Operational Performance Evaluation of Corn Processing Industry Technological Innovation Alliance Based on Survey Data in Heilongjiang Province

This paper selected the corn processing industry technology innovation alliance in Heilongjiang Province as the research object, evaluated the operational performance of the alliance by using analytic hierarchy process(AHP) and fuzzy comprehensive evaluation methods. AHP empirical results showed that the satisfaction of information communication and the satisfaction of the management process were the weakest. And the order from high to low on the level of indicators of the impact for the alliance was the result of alliance operations and the process of alliance operations, the behavioral attitude of alliance members. Besides, the results of fuzzy comprehensive evaluation showed that the operational performance of the corn processing industry technology innovation alliance in Heilongjiang Province was in the general level.

Market Demand,Technological Innovation and Development of China's Strategic Emerging Industries

Strategic emerging industries have become an important engine of economic growth and main power to boost improvement.We gather panel data of 31 provinces and cities in China from 2003 to 2013,and empirically analyze the impact of market demand,R&D investment,technology innovation and new products output on the development of China's strategic emerging industries. The results suggest the growing domestic and international market demands are main factors to the development of strategic emerging industries.R&D investment,technology innovation and new products output also play important roles in promoting the development of strategic emerging industries. The objective conclusions are obtained through theoretical and empirical analyses.

A Research Review on Strategic Alliance of Industrial Technology Innovation

As technological innovation has been taking a predominant role in today 's industry,strategic alliance of industrial technology innovation is an expansion in the layer of technological development and strategic alliance industry.In China,the national innovation system hasn 't been perfect yet,strategic alliance of industrial technology innovation is still a new-born object which needs further theoretical studies and practical explorations.

Group Innovation Ability of Agricultural Technological Innovation Strategic Alliance

Agricultural technological innovation strategic alliance, as an important form of strategic alliance, has steadily strengthened the collaborative management among organizations and raised competitive power with the backing of improved group innovation ability. This article studies innovation ability from individual innovation ability to the group innovation ability. Firstly, basic connotation of group innovation ability is to be concluded through the comparison of individual and group innovation ability. Secondly, evaluation index system is to be established based on the influencing factors of the group innovation ability of agricultural technological innovation strategic alliance and evaluation is based on three dimensions, namely organization technological innovation ability, alliance collaborative innovation ability as well as innovation environment. Furthermore, basic methods for promoting the group innovation ability of alliance are to be proposed.

Expansion of Technical Innovation and Demand Determines Production Organization Pattern in Strategic Emerging Industries——Taking Example of TFT-LCD Industry

Taking the evolution process of TFT-LCD industry as an example,this paper applied history-friendly model to analyze the effect of technology innovation and learning,and market demand growth and fluctuation on the evolution of production organization pattern in strategic emerging industries.Our research indicates that:(1) when market demand maintains linear growth,continuous technology innovation capabilities of vertically integrated enterprises in leading position of an industry are the key factor in deciding whether dominant production organization pattern will shift from vertical integration to specialization;(2) when market demand is in cyclical fluctuation,the technology learning capabilities of specialized enterprises in catch-up position are the key factor in deciding whether dominant production organization pattern will shift from vertical integration to specialization;(3) when market demand growth is under cyclical fluctuation,if the relative gap between technology innovation capabilities of vertically integrated enterprises and technology learning capabilities of specialized enterprises remains constant,the phase when industry cycle moves from trough to plateau is the best time window for specialized enterprises to catch up with and overtake vertically integrated enterprises.Hence,policy design supporting the development of strategic emerging industries should give full consideration to factors like market demand environment and technology innovation and learning capabilities of domestic enterprises.

An Analysis of Knowledge Sharing Approaches for Emerging-technology-based Strategic Alliances in Electronic Industry

Emerging technologies are now initiating new industries and transforming old ones with tremendous power. They are different games compared with established technologies with distinctive characteristics of knowledge management in knowledge-based and technological-innovation-based competition. How to obtain knowledge advantage and enhance competences by knowledge sharing for emerging-technology-based strategic alliances （ETBSA） is what we concern in this paper. On the basis of our previous work on emerging technologies＇ distinctive attributes, we counter the wide spread presumption that the primary purpose of strategic alliances is knowledge acquiring by means of learning. We offers new insight into the knowledge sharing approaches of ETBSAs - the knowledge integrating approach by which each member firm integrates its partner＇s complementary knowledge base into the products and services and maintains its own knowledge specialization at the same time. So that ETBSAs should plan and practice their knowledge sharing strategies from the angle of knowledge integrating rather than knowledge acquiring. A four-dimensional framework is developed to analyze the advantages and disadvantages of these two knowledge sharing approaches. Some cases in electronic industry are introduced to illustrate our point of view.

