The coordinated evolution of ecological environment,public service,and tourism economy along the Silk Road Economic Belt,using the Dual-Carbon Targets

Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological environment and tourism development.Based on the“dual-carbon”targets,the Single index quantification,Multiple index synthesis,and Poly-criteria integration evaluation model were used in this study to measure the coordinated development index of the ecological environment,public service,and tourism economy along the Silk Road Economic Belt and to analyze its spatial and temporal evolution.Further,it explores the dynamic evolution and development trend of the three systems using the Kernel Density and Grey Markov Prediction Model.The results show that the coordinated development index along this region needs to be improved during the study period.Furthermore,the coordinated development index of the Southwest region is relatively higher than that of the Northwest region.From the development trend of the three systems,all of them develop in a stable manner;however,the tourism economy system is easily affected by external disturbances.The coordinated development index of the three systems changes dynamically and tends to be in a good state of coordination.There is a certain spatial and temporal heterogeneity.The gravity center of the coordinated development index has been in the Southwest region.During the forecast period,the coordinated development index along this region will improve significantly,while insufficient and unbalanced development will continue.

Research on Sports Public Service Supply in the Chengdu-Chongqing Twin-City Economic Circle under the Background of Regional Economic Development

Using literature,questionnaires,interviews,and mathematical statistics to investigate the current situation of sports public services in the Chengdu-Chongqing Twin-city Economic Circle.The results show that there are some problems in Chengdu-Chongqing sports public services,such as big difference in the development level of supply between urban and rural areas,low supply level,low efficiency,supply mechanism defect,lack of social sports instructors,an outstanding contradiction between the quality of sports public service and residents’demand.To address the problems,government departments should accelerate the transformation of government functions,improve the relevant regulations and systems,increase the investment in sports public services,improve the quality of supply,cultivate the backbone team,integrate resources,and combine the national characteristics with regional characteristics,take into account the personalized needs of the residents,combine the sports public services with intelligence,and build the service system of“Internet+Fitness.”

Practice and Exploration of Rural Sci-tech Service Supermarket:A Case Study of Jurong Economic Forest and Fruit Industrial Branch

The rural sci-tech supermarket in Jiangsu Province is an innovative model of rural sci-tech service. With reference to the concept of modern commodity supermarket, this model integrates variety, technology and achievement information into the sci-tech supermarket platform, provides various agricultural sci-tech services, and improves farmers recognition and acceptance of science and technology, so as to accelerate conversion of scientific and technological achievements and demonstration and popularization of new varieties, new technologies and new models. This paper analyzes practice of Jurong economic forest and fruit industrial branch and presents recommendations for building Jiangsu rural sci-tech service supermarket.

Construction of Innovative Rural Sci-tech Service System in China

At the background of structural regulation of agriculture and industrialized development of rural areas,systematic thought and constructive recommendations are put forward on building innovative rural sci-tech service system in China from following 5 aspects. (1) In organizational system,rural sci-tech service associations should become nonprofit organizations that have independent legal entities. (2) In service object,it should take farmers as subject,new rural economic organizations as carrier,agricultural leading enterprises as handle,little village officials as joint,sci-tech special commissioner as link,and agricultural brokers as medium. (3) In information resources,it should enhance practicality construction and sharing. (4) In service methods and reform measures,it should combine information technology,expert technical consulting service,and sci-tech model base. (5) In policy support and input mechanism,it should follow the principle of diversification,set up government special funds,and formulate preferential policies to attract sci-tech talents to join in rural sci-tech services,and protect legal rights and interests of sci-tech personnel in rural sci-tech services.

