A Programmatic Document for Strengthening Legal Education and Legal Theory Research in the New Era: Interpretation of the Opinions on Strengthening Legal Education and Legal Theory Research in the New Era

The release of the Opinions on Strengthening Legal Education and Legal Theory Research in the New Era(hereinafter referred to as the“Opinions”)is a milestone in the history of legal education since the founding of the People’s Republic of China in 1949.Standing at a new historical starting point for exercising law-based governance on all fronts and advancing the rule of law in China,this document outlines new development goals for legal education and legal theory research in the new era from both short-term and long-term perspectives.It adheres to the guidance of XI Jinping Thought on Socialism with Chinese Characteristics for a New Era,and puts forward the principles of upholding and strengthening the overall leadership under the Communist Party of China,adhering to the scientific guidance of XI Jinping Thought on the Rule of Law,accomplishing the core task of economic development and serving the overall interests of the country,fostering virtue through education and cultivating talent with both moral quality and legal literacy,following the objective law,and integrating the underlying tenets of Marxism with China’s realities and the fine traditional Chinese culture,thus establishing the principles for the new development of legal education and legal theory research in the new era.It proposes to strengthen top-level design and strategic arrangements,promote the reform and improvement of the law school system,accelerate the improvement of the legal education system,and innovatively develop the legal theory research system.Therefore,a new development landscape for legal education and legal theory research in the new era has been established.The Opinions clearly stipulates the leadership system,management system,and coordination mechanism for legal education and legal theory research,and creates a new development system for legal education and legal theory research in the new era.

Research status of soil frost-heave theory and frost-heave prediction models

Soil frost heaving is a complex physical, mechanical, and chemical synthesis process. This paper summarizes the frost-heaving theory over half a century, including the capillary theory, the frozen-fringe theory, and those achievements recently made by scholars. In this paper, we also discus researching achievements of the soil-prediction model during the past 40 years, including the water-dynamics model, the rigid-ice model, the segregation-potential model, and the thermo-dynamic model. This summary and discussion will enable readers to understand the latest direction of research; it also summarizes the development of frost-heave prediction models and their advantages and shortcomings.

A novel mutual authentication and key agreement protocol based on NTRU cryptography for wireless communications

In this paper, the authors present a novel mutual authentication and key agreement protocol based on the Number Theory Research Unit (NTRU) public key cryptography. The symmetric encryption, hash and “challenge-response” techniques were adopted to build their protocol. To implement the mutual authentication and session key agreement, the proposed protocol contains two stages: namely initial procedure and real execution stage. Since the lightweight NTRU public key cryptography is employed, their protocol can not only overcome the security flaws of secret-key based authentication protocols such as those used in Global System for Mobile Communications (GSM) and Universal Mobile Telecommunications System (UMTS), but also provide greater security and lower computational complexity in comparison with currently well-known public key based wireless authentication schemes such as Beller-Yacobi and M.Aydos protocols.

Theoretical Studies of PCl_3/H_2 Gas Chromatography Mechanism

Density functional theory B3LYP method was firstly applied to fully optimize the geometrical configuration of each stable point on PCl3/H2 gas chromatography reaction potential energy surface on the 6-311G＊＊ basis set, and single point energy was computed at the QCISD（T）/ 6-311G＊＊ level, then the transition state was validated by analyzing the unique imaginary vibration modes of each transition state and calculating intrinsic reaction coordinate （IRC）, and the major reaction and competing reaction paths of PCIs/H2 gas chromatography reaction were presented through comparing active energy barrier, and phosphor was finally gained from the reaction of PH and PCI.

Thinking on Practical Curriculum in Normal Education

In the forefi＇ont of education reform issues, teacher training has got unprecedented attention. College students are the main force future teachers, especially whose professional skill level improvement is the one of the current problems to be solved. The key to solve the problems lies in the rational development of practical education courses. Practical curriculum is a theory of practice, whose law of development expressed as a paradigm of action research. Practical Curriculum development is a prospective co-development law practice combined with theory.

Efficient identity-based signature over NTRU lattice

Identity-based signature has become an important technique for lightweight authentication as soon as it was proposed in 1984.Thereafter,identity-based signature schemes based on the integer factorization problem and discrete logarithm problem were proposed one after another.Nevertheless,the rapid development of quantum computers makes them insecure.Recently,many efforts have been made to construct identity-based signatures over lattice assumptions against attacks in the quantum era.However,their efficiency is not very satisfactory.In this study,an efficient identity-based signature scheme is presented over the number theory research unit(NTRU) lattice assumption.The new scheme is more efficient than other lattice-and identity-based signature schemes.The new scheme proves to be unforgeable against the adaptively chosen message attack in the random oracle model under the hardness of the γ-shortest vector problem on the NTRU lattice.

Appraisal of the Production-Oriented Approach： An Introduction

The production-oriented approach （POA） has been developed over a decade. It is driven by the need to improve English classroom instruction for university students in China （Wen, 2016）. It is also motivated by the aspiration to enhance the quality of foreign language education in other similar pedagogical contexts outside China. A volume of research has been done by Wen Qiufang and her research team, to formulate the theory of POA and to test its effectiveness in classroom pedagogy （e.g. Wen, 2016, 2015; Yang, 2015; Zhang, 2015）. At the moment, the POA is still at an early stage of theory building and almost all empirical research is done in the Chinese context. In order to improve the quality of this theory and to make it intelligible to the international academic community, a one-day symposium was held in Beijing Foreign Studies University on May 15, 2017. The symposium was entitled ＇The first international forum on innovative foreign language education in China： Appraisal of the POA＇. In the forum, leading experts in applied linguistics were invited to discuss the strengths and weaknesses of the POA and the directions for its future development. The symposium was the first attempt for the POA research team to discuss its latest work with international scholars. This Viewpoint section collects the responses of four experts who participated in the symposium, listed in alphabetical order. The collection of articles covers three topics related to the POA： its pedagogical application, its use for teacher training, and its research. Alister Cumming is Professor Emeritus and the former Head of the Centre for Educational Research on Languages and Literacies, University of Toronto, Canada. His article focuses primarily on POA research as an exemplary case of design-based research. Rod Ellis is Research Professor in the School of Education at Curtin University, Australia. He discusses POA in terms of pedagogy, teacher training and research, with both critiques and constructive suggestions. Paul Kei Matsuda is Professor of English and Director of Second Language Writing at Arizona State University, the writed states. He responds to POA from the perspective of an expert researcher and teacher of L2 writing. Charlene Polio is Professor and Associate Chair in the Department of Linguistics ＆ Germanic, Slavic, Asian ＆ African Languages atMichigan State University, the writed states. She conceptualises POA as a useful method to address some issues in pre-service teacher development. Overall, the articles in this section are insightful and reader-friendly. They are not only useful for the development of POA in particular, but may also be valuable to a broad range of researchers as they touch upon pertaining issues, as well as emerging topics, in the field of applied linguistics. We therefore find it necessary to make them accessible to a wide readership.
