Sustainable Intensification and Large-scale Operation of Cultivated Land Use at the Farmers’ Scale:A Case Study of Shandong Province,China

Sustainable intensification of cultivated land use(SICLU) and large-scale operations(LSO) are widely acknowledged strategies for enhancing agricultural performance.However,the existing literature has faced challenges in precisely defining SICLU and constructing comprehensive indicators,which has hindered the exploration of factors influencing LSO within the SICLU framework.To address this gap,we integrated self-efficacy theory into the design of an index framework for evaluating SICLU.We subsequently employed econometric models to analyze the significant factors that impact LSO.Our findings reveal that SICLU can be divided into four key dimensions:intensive management,efficient output,resource conservation,and ecological environment optimization.Furthermore,it is crucial to incorporate belief-based cognitive factors into the index system,as farmers’ understanding of fertilizer and pesticide application significantly influences their willingness to engage in LSO.Moreover,we identify grain market turnover as the most influential factor in promoting LSO,with single-factor contribution rates reaching 70.9% for cultivated land transfer willingness and 62.5% for the total planting areas.Interestingly,unlike irrigation and agricultural machinery inputs,increased labor inputs correspond to larger planting areas for farmers.This trend may be attributed to reduced labor availability because of rural labor migration,whereas the reduction in irrigation and agricultural input is contingent on innovations in production practices and the transfer of cultivated land management rights.Importantly,SICLU dynamically influences LSO,with each index related to SICLU having an optimal range that fosters LSO.These insights offer valuable guidance for policymakers,emphasizing farmers as their central focus,with the adjustment of input and output factors as a means to achieve LSO as the ultimate goal.In conclusion,we propose research avenues for further enriching the SICLU framework to ensure that it aligns with the specific characteristics of regional agricultural development. 展开更多

Through analysis, the reasons of influent transfer of forest land include peasant's subjective will, less type of transfer objects, dull information communication, big difference of expected price and imperfect development of intermediary organization. In order to promote a healthy development of forest land transfer, the paper puts forward proposals of strengthening policy publicity, improving system, identifying property right, pushing variety of transfer types, developing forest land market, cultivating subject of market and so on. 展开更多

The current plights of farmers' land rights in China are analyzed.They cover the vain installation of the security of farmers' land rights,vain position of the dominant role played by rural collective land,incomplete functions of rural collective land and the inadequate material assistance of farmers.The solutions for ensuring the security of farmers' land rights are put forward,in the first place,perfecting the legislation of guaranteeing farmers' land rights.In the second place,scientifically installing the rural land rights,which covers the following aspects,such as,clearly defining that the collective ownership of rural land belongs to farmers in law;clearly defining the main body of rural land property and eliminating the shortage of property rights;demarcating the range of public interests and clearly stipulating the reasonable compensation of main body of land expropriation.In the third place,villagers' autonomy should be perfected.In the forth place,standardizing the system of land expropriation,which includes the two aspects of normalizing the land transference procedure and the control of collecting land tax,and establishing fair compensation standard and normalizing land compensation procedure.In the fifth place,strengthening land transference and judiciary,and enforcing supervision;in the sixth place,accelerating the development of peasants' cooperative economic organizations and cultivating peasants' rights keeping organization.Through the discussion on the plights and solutions of farmers' land rights protection,the coordination of rural and urban development will be realized and a harmonious society will be built. 展开更多

Based on the actual survey of 724 rural households in 21 townships of Sichuan Province,this article analyzes the basic information,basic characteristics and problems in current China's farmland transfer.The results show that the rural land contractual management right is relatively stable;in farmland transfer market,the degree of development of farmland transfer-out market is higher than that of farmland transfer-in market;at the same time,there are many problems,such as fragmentation of rural land resources allocation,incomplete land property rights system,too powerful land security function,single land transfer pattern and unsound transfer system.Corresponding countermeasures are put forward as follows:unifying urban and rural planning,and adjusting distribution pattern of rural land in concert with the course of urbanization;improving land property rights system,so that the farmers have the land contractual management right with real right tendency;strengthening the legal construction of land transfer,regulating the land transfer process,and guiding regularized and legalized development of land transfer;promoting farmers' cognitive level,and establishing the intermediary platform to provide land transfer information,ensuring information symmetry between both sides of transfer;providing more non-agricultural jobs,establishing and improving social security system for farmers,and diluting the social security function of land. 展开更多

