access have positive and significant effects on household food security.While household size has a negative and significant effect on household food security.The results recommend that interventions should target at improving rural financial services and off-farm activities that increase households’income and focusing on those most significant variables when attempting to enhance household food security.展开更多

文摘This study summarises the findings from a study investigating rural small-holding farmers’experiences on the shift from food crop to cashew in the forest/savanna transitional agro-ecological zone of Ghana and its impact on rural food security.Using a mix method approach,the study sampled the views of 400 farmers from 9 farming communities in the Wenchi Municipality of Ghana via questionnaire and semi-structured interview and collated statistical data on crop production to trace the nexus between climate change,agrarian land-use decisions and food security.The study found evidence of increasing shift from food crop to cashew production.This was evidenced by increasing cashew cultivation and cashew output and decreasing total land acreage for food crops and increasing food insecurity of farmers.The findings revealed that about 71%of farmers had expanded their cashew farms and another 41.0%have turned their food crops’lands to cashew production.Besides cashew production,(57.0%)has overtaken the traditional food crop-maize(25.5%)production in terms of output.Instructively,the study found that the main motivation for the shift from food crop to cashew production is not only to maximise income in bulk,but also climate change adaptability issues.The study found that the cashew crop is resilient in adapting to the changing climate and less prone to pests’invasion compared to maize in the study District.The study found that food security among rural folks had been seriously compromised by the conversion of farmlands from food crop to cashew farming.Although,the study found that female farmers have higher consciousness to food security yet less motivated to shift from food crop to cashew crop production compared to men.Worryingly,females are the hardest hit group because of their low ownership of or access to farmlands and low voices of women in farmland use decision making in a men-dominant rural extended family setting of the study District.The study concludes that climate change adaptability concern has introduced a new set of risks including crop failure due to changing rainfall pattern and increasing incidence of pest invasions forcing the rural folks to compromise innovative indigenous farming focus and practices that have helped them to navigate extreme food poverty.This study,therefore,argues for improved food crop seeds tailored to the specific climatic context and innovative farming practices that beef-up small-holding farmers’capacity to navigate climate change to continually produce food crop to ensure rural food security and sustainability.
文摘The Igbo have their homeland in seven states of Nigeria mainly Imo, Abia, Anambra, Ebonyi, Delta and Rivers. They are receptible to new ideas and adapt easily to change. The ramifications of human insecurity, poverty, social disorder, poor coherence and poor integration appear to haunt them and the gravity is felt more in the rural communities. The factors are traceable to many pathetic issues. The pathological consequences do affect Igbo stability and navigation in the Nigerian socio-economic environment. The causality constitutes the physical, human, natural, financial and social assets. It is recommended, among others, that the people should return to core values and norms, stick to their own noble identities, have a framework for tackling insecurity and hunger, target the youth in poverty reduction measures and tackle the herdsmen menace. Equally, the abused philosophies used to support dangerous and strange behavior should be tackled.

文摘This study affirms the effect of family planning on rural household food security. The major thrust of this research identified socio-economic characteristics of respondents, various family planning methods used, benefit of use and factors influencing household food security in the study area. The research was carried out in 4 Local Government areas (LGAs) of Oyo state, where five communities each were randomly selected from the LGAs. A total of 272 households were sampled from the 20 communities. Descriptive and multinomial logit regression were used to analyse data collected. Findings revealed that 64.4% of the respondents were female, mean age was 40 years; about 80% of them were married and most of them had formal education with average of 10years spent in school. Result further revealed that that most of the respondents adopt artificial method of family planning. Sex, marital status of respondent, number of children; primary occupation, traditional method, natural method and artificial method of family planning were the factors influencing household food security status. It was recommended that rural household should be enlightened on the advantages of the use of family planning to improve their household nutritional intake level as well as standard of living.

文摘Food security issues become one of the critical concerns and top priority areas for Ethiopia.This study analyzed rural households’food security status and its determinants in Minjar Shenkora woreda of Amhara Regional State and Ada’a woreda of Oromia Regional State.Data were collected from 240 randomly selected rural farm households.The study employed both descriptive statistics and a binary logistic regression model to estimate the status and determinants of households’food security,respectively.The findings indicated that the average dietary energy available for food secured households was 2,860.6 kilo calorie per day while 1,891.7 kilo calorie per day for the insecure group.According to the findings of the binary logit model,factors such as education level,farm size,livestock ownership,cooperatives membership,off-farm income and credit access have positive and significant effects on household food security.While household size has a negative and significant effect on household food security.The results recommend that interventions should target at improving rural financial services and off-farm activities that increase households’income and focusing on those most significant variables when attempting to enhance household food security.

文摘On the basis of a description of the framework of China's urban and rural old-age security system and major security policies, this study examines the operation of the old-age security system currently in effect. From the point of view of setting up a system that would cover both urban and rural areas, we can see problems with the current system, including a development imbalance between urban and rural social security, wide gaps between different groups, the absence, fragmentation and artificial segmentation of the social security system, blurred government responsibility, etc. The paper goes on to propose establishing an old-age subsidy for urban and rural residents without income security, improving basic old-age insurance for enterprise employees in urban areas, reforming the superannuation schemes of government organizations and public institutions, and setting up rural oldage insurance.

文摘This study examined the factors associated with financial support in old age from three primary mechanisms-personal savings,family support,and social insurance-to explore the implications for the future development of China's rural social welfare system.Cross-sectional surveys of 1392 young and middle-aged rural residents were conducted in July and August2012.The results showed that while social insurance was increasingly acceptable,personal savings and family support still had fundamental value.Combining the three mechanisms,the rural old-age welfare system presented nontraditional features.China's new rural endowment insurance is discussed as a means to address the need for financial support among the rural aging population.
