Investment Environment Assessment and Strategic Policy for Subjects of Federation in Russia

Russia is the largest neighboring country of China. Between the two countries, the resources and industry are complemented, the political mutual trust is at a high level, and trade cooperation has a broad prospect. Choosing the best regions and the best industries to strengthen investment in Russia has a major strategic significance in promoting ‘the Belt and Road Initiative’ and China-Mongolia-Russia Economic Corridor Construction. However, the related researches are extremely limited. The investment environment is unclear, and the investment risk is unknown, which seriously restrict the investment in Russia and the trade cooperation with Russia. Our research team carried out scientific expedition, government visits and scientific research cooperation in Russia for several years, and obtained a great number of first-hand valuable data. According to the analysis on the data and Russian regional policies, this study constructed an investment environment evaluation model(ESI-PRA model), scientific assessed the investment environment for 83 subjects of federation in Russia, in terms of economic, social, infrastructure, policy, resource and accessibility, classified 4 types of investment regions, chose 3 investment priority regions, revealed the investment priority industries, demonstrated the main investment risks, and proposed the strategic policies. The research results provide direct scientific and technological support for strategic decisions, such as investment in Russia, bilateral economic and trade cooperation, and overseas layout of Chinese-funded enterprises. Moreover, it has an important practical and strategic significance for improving overseas geo-strategic interests of China and ensuring the construction of China-Mongolia-Russia Economic Corridor.

绿色信贷政策、ESG表现与高污染企业资本结构调整

绿色信贷政策作为结构性去杠杆的重要举措,对于高污染企业资本结构升级大有裨益。与此同时,ESG概念的提出明确了企业发展需着重考量环境(E)、社会(S)和公司治理(G)三方面的表现,即企业ESG表现也将作用于高污染企业资本结构调整。因此,论文以2011—2020年中国A股上市的高污染企业为研究样本,基于ESG表现视角,探究绿色信贷政策对高污染企业资本结构调整的作用效果。研究表明:1)绿色信贷政策显著促进高污染企业资本结构调整,区分企业负债水平后发现,相比于低负债企业,绿色信贷政策显著加快高负债污染企业的资本结构调整速度;2)绿色信贷政策会提升高污染企业的ESG表现,企业ESG表现会削弱绿色信贷政策对高污染企业资本结构调整的促进效果;3)在深入探讨企业融资约束和商业信用程度的异质性是否会影响绿色信贷政策的实施效果时,发现相较于面临弱融资约束和拥有高商业信用的企业,绿色信贷政策显著促进面临强融资约束和低商业信用的高污染企业调整资本结构。因此,探讨绿色信贷政策与高污染企业资本结构调整的关系对优化信贷资源配置、推动高污染企业绿色转型意义重大。

Imposition of Energy Sanctions by the Western World on Russia in the Context of Geopolitical Conflicts:the Logic Behind and Its Implications

Since the outbreak of the Ukraine crisis on February 24,2022,the Western world led by the US has imposed rounds of extensive and intensive sanctions against Russia,among which energy sanctions are a powerful policy instrument.

基于S-CAD法的县域新型城镇化发展规划方案评估研究——以陕西省佳县为例

规划方案作为相关利益主体价值观的直接体现,应当在规划评估中予以重视。基于城乡规划的公共政策属性,采用S-CAD政策评估方法,以陕西省佳县的《新型城镇化与城乡统筹规划》文本为例,选取规划编制与实施主体——政府作为主导视角,对规划文本的内容进行解构,在此基础上进行规划立场、目标、手段与预期结果的一致性、充要性与依赖性分析。研究发现:一、该规划文本自身的逻辑性较强,各个环节存在基本的对应关系;二、规划文本当中对于产业发展以及由此带来的人口问题、基础设施与公共服务设施问题的解决方案描述较多,对于生态环境保护、交通环境改善以及人口流动的实质性解决方案相对较少,逻辑上存在一定的漏洞,需进一步完善逻辑链条。基于此,提出建立城乡规划全过程评估体系及重视多元利益主体协调关系的建议,以期为相关规划的编制与评估工作提供参考。

基于S-CAD方法的四川省单元式乡村国土空间规划政策评价与优化研究

国土空间规划改革以来,各地开展了探索与实践,2021年四川在全省推行以片区为单元编制乡村国土空间规划,是全国第一个在全省范围开展单元式乡村国土空间规划的省域。通过运用S-CAD方法和政策工具分析法对其政策体系进行分析,并结合规划编制成果对政策进行综合评价,发现其存在以下不足:一是政策体系不完善,主要出台了规划编制相关政策,而在规划实施和监督方面缺乏专门政策;二是政策价值观和政策预期结果超出了政策目标和政策手段所能够实现的范围,政策元素之间具有不一致性;三是政策工具结构不平衡,在规划区域衔接、对上衔接等方面非常薄弱。因此,需要进一步完善政策体系、调适政策元素关系、优化政策工具结构。通过这一研究,以期为深化乡村国土空间规划探索提供借鉴。