Land registration involves functions of private law and public law. It is partial to only considering private rights dimension when deciding whether registration validity doctrine or registration confrontation doctrine should be implemented in housing land use right. Compilation of land use planning, implementation of land use control and promotion of arrangement project in rural residential area all rely on sound and complete housing land registration data. To clarify housing land right adscription, eliminate hidden troubles causing housing land dispute and promote the establishment of harmonious countryside can never be achieved without housing land registration data. To carry out registration validity doctrine of housing land use right can effectively guide farmers' registration behavior and thus build a perfect registration information system of housing land use right. After the cross-village and even cross-town arrangement in rural residential areas, rural acquaintance society has transformed into semi-acquaintance society and even stranger society. Fundamental principles of liberty and property found in the United States of America’s (“US”) legal system, from its origins to recent US Supreme Court decisions, continue to positively benefit holders of real estate in the Southern US, through a deep-rooted public policy of supporting private property rights and rural economic development. This stable rule of law enhances the long-term adaptability and sustainability of timberland as an asset class. This article is a commentary. It combines legal research methodology with the observations and conclusions of the authors. Its purpose is to demonstrate that the existence of alienable, documentable ownership, and related property rights create inherent stability and security. These principles form the basis of a culture that is defined by the rule of law and is “open for business.” This business mindset is particularly prevalent in the Southern US. 展开更多

Giving farmers more rights and interests on land property is the basis of achieving balanced and coordinated economic development between urban and rural areas as well as building a sharing economy during the period of economic transition in China.Based on the survey data of suburban households of Tianjin,in this paper,measurement method was adopted to study factors influencing farmer s willingness on land management right mortgage.The results shows that the willingness of individual farmer on mortgage is not strong,however,their willingness on mortgage is bound to have a significant relationship with farmland right confirmation and land transfer and other factors.Finally,it is concluded that it is necessary to promote land transfer on the basis of land right of confirmation while carrying out farmland mortgage under the premise of large-scale operation in China. 展开更多

Taking Chongqing as example, the paper ascertains the influencing factors of cultivation land intensive use from aspects of land conditions, family conditions and land operation conditions and theoretically expects the influencing relations of factors to the intensive uses. Collecting the land conditions, family conditions and land operation conditions through surveys, analyzes each influencing factors in a statistical description way. Constructing the empirical model, calculates the relations of land intensive use to the influencing factors with SPSS. The calculation results show a significant inverse correlation between land intensive use and land area, the space between land and counties, family members, the number of migrant workers, types of cultivation land, land transfer conditions. There is a significant positive correlation between land use and family average income, land investment. Based on these, the paper puts forwards corresponding suggestions and countermeasures of highlighting the land intensive using levels. 展开更多

Finally,the ways of practicing rural land transfer in China were discussed. Based on the premise of insisting on and improving the strictest land preservation system,farmers should have the right to occupy,use,and transfer their contracted land,and they can transfer their land contracting and management right in ways of exchange,subcontracting,renting,stock cooperation,and trust. Changes in Utilization of Contracted Land in Xundian County of Yunnan Province in the Background of Poverty Alleviation

The gradual migration of rural population to cities is an inevitable result of the sustainable development of China’s society and economy.Going out to work is not only a personal behavior of farmers in line with this historical trend,and in the present moment,it is also an important measure to win the battle against poverty.Xundian Yi and Hui Autonomous County is located in the northeast of Yunnan Province.It is one of the key counties in China’s poverty alleviation and development work.Through the implementation of special measures to increase labor income,a total of 125611 rural laborers were employed from 2014 to 2018,and as a result,a large number of farmers have been lifted out of poverty.However,under this model,the transfer of a large number of rural laborers also has an impact on the utilization of contracted land of migrant households,mainly demonstrated by land abandonment,decline in land use efficiency and decline in land productivity,which are not conducive to the sustainable use and protection of land resources.To this end,based on field research,this article analyzes the changes in the utilization of land of migrant households under the poverty alleviation model of working outside,as well as their impact.In addition,the questionnaire survey of the registered poverty-stricken households show that the area and productivity of land owned by households with migrant workers are on a downward trend compared to those before and those of households without migrant workers.Land transfer is a feasible means to solve this problem and to consolidate the achievements of poverty alleviation and sustainable use of land resources.It is suggested that great attention should be paid to the contract and management issue of land left by migrant households,establishment of efficient guarantee mechanism,improvement of land utilization and promotion of saving and intensive use of land resources to bring the land resources to their proper value. 展开更多

