Through typical survey,this paper made an objective evaluation of effect of agricultural comprehensive development of hilly and mountainous areas in Jiangsu Province from increasing farmers' income. Results indicated that agricultural comprehensive development investment projects in Jiangsu hilly and mountainous areas are closely coupled with local agricultural production structure; financial funds promote social capital input to construction of economic forest,fruit and grass planting,and livestock raising. The digital development rights in developing countries are based on establishing a new international economic order and ensuring equal participation in the digital globalization process to achieve people's well-ro...The digital development rights in developing countries are based on establishing a new international economic order and ensuring equal participation in the digital globalization process to achieve people's well-rounded development in the digital society.The relationship between cross-border data flows and the realization of digital development rights in developing countries is quite complex.Currently,developing countries seek to safeguard their existing digital interests through unilateral regulation to protect data sovereignty and multilateral regulation for cross-border data cooperation.However,developing countries still have to face internal conflicts between national digital development rights and individual and corporate digital development rights during the process of realizing digital development rights.They also encounter external contradictions such as developed countries interfering with developing countries'data sovereignty,developed countries squeezing the policy space of developing countries through dominant rules,and developing countries having conflicts between domestic and international rules.This article argues that balancing openness and security on digital trade platforms is the optimal solution for developing countries to realize their digital development rights.The establishment of WTO digital trade rules should inherently reflect the fundamental demands of developing countries in cross-border data flows.At the same time,given China's dual role as a digital powerhouse and a developing country,it should actively promote the realization of digital development rights in developing countries.展开更多

Purposive, multistage and ran...The study investigated farmers' perception of soil erosion control measures and highlighted implications for sustainable development in agriculture and environment in southeast, Nigeria. Purposive, multistage and random sampling techniques were employed in selecting a sample size of two hundred and forty (240) respondents. Structured interview schedule was used for data collection, while percentages, mean ratings and factor analysis techniques were employed for analysis. The findings show that majority (64.6%) of farmers were within the ages of 40-59, while majority (67.9%) had either FSLC or WASCE/SSCE/GCE/OL qualifications. The farmers reported that the major soil erosion control measures used were strip cropping (M = 4.8) and making of ridges against slopes (M = 4.7). The study reported that poor group affinity, inadequate institutional support and inadequate technical knowhow were constraints to soil erosion control in southeast, Nigeria. The study highlighted implications for sustainable development in agriculture and environment on organizational overhaul in extension, participatory extension policy on farmers groups and institutional re-orientation and synergy between Universities, Agricultural Development Programme (ADP), Ministry of Agriculture (MOA) and Local Government Councils. In conclusion, success in soil erosion control and sustainable development in agriculture and environment in southeast, Nigeria depends on the extent issues raised and implications highlighted can be addressed. The study recommends improved funding support to extension, participatory extension training and contacts with farmers' groups and groups' resources management.展开更多

文摘To adapt to rural and agricultural economic development,Jiangsu Province adjusted main task of comprehensive development of hilly and mountainous areas to supporting and promoting agricultural structural adjustment of hilly and mountainous areas and promoting increase of agricultural benefits and farmers' income. Through typical survey,this paper made an objective evaluation of effect of agricultural comprehensive development of hilly and mountainous areas in Jiangsu Province from increasing farmers' income. Results indicated that agricultural comprehensive development investment projects in Jiangsu hilly and mountainous areas are closely coupled with local agricultural production structure; financial funds promote social capital input to construction of economic forest,fruit and grass planting,and livestock raising. Through demonstration and guidance of farmers,it promoted adjustment of agricultural production structure and increased farmers' income. Finally,it came up with pertinent policy recommendations.