On Russia' s Korean Peninsula Policy

Promoting China-U.S.Arctic education cooperation:challenges,opportunities and recommendations

Arctic education refers not only to the teaching,but also to research,communication,dissemination as well as popularization of knowledge related to the Arctic.This article reviews joint efforts between Chinese and American educators and researchers to promote cooperation and understanding in Arctic education and research,and examines the facing challenges of China-U.S.Arctic education cooperation which include current political or economic tensions between the two countries,the differing perspectives and priorities on Arctic policy,the disproportion in Arctic scientific research,different research methodologies and discourse system in social science.This article also argues that there are opportunities for the two countries to cooperate in Arctic education.Common goals and interests in the Arctic,Arctic-dedicated institutions with significant Arctic research capabilities and partnerships around the world provide foundations for Arctic education cooperation.The implementation of a new science-based Arctic treaty of the Arctic Council is an opportunity for China-U.S.Arctic education cooperation.As for future cooperation,it suggests that in addition to promoting the direct bilateral cooperation,cooperation within international cooperation platforms and mechanisms,especially within the Arctic Council also needs to be further promoted.

The Transformation of German Security Policy in the Context of the Russia–Ukraine Crisis

Germany has recently taken multiple actions to adjust its security policy: for instance, promoting re-militarization, increasing foreign military intervention and overseas operations, and adopting measures to comprehensively safeguard security in the domains of energy, supply chain, and ideology. Externally, such moves result directly from the threat of a hot war emanating from the Russia–Ukraine crisis. Germany is severely deficient in hard power and the rules and order on which it previously relied are proving increasingly ineffective. The nation is also witnessing a sharply rising sense of insecurity as its inter-system competition with nonWestern countries intensifies. Internally, the present policy shift represents a continuation of German foreign policy transformations initiated during the Merkel era. This change is strongly driven by the new ruling coalition, especially the Green Party, and is staunchly supported by the public. In the future, Germany will probably further normalize its military, intensify its confrontations with non-Western countries, and diversify its means of comprehensively safeguarding security. However, security-related policy transformation processes will be time-consuming and Germany’s investments will not immediately pay off. Traditionally, Germany tends toward the pragmatic and balanced implementation of policies. Thus, it is less likely to pursue military hegemony than to increasingly assume security responsibilities within the Western alliance.

Accurate Diagnosis of SARS-CoV-2 JN.1 by Sanger Sequencing of Receptor-Binding Domain Is Needed for Clinical Evaluation of Its Immune Evasion

Background: Omicron JN.1 has become the dominant SARS-CoV-2 variant in recent months. JN.1 has the highest number of amino acid mutations in its receptor binding domain (RBD) and has acquired a hallmark L455S mutation. The immune evasion capability of JN.1 is a subject of scientific investigation. The US CDC used SGTF of TaqPath COVID-19 Combo Kit RT-qPCR as proxy indicator of JN.1 infections for evaluation of the effectiveness of updated monovalent XBB.1.5 COVID-19 vaccines against JN.1 and recommended that all persons aged ≥ 6 months should receive an updated COVID-19 vaccine dose. Objective: Recommend Sanger sequencing instead of proxy indicator to diagnose JN.1 infections to generate the data based on which guidelines are made to direct vaccination policies. Methods: The RNA in nasopharyngeal swab specimens from patients with clinical respiratory infection was subjected to nested RT-PCR, targeting a 398-base segment of the N-gene and a 445-base segment of the RBD of SARS-CoV-2 for amplification. The nested PCR amplicons were sequenced. The DNA sequences were analyzed for amino acid mutations. Results: The N-gene sequence showed R203K, G204R and Q229K, the 3 mutations associated with Omicron BA.2.86 (+JN.1). The RBD sequence showed 24 of the 26 known amino acid mutations, including the hallmark L455S mutation for JN.1 and the V483del for BA.2.86 lineage. Conclusions: Sanger sequencing of a 445-base segment of the SARS-CoV-2 RBD is useful for accurate determination of emerging variants. The CDC may consider using Sanger sequencing of the RBD to diagnose JN.1 infections for statistical analysis in making vaccination policies.