Technology Management of Capital Assets and Risks in the Service Sharing Economy： Cases of Uberization of Crowdfunding and Transportation in Mexico

Firms such as Airbnb, Uber, Blablacar have platforms for connecting owners of underused assets with clients through, the internet, thus allowing people to rent out their spare rooms, or book relay rides by acting as matchmakers, allocating resources where they are needed and charging a percentage of the cost in return. This phenomenon could be regarded from the point of view： （1） of Internet technology evolution from a network of computers to a network of people devoted to sharing their knowledge and user experience, coming further, as the Internet of Things （IoT）, and （2） as part of the increasing involvement of the user （consumer/client） in production and innovation processes. These approaches allow us to analyze service-user platform firms according to the different kinds of specific assets distribution and risks. The new organization is based on internet platform tools which integrate information, machinery, energy, and science, and costumer collaboration. We conclude that there are large profits for those firms based on platforms, as there are not yet any counterbalances through competition, posing the question about the needed or not of technology management regulation during this phase of service sharing economy. China＇s Service Economy in the Coming Five Years （2011-2015）

This paper suggests that a new approach should be taken for the development of China＇s service sector. Priorities for this include： appropriate objectives for service sector development, enhanced functionality, integrated development between manufacturing and services, improved regional layout of the service sector, and the emergence of reputable brands and leading enterprises. Well-designed and effective industrial policies, as well as calls for major breakthroughs in institutional mechanisms, must support the development of the service sector. Additionally, excessive burdens and difficult financing channels need to be addressed. More attention should be paid to the construction of the credit system, service standardization, and service statistical accounting as element tasks.

Technological Content of the Import of Services and the Transformation of Growth Patterns of China's Industrial Economy

Based on the latest approach for measuring technology content of import of services and with the contribution of total factor productivity(TFP) to gross industrial output as the indicator for measuring the growth pattern of China's industrial economy,this paper provides an empirical study on the effect of import technology content of trade in services on the development pattern of China's industrial economy between 2004 and2011.Result of econometric test reveals that the technology content of import of services has a significant positive effect on transforming the growth pattern of China's industrial economy.Moreover,import of new types of trade in services with high technology such as computer and information services has a much stronger positive effect compared with import of traditional trade in services with relatively low technology content such as transport.In terms of different industrial sectors,technology content of import of services has the greatest effect on transforming the development pattern of China's technologyintensive industrial sectors,followed by capital-intensive,resource-intensive and laborintensive sectors respectively.Transformation of the development pattern of China's industrial economy cannot be isolated from the system of global division of work.Against the backdrop of global service sector fragmentation,China should take the important opportunities in the development of global trade in services and give more attention to improving the quality of import of services in the interest of transforming the development pattern of its industrial economy.

The Impact of Digital Economy on Total Factor Productivity of China’s Service Industry

As a kind of integrated economy,digital economy has an important impact on the economic growth and production and lifestyle of multiple countries and regions,and plays a significant role in promoting the reconstruction of the international economic pattern.As an important industry of China’s national economy,the service industry is crucial to China’s economic growth.This paper measures the development level of digital economy in provinces and cities through constructing digital economy index system,uses super efficiency SBM-Malmquist model to measure total factor productivity of service industry,and tests the influence effect of digital economy on total factor productivity of Chinese service industry.Finally,the optimization path of digital economy on China’s service industry is proposed.

Recommendations for Development of Rural Labor Service Economy from the Perspective of Urban and Rural Integration

Rural labor service economy is a method turning rural surplus human resources to economic resources,to realize increase of social wealth. Developing the rural labor service economy has profound influence on promoting transfer and employment of rural surplus labor,and speeding up industrialization and urbanization. Rural labor service economy is a huge and complex systematic project for promoting urban and rural integrated development and increasing farmers' income. This paper firstly analyzed importance and urgency of accelerating the development of rural labor service economy. From the perspective of urban and rural integration,it came up with pertinent recommendations,including establishing security mechanism and improving rural labor security mechanism,creating preferential conditions and encouraging farmers to return to hometown,exploring potential and promoting nearby labor transfer to promote rapid economic development,improving public employment service system,and cultivating and developing labor market. It is expected to provide certain references.

