Thoughts on Pairing Assistance to Tibet for Promoting Agricultural High-quality Development in Southern Tibet from the Perspective of Agricultural Power

In the new era,there is an urgent need to further promote pairing assistance to Tibet,promote the simultaneous construction of a strong agriculture in Tibet and the China's Mainland,and compose a Chinese-style modernization.Southern Tibet,located in the southeastern part of the Tibet Autonomous Region,includes Shannan City and Nyingchi City,is a region assisted by four provincial partners including Hubei Province.This paper introduces the agricultural environment in southern Tibet,studies its agricultural characteristics,and analyzes the main issues of its pairing assistance.Taking forging the strong consciousness of the Chinese national community as the main line,the paper explores strategies for promoting agricultural high-quality development in southern Tibet through pairing assistance to Tibet from the perspective of agricultural power,and proposes some strategies,such as inheriting agricultural cultural heritage,promoting the upgrading of modern seed industry,enhancing the characteristic advantages of highland barley(naked barley)and animal husbandry industries,and developing edible fungi and cold water fish industries.

Construction of China Osmanthus City and Intellectual Property Right Protection in Xianning City in the Context of Three New Developments

Xianning City of Hubei Province is one of the five major traditional osmanthus producing areas in the world and the hometown of osmanthus in China. Xianning is constructing China Osmanthus City in the whole city. This paper first introduces the main characteristics of the osmanthus industry in Xianning City, and analyzes the characteristics of traditional knowledge, biological genetic resources, new plant varieties, patents, geographical indications, and trademarks. Then, it studies the intellectual property resources of the osmanthus industry, and analyzes the main problems existing in the construction of China Osmanthus City and intellectual property right protection. Finally, it comes up with constructive recommendations including applying for China and Globally Important Agricultural Heritage Systems, developing colored-leaf osmanthus varieties, creating a regional public brand of osmanthus specialty products, and building a new development pattern of osmanthus industry.

Spatial restructuring and the logic of industrial land redevelopment in urban China: Ⅳ. A case study of jointly redevelopment by multi-actors

Within the inventory era, urban shrinkage characterized by economic decline and space decay has been widely witnessed in China. The modes and trajectories of urban redevelopment have thus become areas of major concern for both policymakers and scholars. Taking the multi-actor participation nature of redevelopment, this paper stemming from the game-theoretical approach demonstrates in empirical terms on two major fronts. First, the redevelopment of industrial land without the transfer of land use right is shown to be deadlocked by the incapacitation of the original land-user and unlocked with the participation of the new developer. Second, the preference of the original land-user to maximize its interests by operating by itself rather than continue to cooperate with the new developer is observed in the post-redevelopment stage. Therein, the entrepreneurial local government acts only as a “mediator” between the two market entities and tends not to directly intervene in their cooperation. Thus that, it is the reasonable distribution of potential benefits or the pricing of different rights in the land property right bundle rather than their definition that matters more for land redevelopment. Because the delineation of land property rights has never been a problem in a mature land market, particularly for stock industrial land.

How Load Aggregators Avoid Risks in Spot Electricity Market:In the Framework of Power Consumption Right Option Contracts