基于S-CAD方法的我国体育产业发展规划评估与优化策略

目的 对体育产业发展规划进行评估有助于政策制定与实施。方法 通过S-CAD分析法对我国体育产业发展规划文本、实施效果进行评价,系统地检验政策文本及实施过程的效应、效率及可行性。结果 体育消费政策链条效应有待加强;挖掘消费潜力的政策手段效率有待提高;体育产业发展规划可行性存在主体差异。结论 国家宏观层面健全体育消费政策;省级中观层面发挥区域优势挖掘消费潜力;市县级微观层面争取多方协同壮大市场主体。

基于S-CAD方法的采矿用地方式改革试点政策评估研究——以鄂尔多斯市为例

2011年,经国土资源部批准,针对部分地区出台了《采矿用地方式改革试点方案》,内蒙古仅鄂尔多斯市参与试点工作。2020年6月,自然资源部印发《关于做好采矿用地方式改革试点有关工作的通知》(自然资办函〔2020〕1136号),提出2021年6月30日后不再新批准试点矿山使用临时用地进行生产建设,并组织开展试点政策实施效果评估,推动试点成果政策转化。本文引入S-CAD政策评估方法,对鄂尔多斯市采矿用地方式改革试点政策进行评估,包括政策的内在逻辑性、经济充要性和可行性等方面,以便总结试点经验。研究结果表明,政策的逻辑思路清晰,政策元素间的因果一致性较好,不存在政策要素间的矛盾;各政策要素间总体上充分且必要,资源配置效率较高。总之,在鄂尔多斯试点地区该政策的实施取得了较好的成效,但仍存在采矿用地方式改革试点复垦规划编制不够科学严谨的问题,导致矿企复垦土地质量不高,这些问题需要进一步完善相应的管控措施。该方法的实践与应用为其他试点地区的经验总结和评估提供了可借鉴和参考的理论方法。

基于熵权TOPSIS法的知识产权保护政策评价研究

通过对知识产权保护政策文本进行评价,可把握政策评价指标的重要性,为后续政策制定与调整提供重要的理论准备与决策支持。引入S-CAD政策分析法中的基本要素概念,从政策制定者、政策内容、政策参与者和政策价值4个维度建立知识产权保护政策评价分析框架,在此基础上构建知识产权保护政策评价指标体系,并运用熵权TOPSIS法对9项知识产权保护政策进行评价。结果显示,9项政策制定规范,政策重点突出,具有较高的社会及经济价值;但在部门协同、政策目标、政策措施及作用范围方面仍存在改善空间。针对以上问题,应加强政策制定过程中的部门协同,强化政策目标的相互融合,健全财政支持及人才激励制度,提升作用对象的多元性。

基于案例分析的S-CAD政策评估方法理论研究初探

为突破传统S-CAD政策评估方法的思维限制,借鉴公共政策评估标准,从价值/政策、事实相融合的维度,采用理论分析法、文献检索法尝试构建S-CAD政策评估框架的定量评估指标体系。结果表明:(1)通过公共政策评估理论的学习,尝试构建基于“二维”的S-CAD政策评估框架;(2)结合实证分析,以内蒙古鄂尔多斯市露天矿采矿用地方式改革试点政策为例,从政策评估事实维度与价值维度出发构建了包括5个指标单元、23个单项指标在内的合理、可行的采矿临时用地政策评估指标体系。在“二维”融合视角下构建的S-CAD政策评估思路可行,且具有可操作性,可为进一步完善S-CAD政策评估方法的理论及量化研究提供参考。

美国二氧化碳强化采油应用情况及对中国CCUS应用的启示

在对美国应用二氧化碳强化采油(CO_(2)-EOR)消纳工业捕集的二氧化碳(CO_(2))、降低碳捕集利用和封存(CCUS)成本、提升CCUS可行性等方面进行研究的基础上,对美国利用CCUS实现碳减排情况,包括碳源来源、成本效益以及政策支持开展了全面梳理和分析。研究发现,美国在二氧化碳减排领域建立了完善的法律法规体系,突出体现为通过财税等经济刺激手段激励二氧化碳强化采油应用,促进减排与效益双赢,并规范二氧化碳注入地下全过程管理,减少或避免对地下水影响。借鉴上述美国经验,结合对我国CCUS应用现状及技术领域的制约因素的分析,从减排政策、源汇匹配、管道网络建设、捕集技术评估体系建立、地下回注监管及二氧化碳利用等方面有针对性地提出我国合理利用CCUS实施碳减排的对策建议。
