D...Although many theories regarding the implementation of knowledge management (KM) in organizations have been proposed and studied, most applications tend to stand alone without incorporating the business processes. Different categories of knowledge provide different benefits and how to integrate various categories of KM into a hybrid approach as an effective KM manner remains strategically important, and yet is still understudied. Therefore, in this paper a hybrid model that integrates principal KM applications for new service development (NSD) and the measurement of the resulting f'mancial benefits have been developed. The proposed KM model incorporates newsgroups, knowledge forums, knowledge asset management and knowledge application processes as a hybrid means for sharing organizational knowledge along two axes, explicit vs. implicit and individual vs. collective. One of the largest management consulting companies in Taiwan, China, whose process model of NSD was standing alone with KM applications, was selected for the case study. A set of hybrid KM processes was developed to implement the proposed KM model, and it illustrates an application with greater financial benefits for integrating hybrid KM practices into the business process. Based on knowledge value added (KVA) validation, the proposed KM model provides a new operating system for sharing NSD knowledge within an organization. Through the case study by measuring the achieved financial results, the proposed KM model is found to provide an exclusive hybrid platform with an empirical process model to address innovative approaches and practical values of KM within an organization.展开更多

Purpose: By case studies of the service for regional economic development(SRED) carried out by the National Science Library of the Chinese Academy of Sciences(NSLC), this article tries to describe basic directions of ...Purpose: By case studies of the service for regional economic development(SRED) carried out by the National Science Library of the Chinese Academy of Sciences(NSLC), this article tries to describe basic directions of special libraries in the SRED.Design/methodology/approach: By comparing the aims and service forms of the SRED provided by domestic and foreign libraries and information service institutions, the authors examined the basic services provided by special libraries. Through a summary of the SRED exploration carried out by the NSLC, the authors introduce its main content, service methods, products, and service mechanisms. By analyzing the information needs of SRED users and summarizing users’ practical experiences of services, the authors propose a design for the SRED framework of the NSLC. In addition, the authors mention key points to be noticed during the process of service implementation, illustrating them with a number of selected SRED cases. The authors suggest that the SRED network and joint service mechanism are effective ways to implement SRED services. Findings: Based on information resource and expert networks, special libraries like the NSLC can carry out SRED to meet user requirements. The NSLC has not only constructed its own SRED framework, but has also expanded the patron service to the industrial intelligence service area. By setting up a nationwide S&T;(science and technology) novelty search network and a literature and information service alliance, the NSLC provides a variety of information training services. This enriches the content of the knowledge service of special libraries and enlarges the library service of the NSLC.Research limitations: The SRED of Chinese libraries is still in the exploratory stage. Questions as how to scientifically design service content and service modes, and how to establish a sustainable regional service system based on user needs are still being researchedand discussed. Furthermore, we need to pay more attention to the construction of the service network and respond more quickly to feedback while creating the SRED.Practical implications: The SRED experience of the NSLC has shown that special libraries can implement a knowledge service for economic development, and the SRED is an important direction of knowledge services for special libraries.Originality/value: Through describing a practical SRED, this paper provides a valuable reference for libraries in the transformation process from library service to knowledge service. This study aims to evaluate the crowdfunding alternatives regarding new service development process pathways of clean energy investment projects.In this framework,a new model has been generated by considering the cons...This study aims to evaluate the crowdfunding alternatives regarding new service development process pathways of clean energy investment projects.In this framework,a new model has been generated by considering the consensus-based group decisionmaking with incomplete preferences,Pythagorean fuzzy decision-making trial and evaluation laboratory(DEMATEL)and technique for order preference by similarity to ideal solution(TOPSIS).Moreover,a comparative evaluation has been performed with Vise Kriterijumska Optimizacija I.Kompromisno Resenje methodology and sensitivity analysis has been made by considering 4 different cases.The main contribution is to identify appropriate crowdfunding-based funding alternatives for the improvement of the clean energy investments with a novel MCDM model.By considering the iteration technique and consensus-based analysis,the missing parts in the evaluations can be completed and opposite opinion problems can be reduced.Furthermore,with the help of hybrid MCDM model by combining DEMATEL and TOPSIS,more objective results can be reached.It is concluded that the analysis results are coherent and reliable.The findings indicate that the full launch is the most significant criterion for equity and debt-based crowdfunding alternatives.On the other side,the analysis has the highest weight for reward and donation-based alternatives whereas design is the most essential item regarding the royalty-based alternative.Additionally,it is also defined that equity-based crowdfunding alternative is the most significant for the service development process of clean energy investment projects.In this way,it will be possible to provide a continuous resource for clean energy investment projects.On the other hand,by providing financing with equity,there will be no fixed financing cost for clean energy investors.If these investors make a profit,they distribute dividends with the decision of their authorized bodies.展开更多

