In recent years, the personal saving rate in the United States has fallen sharply, but the personal saving rate in China is at an astoundingly high level. This paper studies this problem with the positive analysis method from the situation; the reasons of the saving rate disparity between the U.S. and .China, and put forward some proposals about how to deal with the saving problems.展开更多
