Constructing a standard system of city sustainable development assessment technology based on the SDGs

Given the rapid development of China’s new urbanization,cities with different locations and varying functional positioning,resource endowments,and development stages have insufficient scientific and applicable technical tools for implementing the United Nations Sustainable Development Goals(SDGs).City managers and policymakers must urgently establish SDG benchmarks to diagnose city development.Moreover,successful experiences from similar cities regarding sustainable development and self-improvement must be learned from to promote diversified,sustainable development across the country.Furthermore,emerging technologies such as artificial intelligence,the Internet of Things,big data and 5G are widely used in smart cities.Therefore,there is a growing need for“knowledge-based,personalized and intelligent”technologies to support monitoring,evaluation,and decision-making processes facilitating sustainable development in cities.This paper uses standardization as the theoretical support and technical basis.This approach can help clarify the sustainable development processes in China and clarify the evaluation results of and provide data on horizontal city comparisons,which can be used to develop evaluation technology for sustainable development in cities and construct a standardized system.The results provide a standard framework for intelligent assessment and decision-making regarding cities’sustainable development capabilities in China.Evaluating major international standardization institutions reveals that the practices of Chinese national standards should be fully absorbed and integrated to guide the evaluation of smart,resilient,and low-carbon cities.To this end,an indicator library of city sustainable development is proposed to provide standard evaluation technology methods.Finally,analyzing the response relationship of the indicator library to SDGs reveals the need for a standardized knowledge map of sustainable development assessment techniques and methods from the perspective of integrated management for sustainable development in cities.

Professional Development of County-level Physical Education Teachers from the Perspective of the New Curriculum Standards:A Case Study of Huaiji County

Using methods such as questionnaire survey and literature review,a survey was conducted on the professional development of physical education teachers in Huaiji County under the background of the new curriculum standards.The research results found that physical education teachers in Huaiji County have a relatively good distribution structure in terms of teaching experience,age,and education level,but the gender ratio and professional title ratio need to be improved.In terms of professional competence,teachers have shown good performance in teaching implementation ability,but there is still room for improvement in teaching design ability.A certain proportion of teachers still express dissatisfaction with professional title promotion,hardware configuration satisfaction,salary and benefits,and school reward mechanisms.Based on this,this study proposes some measures to improve the professional development level of county-level physical education teachers,such as enhancing teachers teaching design and implementation abilities,strengthening the cultivation of technical action demonstration abilities,improving hardware configuration satisfaction and teaching effectiveness reflection level,strengthening guidance and support for teachers professional development,and enhancing the promotion and implementation of post employment training.

New Thoughts on Standardization and Its Developmental Trend

The standardization community need to recognize the nature of standards. In the 199os, I put forward that standards are restraints by nature. First of all, those restraints are imposed by humans to create order and obtain benefits rather than being formed naturally. Secondly, they are good for development; otherwise, there is no necessity for its existence. Furthermore, they can bring both economical and social benefits. Finally, those restraints are characterized by specific methods, such as simplification （including serialization and universalization）, unification, modularization, routinization and comprehensive standardization. Standardization is how such restraints are implemented.

Mechanism Research on Standardized Development of Rural Private Finance

In generalizing the researching conditions of researchers on private finance,the paper introduces the connoted meaning of rural private finance broadly and narrowly.The paper states the forms of rural private finance(including private loaning,private bank,rural private collecting,financing organizations,cooperatives,NGO,small loaning organizations and so on),the relations between rural private finance and rural economic relations,pointing out that it is the combination of the strong and the weak,which may generate benefits with the operation of marketing mechanisms.The paper analyzes the historical causes,supervision causes and cultural causes of rural private finance,discussing mechanisms of standardized development of rural private finance:firstly,standardize the organization management mechanisms,including scaled controlling mechanisms and bank management mechanisms;secondly,complete finance supervision mechanisms;thirdly,moderate government intervention,including affording liberal policy environment and reducing the improper intervention;fourthly,upgrading qualities mechanisms,including cultivating the rural credit culture and improving the quality of regulatory personnel.

Integration of Transport and Land Use Planning by Transit-Oriented Development for Economic Sustainability of the Standard Gauge Railway Projects in Tanzania

Tanzania is one of the countries in Africa that has engaged in the projects for construction of the electrified Standard Gauge Railway (SGR). However, lack of integration of transportation and land-use planning threatens economic sustainability of the SGR project. This study was carried out for the purpose of finding-out how transportation can be integrated with land-use planning for economic sustainability of the project. The study was carried-out by using qualitative research approach through demonstration as case study. Findings show that construction of the SGR is not integrated with land-use planning around the stations and along the SGR corridor. It is concluded that economic sustainability of the SGR projects can be achieved by integration of transport and land-use planning. As demonstrated, it is recommended to deliberate for integration of transportation and land-use planning in the SGR projects of which the prime land within Transit Stations can be efficiently used by using Transit Oriented Development and secure more land for production activities around the Transit Stations and along the SGR corridor.