Purpose:The main objective of this work is to show the potentialities of recently developed approaches for automatic knowledge extraction directly from the universities’websites.The information automatically extracte...Purpose:The main objective of this work is to show the potentialities of recently developed approaches for automatic knowledge extraction directly from the universities’websites.The information automatically extracted can be potentially updated with a frequency higher than once per year,and be safe from manipulations or misinterpretations.Moreover,this approach allows us flexibility in collecting indicators about the efficiency of universities’websites and their effectiveness in disseminating key contents.These new indicators can complement traditional indicators of scientific research(e.g.number of articles and number of citations)and teaching(e.g.number of students and graduates)by introducing further dimensions to allow new insights for“profiling”the analyzed universities.Design/methodology/approach:Webometrics relies on web mining methods and techniques to perform quantitative analyses of the web.This study implements an advanced application of the webometric approach,exploiting all the three categories of web mining:web content mining;web structure mining;web usage mining.The information to compute our indicators has been extracted from the universities’websites by using web scraping and text mining techniques.The scraped information has been stored in a NoSQL DB according to a semistructured form to allow for retrieving information efficiently by text mining techniques.This provides increased flexibility in the design of new indicators,opening the door to new types of analyses.Some data have also been collected by means of batch interrogations of search engines(Bing,www.bing.com)or from a leading provider of Web analytics(SimilarWeb,http://www.similarweb.com).The information extracted from the Web has been combined with the University structural information taken from the European Tertiary Education Register(https://eter.joanneum.at/#/home),a database collecting information on Higher Education Institutions(HEIs)at European level.All the above was used to perform a clusterization of 79 Italian universities based on structural and digital indicators.Findings:The main findings of this study concern the evaluation of the potential in digitalization of universities,in particular by presenting techniques for the automatic extraction of information from the web to build indicators of quality and impact of universities’websites.These indicators can complement traditional indicators and can be used to identify groups of universities with common features using clustering techniques working with the above indicators.Research limitations:The results reported in this study refers to Italian universities only,but the approach could be extended to other university systems abroad.Practical implications:The approach proposed in this study and its illustration on Italian universities show the usefulness of recently introduced automatic data extraction and web scraping approaches and its practical relevance for characterizing and profiling the activities of universities on the basis of their websites.The approach could be applied to other university systems.Originality/value:This work applies for the first time to university websites some recently introduced techniques for automatic knowledge extraction based on web scraping,optical character recognition and nontrivial text mining operations(Bruni&Bianchi,2020).展开更多