Crossing the Growth Threshold： Service-Based Economy, Knowledge Process and Reshaping of Efficiency Model

The transition from middle-income to high-income stage is fraught with risks of growth divergence. Economic transition is clouded by the following possibilities： （1）falling share of industrial seetor through industrial depression and weakening growth momentum caused by the large urbanization costs; （2） the subordination of service sector as a result of nearly irreversibly industrial professional, which falters the process of service sector transition and upgrading,＂ （3） inefficient knowledge production allocation and human capital upgrade due to the absence of incentivized compensation of knowledge consumption. We suggest that a country should reshape its efficiency model by upgrading knowledge factor and human capital as the pre-requisite. Given the dilemmas of transition, China should take the faetorization trend of service sector and reshape efficiency model through institutional reform, ensuring that service sector will develop in tandem with industrial sector.

Changes in functions,forms,and locations of lead during its anthropogenic flows to provide services

Knowledge of the changes in a material’s function, form, and location during the transfer and transformation of materials to generate human services will improve our understanding of how humanity interacts with the environment and of how services are formed by human activities. We compared lead’s anthropogenic and biogeochemical cycles and found that the services, pathways, and changes in form requiring the most attention. We traced lead through its life cycle and identified the changes in its functions, forms, and locations by examining technology and engineering information. Lead ore and scrap were the two main anthropogenic sources of lead. When lead provides human services, its main functions included the storage and delivery of electricity, anti-corrosion treatments, and radiation protection; the main forms of lead in these products were Pb, PbO2 and PbSO4, and the main location changed from lithosphere in central China to regions in eastern China.

China's aging population has gained significant attention.Population aging implies that the demand for elderly care services will be on the rise.However,China's aging exhibits a notable characteristic of getting old prior to achieving affluence,which directly constrains the enhancement of the level of elderly care services.The Communist Party of China and the government attach considerable importance to the issue of population aging and pensions.The Third Plenary Session of the 20th CPC Central Committee adopted the Decision of the CPC Central Committee on Further Comprehensively Deepening Reform and Promoting Chinese-Style Modernization,emphasizing that“we should actively respond to population aging and improve the development of elderly care and elderly care industry policy mechanisms.”Regarding the supply of pension services,due to the professional and long-term nature of pension services,the supply cost remains high.The contradiction between the low level of demand and the high cost of supply might lead to the“low-level equilibrium trap”of the elderly service industry.The digital economy has achieved remarkable effects in promoting the elderly care service industry.It has played a vital role in optimizing the allocation of elderly care resources,reducing the cost of elderly care services,and creating a superior elderly care ecosystem.In this context,it holds considerable academic value and practical significance to study the impact of the digital economy on the development of pension service industry,to analyze the digital divide and bridge the path for the development of the pension service industry,and to explore the countermeasures and ideas of the digital economy to facilitate the highlevel,balanced,and high-quality development of the pension service industry.

China’s Service Sector towards 2035:Outlook,Strategic Position and Policy Advice

China is setting out on a new journey of building a modern socialist country in all respects after achieving moderate prosperity.Modern services are an important part of China’s economy,underpinning China’s development towards a great modern socialist country.Globalization,industrial development,urbanization,innovation and income growth will drive China’s service sector development.By 2035,the service sector will account for 60.98%and 59.12%of total value-added and employment,respectively,and labor productivity in the service sector will rise from 145,500 yuan/person in 2019 to 282,300 yuan/person.The Fifth Plenum of the 19th CPC Central Committee called for“basically achieving the vision of socialist modernization by 2035.”According to the CPC Central Committee’s overall arrangements for the 2035 vision,we must identify a clear strategic position and tasks for the development of modern services as a key element of the modern industrial system,enhance service sector competitiveness,and achieve service sector modernization.To achieve this strategic goal,we must promote digitalized,intelligent,platform-based,standardized,and quality-oriented service sector development.We must give play to the decisive role of the market and the macro-regulatory role of the government in spurring service innovation,industry integration and clustering,and service sector reform and openness.

International outsourcing is an important way to realize intra-product division of labor. China's industrial upgrade and policy efforts directed at outsourcing are not entirely endogenous but have a dependent path prone to be captured and locked at the low end of the global value chain by developed countries at the chain's high end. In light of the stage and reality of China's economic development, we should not only upgrade manufacturing outsourcing but also grasp service outsourcing opportunities. Expanding the US-China cooperation on service programs： New opportunities for both countries