There is uncertainty in the electricity price of spot electricity market,which makes load aggregators undertake price risks for their agent users.In order to allow load aggregators to reduce the spot market price risk,scholars have proposed many solutions,such as improving the declaration decision-making model,signing power mutual insurance contracts,and adding energy storage and mobilizing demand-side resources to respond.In terms of demand side,calling flexible demand-side resources can be considered as a key solution.The user’s power consumption rights(PCRs)are core contents of the demand-side resources.However,there have been few studies on the pricing of PCR contracts and transaction decisions to solve the problem of price forecast deviation and to manage the uncertainty of spot market prices.In addition,in traditional PCR contracts,PCRs are mostly priced using a single price mechanism,that is,the power user is compensated for part of the electricity that was interrupted or reduced in power supply.However,some power users might engage in speculative behaviours under this mechanism.Further,for load aggregators,their price risk avoidance ability has not substantially improved.As a financial derivative,options can solve the above problems.In this article,firstly,the option method is used to build an option pricing optimization model for power consumption right contracts that can calculate the optimal option premium and strike price of option contracts of power consumption rights.Secondly,from the perspective of power users and load aggregators,a simulation model of power consumption right transaction decision-making is constructed.The results of calculation examples show that(1)Under the model in this article,the pricing of option contracts for power consumption rights with better risk aversion capabilities than traditional compensation contracts can be obtained.(2)The decision to sell or purchase the power consumption rights will converge at respective highvalue periods,and option contracts will expedite the process.(3)Option contracts can significantly reduce the loss caused by the uncertainty of spot electricity prices for load aggregators without reducing users’willingness to sell power consumption rights.

Power as Resource-Power as Discourse: An Overview Evaluation of the Key-Factors of “Wind Farms” and “Riparian Rights” as Sources of Power

Nowadays, the concept of power can illuminate the nature of contestation. Indeed, it is apparent that discourse coalitions exist both within the wind sector and the riparian corridors management. In the present study, a theoretical framework for policy power analysis is presented, while a balanced European and national energy policies representation reveals the positive and negative impacts, towards which both the above two power sources may be attributed. The “power” holistic approach is mainly determined in a wider social-economic, political, and environmental framework. This multidimensional and holistic approach is considered invaluable for humans/consumers, in order them to determine their capacities, priorities and perspectives for viable use of power within the above complex-structured framework. Finally, the study adopts a balanced reassessment of the existing policies, offering tentative proposals for reducing conflicts.

Realization of the Function of Basic Rights to Balance Society--taking personal Information Rights as an example

The main function of basic rights is to defend against the state’s public power.the traditional theory of basic rights con-structs logic based on the dualistic framework of“state power and individual rights,”and deals with the dualistic horizontal relationship between“the state and individuals.”However,the increasing com-plexity of modern society has led to the emergence of different inter-ests and needs within society and the formation of new social powers,resulting in an unequal relationship between private subjects.In the digital era,this phenomenon has become particularly prominent,ev-idenced by the rise of data-based power and the frequent and serious intrusion of personal information by private subjects.In this context,the value of basic rights should radiate within society and function as a balancing force.taking the protection of personal information as an example,while innovating the idea of regulating society through basic rights,the state’s obligation to protect personal information should be further strengthened.Meanwhile,the direct effect of personal infor-mation rights,which are basic human rights,on the private subjects of data-based power should be established,so as to realize their function in balancing the interests of all parties in society.

FGD Capacity Prediction of Thermal Power Plants in China

Through analyzing the proportion of SO2 emission from thermal power plants in the nationwide SO2 emis- sion in USA, Japan etc. developed countries, and the developmental course of thermal power installed capacity and the FGD capacity in USA, the FGD capacity of thermal power plants in China is forecasted from two angles. One is to predict FGD capacity in accordance with the policy in force in China. The other is to predict FGD capacity based upon the emission right trading policy. As compared, it is held that FGD equipment should be mainly installed on the large size units burning high sulfur coal according to the emission right trading policy. Such a method of work not only can economize large amount of investments and operation costs, but also can realize the same environmental effect.

The reform of mode idea of ＂separation of powers＂ for China＇s rural land property system

By briefly reviewing the history of farmland property right in China, it puts forwards the conception of separation of three powers, which is to divide it into ownership, fight of contract, right of use, of farmland property right. A research on the path and policy of urban energy transformation:A case study of Huzhou city in Zhejiang province

Exploration and Analysis on the Discourse Power of Network Moral Education

From Power to Rights: Interpreting Inscribing “To Respect and Protect Human Rights” in the Amended Criminal Procedure Law

Human rights are one of the widely acknowledged value systems in the international ,community. The core of human rights lies in the life and dignity of human beings. On the one hand, criminal procedure law is related to life and freedom, which is the concern of everybody. On the other hand, it involves direct dialogue between national power and citizens＇ fights.