The main purpose is to present the flexible approach developed for monitoring the data quality of the European Tertiary Education Register(ETER) database, illustrating its functioning and highlighting the main challenges that still have to be faced in this domain.Design/methodology/approach: The proposed data quality methodology is based on two kinds of checks, one to assess the consistency of cross-sectional data and the other to evaluate the stability of multiannual data. This methodology has an operational and empirical orientation. This means that the proposed checks do not assume any theoretical distribution for the determination of the threshold parameters that identify potential outliers, inconsistencies, and errors in the data. Findings: We show that the proposed cross-sectional checks and multiannual checks are helpful to identify outliers, extreme observations and to detect ontological inconsistencies not described in the available meta-data. For this reason, they may be a useful complement to integrate the processing of the available information.Research limitations: The coverage of the study is limited to European Higher Education Institutions. The cross-sectional and multiannual checks are not yet completely integrated.Practical implications: The consideration of the quality of the available data and information is important to enhance data quality-aware empirical investigations, highlighting problems, and areas where to invest for improving the coverage and interoperability of data in future data collection initiatives.Originality/value: The data-driven quality checks proposed in this paper may be useful as a reference for building and monitoring the data quality of new databases or of existing databases available for other countries or systems characterized by high heterogeneity and complexity of the units of analysis without relying on pre-specified theoretical distributions.展开更多
Purpose:Changes in the world show that the role,importance,and coherence of SSH(social sciences and the humanities)will increase significantly in the coming years.This paper aims to monitor and analyze the evolution(o...Purpose:Changes in the world show that the role,importance,and coherence of SSH(social sciences and the humanities)will increase significantly in the coming years.This paper aims to monitor and analyze the evolution(or overlapping)of the SSH thematic pattern through three funding instruments since 2007.Design/methodology/approach:The goal of the paper is to check to what extent the EU Framework Program(FP)affects/does not affect research on national level,and to highlight hot topics from a given period with the help of text analysis.Funded project titles and abstracts derived from the EU FP,Slovenian,and Estonian RIS were used.The final analysis and comparisons between different datasets were made based on the 200 most frequent words.After removing punctuation marks,numeric values,articles,prepositions,conjunctions,and auxiliary verbs,4,854 unique words in ETIS,4,421 unique words in the Slovenian Research Information System(SICRIS),and 3,950 unique words in FP were identified.Findings:Across all funding instruments,about a quarter of the top words constitute half of the word occurrences.The text analysis results show that in the majority of cases words do not overlap between FP and nationally funded projects.In some cases,it may be due to using different vocabulary.There is more overlapping between words in the case of Slovenia(SL)and Estonia(EE)and less in the case of Estonia and EU Framework Programmes(FP).At the same time,overlapping words indicate a wider reach(culture,education,social,history,human,innovation,etc.).In nationally funded projects(bottom-up),it was relatively difficult to observe the change in thematic trends over time.More specific results emerged from the comparison of the different programs throughout FP(top-down).Research limitations:Only projects with English titles and abstracts were analyzed.Practical implications:The specifics of SSH have to take into account—the one-to-one meaning of terms/words is not as important as,for example,in the exact sciences.Thus,even in co-word analysis,the final content may go unnoticed.Originality/value:This was the first attempt to monitor the trends of SSH projects using text analysis.The text analysis of the SSH projects of the two new EU Member States used in the study showed that SSH’s thematic coverage is not much affected by the EU Framework Program.Whether this result is field-specific or country-specific should be shown in the following study,which targets SSH projects in the so-called old Member States.展开更多

Through a summary of the SRED exploration carried out by the NSLC, the authors introduce its main content, service methods, products, and service mechanisms. By analyzing the information needs of SRED users and summarizing users’ practical experiences of services, the authors propose a design for the SRED framework of the NSLC. In addition, the authors mention key points to be noticed during the process of service implementation, illustrating them with a number of selected SRED cases. The authors suggest that the SRED network and joint service mechanism are effective ways to implement SRED services. Findings: Based on information resource and expert networks, special libraries like the NSLC can carry out SRED to meet user requirements. The NSLC has not only constructed its own SRED framework, but has also expanded the patron service to the industrial intelligence service area. By setting up a nationwide S&T;(science and technology) novelty search network and a literature and information service alliance, the NSLC provides a variety of information training services. This enriches the content of the knowledge service of special libraries and enlarges the library service of the NSLC.Research limitations: The SRED of Chinese libraries is still in the exploratory stage. Questions as how to scientifically design service content and service modes, and how to establish a sustainable regional service system based on user needs are still being researchedand discussed. Furthermore, we need to pay more attention to the construction of the service network and respond more quickly to feedback while creating the SRED.Practical implications: The SRED experience of the NSLC has shown that special libraries can implement a knowledge service for economic development, and the SRED is an important direction of knowledge services for special libraries.Originality/value: Through describing a practical SRED, this paper provides a valuable reference for libraries in the transformation process from library service to knowledge service. The experimental SRED of the NSLC has verified the rationality of our service framework in support of regional economic development.

