This paper analyzes the impact of talent policy on the R&D personnel recruitment and corporate innovation.The research is based on more than 5.8 million online recruitments from listed companies from 2017 to 2018.The study makes five principal findings.Firstly,companies affected by talent policy have significantly increased the number of R&D personnel recruited.Secondly,at the policy level,the incentive effect varies according to different levels of talent policy subsidies and threshold requirements,with more significant effects observed where subsidies are higher and threshold requirements are lower.Thirdly,at the enterprise level,the incentive effect is more significant for high-tech enterprises,better-governance companies,and non-state-owned enterprises.Fourthly,at the city level,the incentive effect is more significant in cities with better economic development,higher administrative levels,and better scientific research support environments.Finally,after the introduction of talent policy,there have been significant improvements in enterprises'R&D investment,patent output and R&D efficiency.In terms of R&D personnel recruitment,this paper provides micro-level evidence for the influence effect,and identifies specific mechanisms and boundary conditions of talent policy on corporate innovation.It expands the research on the influence effect of government and institutional factors on corporate innovation.In addition,it provides reference for accelerating the building up of a talent-strong country,deepening the implementation of innovation-driven development strategy and realizing economic transformation and upgrading. 展开更多

Globally,cities undergoing economic and governance transformations have expe-rienced surging demand and ample challenges with regard to the competition for talent at all levels.While competition for talent takes shape in a wide range of political-economic settings,it remains unclear how talent policy can be rationalized and implemented in Chinese cities where migration is subject to various degrees of control.This paper unravels the framework,nature and ramifications of talent policy through the explication of Shanghai’s case,a China’s most economically via-ble,migrant-receiving city.We show that the city’s talent policy is manipulated by selectively inclusive politics that has a binary effect of enabling the expansion of entitlements to talented migrants while at the same time justifying the significance of migration control.We posit that such selectively inclusive politics is embedded in entrepreneurial urban governance that prioritizes economic imperatives over the rights of migrant citizenship.Talent policy animated in Shanghai is functionally analogous to national policies employed by many countries to regulate immigration and citizenship status. 展开更多

Can Talent Policies Attract Population Inflows?—An Empirical Analysis Based on Spatial Panel Modeling

To analyze the spatial influence mechanism of talent policy on population flow, this study compares the government work reports of 31 provinces between 2008 and 2020, and quantifies regional talent policies in nine aspects, including talent evaluation and incentives, utilizing a comprehensive, standardized, and continuous approach. Additionally, this paper develops a spatial econometric analysis model and expands on the conventional neighborhood, distance, and economic matrices by constructing a spatial weight matrix that reflects talent flow. The findings indicate that population movement exhibits spatial clustering patterns. The regional government's talent policy, primarily based on talent evaluation and incentives, positively influences population inflow. Moreover, during the implementation of talent policies, local governments demonstrate cooperative relationships. The inter-regional spillover effect between talent evaluation and talent incentives is significantly positive. In other words, a stronger local talent evaluation policy, along with robust talent incentives, encourages population inflow from neighboring provinces. However, this conclusion may vary in different regions and over time. Recently, the spatial spillover effect of population inflow and the impact of talent policies have not shown significant results. Additionally, the attractiveness of talent evaluation in the eastern region surpasses that of talent incentives, while the opposite holds true for the central and western regions. This study investigates the impact of local government talent policies on population inflow and its spatial spillover effect, offering theoretical support for intergovernmental cooperation. 展开更多
