Construction and Practice of Transformation System of Scientific and Technological Achievements in Agriculture:A Case Study of Chinese Academy of Tropical Agricultural Sciences

Accelerating the transformation of agricultural scientific and technological achievements is a key link in implementing innovation-driven development strategy and rural revitalization strategy,and improving development quality and core competitiveness.How to build a scientific and systematic transformation system of scientific and technological achievements and improve the overall management level of scientific and technological achievements transformation of agricultural scientific research institutes is one of the key tasks to measure how a scientific research institute supports industry and serves society.Taking the Chinese Academy of Tropical Agricultural Sciences as an example,this paper explores the construction and practice of its scientific and technological achievements transformation system since the 13 th Five-Year Plan period.By arranging the current situation of resource elements for the transformation of scientific and technological achievements,analyzing the progress of the construction of the scientific and technological achievements transformation system,summarizing the practical results of the scientific and technological achievements transformation system,this paper puts forward 10 strategies and measures(implementing key projects for the transformation and application of scientific and technological achievements;striving to promote the transformation and application of on-duty scientific and technological achievements;accelerating the development and utilization of advantageous and characteristic resources;strengthening the use and protection of intellectual property rights;actively expanding cooperation activities between government,industry and research;increasing special financial support for the transformation of scientific and technological achievements;innovating state-owned asset management to accelerate scientific and technological development;piloting equity incentives to expand scientific and technological development channels to increase income;striving to create a relaxed environment for the transformation of scientific and technological achievements,effectively create scientific and technological value,enhance the development strength of the institute,and promote high-quality industrial development)in order to provide a useful reference for the transformation of scientific and technological achievements of agricultural research institutes.

Risks in the Transformation of Scientific and Technological Achievements concerning Tropical Agriculture

The transformation of scientific and technological achievements concerning tropical agriculture has the characteristics of high risk and high return. Based on the characteristics of transformation of scientific and technological achievements concerning tropical agriculture,this paper analyzes the risk factors during the transformation of scientific and technological achievements concerning tropical agriculture. In accordance with the current situation of low transformation rate of scientific and technological achievements concerning tropical agriculture in China,this paper proposes the measures to avoid the risks in the transformation of scientific and technological achievements concerning tropical agriculture and enhance the transformation rate of scientific and technological achievements concerning tropical agriculture.

Design Index and Empirical Analysis of the Evaluation Index System for the Transformation of Scientific and Technological Achievements of Universities in Beijing, Tianjin and Hebei

Promoting the transformation of scientific and technological achievements of universities and colleges in Beijing, Tianjin, and Hebei is an important measure to enhance the level of scientific and technological development in universities, enhance the scientific and technological synergy of Beijing-Tianjiii-Hebei urban agglomeration, practice the coordinated development strategy of Beijing, Tianjin and Hebei, and promote the construction of Xiong'an New District. Based on the scientific and technological input of colleges and universities, the development of science and technology and the output of science and technology, this paper uses Delphi and AHP to construct a Beijing, Tianjin, Hebei University Science and Technology Achievement Transformation Performance Evaluation System from the perspectives of transformation potentials, scientific research activities and achievements transformation of university scientific and technological achievements. An empirical analysis was carried out to provide reference for the government's efficient decision-making and improvement of strategies for transforming scientific and technological achievements in universities.

Theoretical Model on Transformation Factors of Scientific and Technological Achievements under the Belt and Road Initiative

With the continuous deepening of the Belt and Road Initiative,the countries involved are increasingly connected in the field of science and technology.Based on the transformation theory of scientific and technological(S&T)achievements,this study establishes a theoretical model of transformation factors of S&T achievements under the Belt and Road Initiative.Combined with the data analysis from questionnaire,it is found that in S&T achievements transformation process,there is a significant positive correlation between the innovation factors and the transfer factors,between the transfer factors and the diffusion factors,and between the diffusion factors and the transformation results.These conclusions provide reference for the subsequent S&T achievements transformation activities under the Belt and Road Initiative.Therefore,in the process of promoting the transformation of S&T achievements under the Belt and Road Initiative in the future,innovation factors such as information innovation,service innovation,and cooperative innovation should be fully reflected.Relevant agencies should take the transfer factors of S&T achievements as guidance;promote and apply the results of incubation through diffusion media and diffusion channels.