文摘This study aims to evaluate the crowdfunding alternatives regarding new service development process pathways of clean energy investment projects.In this framework,a new model has been generated by considering the consensus-based group decisionmaking with incomplete preferences,Pythagorean fuzzy decision-making trial and evaluation laboratory(DEMATEL)and technique for order preference by similarity to ideal solution(TOPSIS).Moreover,a comparative evaluation has been performed with Vise Kriterijumska Optimizacija I.Kompromisno Resenje methodology and sensitivity analysis has been made by considering 4 different cases.The main contribution is to identify appropriate crowdfunding-based funding alternatives for the improvement of the clean energy investments with a novel MCDM model.By considering the iteration technique and consensus-based analysis,the missing parts in the evaluations can be completed and opposite opinion problems can be reduced.Furthermore,with the help of hybrid MCDM model by combining DEMATEL and TOPSIS,more objective results can be reached.It is concluded that the analysis results are coherent and reliable.The findings indicate that the full launch is the most significant criterion for equity and debt-based crowdfunding alternatives.On the other side,the analysis has the highest weight for reward and donation-based alternatives whereas design is the most essential item regarding the royalty-based alternative.Additionally,it is also defined that equity-based crowdfunding alternative is the most significant for the service development process of clean energy investment projects.In this way,it will be possible to provide a continuous resource for clean energy investment projects.On the other hand,by providing financing with equity,there will be no fixed financing cost for clean energy investors.If these investors make a profit,they distribute dividends with the decision of their authorized bodies.

文摘China’s service sector has developed a lot in the 13th Five-Year Plan period,and is positioned to upgrade on all fronts in the new era. In the 14th Five-Year Plan period,China’s service sector boasts huge potentials and is expected to maintain steady growth. By2025, the service sector is expected to account for 59.05% of total value added, 54.96% ofemployment, 60.51% of fixed asset investment, and 50.04% of consumption. Service laborproductivity will rise from 143,400 yuan/person in 2019 to 178,400 yuan/person by 2025.It can thus be concluded that in the 14th Five-Year Plan period, China’s service sectorwill play a dominant role in the economy and head toward higher quality development. Toachieve this goal, we must allow for the decisive role of the market and the fundamentalrole of the government, and open up new prospects in development of the service sector withrespect to digilitalization, platform-based operations, smart technology, integration, andstandardization.

To suit this trend, there will be three provision modes as Session Initiation Protocol (SIP) server, Open Service Access (OSA) application server and intelligent network(IN) in Next Generation Network (NGN), provides all kinds of services and applications to the subscribers. With the popularity of broadband access and Internet, the NGN will provide single telecommunication service and act as the important national infrastructure to offer various information services to the subscribers. The service provision mode will be more open, diversified, and individualized.
文摘This paper suggests that a new approach should be taken for the development of China's service sector. Priorities for this include: appropriate objectives for service sector development, enhanced functionality, integrated development between manufacturing and services, improved regional layout of the service sector, and the emergence of reputable brands and leading enterprises. Well-designed and effective industrial policies, as well as calls for major breakthroughs in institutional mechanisms, must support the development of the service sector. Additionally, excessive burdens and difficult financing channels need to be addressed. More attention should be paid to the construction of the credit system, service standardization, and service statistical accounting as element tasks.

文摘Purpose:The main objective of this work is to show the potentialities of recently developed approaches for automatic knowledge extraction directly from the universities’websites.The information automatically extracted can be potentially updated with a frequency higher than once per year,and be safe from manipulations or misinterpretations.Moreover,this approach allows us flexibility in collecting indicators about the efficiency of universities’websites and their effectiveness in disseminating key contents.These new indicators can complement traditional indicators of scientific research(e.g.number of articles and number of citations)and teaching(e.g.number of students and graduates)by introducing further dimensions to allow new insights for“profiling”the analyzed universities.Design/methodology/approach:Webometrics relies on web mining methods and techniques to perform quantitative analyses of the web.This study implements an advanced application of the webometric approach,exploiting all the three categories of web mining:web content mining;web structure mining;web usage mining.The information to compute our indicators has been extracted from the universities’websites by using web scraping and text mining techniques.The scraped information has been stored in a NoSQL DB according to a semistructured form to allow for retrieving information efficiently by text mining techniques.This provides increased flexibility in the design of new indicators,opening the door to new types of analyses.Some data have also been collected by means of batch interrogations of search engines(Bing,www.bing.com)or from a leading provider of Web analytics(SimilarWeb,http://www.similarweb.com).The information extracted from the Web has been combined with the University structural information taken from the European Tertiary Education Register(https://eter.joanneum.at/#/home),a database collecting information on Higher Education Institutions(HEIs)at European level.All the above was used to perform a clusterization of 79 Italian universities based on structural and digital indicators.Findings:The main findings of this study concern the evaluation of the potential in digitalization of universities,in particular by presenting techniques for the automatic extraction of information from the web to build indicators of quality and impact of universities’websites.These indicators can complement traditional indicators and can be used to identify groups of universities with common features using clustering techniques working with the above indicators.Research limitations:The results reported in this study refers to Italian universities only,but the approach could be extended to other university systems abroad.Practical implications:The approach proposed in this study and its illustration on Italian universities show the usefulness of recently introduced automatic data extraction and web scraping approaches and its practical relevance for characterizing and profiling the activities of universities on the basis of their websites.The approach could be applied to other university systems.Originality/value:This work applies for the first time to university websites some recently introduced techniques for automatic knowledge extraction based on web scraping,optical character recognition and nontrivial text mining operations(Bruni&Bianchi,2020).

