Science and Technology Promotion Policies of Strategic Emerging Industries in Anhui Province

In recent years,based on advantages of industry,market,science and technology and other development environment,strategic emerging industries in Anhui Province are developing rapidly,and emerging industries such as new energy,new materials,new generation of information technology occupy an important market share in China and even the world.However,there are still a number of problems in the process of development,and the policy support has a greater impact.In this paper,the development status of strategic emerging industries in Anhui Province was discussed firstly,and then the challenges and problems of the development was discussed.Finally,some science and technology promotion policies of strategic emerging industries in Anhui Province were proposed.

Strategies for the High-quality Development of Strategic Emerging Industries in Anhui Province

Relying on its unique geographical location,rich scientific and educational resources,perfect industrial system,advanced infrastructure and efficient government service policies,Anhui Province,as a traditional manufacturing province in China,provides a solid foundation for the cultivation and development of strategic emerging industries.These factors open up a new situation for the high-quality development of strategic emerging industries in Anhui Province.However,the development of emerging industries in Anhui Province is also facing the challenges of the pressure of market competition,capital and technology,as well as the imbalance of regional development.To this end,it is necessary to further increase the introduction of talents and technology,widely absorb all kinds of capital,constantly optimize the industrial layout,and strive to enhance the ability of scientific and technological innovation.At the same time,it is needed to actively expand domestic and foreign markets,and promote the development of industrial clusters to make Anhui Province's strategic emerging industries bigger and stronger.

Expansion of Technical Innovation and Demand Determines Production Organization Pattern in Strategic Emerging Industries——Taking Example of TFT-LCD Industry

Taking the evolution process of TFT-LCD industry as an example,this paper applied history-friendly model to analyze the effect of technology innovation and learning,and market demand growth and fluctuation on the evolution of production organization pattern in strategic emerging industries.Our research indicates that:(1) when market demand maintains linear growth,continuous technology innovation capabilities of vertically integrated enterprises in leading position of an industry are the key factor in deciding whether dominant production organization pattern will shift from vertical integration to specialization;(2) when market demand is in cyclical fluctuation,the technology learning capabilities of specialized enterprises in catch-up position are the key factor in deciding whether dominant production organization pattern will shift from vertical integration to specialization;(3) when market demand growth is under cyclical fluctuation,if the relative gap between technology innovation capabilities of vertically integrated enterprises and technology learning capabilities of specialized enterprises remains constant,the phase when industry cycle moves from trough to plateau is the best time window for specialized enterprises to catch up with and overtake vertically integrated enterprises.Hence,policy design supporting the development of strategic emerging industries should give full consideration to factors like market demand environment and technology innovation and learning capabilities of domestic enterprises.

Industrial Ecosystem and the Development of Strategic Emerging Industries

Based on the theories of business ecosystem and national innovation system, this paper proposes a concept of industrial ecosystem. Differ from ecologists and environmentalists who regard industrial ecosystem as the natural ecosystems in which material, energy and information circulates, this paper defines industrial ecosystem as a set of factors that are vital to the development of a certain industry and their interrelationship. The industrial ecosystem consists of three sub-systems that are innovation ecosystem, production ecosystem, and application ecosystem, and subsidiary factors that include factor supply, infrastructure, socio-cultural environment, international environment and policy system. The industrial ecosystem is characterized by interdependencies, complex interactions, self-recovery and co-evolution. The development of an industry is＇ the result of the reaction of the whole industrial ecosystem; therefore, the competition in strategic emerging industries among countries is in essence the competition in industrial ecosystems. Those countries which are able to take the lead in setting up complete industrial ecosystem will occupy advantage in developing strategic emerging industries. Cultivating and developing strategic emerging industries requires promoting the development and coordination of the whole ecosystem.

Market Demand,Technological Innovation and Development of China's Strategic Emerging Industries

Strategic emerging industries have become an important engine of economic growth and main power to boost improvement.We gather panel data of 31 provinces and cities in China from 2003 to 2013,and empirically analyze the impact of market demand,R&D investment,technology innovation and new products output on the development of China's strategic emerging industries. The results suggest the growing domestic and international market demands are main factors to the development of strategic emerging industries.R&D investment,technology innovation and new products output also play important roles in promoting the development of strategic emerging industries. The objective conclusions are obtained through theoretical and empirical analyses.

