Human Rights and Development:China's Contributions Based on a Larger Concept of Human Rights

The Western liberal view of global governance can no longer effectively address the challenges facing the world today or respond to the demands of developing countries in the fields of human rights and development.Meanwhile,the United Nations human rights and development agenda also has its limitations.Against such a backdrop,China's path of human rights development has avoided the trap of human rights confrontation and the clash of civilizations.It has set an example of complementarity and positive interaction between human rights and development by unifying collective human rights with individual human rights and integrating the universality and particularity of human rights.Xi Jinping,general secretary of the Communist Party of China(CPC)Central Committee,delivered a speech at the 37th group study session of the Political Bureau of the CPC Central Committee on China's Path of Human Rights Development.This elevated China's human rights development to a new historical height.Practice has proved that China's concept and path of human rights in the new era have not only effectively promoted the development of its human rights cause,but also contributed Chinese wisdom to the global cause of human rights and development with a larger concept of human rights.Under the framework of the concept of building a community with a shared future for mankind,the Belt and Road Initiative,and the Global Development Initiative,China has contributed to enhancing the discourse power of developing countries in human rights and building a fairer,more just,more reasonable and more inclusive system for global human rights governance.

Pioneering a New Realm of Human Rights Civilization in the Chinese Path to Modernization——An Overview of the Symposium on“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”

On October 14,2023,a symposium themed“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”was held in Changchun,Jilin Province,China.More than fifty experts,scholars,and researchers from national institutions and universities engaged in discussions and exchanges on human rights on the Chinese path to modernization,including the path,practice,knowledge systems,and civilization forms of human rights.This symposium played a significant role in advancing the construction of the disciplinary system,academic system,and discourse system of human rights in China.

Harmonious Development of Utilization and Protection of Tidal Flats and Wetlands-A Case Study in Shanghai Area

Spatial, environmental, and material resources are important for tidal flats and wetlands, thus, a harmonious balance between utilization and protection should be maintained. In the present study, the concept of tidal flat is defined, and its spatial limitation is also clarified. Located at the Yangtze Estuary, tidal flats in Shanghai area are selected for study. The relationship between water discharge and sediment transport of the Yangtze River, allowed exploration intensity and needs for wetland protection are discussed in the paper. The dynamic process and changing trend for different types of tidal flats are illustrated in detail. Regulations are proposed for a reasonable exploitation, dynamic protection, and ecosystem restoration of each individual tidal fiat and wetland. Some valuable suggestions are put forward for further study about the sustain＇able exploitation of offshore resources in Shanghai area.

A Historical Review of the Development of Women’s Higher Education in China (1908-2020): Stages, Explanations, and Trends

The development of women’s higher education in China can be divided into four stages:emergence(1908-1948);foundation(1949-1976);accelerating development(1977-2008);and the qualitative leap(2009-2020).This work considers the principal institutional mechanisms that contributed to this development.First,flexibly planned parenthood gradually promoted gender equality and openness in society facilitated by systematic“awards,grants,and loans”initiatives to support women’s higher education economically.Second,compulsory education ensured that left-out and migrant children had access to higher education.Third,effective connectivity across different education types bridged education gaps between those with different levels of education.Fourth,China made great efforts to invite and integrate international experiences that promoted the development of women’s higher education.Looking beyond these achievements,we also discuss the future trends of women’s higher education in China.

Given the ample evidences from present studies on national-level innovation policies evolution and mechanisms,this paper contributes to a city-level understanding towards innovation-related state restructuring,the consequent innovation policy change and its relational performance with urban development in post-reform Shanghai,China from an input-output perspective.It unfolds that state restructuring relinquishing state power to the market has revived non-government innovation activities and a synchronous,though a bit backward,firms-oriented transition towards innovation development in Shanghai throughout 1990s has been observed.Though scholars are reluctant to label the party-state in post-reform China as a developmental state due to dysfunctionality of state intervention in corporate sectors,in the field of technological upgrading,such top-down,elite driven and state-sponsored mode giving priority to innovation competitiveness well captures the developmental state model at local level,thus exhibits elements of local developmental state.Impacts of this restructuring and policy change are substantial,which can be observed in the soaring increase of science and technology expenditures and patents applications in Shanghai.Additional analysis further unveils that in most circumstances,innovation growth kept paces with urban development,yet its synergy with economic development and permanent residents is more significant than with other aspects.