The role of agricultural mechanization technology in the promotion of scientific and technological achievements in agriculture

Agricultural mechanization is to the use advanced and applicable agricultural machinery and equipment in agriculture to improve agricultural production conditions, and continuously improve the production technology and economic, ecological processes of agriculture. The level of agricultural science and technology depends largely on the degree of agricultural mechanization promotion. An agricultural country level depends on the degree of modern agricultural mechanization level of the application, and the era of mechanization in agriculture can not only save a lot of labor, reduce labor intensity, but also improve labor efficiency, and enhance resistance to natural disasters. 标准化促进海洋科技成果转化的思考与建议

基于SWOT-CLPV模型的公立医院科技成果转化发展路径研究

厘清公立医院科技成果转化难点,探讨其发展路径。以安徽医科大学第二附属医院为例,运用SWOT-CLPV模型分析科技成果转化的内部优势与劣势及外部机会与威胁,通过矩阵分析评估杠杆效应、抑制性、脆弱性、问题性。分析显示,内部优势“医院对成果转化的需求”与外部机会产生的杠杆效应为4L;内部劣势在“政策支持逐步完善”方面抑制性为4C;内部优势“医院对成果转化的需求”面临外部威胁时的脆弱性为4V;内部劣势“专业人才缺乏”与外部威胁交互的问题性为4P。通过探索实施多项举措,安徽医科大学第二附属医院科技成果转化实效得到提升,推动公立医院高质量发展。

江苏省培育新质生产力对策研究

供求视域下农业科技成果转化模式探究——以海南为例

科技成果转化的意义大于科技创新本身。中国农业科技成果转化效率低于社会平均水平,也落后于一般发达国家,如何优化和改进农业科技成果转化模式是当前需要思考的问题。农业科技成果转化有“科研机构自行转化”“科企合作转化”“平台统筹转化”三种主要模式。农业的固有特质给科技成果转化动力链的供给、需求、中介等维度造成不同程度的制约。为破解制约,必须实施产权激励,融入外部资源,同时政府要统筹协调推进。近年来,海南省秉持“以科技人员为本位”“以市场需求为导向”“以制度创新为抓手”三原则,在农业科技成果转化方面取得显著成效,今后应持续推进改革探索,强化企业的创新主体地位,同时加强政府的统筹协调力度。

秦创原平台赋能陕西高校科技成果转化的机制及实现路径

陕西省具有富足的科教资源,但其高校科技成果转化仍然存在高投入与低转化率的窘境。目前,秦创原平台建设正处于加速期,亟须进一步破解秦创原赋能陕西高校科技成果转化的机制及实现路径,提高陕西高校科技成果转化的效率。基于对陕西高校科技成果转化的现状分析,发现陕西高校科技人力及科技经费投入不断增加,科技成果产出稳步提升,技术交易日益活跃,平台和服务能力不断提升,制度建设和机制创新取得成效。在陕西高校科技成果转化整体形势向好的大背景下,通过调研部分高校,发现仍存在科技成果转化质量不高、转化服务能力不足以及融资能力欠缺等问题。针对陕西高校科技成果转化过程中存在的问题,基于市场经济体制对秦创原平台赋能陕西高校科技成果转化的供求机制、价格机制、风险机制以及环境优化机制进行研究,并提出了秦创原平台赋能陕西高校科技成果转化的实现路径。研究成果丰富并拓展了高校科技成果转化的理论体系,并为陕西高校科技成果转化提供了决策参考。

基于Android的农业科技成果推广移动端应用软件设计与实现

在分析广东省农业科技成果推广需求的基础上,介绍了基于Android的农业科技成果推广移动端应用软件的系统架构和功能组成等设计方案,并重点介绍了单点登录和个性化定制2个功能的技术实现。基于Android的农业科技成果推广移动端应用软件的应用拓展了农业科技成果推广的移动网络信息通道,为互联网平台用户补充提供个性化精准服务,在一定程度上提高了农业科技信息推广效率,实现了农业科技成果推广信息服务的轻量化和智能化。

