Chinese Rural Comprehensive Reform:Theoretical Innovation,Key Contradictions and Countermeasures

As a systematic project, Chinese rural comprehensive reform （hereinafter referred to as ＂the reform＂） involved multiple dimensions such as rural governance, economy, culture, society and ecology, which laid a solid foundation for the overall reform in China. Western rural development theory had been proved to be insufficient to support Chinese rural reform. Therefore, theoretical innovation became urgent in the fields of rural governance, government functions, public finance and rural-urban integration etc. In recent years, Chinese rural comprehensive reform had been adjusting itself to the requirements of the ＂new normal＂. And during the process of agricultural modernization, the bottlenecks included the contradictory relationships between reform, development and overall stability, agricultural simplification and industrial diversification, economic development and environmental protection, rapid development of urban areas and slow progress of rural areas, grassroots governance and democratic supervision etc. Proper countermeasures would help to settle the above contradictions.

The Theoretical Innovation and Exemplary Value of the Belt and Road Initiative

As a global public good, the Belt and Road Initiative proposed by the Chinese government features being "non-rivalrous" and "non-excludable," which are two essential characteristics of public goods. From design philosophy to operational framework, from vision to action, distinct Chinese characteristics, style and temperament are fully demonstrated by this initiative. In theory, the Belt and Road Initiative promotes multiple innovations in global governance and enriches and develops international cooperation and the global value chain. The "Silk Road spirit" inherits and innovates the core philosophy of China's diplomacy since 1949; more importantly, its principle of achieving shared growth through discussion and collaboration is a key contribution to global governance theory. In practice, the Belt and Road Initiative highlights both regional cooperation and international agreement, and initiates a new model for China's diplomatic practice and international cooperation. Therefore, it is of exemplary value in terms of development, peace, culture and cooperation, while offering a new solution to dealing with international relations in the era of Reform and Opening-up. The past three years has generated marked achievements. The Belt and Road construction is at a critical stage of transition from quantitative change to qualitative change, from small achievements to significant success. In the future, China should take the initiative to promote the construction of two principal axes, further integrate with the philosophy underpinning China's diplomacy as a major country, innovate the theoretical system of the Belt and Road Initiative and forge a corresponding security system. As the old Chinese saying goes, "Big countries should treat small countries with kindness and justice, while small countries should treat big countries with wisdom." China should properly address the competition and cooperation with countries along the Belt and Road and further advance institutional construction within the framework of its major country diplomacy.

Since the 18th National Congress of the Communist Party of China （CPC）, the system for the legal protection of human rignts under socialism with Chinese characteristics has experienced innowtive development. In particular, the Decision on Certain Key Issues on Comprehensively Deepening Reform, which was adopted by the Third Plenary Session of the 18th CPC Central Committee, has made major reform arrangements related to the system and mechanisms for the legal protection of human rights under socialism with Chinese characteristics. Upholding Integrity and Innovation to Promote Human Rights Development——Review of the Symposium on the 20th Anniversary of the Publication of Human Rights magazine

Human Rights magazine and the Center for Human Rights Studies of Renmin University of China held the Symposium on the 20thAnniversary of the Publication of Human Rights magazine on May 18, 2022. More than 30 experts and scholars from various universities and academic journals gathered online to discuss such topics as “an in-depth learning of General Secretary Xi Jinping’s important speeches on respecting and protecting human rights”, “review and prospect of the 20^(th)anniversary of the publication of Human Rights magazine”, and “the role of the academic journal platform on promoting the development of china’s human rights theories”. They studied Xi Jinping’s important speeches on China’s path of human rights, probed into the original concept of China’s human rights, and developed the discipline system, academic system, and discourse system of China’s human rights, providing insights for such academic journals as Human Rights to boost China’s human rights in theory and practice.

Knowledge Innovation of Great Tradition of Chinese Literary Anthropology

It is very innovative significance that Chinese Literary Anthropology invents the Great Tradition in the new century and puts forward series of theoretical propositions and academic points based on it. The new Great Tradition transforms the opposition between the Great and Little Tradition of American anthropology, and makes the new concepts gain the legitimacy of the cultural values transferred from the old terms. It dates the second coded significance of the written culture from the material narrative and the image narrative of the oral tradition, and highlights the generative and primary of the symbolic significance. It also questions the authenticity of the written representation, endows the truth and credibility to the material and image representation, and manifests the imaginative and expression of the early human culture. Though its theoretical innovation inverts the binary opposition structure, and it wants to jump out of knowledge limits of dual structure such as structure and destruction, objective and subjective, material and spiritual.