Analysis of the Tendency and Characteristics of the Cluster Development of the Strategic Emerging Industry in China

It is an important strategy to accelerate the cluster development of the strategic emerging industry for the economic and social development in China,which is also carried out in the transformation process at both the central and provincial levels.The cluster development of the strategic emerging industry embodies spatial agglomeration,being innovation- driven and industry convergence and so on,taking on such characteristics as the external promotion of the government policies,the internal promotion of the market mechanism.support of culture and tradition and the continuous impetus of innovation.In the backdrop of the present national conditions of China,we are proceeding from the primary stage to the mature stage of the cluster development of the strategic emerging industry.As for the advanced stage,the innovation- driven,cross- region and international cluster development will be realized.

新质生产力:一个理论框架与指标体系

新质生产力是习近平总书记2023年9月在黑龙江考察调研期间提出的一个全新概念。它以科技创新为关键核心,在最大程度释放人的创造性和保护生态环境的基础上,以战略性新兴产业和未来产业为支柱,构建现代化产业体系。本文从生产力三个构成要件对应性构建了衡量指标,提出了1-2-3-4的新质生产力理论框架,为后续生产力研究奠定了基础。“1”即一个关键核心,以科技创新为关键核心;“2”即两个根本原则,即最大程度释放人的聪明智慧原则和最大限度保护生态环境原则;“3”即三个基本要求,即低污染、低消耗、低投入;“4”即四个主要内容,即形成新的竞争优势、培育现代企业群体、构建现代产业体系和建立良好生态环境。并提出培育新质生产力的四个主要路径:一是优化人力资本结构;二是健全科技创新体制;三是完善现有产业体系;四是营造良好生态环境。

新质生产力的基本意涵、实现机制与实践路径

习近平总书记创造性地提出了“新质生产力”这一全新概念,随着新质生产力日渐成为产业变革和社会发展的重要驱动力,有必要对新质生产力的基本意涵、实现机制与实践路径进行研究。新质生产力是生产力要素全新质态的生产力,由新质劳动者、新质劳动资料、新质劳动对象构成,主要表现为以数字技术为基础的数字生产力、以低碳绿色为核心价值的绿色生产力、以发展海洋经济为主的蓝色生产力。新质生产力的持续催生,需要理念引领机制、动力机制、主体参与机制和保障机制共同发挥作用。当前及未来我国加速发展新质生产力,应不断调整生产关系以适应生产力的发展要求,协调好政府与市场的关系,夯实新质生产力的人才储备基础,壮大战略性新兴产业和未来产业。

人工智能驱动新质生产力形成的生成逻辑、运行机制与实践进路

新质生产力作为生产力发展的质变形态,体现了人工智能、大数据、云计算等新一代信息技术对传统生产方式和生产关系的根本性变革。人工智能对生产力的质性重塑集中体现在劳动者、劳动资料和劳动对象三大生产力要素上,即强化劳动者的劳动能力,引领劳动资料智能化与数字化革新,拓展劳动对象的范围和边界。作为新一轮产业变革的核心驱动力,人工智能从微观、中观、宏观三个层面促进新质生产力的形成。在企业微观层面,人工智能通过劳动要素替代效应推动劳动力需求向高技能的“脑力化”转换、人机交互模式的生产协同性赋能企业智能制造水平的高效能跃升、自动化生产的智能运转促进资源配置效率优化等路径实现企业生产要素配置的智能化形塑;在产业中观层面,人工智能促进传统产业数实深度融合、赋能数字化战略性新兴产业实现乘数增长、规模化应用重构智能产业链和创新链等途径促进产业转型升级,实现产业结构的智能化进阶;在国家宏观层面,人工智能技术的加速发展与应用赋能国家治理体系建设,推动社会治理精准化、政府决策科学化、公共服务高效化,形成了一种与新质生产力相适应的新型生产关系,实现国家治理的智能化转型。在生成式人工智能技术进化加速的新形势下,我国应进一步加快推动人工智能驱动新质生产力形成。一是坚持科技自主创新,以人工智能优化生产要素。健全人工智能人才培养机制,培育高技能水平的新型劳动者;提升人工智能场景创新能力,促进科技创新成果广泛应用;加快人工智能关键技术攻关,充分激活数据要素乘数效应潜能。二是加速推进产业数实深度融合,以人工智能大力推进现代化产业体系建设。推动传统产业智能化改造,实现基础设施连接能力迭代;培育壮大战略性新兴产业,构建人工智能的产业生态圈;探索先行先试改革,前瞻布局未来产业。三是建立健全人工智能治理体系,助力国家创新体系建设提质增效。以数字政府建设驱动国家治理的智能化转型;以智能赋能推动市场经济体系提质增效;以智能化发展提升国家创新体系效能。