文摘The digital development rights in developing countries are based on establishing a new international economic order and ensuring equal participation in the digital globalization process to achieve people's well-rounded development in the digital society.The relationship between cross-border data flows and the realization of digital development rights in developing countries is quite complex.Currently,developing countries seek to safeguard their existing digital interests through unilateral regulation to protect data sovereignty and multilateral regulation for cross-border data cooperation.However,developing countries still have to face internal conflicts between national digital development rights and individual and corporate digital development rights during the process of realizing digital development rights.They also encounter external contradictions such as developed countries interfering with developing countries'data sovereignty,developed countries squeezing the policy space of developing countries through dominant rules,and developing countries having conflicts between domestic and international rules.This article argues that balancing openness and security on digital trade platforms is the optimal solution for developing countries to realize their digital development rights.The establishment of WTO digital trade rules should inherently reflect the fundamental demands of developing countries in cross-border data flows.At the same time,given China's dual role as a digital powerhouse and a developing country,it should actively promote the realization of digital development rights in developing countries.
文摘The current plights of farmers' land rights in China are analyzed.They cover the vain installation of the security of farmers' land rights,vain position of the dominant role played by rural collective land,incomplete functions of rural collective land and the inadequate material assistance of farmers.The solutions for ensuring the security of farmers' land rights are put forward,in the first place,perfecting the legislation of guaranteeing farmers' land rights.In the second place,scientifically installing the rural land rights,which covers the following aspects,such as,clearly defining that the collective ownership of rural land belongs to farmers in law;clearly defining the main body of rural land property and eliminating the shortage of property rights;demarcating the range of public interests and clearly stipulating the reasonable compensation of main body of land expropriation.In the third place,villagers' autonomy should be perfected.In the forth place,standardizing the system of land expropriation,which includes the two aspects of normalizing the land transference procedure and the control of collecting land tax,and establishing fair compensation standard and normalizing land compensation procedure.In the fifth place,strengthening land transference and judiciary,and enforcing supervision;in the sixth place,accelerating the development of peasants' cooperative economic organizations and cultivating peasants' rights keeping organization.Through the discussion on the plights and solutions of farmers' land rights protection,the coordination of rural and urban development will be realized and a harmonious society will be built.
文摘Firstly,conception of farmers' equal material assistance rights is introduced from the aspects of equal rights,material assistance rights,and farmers' equal material assistance rights.Value function of farmers' equal material assistance rights is pointed out,which can eliminate the partial policies with urban priority orientation.It is a necessary condition for maintaining the legal and institutional authority,as well as an inevitable choice to realize the social justice and harmony.Current status of the law absence of farmers' equal material assistance rights in China is introduced,which is reflected in the lack of theoretical research on farmers' equal material assistance rights in the law circle,the lack of procedural legal system of farmers' equal material assistance rights at present,and the lack of actual law effectiveness of farmers' equal material assistance rights at present.System construction is a turning point to change the law absence of farmers' material assistance rights.Government should promote the economic development,provide material bases for the system construction of farmers' material assistance rights,enhance the legal consciousness of farmers,cultivate the ability of farmers to participate in equal material assistance rights,strengthen the procedural legislation and judicial justice,and ensure the farmers' material assistance rights.

文摘The paper introduces the present development of farmers' specialized cooperatives in China, points out that although the cooperatives in China develop rapidly, they are generally small and their advantages cannot be given into full play, and then analyzes the development achievements of the cooperatives, for example, they have realized scale benefits, their management system tends to more mature, the economic value of their brands is improved and they have created great economic benefits. The paper also points out the stable development path for the cooperatives, that is, the cooperatives should cooperate with local villages, and take a path of combined village and cooperative development so that the cooperative members can get a stable income; the cooperatives can also cooperate with local leading enterprises, which can help the cooperatives to manage, sell and form their products brands, thus the cooperatives can get loans easily to solve the capital bottleneck of cooperative development and improve the members' incomes.

文摘The pragmatist view of human rights represents a the-oretical condensation of the Chinese practice in human rights devel-opment.In view of the problem of circular idling between rights and claims caused by the traditional view of human rights of focusing on contents and not valuing implementation,social segmentation caused by empty talks on interests and claims while ignoring social develop-ment,and the phenomenon of the issue of human rights completely becoming empty and useless political rhetoric,the pragmatic view of human rights,based on the fact that there is a gap between the claims and realization of human rights,emphasizes that instead of blindly ex-panding the types of rights in term of text,it is better to base on prac-tice and promote the maximum realization of existing rights through development.The pragmatist view of human rights attaches impor-tance to relevant economic,social and cultural basis to promote the realization of human rights,rather than only focusing on the claims themselves;it pays greater attention to enhancing the realization of rights,rather than the distribution of rights under the total limit;it ad-vocates more for cooperativism in the realization of rights,rather than confrontation.The pragmatic concept of human rights takes Marxism as its theoretical basis and the gene of practice and the dimension of development as its theoretical characteristics,and promotes the devel-opment of human rights through the realization of rights.

