Therefore, based on the literature, the observation method of in-depth interviews, practice investigation and participation is adopted in this paper, which focuses on the implementation of special groups of social assistance policy. The theoretical framework of government' rational choice reveals the status of local government implementation policies and behavior behind the mechanism and organizational structure. The study found that:(1) the local government is easy to choose a quantifiable policy to implement;(2) there is a coexistence between the local government departments;(3) the local government selectively meets the needs of special personnel;(4) the local government's seeking political promotion and power leads to its behavior alienation.展开更多
In order to improve the energy efficiency of large-scale data centers, a virtual machine(VM) deployment algorithm called three-threshold energy saving algorithm(TESA), which is based on the linear relation between the...In order to improve the energy efficiency of large-scale data centers, a virtual machine(VM) deployment algorithm called three-threshold energy saving algorithm(TESA), which is based on the linear relation between the energy consumption and(processor) resource utilization, is proposed. In TESA, according to load, hosts in data centers are divided into four classes, that is,host with light load, host with proper load, host with middle load and host with heavy load. By defining TESA, VMs on lightly loaded host or VMs on heavily loaded host are migrated to another host with proper load; VMs on properly loaded host or VMs on middling loaded host are kept constant. Then, based on the TESA, five kinds of VM selection policies(minimization of migrations policy based on TESA(MIMT), maximization of migrations policy based on TESA(MAMT), highest potential growth policy based on TESA(HPGT), lowest potential growth policy based on TESA(LPGT) and random choice policy based on TESA(RCT)) are presented, and MIMT is chosen as the representative policy through experimental comparison. Finally, five research directions are put forward on future energy management. The results of simulation indicate that, as compared with single threshold(ST) algorithm and minimization of migrations(MM) algorithm, MIMT significantly improves the energy efficiency in data centers.展开更多
This paper proposes a cyber security strategy for cyber-physical systems(CPS)based on Q-learning under unequal cost to obtain a more efficient and low-cost cyber security defense strategy with misclassification interf...This paper proposes a cyber security strategy for cyber-physical systems(CPS)based on Q-learning under unequal cost to obtain a more efficient and low-cost cyber security defense strategy with misclassification interference.The system loss caused by strategy selection errors in the cyber security of CPS is often considered equal.However,sometimes the cost associated with different errors in strategy selection may not always be the same due to the severity of the consequences of misclassification.Therefore,unequal costs referring to the fact that different strategy selection errors may result in different levels of system losses can significantly affect the overall performance of the strategy selection process.By introducing a weight parameter that adjusts the unequal cost associated with different types of misclassification errors,a modified Q-learning algorithm is proposed to develop a defense strategy that minimizes system loss in CPS with misclassification interference,and the objective of the algorithm is shifted towards minimizing the overall cost.Finally,simulations are conducted to compare the proposed approach with the standard Q-learning based cyber security strategy method,which assumes equal costs for all types of misclassification errors.The results demonstrate the effectiveness and feasibility of the proposed research.展开更多

In this paper, we propose a novel dynamic model composed of a set of differential equations to describe the evolution of streaming service systems. And in the model, we focus on how the policies for admission control and peer selection influence on the system. We first introduce a flexible abstraction of streaming service systems. The abstraction is generally enough to capture the essences of streaming service systems with different structures, physical characteristics,software protocols and client behaviors. Then, by analyzing the state which is defined as the number of requests, a novel dynamic model is developed in microscopic scale to characterize the behaviors of streaming service systems. The model proposed in this paper demonstrates the interactions between clients and servers and also between different servers. The interactions are primarily influenced by the admission control policy and peer selection policy. Finally, some experiments are designed to verify the validation and reasonability of the model.展开更多

The paper made a comprehensive analysis regarding the policy selections of China to promote forestry response to the global climate change, and elaborated the concrete actions and achievements in this regard. Policy selections include: 1) Reinforce tree planting and afforestation, increase the forested area and enhance the capacity of carbon sequestration; 2) Improve forest management and the quality of existing stands, and improve the carbon sequestration services provided by forest ecosystem; 3) Strengthen the soil protection on wetland and forestland, and exert the potentials of carbon sequestration; 4) Boost the nature protection, and conserve the biodiversity; 5) Vigorously exploit forestry bio-energy, and reduce the GHG emission; 6) Enhance the prevention and control of forest fires, diseases and pests as well as of illegal expropriation of forest land, and effectively control the GHG emission; 7) Appropriately increase the use of timber, further improve the utilization rate of timber, extend the use life-span of timber and strengthen the carbon-storing function of timber products; 8) Actively implement forestry programs for carbon sequestration and widen the financing channels for forestry development and carbon sequestration. Meanwhile, with the concrete actions in forestry response to climate change, e.g. setting up a specialized agency responsible for the response to climate change, establishing Asian-Pacific Network for Sustainable Forest Management and Rehabilitation, launching the national evaluation of preferential development areas for forestry CDM (Clean Development Mechanism) projects, initiating the pilot projects for Afforestation and Reforestation Project under the CDM, and creating and operating China Green Carbon Fund, China has made great achievements in her response to climate change.