湖北省农业科技成果转化现状与对策

加快农业科技成果转化有利于提高农业质量效益和竞争力,有利于加快农业农村现代化。文章阐述了湖北省农业科技成果转化现状,系统分析了农业科技成果转化存在的主要问题,提出了强化资金投入、强化需求导向、强化企业培育、强化服务机构和人才队伍建设等加强农业科技成果转化的建议,以期为提升湖北省农业科技成果转化工作效能提供参考。

基于生产托管服务的农业科技成果转化新模式探析——以安徽颍州农业社会化服务科技创新基地为例

加速农业科技创新成果转化是推进现代农业发展的主要动力,对推动乡村产业振兴具有重要现实意义。系统阐述了目前安徽省农业科技成果转化的主要模式,并综合分析了成果转化过程中存在的成果属性、转化动力、转化机制及农技推广模式等方面的问题。结合新阶段对科技创新和成果转化联动发展以及农业生产托管高质量发展的要求,提出了基于农业社会化服务的农业科技成果转化模式的理论框架,并以安徽颍州农业社会化服务科技创新基地为例,分析了农业生产托管服务在推进科技创新和促进成果高效转化方面的正向作用,阐述了农业科研院所、农技推广系统、托管组织等主体在科技创新与成果转化中的联动协作机制。提出了一条可行的农业科技成果转化新模式——基于生产托管的农业科技成果转化模式,以期为推动农业科技创新成果转化、助力农业新技术推广到位、助推乡村振兴提供参考依据。

农业科研院所科技成果转化路径探索——以新疆农业科学院为例

农业科研院所作为农业科技成果的摇篮,其科技成果转化情况关系着区域农业经济的高质量发展。文章以新疆农业科学院为例,分析了当前农业科技成果产出和转化情况,找出影响农业科技成果转化发展的关键问题,从成果源头创新、政策体系建设、专项资金支持、转化平台建设、专业队伍建设和丰富转化方式六个方面提出了农业科研院所“六强化、六保障”的科技成果转化路径,以期加快推进农业科技成果转化。

数字普惠金融对科技成果转化的影响机制与门槛效应分析

为高效利用数字普惠金融促进科技成果转化,利用2011—2021年我国31个省份面板数据,采用固定效应模型和以创新参与度、创新产出能力为中介的中介效应模型,基于异质效应与非线性效应的多重视角,实证研究数字普惠金融对科技成果转化的影响。研究发现,第一,数字普惠金融会对科技成果转化的直接效应为正,且存在累积递增效应;第二,机制分析表明,数字普惠金融可以通过提高创新参与度和创新产出能力进而促进科技成果转化,而且创新产出能力的中介效应更强;第三,异质性分析表明,在中西部地区,数字普惠金融对科技成果转化的积极效应更强;第四,数字普惠金融对科技成果转化的影响存在显著动态非线性关系,在门槛值之前存在阻碍作用,只有越过门槛值后才会呈现边际效应递增的非线性特征,创新产出能力和创新参与度的非线性调节效应都是积极且显著的,但是创新参与度的调节效应要小于创新产出能力。由此提出应积极发展我国的数字普惠金融、推动信息技术和传统金融高效融合、推动数字普惠金融与科技成果转化的深度融合、实施差异化动态化的科技成果转化策略等相关对策建议。