文摘In the context of dual economic structure,there occurs shift of numerous rural surplus labors in China. As a special group lingering about in the edges of urban and rural areas,the new generation farmers become a hot spot of research. How to help them smoothly become successors of China's agricultural modernization construction is a focus of academic circles. Based on literature review,this paper analyzed connotation of development capability of new generation farmers from agricultural modernization,thinking ability construction,system and policy,and new farmers. Finally,it came up with prospect for development of new generation farmers.
文摘Combining the disputes on the "normal development" and "natural growth" existing in farmers' cooperatives and according to the actual investigation statistics, the management model selection and regulation (including model selection, policy encouragement, operation scale and scale selection ) of farmers'cooperatives in Deyang City, share structure and governance structure( including the establishment way and share structure, reserve sharing and dividend distribution, organization structure and policy-making mechanism), capital raising situation and financial support of farmers' cooperatives in Deyang City are analyzed empirically. It is pointed out the farmers' cooperatives should take the road "normal development".

文摘Different from traditional farmers, new farmers refer to the high-quality farmers who are educated and skilled, and have the capability of operating. Cultivation of new farmers is a key factor of developing rural human resources, and also the lasting power for the new countryside construction. Guangdong Province has witnessed rapid urbanization and industrialization, and local farmers have been faced with the competition with foreign quality talents and the pressure of survival. Against the background of new countryside construction, this paper studied the supply-demand situation and problems of traditional farmers in Guangdong Province, explored education and cultivation model of new farmers and innovation mechanism, which is signifi cant for improving the innovation level of Guangdong, and promoting the urban-rural coordinated development.
文摘The study investigated farmers' perception of soil erosion control measures and highlighted implications for sustainable development in agriculture and environment in southeast, Nigeria. Purposive, multistage and random sampling techniques were employed in selecting a sample size of two hundred and forty (240) respondents. Structured interview schedule was used for data collection, while percentages, mean ratings and factor analysis techniques were employed for analysis. The findings show that majority (64.6%) of farmers were within the ages of 40-59, while majority (67.9%) had either FSLC or WASCE/SSCE/GCE/OL qualifications. The farmers reported that the major soil erosion control measures used were strip cropping (M = 4.8) and making of ridges against slopes (M = 4.7). The study reported that poor group affinity, inadequate institutional support and inadequate technical knowhow were constraints to soil erosion control in southeast, Nigeria. The study highlighted implications for sustainable development in agriculture and environment on organizational overhaul in extension, participatory extension policy on farmers groups and institutional re-orientation and synergy between Universities, Agricultural Development Programme (ADP), Ministry of Agriculture (MOA) and Local Government Councils. In conclusion, success in soil erosion control and sustainable development in agriculture and environment in southeast, Nigeria depends on the extent issues raised and implications highlighted can be addressed. The study recommends improved funding support to extension, participatory extension training and contacts with farmers' groups and groups' resources management.
文摘The problem of Chinese peasant in society is a very important issue in the process of China' s legal system; the farmer is very worthy subject of rights concern. The author believes that China has the right to protect their farmers in three main ways: private relief, public relief and gray channels, which play a major role in the private relief for farmers. For these channels, they are a unique reason; the rule of law should be the vision and balance for them to choose their own presence in China.
文摘On the basis of the survey data from plain areas of Henan Province,farmers' cognition and willingness to plant trees in collective forest right reform are studied. According to statistical analysis and regression equation of binary logistic regress analysis,it is generally believed that different participants have various attitudes to the reform,with regard to if planting trees or more,reform variables have a distinct effect,as well as income variable and loaning or lending variable. At last,some advices are put forward,that is,the government should strengthen collective forest right reform,accelerate matching reform and increase policy and financial support to forestry farmers.
