Taking Huaian as an example,the rural economic and environmental problems in economically underdeveloped areas are expounded.The results show that rural areas in economically underdeveloped areas confront with lagged economic development,serious environmental pollutionand scarce shortage of equipments for treating environmental pollution.The causes of problems are analyzed,including inadequate fiscal supportfrom the local government;unscientific system for assessing government officers' performances;backward ideas in environmental protection and im-perfect laws and regulations on environmental protection.Based on these causes,the strategy of employing the circular economy to promote the co-ordinated development of rural environment and economy in economically underdeveloped areas is put forward.The strategy covers transformingthe way of agricultural production;adjusting agricultural production structure;positively collecting funds and increasing the input on handling rural en-vironmental problems;strengthening the efforts on promotion and education,and forming the healthy habits of consumption;enforcing supervisionand establishing a professional administration team for protecting rural environment;laying stress on rural technological innovation and strengtheningthe force of expansion;accelerating the path of industrialization and promoting the industrialization of villages and towns vigorously. 展开更多

Impact of carbon emissions on economic factors and economic growth in China’s underdeveloped regions: Evidence from Guangxi Zhuang Autonomous Region

Global warming and carbon emissions are highly concerned by countries all over the world.Since 2005,China has surpassed the United States as the world’s first carbon emission country,but in recent years,China has made remarkable achievements in carbon emission regulation.In 2018,China’s carbon dioxide emissions per unit of GDP dropped by 4.0%,a cumulative decline of 45.8%over 2005 and equivalent to a reduction of 5.26 billion tons of CO2.But in underdeveloped areas of the western China,economic growth and energy conservation and emission reduction are still facing a severe contradiction.This paper mainly explores the impact of carbon emissions on economic factors and economic growth in China’s underdeveloped regions(Guangxi Zhuang Autonomous Region)over the period from 1998 to 2017.The Tapio decoupling elasticity index was used to measure the degree of dependence of Guangxi’s economic growth on carbon emissions,and the influence of economic development factors(the GDP,population,technology level and urbanization level)on CO2 emissions was analyzed with the STIRPAT model.The main findings are presented as follows:(1)The relationship between carbon emissions and economic growth in China’s underdeveloped regions over the period from 1998 to 2017 is mainly characterized by weak decoupling;(2)According to OLS(Ordinary Least Square)modeling results,for every 1%increase in carbon dioxide emissions,economy grows by 0.947%,population size decreases 0.621%,urbanization level increases 0.120%,and technical level declines 0.830%.In view of the research conclusions,some suggestions are put forward to promote the economic transformation and upgrading,improve the environmental protection awareness of the population and actively promote the new urbanization. 展开更多

In 2020, the decisive victory of building a moderately well-off society in all aspects means that absolute poverty in rural China has been completely eliminated. Consolidating and expanding the achievements of poverty alleviation and establishing a long-term mechanism to solve relative poverty have become key issues in high-quality development of underdeveloped areas. In this study, human-earth system is employed to analyze the element composition, structural organization and functional state of underdeveloped areas. The results show that poverty in underdeveloped areas stems from the lack of the coupling and coordinating mechanism among human, economic, resource and environmental elements, which is not conducive to transforming the ecological advantages into the advantages of regional development. In the antipoverty stage, underdeveloped areas innovate the human-earth coupling and coordinating mechanism through a series of targeted measures, promote the organic combination of poverty alleviation, ecological conservation and sustainable development, and boost the transformation of regional development and the increase of farmers’ incomes. Focusing on the 14 th Five-year Plan(2021–2025) and the long-term goal of 2035, governments in underdeveloped areas should make full use of the policy support to explore scientific methods of modern governance and sustainable development. In particular, it is necessary to practice the concept that "clear waters and lush mountains are invaluable assets" and take the road of the ecologicalization of industry and the industrialization of ecology by establishing a policy system of "green land", "green people", "green industry" and "green right", thus building an endogenous growth mechanism of sustainable poverty alleviation and green development in China’s underdeveloped areas. 展开更多