Mapping the Layout of China's Strategic Emerging Industries

Currently,technology,human resources,economic development level and resource endowment determine the spatial layout of China's strategic emerging industries,whose development is dominated by large state-owned enterprises and leading firms.Disparities in the layout of strategic emerging industries are limited for economically developed regions in China but significant for less developed regions.In this context,the Chinese government should be alarmed of repetitive development and excessive input of industrial resources;encourage the development of private capital and prevent the monopoly of state-owned enterprises;adopt a strategy of complementary advantages,and promote industrial relocation for the multi-tiered and non-equilibrium development of strategic emerging industries in China.

Empirical Research on Sticky Cost in Strategic Emerging Industries

Cost Stickiness theory believe that costs do not linearly change with the volume ofbusiness, when business increased it increases more cost than when business volume decreased by the same amount it reduces. Use sticky cost theory to the process of cost management can improve the efficiency of enterprises＇ cost plan and cost control. The national twelith five year plan proposed to vigorously develop strategic emerging industries, if the strategic emerging industry also has the cost stickiness, we can apply sticky cost theory to the process its cost management. The author selected 120 listing corporations＇ financial data in China during 2007-2012 belongs to the emerging industries. Through empirical study, we found that the strategic emerging industry does not exist sticky cost beheavior. This may because China＇s strategic emerging industrie is still in the initial reason.

Since the State Council issued The Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries and the construction of the Central Plains Economic Zone was regarded as a national strategy, accelerating the cultivation and development of strategic emerging industries has been placed to a prominent position to promote the upgrading of the strategic adjustment of the economic structure and industrial transformation. In this paper, three primary indexes and eight secondary indexes are selected to construct the growth evaluation index system in Henan's strategic emerging industries; Based on Factor Analysis, the enterprise growth of strategic emerging industries in Henan Province was evaluated comprehensively. An Analysis of Knowledge Sharing Approaches for Emerging-technology-based Strategic Alliances in Electronic Industry

Emerging technologies are now initiating new industries and transforming old ones with tremendous power. They are different games compared with established technologies with distinctive characteristics of knowledge management in knowledge-based and technological-innovation-based competition. How to obtain knowledge advantage and enhance competences by knowledge sharing for emerging-technology-based strategic alliances （ETBSA） is what we concern in this paper. On the basis of our previous work on emerging technologies＇ distinctive attributes, we counter the wide spread presumption that the primary purpose of strategic alliances is knowledge acquiring by means of learning. We offers new insight into the knowledge sharing approaches of ETBSAs - the knowledge integrating approach by which each member firm integrates its partner＇s complementary knowledge base into the products and services and maintains its own knowledge specialization at the same time. So that ETBSAs should plan and practice their knowledge sharing strategies from the angle of knowledge integrating rather than knowledge acquiring. A four-dimensional framework is developed to analyze the advantages and disadvantages of these two knowledge sharing approaches. Some cases in electronic industry are introduced to illustrate our point of view.

Construction of a Multi-Level Strategic System for Cultivating Cultural Industry Management Talents in Colleges and Universities

Through SWOT(strengths,weaknesses,opportunities,and threats)and PEST(political,economic,social,and technological)analysis,this study discusses the construction of a multi-level strategic system for the cultivation of cultural industry management talents in colleges and universities.First of all,based on SWOT analysis,it is found that colleges and universities have rich educational resources and policy support,but they face challenges such as insufficient practical teaching and intensified international competition.External opportunities come from the rapid development of the cultivation of cultural industry management talents and policy promotion,while threats come from global market competition and talent flow.Secondly,PEST analysis reveals the key factors in the macro-environment:at the political level,the state vigorously supports the cultivation of cultural industry management talents;at the economic level,the market demand for cultural industries is strong;at the social level,the public cultural consumption is upgraded;at the technological level,digital transformation promotes industry innovation.On this basis,this paper puts forward a multi-level strategic system covering theoretical education,practical skill improvement,interdisciplinary integration,and international vision training.The system aims to solve the problems existing in talent training in colleges and universities and cultivate high-quality cultural industry management talents with theoretical knowledge,practical skills,and global vision,so as to adapt to the increasingly complex and diversified cultural industry management talents market demand and promote the long-term development of the industry.