In recent years,experiments on land trusts(xin tuo)have been made in the rural areas of China.To better understand such practice,this research identifies four case studies based on their operational structures and divides them into government-led models and market-led models.The government-led models include the Yiyang Model in Hunan Province,and the Longgang Model in Hubei Province.The market-led models include the Suzhou Model in Anhui Province,and the Golden Field Series Model in Jiangsu Province.This paper compares their profit-sharing mechanisms with specific attention given to the incentives for the villagers.Findings suggest that the villagers’profits are limited in both models.The government-led models concern less about profits but more on reusing the desolated agricultural land.The market-led models are profit-driven therefore tend to exclude the villagers from the profit-sharing process. 展开更多

With the rapid economic development and urbanization process in Beijing-Tianjin-Hebei region, land use and landscape pattern have been changed. In order to reveal the temporal and spatial changes and provide scientific basis for the local land use planning and landscape pattern optimization made by government, based on the classification results of Globeland 30 land cover data in 2000 and 2010, this paper quantitatively analyzed the land use transfer status and the dynamic change of landscape pattern in Beijing-Tianjin-Hebei by adopting the method of land use transfer matrix and landscape index. The results show that the land use and landscape patterns in Beijing-Tianjin-Hebei have been changed significantly from 2000 to 2010. Overall, land use in Beijing-Tianjin-Hebei region has been changed greatly, which shows that the cultivated land area has been decreased by 3721.67 km<sup>2</sup>, while the artificial surface area and grassland area have increased by 2721.29 km<sup>2</sup> and 657.09 km<sup>2</sup>, respectively. From the six partitions of Beijing-Tianjin-Hebei, it can be seen that the subareas with significant changes are Sand Control Farmland Protection Zone in Yellow River Flood Plain, Water Conservation Area for Sand Control in Mountain and Hilly Areas of Northwest Taihang Mountains, and Human Settlement Environment Maintenance and Farmland Protection Zone of Beijing-Tianjin-Hebei Urban Agglomeration. The arable land area of these three zones has decreased 572.77 km<sup>2</sup>, 1553.94 km<sup>2</sup> and 1359.53 km<sup>2</sup>, respectively. From the perspective of landscape pattern change, patch density and fragmentation degree in the southeast and northwest of Beijing-Tianjin-Hebei region increase;and the dominant patches in the southeast of Beijing-Tianjin-Hebei region have formed a good connectivity;the whole Beijing-Tianjin-Hebei region shows irregular shape and discontinuous enhancement of landscape types, the landscape patch types increase and enrich, and the dominance shows a downward trend. 展开更多

Over the forty years since reform and opening up,China’s rural land system has undergone a drastic transition from the Two Rights Separation to the Three Rights Separation.Any examination of the latter must be grounded in the crucial field of land transfer.Our fieldwork in different areas across China revealed that the rapid development of industrialization and urbanization has driven a drastic increase in the intensive,large-scale transfer of land.As a result,the traditional small-farmer economy is disintegrating,accompanied by a widening distance between farmers and the land.In practice,the Three Rights Separation system exhibits some new characteristics:the growing substantiation of the ownership rights of the village collective,the demutualization of the contracting rights of farm households and the marketization of management rights.At the same time,in practice we have also seen a strengthening of the position of those enjoying ownership rights and management rights and a weakening of the position of those possessing contracting rights.To change the rural land system and accomplish its goal of rural revitalization,China must endeavor to construct a new type of collective market economy. 展开更多