战略差异度、技术创新与企业全要素生产率——来自A股上市公司的经验证据

战略差异度对企业的影响是学术界关注的重要问题,而企业能否通过加大战略差异度进而提升全要素生产率为研究企业战略决策方面提供了不同的切入点。采用2009-2020年沪深A股上市公司的数据样本,实证检验了战略差异度对企业全要素生产率的影响。研究结果表明,战略差异度对企业全要素生产率起到显著的正向作用,技术创新在战略差异度影响企业全要素生产率的传导路径上存在中介效应。进一步研究发现,高行业竞争水平、高信息透明度和低融资约束企业的战略差异度越大对全要素生产率的正向作用越显著。研究丰富了全要素生产率的相关文献,并为其提供了研究的新视角。同时有助于企业利益相关者理解战略决策的经济后果,对指导和促进企业进行战略变革及获取竞争优势提供理论参考。

新质生产力与现代化产业体系建设

随着新一轮科技革命和产业变革的兴起,数据等新型生产要素不断涌现,生产力发展进入新阶段。建设现代化产业体系,关键在于大力发展新质生产力。立足于中国式现代化和经济高质量发展的新时代需求,新质生产力不断引领生产方式、商业模式和发展动能发生根本性变革,对推动经济社会发展和构建现代化产业体系的作用愈发明显。发展新质生产力与构建现代化产业体系是相辅相成、相互促进的,现代化产业体系是新质生产力的根本依托,新质生产力是现代化产业体系建设的助推器。新质生产力代表了生产力发展的最新阶段和方向,体现了现代科技创新的高度集成与应用,是引领现代化产业体系建设的重要动力源泉。在现代化产业体系建设过程中,必须全面融入新质生产力,形成与之高度契合的产业结构、组织形式和生态系统。为更快形成新质生产力,构建现代化产业体系,应积极攻克关键核心技术,优化升级产业链供应链,改造提升传统产业,培育壮大战略性新兴产业和未来产业,大力发展数字经济。

辽宁省科技成果转化存在的问题及对策研究

在国家创新驱动的发展国策下,科技成果转化日益成为促进区域经济发展的重要引擎,党和国家的政策也明确指出了科技创新和经济相结合的发展方向,因此,科技成果转化作为两者的结合点被提上了日程,成为制约区域经济发展的重要环节。然而,辽宁在科技资源分配及产学研协调沟通机制上存在不足,导致辽宁科技创新成果的本地转化率并不高,这在一定程度上限制了辽宁经济的增长。基于此,本文通过梳理科技创新价值链和科技成果转化过程研究,剖析辽宁省科技成果转化存在的问题,并根据辽宁的实际情况和区域特色,构建具有辽宁地方特色的科技成果转化模式,期望能够引领地区产业发展,提高区域科技创新能力,有效促进科技成果本地转化。

战略性新兴产业和未来产业发展的标准化策略

战略性新兴产业和未来产业已成为我国实现经济转型的重要战略支撑,标准是产业发展不可或缺的推动工具,产业发展是以重大科技创新突破为核心,标准与科技创新紧密关联,标准化在推进产业发展中发挥着基础性、引领性作用。为促进战略性新兴产业和未来产业高质量发展,对标准化工作提出3点建议:一是要充分发挥标准的引领作用,在产业发展初期,敢于探索制定标准,随着产业发展和技术进步,进一步完善修订标准;二是要充分利用我国现行的“二元”标准体系,及时将研究成果转化为标准,占领市场发展先机;三是要强化交流与合作,推进战略性新兴产业和未来产业标准与国际并跑、领跑,在国际竞争中取得更大的主动权和标准话语权。

中医药产业技术创新联盟的构建动机及运行机制研究——以江西省为例

基于中医药在改善民生、转变经济发展方式、弘扬中华文化、建设生态文明等国家大局中日益凸显的作用,结合产业技术创新联盟在推动产业发展、突破关键共性技术这一显著特点,提出中医药产业技术创新联盟的内涵,分析联盟构建动机。以江西省为例,从全生命周期角度提出中医药产业技术创新联盟的运行机制,保障联盟的稳定发展。