文摘Purpose: This paper relates the definition of data quality procedures for knowledge organizations such as Higher Education Institutions. The main purpose is to present the flexible approach developed for monitoring the data quality of the European Tertiary Education Register(ETER) database, illustrating its functioning and highlighting the main challenges that still have to be faced in this domain.Design/methodology/approach: The proposed data quality methodology is based on two kinds of checks, one to assess the consistency of cross-sectional data and the other to evaluate the stability of multiannual data. This methodology has an operational and empirical orientation. This means that the proposed checks do not assume any theoretical distribution for the determination of the threshold parameters that identify potential outliers, inconsistencies, and errors in the data. Findings: We show that the proposed cross-sectional checks and multiannual checks are helpful to identify outliers, extreme observations and to detect ontological inconsistencies not described in the available meta-data. For this reason, they may be a useful complement to integrate the processing of the available information.Research limitations: The coverage of the study is limited to European Higher Education Institutions. The cross-sectional and multiannual checks are not yet completely integrated.Practical implications: The consideration of the quality of the available data and information is important to enhance data quality-aware empirical investigations, highlighting problems, and areas where to invest for improving the coverage and interoperability of data in future data collection initiatives.Originality/value: The data-driven quality checks proposed in this paper may be useful as a reference for building and monitoring the data quality of new databases or of existing databases available for other countries or systems characterized by high heterogeneity and complexity of the units of analysis without relying on pre-specified theoretical distributions.
文摘Purpose:Changes in the world show that the role,importance,and coherence of SSH(social sciences and the humanities)will increase significantly in the coming years.This paper aims to monitor and analyze the evolution(or overlapping)of the SSH thematic pattern through three funding instruments since 2007.Design/methodology/approach:The goal of the paper is to check to what extent the EU Framework Program(FP)affects/does not affect research on national level,and to highlight hot topics from a given period with the help of text analysis.Funded project titles and abstracts derived from the EU FP,Slovenian,and Estonian RIS were used.The final analysis and comparisons between different datasets were made based on the 200 most frequent words.After removing punctuation marks,numeric values,articles,prepositions,conjunctions,and auxiliary verbs,4,854 unique words in ETIS,4,421 unique words in the Slovenian Research Information System(SICRIS),and 3,950 unique words in FP were identified.Findings:Across all funding instruments,about a quarter of the top words constitute half of the word occurrences.The text analysis results show that in the majority of cases words do not overlap between FP and nationally funded projects.In some cases,it may be due to using different vocabulary.There is more overlapping between words in the case of Slovenia(SL)and Estonia(EE)and less in the case of Estonia and EU Framework Programmes(FP).At the same time,overlapping words indicate a wider reach(culture,education,social,history,human,innovation,etc.).In nationally funded projects(bottom-up),it was relatively difficult to observe the change in thematic trends over time.More specific results emerged from the comparison of the different programs throughout FP(top-down).Research limitations:Only projects with English titles and abstracts were analyzed.Practical implications:The specifics of SSH have to take into account—the one-to-one meaning of terms/words is not as important as,for example,in the exact sciences.Thus,even in co-word analysis,the final content may go unnoticed.Originality/value:This was the first attempt to monitor the trends of SSH projects using text analysis.The text analysis of the SSH projects of the two new EU Member States used in the study showed that SSH’s thematic coverage is not much affected by the EU Framework Program.Whether this result is field-specific or country-specific should be shown in the following study,which targets SSH projects in the so-called old Member States.