基于网络效应与行动者效应的专利转让及受让行为研究

专利交易是技术创新扩散的主要渠道,是实现科技成果转化的有效途径。研究专利转让与受让行为可以识别影响专利交易的主要因素,为政府制定技术交易政策提供科学依据。以2002—2019年中国集成电路产业专利转让记录作为数据源,利用Siena模型,结合网络效应和行动者效应,对专利转让与受让行为影响因素进行实证检验。研究发现:①专利技术交易以单向交易为主,随着集成电路产业从萌芽阶段步入成长阶段,产业内技术交易主体增加,网络规模扩大,网络信息传输效率有所提升,但仍处于较低水平;②网络初期产生的锁定效应明显得以缓解,技术交易网络内组织社团化特征明显,技术交易社团规模呈扩张态势且社团内紧密程度不断提高;③网络效应方面,转让者更倾向于与技术交易伙伴进行交易,频繁发生受让行为的企业会吸引更多新的交易伙伴,企业间不存在明显的互惠交易;④行动者效应方面,随着产业进入成长阶段,成熟企业更倾向于专利转让行为,初创企业更倾向于专利受让行为,占据高结构洞位置的企业更倾向于专利转让行为。企业间技术创新能力差距越小越容易发生技术交易,企业倾向于选择同一国别或同一企业集团内伙伴进行交易。

科技成果转化新路径和新模式的探索:国内外技术转移概念验证中心的建设启示

[研究目的]概念验证是技术转移机构核心职能之一,可弥补早期科技成果与可进行市场化成果之间的空白,提高科技成果转化效率。[研究方法]就概念验证在科技成果转化技术创新链中所处的位置、特点详细阐明,对国内代表性城市概念验证中心建设、发布政策情况开展梳理与研究。[研究结论]在借鉴国外概念验证中心建设的具体举措基础上,针对我国概念验证在科技成果转化链条中的薄弱点与瓶颈制约提出对策建议,以进一步促进科技成果向现实新质生产力转化、让创新成果更快更好落地。

秦创原创新驱动平台的构建模式及运行机制研究

创新平台的构建及有效运行是创新生态系统建设的重要环节,其对区域经济发展、构建创新体系具有重要的促进作用。采用纵向单案例研究方法,以陕西省新兴的秦创原创新驱动平台为例,探讨其构建模式、运行机制及建设经验,研究发现:秦创原创新驱动平台的四阶段构建模式分别为初创期的聚集要素模式、整合期的整合资源模式、拓展期的搭建创新网络模式及成熟期的培育创新生态系统模式。秦创原的主要运行机制分别为政府主导机制、协同创新机制、技术驱动机制及数字化治理机制。研究成果为我国创新平台、创新生态系统的建设及发展提供参考。

辽宁省科技成果转化存在的问题及对策研究

在国家创新驱动的发展国策下,科技成果转化日益成为促进区域经济发展的重要引擎,党和国家的政策也明确指出了科技创新和经济相结合的发展方向,因此,科技成果转化作为两者的结合点被提上了日程,成为制约区域经济发展的重要环节。然而,辽宁在科技资源分配及产学研协调沟通机制上存在不足,导致辽宁科技创新成果的本地转化率并不高,这在一定程度上限制了辽宁经济的增长。基于此,本文通过梳理科技创新价值链和科技成果转化过程研究,剖析辽宁省科技成果转化存在的问题,并根据辽宁的实际情况和区域特色,构建具有辽宁地方特色的科技成果转化模式,期望能够引领地区产业发展,提高区域科技创新能力,有效促进科技成果本地转化。

创新链视角下地方公益农业类科研机构创新效率测度研究

文章基于创新链理论,将公益农业类科研机构划分为科技研发阶段和成果转化阶段,采用DEA-Malquist指数法测算2011—2020年21家福建省属公益农业类科研机构不同阶段科技创新效率。结果表明:10年间,科技研发阶段和成果转化阶段的创新效率均表现为退步状态,科技研发阶段创新效率下降5.10%,成果转化阶段下降3.20%,可见两阶段均有较大提升空间;21家机构不同阶段创新效率差距明显,47.62%的机构科技研发效率处于退步状态,创新指数最大差距达0.756,38.10%的机构成果转化效率处于退步状态,创新指数最大差距达0.919;机构创新发展模式差距大,23.81%为集约型,9.52%为粗放型,28.57%为研发高效-转化低效型,38.10%为研发低效-转化高效型。在此基础上,结合加快推进科技政策创新、科技体制改革等外部因素,引导机构形成学科布局、技术积累与产业经济发展格局相适应科研组织模式等内部因素,分类提出有针对性的对策建议。