The Three-dimensional Model of “ConstructionTranslation-Communication” for the Construction of a Human Rights Discourse System with Chinese Characteristics in the Post-pandemic Era

Human rights have always been the focus of disputes between China and the West. To make a better China story about human rights and enhance China’s international discourse power in the field of human rights, we propose the text construction, translation and communication path of the construction of the human rights discourse system with Chinese characteristics from the cross-disciplinary perspective. Based on the examples of prevention and control of the CoVID-19 pandemic under the concept of putting people first, mainstream diplomatic linguistic data relevant to the fight against the novel coronavirus was collected through the internet. The human rights discourse with Chinese characteristics is constructed through a variety of texts focusing on putting the people first, the right to life, the right to health, the right to information, the right to privacy, the right to work and a sense of a community with a shared future for human beings. The core concepts of human rights have experienced the deepening process of decontextualization, abstraction and theorization to gradually conform to the expression habits of international audiences. The international communication effect is mainly positive in civil society. It shows that the construction of China’s human rights discourse system and the governance of international human rights discourse have achieved preliminary results. To enhance China’s discourse power on human rights, we need to add an interdisciplinary approach.

Multi-Layer Fog-Cloud Architecture for Optimizing the Placement of IoT Applications in Smart Cities

In the smart city paradigm, the deployment of Internet of Things(IoT) services and solutions requires extensive communication and computingresources to place and process IoT applications in real time, which consumesa lot of energy and increases operational costs. Usually, IoT applications areplaced in the cloud to provide high-quality services and scalable resources.However, the existing cloud-based approach should consider the above constraintsto efficiently place and process IoT applications. In this paper, anefficient optimization approach for placing IoT applications in a multi-layerfog-cloud environment is proposed using a mathematical model (Mixed-Integer Linear Programming (MILP)). This approach takes into accountIoT application requirements, available resource capacities, and geographicallocations of servers, which would help optimize IoT application placementdecisions, considering multiple objectives such as data transmission, powerconsumption, and cost. Simulation experiments were conducted with variousIoT applications (e.g., augmented reality, infotainment, healthcare, andcompute-intensive) to simulate realistic scenarios. The results showed thatthe proposed approach outperformed the existing cloud-based approach interms of reducing data transmission by 64% and the associated processingand networking power consumption costs by up to 78%. Finally, a heuristicapproach was developed to validate and imitate the presented approach. Itshowed comparable outcomes to the proposed model, with the gap betweenthem reach to a maximum of 5.4% of the total power consumption.

RIGHT MEAN FOR THEα-z BURES-WASSERSTEIN QUANTUM DIVERGENCE

The optimization problem to minimize the weighted sum ofα-z Bures-Wasserstein quantum divergences to given positive definite Hermitian matrices has been solved.We call the unique minimizer theα-z weighted right mean,which provides a new non-commutative version of generalized mean(H?lder mean).We investigate its fundamental properties,and give many interesting operator inequalities with the matrix power mean including the Cartan mean.Moreover,we verify the trace inequality with the Wasserstein mean and provide bounds for the Hadamard product of two right means.

A power divider based on a new kind of composite right/left-handed transmission line (CRLH TL) unit

A new power divider, composed of a novel composite right/left-handed (CRLH) transmission line (TL) unit, is proposed. The properties of the power divider based on four CRLH TL unit cells are investigated theoretically. By adjusting the parameters of the capacitors and the inductors, the power divider shows perfectly symmetric power division at 5.13 GHz, return loss up to ?24 dB, with the transmitted power being close to ?3.1 dB. The phenomena are demonstrated by simulation results. Being compact in size and low-cost, the proposed power divider is very suitable for microwave and millimeter wave integrated circuits.