战略科技力量与大国兴衰的逻辑——以二战后美国科技博弈为例

研究战略科技力量如何影响大国兴衰及其核心逻辑,对于维护国家主权、安全与发展利益具有重大的意义。战略科技力量推动大国力量消长,加剧大国安全困境,打破大国内部权力均衡。基于对美苏、美日、美中科技博弈的历史与现实案例的考察可见,美国通过科技博弈巩固了霸权,延缓了霸权的衰落,但同时也对自身带来科技伦理风险、技术治理难题等挑战。战略科技力量博弈改变大国兴衰的内在规律,一些大国因此更深地陷入美国科技霸权体系,甚至有可能跌落成为次要国家。大国战略科技力量博弈是关乎综合国力、政治制度、科技联盟与创新模式的全方位博弈,竞争制胜需要具备强大的国家综合国力、良好的政策弹性与制度优势、科技“盟友”支持及灵活的科技创新模式。

战略性新兴产业技术创新效率及影响因素研究——基于新能源汽车产业视角

文章以2013—2022年新能源汽车产业链上的44家上市公司为研究对象,运用DEA-BCC模型和DEAMalmquist模型,分别从静态和动态视角测度其技术创新效率,并构建Tobit模型,分析影响其技术创新效率的内外部因素。研究发现:受规模效率和纯技术效率制约,新能源汽车产业技术创新效率整体偏低;研发费用加计扣除优惠对技术创新效率具有显著促进作用,所得税税收优惠和财政补贴对技术创新效率作用不理想;专利存量、企业规模、企业年龄和企业性质均对技术创新效率具有显著促进作用,研发人员、企业成长和财务杠杆对技术创新效率作用不理想。由此,提出鼓励兼并重组、强化知识产权保护、优化财税政策供给等对策建议。

广东省认证认可检验检测产业存在的问题与对策

我国战略性新兴产业、八大高技术服务业之一、国家重点发展的认证认可检验检测产业迎来了良好的发展机遇。广东认证认可检验检测产业存在定位不准、全球价值链底端锁定、服务能力不强、国际竞争力弱、高质量技术创新不足、行业治理乱象、品牌影响力弱等问题,本文建议将认证认可检验检测上升为广东省战略性新兴产业,以技术创新驱动、高起点数字化发展、现代化技术促弯道超车,提高产能及服务能力、加强行业治理、以品牌促发展,占领产业制高点,使其成为广东省经济的重要引擎和新经济增长点,引领广东经济高质量发展。

新一代信息技术产业联盟组合与创新能力研究

新一代信息技术产业的创新发展需要依托其产业内企业单元的创新实践,产业内的企业可以选择与外部组织建立多个联盟关系,形成联盟组合,以获取互补性资源、提高创新能力并建立竞争优势。构建联盟组合是企业解决创新实践中资源与能力需求的重要途径。然而,伴随着联盟组合高价值潜力的同时是其高失败率。本文以笔者主持的一项国家自然科学基金面上项目为基础,系统性梳理并总结了如何对联盟组合进行优势利导。首先,解构联盟组合,揭示出联盟组合本质上是一个包含多个联盟功能的核心企业的自我中心联盟网络,由内外双重因素双向驱动并由企业动态选择形成。其次,阐释联盟组合构型的各个维度及其与企业创新能力间的作用机制。进一步地,形成联盟组合治理的动态契合机制与框架,并解析联盟组合治理中外部政府力量及内部管理能力的重要作用。最后,提出了本文的主要研究贡献及未来的研究方向。

数字经济、战略性新兴企业进入与新质生产力培育

新质生产力是由生产要素创新性配置、技术要素革命性突破、产业结构转型性升级孕育出的当代新型先进生产力。近年来,我国战略性新兴产业快速发展,充分发挥了培育新质生产力的引擎作用。本文基于我国2010~2022年城市面板数据,采用双向固定效应模型,深入研究数字经济如何促进战略性新兴企业进入、进而孕育新质生产力。实证结果表明,数字经济能够通过人才集聚效应、产业结构合理化赋能功能和关键数字技术创新吸引战略性新兴企业进入。进一步研究发现,在东部地区、吸引外来投资较多和基础设施建设较为完善的城市中,这种影响更为显著。最后,经济后果检验表明数字经济促进战略性新兴企业进入同时有助于实现新质生产力的培育。本文研究结论为推动战略性新兴产业和新质生产力发展提供了启示,从而有助于持续的经济增长和创新。