Through reform and opening up,China has moved from the edge of the world arena to the center and this great historical change in its development has created new requirements for the innovation of Chinese discourse.The remarkable achievements of reform and opening up have not only maintained the vitality of Chinese discourse,but also built the inherent foundation for holding confidence in discourse.The key reason why the policy of reform and opening up has facilitated the historic construction of Chinese discourse is that it is a scientific answer to the questions of our times about how to build socialism in a country relatively backward in the level of economy and education.In a new era for the cause of socialism with Chinese characteristics,the innovations and development of Chinese discourse have shown new features rarely seen before,among which the most significant is that constructing Chinese discourse is no longer a matter of individual cases but more of a common phenomenon.In the historic journey towards an all-round in-depth reform,broader theoretical space has been created for Chinese discourse.In addition,it is an important signpost in the path of promoting innovative development of Chinese discourse in a new era,namely,how to"tell China’s stories well",and establish an appropriate mode for conveying Chinese discourse to the world.

Ancient Respected and Modern Absorbed,Chinese Essence and Western Utility-Thoughts of the Integrated Chinese Medicine and Western Medicine

Traditional Chinese medicine(TCM)and Western medicine are two medical systems formed in different cultural backgrounds.The differences between them are that TCM focuses on the study of the invisible state while Western medicine focuses more on the study of the visible state of the human body;TCM pays attention to systematicity and integrity,while Western medicine pays attention to local evidence;TCM attaches importance to dialectical thinking,while Western medicine attaches importance to materialistic thinking.For the development of TCM.it is necessary to take the initiative to learm from and absorb all the advanced scientific and technological achievements in the world today.To innovate TCM,it is necessary to need to adhere to(1)the integration of"research on TCM with the thought of TCM"and"research on TCM based on the thought of Western medicine";(2)the integration of scientization of TCM and scientization for TCM;(3)the integration of mobilization therapy and allopathic therapy;(4)the integration of treating patients and treating diseases;(5)the integration of preventive treatment and existent disease treatment;(6)the integration of individuality and commonality;and(7)the integration of the macro and the micro.

Chinese Marxist Philosophy Since Reform and Opening-Up

Since reform and opening-up began in 1978, Chinese Marxist philosophy has undertaken the double mission of enhancing the emancipation of the mind in society and of realizing its own ideological emancipation. It has gone through an evolutionary process from ＂extensive discussion about the criterion of truth＂ to ＂reform of philosophical textbooks＂; from the proposal of the philosophical conception of ＂practical materialism＂ to reflection on ＂modernity＂; and from the carrying-out of dialogues among Chinese, Western, and Marxist philosophies to the exploration of ＂new forms of civilization.＂ Chinese Marxist philosophy has shifted its way of doing research with practical materialism as a core conception, and it changed such modes of thinking as the intuitive theory of reflection based on naive realism, the theory of linear causality based on mechanical determinism, and the reductionism of essence based on abstract substantialism. As a result, it has boosted changes that were already underway in Chinese philosophy, worldviews, theories of truth, conceptions of history, and views of development, and it has further endowed the discourse system of Marxist philosophy with laudable subjectivity and originality.

Toward a Novel Approach to Examining Absence of Speech in Political Discourse

This article reviews a unique contribution to political discourse analysis and to the study of absence of speech with inspirations for researchers interested in political and media studies. In her recent book Silence and Concealment in Political Discourse, Dr. Melani Schrrter addresses a largely underexplored aspect of political discourse and offers a systematic presentation of theoretical underpinnings and empirical application of the analytical framework proposed for examining discursive absences and communicative value of silence. With three case studies in the German political context, the author demonstrates the possibility and potential in using a combined method to analyze contextualized absence of speech, drawing insights from discourse analysis and pragmatic approaches. This book also deals critically with such significant issues as ritual and political action, thus offering valuable insights to the general theoretical debate on political discourse.

Approaching Digital Economy from the Perspective of Political Economics

Digital economy is a more advanced and sustainable cconomic form.Information and communication technology(ICT),as the core technology,has played an unprecedented role in promoting the development of social economy in all aspects.This paper firstly explains the concept of digital economy based on economics,and then analyzes the social reproduction process of digital information products and the characteristics of digital industry before proceeding to discuss the features of the micro-entities of digital economy and the sharing economy by adopting the basic principle of political economics.The emergence of digital economy poses challenges to the traditional economics and there is a pressing need for theoretical research and innovation to explain the new economic phenomenon.
