Circular economy indicators to evaluate regional development： A case study of Tianjin municipality

With the aim of the harmonious development of economy-environment system in Tianjin Municipality, an index system used to evaluate the circular economy （CE） is presented in this paper. The index system consists of the index of economy development, green development, human and culture development. According to the evaluation results, this paper brings forward the countermeasures including industry structure adjustment, improving city infrastructure system, increasing the level of habitation environment, establishing the system of green social consumption to improve the development of circular economy in Tianjin.

Evaluation of harmonious development for economy-environment system in coastal cities: a case study of Tianjin Municipality

With the aim of the harmonious development of economy-environment system in coastal cities in China. an index ,system used to evaluate the economy-environment system is built up in this paper, which includes four aspects： economy, environment, resources, and ocean industry. Based on the analysis on present condition and future trends of economic development in Tianjin and the quantification of various evaluation indices, the aathor applies integrated index valuation model to valuate the harmonious development af economy-environment of Tianjin. The results show that the coordinated degree of economy-environment would drop down in the future, from 0.95（superior level of harmonious development） in 2000 to 0.59（inferior level of harmonious development） in 2015. under the circumstance of the current economic development mode. The level of comprehensive development of Tianjin also presents to descend. Based on the analyzing of status and future trends of environment-economy coordinated development, the paper puts forward the countermeasures such as industry, structure adjustment, increasing the level of environmental protection investment, strengthening the enforcement of en vironmental policies to improve the coordinated development of environment-economy in Tianjin municipality.

Struggling:Living Conditions of Ordinary Civil Servants of Tianjin Special Municipality during the Period of the Japanese Occupation

During the period of the Japanese occupation,ordinary civil servants were the main force keeping the puppet municipal government of Tianjin functioning.In the first years of the occupation,the puppet municipal government mainly hired former civil servants who had served under the Nanjing National Government.After the situation was stable,the puppet municipal government also recruited civil servants by civil service examinations.The ranks of civil servants and the rules and regulations they observed were basically the same as those of the former National Government.Most ordinary civil servants came from the Beijing-Tianjin-Hebei region,and were relatively young and well educated.They mainly relied on their salaries for their livelihood.For the first three years of the Japanese occupation they lived comfortably,because of their relatively high and stable incomes and the slow rate of inflation.After that,inflation soared,but their salaries did not increase correspondingly,therefore the living conditions of civil servants declined constantly.The Japanese puppet government exercised strict control over civil servants,physically and psychologically,and forced them to receive enslaving education.In short,they were in a distorted and struggling state both in their material life and their spiritual world.
