Scientific and technological services are necessary for strengthening agriculture.Under the new situation,agricultural research institutes should give full play to their advantages,strive to innovate scientific and technological services methods,and improve scientific and technological service levels.Combined with the practice of science and technology work of Institute of Plant Protection of Hebei Academy of Agricultural and Forestry Sciences,this paper made an in-depth analysis on the present situations and existing problems in the scientific and technological services of agricultural research institutes.Based on the analysis,it came up with recommendations including change ideological concepts,strengthening service awareness,adhering to people-oriented principle,enhancing the team building,improving mechanism construction,stimulating innovative vitality,exploring service methods,and enriching service connotation,so as to improve scientific and technological service works.

Thoughts on Science and Technology Service in Provincial Agricultural Research Institutes under the New Normal:Taking Changli Institute of Pomology of Hebei Academy of Agriculture and Forestry Sciences as an Example

In the context of the new normal of high-quality agricultural development,it is necessary to accelerate the comprehensive connection of scientific and technological services of provincial agricultural research institutes and industries,and mobilize the enthusiasm of scientific and technological service personnel.Under the new normal,traditional service types are single,technology promotion and training are becoming narrower and narrower.This article analyzed the problems in scientific and technological services of provincial agricultural research institutes,including lack of comprehensive demonstration bases,not close cooperation between scientific and technological and the government and new business entities,and lack of incentive mechanism.Finally,it came up with some pertinent recommendations such as improving supporting mechanism construction,making classified evaluation,and changing the scientific and technological service concepts.

Focusing on Technology and Services, Competing in China Die Casting Market

The Asia-Pacific Die Casting Industry Exhibition 2005, organized by Foundry Institution of Chinese Mechanical Engineering Society （FICMES）, was held in INTEX Shanghai, China on August 14-17, 2005. Library's industrial technology information service in science parks—Taking NSL's practice as an example

Purpose:The purpose of this paper is to explore how libraries can develop service and product strategies and the service support mechanism to provide industrial technology information service in science parks.Design/methodology/approach:The analysis is based on a case study of a large Chinese research library,National Science Library(NSL),the Chinese Academy of Sciences(CAS),in serving high-tech companies in Zhongguancun Science Park(Z-Park).Findings:NSL’s practices suggested that in serving business clients,libraries’ product and service strategies should be based on the understanding of users’ needs.Aside from those services that have been recognized by clients such as document retrieval & delivery and novelty search,libraries may expand their service and provide in-depth information analysis and consultation for some key clients.Moreover,a service and product development system should be established,which differentiates the libraries’ products and services from those of their competitors.In providing industrial technology information service,libraries need to construct the service support mechanism,publicize their service and learn to cooperate with clients to meet their demands for knowledge management and innovation.Research limitations:The generalizability of the findings is limited because they are based on an individual case study.Practical implications:Our service practices provide useful information for other libraries to expand their information service to high-tech companies in the new information environment.Originality/value:Z-Park is the first and one of the largest science and technology parks in China.Hence NSL’s practices in serving high-tech companies in Z-Park can be valuable to other libraries that intend to take up the similar service.

Carrier Ethernet(CE) services generally refer to the standardized carrier-class transfer services that feature in excellent scalability,reliability,manageability and Quality of Service(QoS) guarantee,and are offered by carriers to users based on Ethernet technologies.One of the important characteristics of CE service is the diversity of its implementation technologies.Enhanced Ethernet technologies consider scalability as their chief objective so as to extend conventional Ethernet bridge technologies;the latest Provider Backbone Bridge Traffic Engineering(PBB-TE) emerges as the technical trend of CE technology.Multi-Protocol Label Switch(MPLS) offers reliable Pseudowire(PW) connections for CE based on Label Switching Path(LSP).The convergence of MPLS and PBB is one of the important evolution trends for CE.Making full use of the existing Optical Transport Network(OTN) infrastructure,the optical ring network technology is the most cost-efficient and effective way to deliver CE services;its future development trend is characterized by enhancing the Operation,Administration and Maintenance(OAM) function and the control plane.

Analysis of the ITIL Mapping with COBIT over the Business Process Continuity Management

Planning and implementation as well as increased control over the Business Continuity Management （BCM） is a complex task in the company requiring adequate resources. BCM aims to reduce risks and develops plans for restoring business activities if they are interrupted by a disaster. The purpose of the paper is to analyze and describe two standards, Information Technology Infrastructure Library （ITIL） and Control Objectives for Information and Related Technology （COBIT）, especially their mapping for the improved planning and implementation of the BCM as well as the increased control over the BCM activities. COBIT is used more as a management framework, providing management tools, such as control objectives, metrics and maturity models in order to complement the control framework. ITIL includes process steps and tasks because it is more oriented towards IT processes （process framework）, defining the best practice for IT service management. Within this mapping, ITIL processes may be used to achieve and demonstrate compliance with COBIT control objectives for BCM process.
