In response to the United Nations Sustainable Development Goals and China’s“Dual Carbon”Goals(DCGs means the goals of“Carbon Peak and carbon neutrality”),this paper from the perspective of the construction of Ch...In response to the United Nations Sustainable Development Goals and China’s“Dual Carbon”Goals(DCGs means the goals of“Carbon Peak and carbon neutrality”),this paper from the perspective of the construction of China’s Innovation Demonstration Zones for Sustainable Development Agenda(IDZSDAs),combines carbon emission-related metrics to construct a comprehensive assessment system for Urban Sustainable Development Capacity(USDC).After obtaining USDC assessment results through the assessment system,an approach combining Least Absolute Shrinkage and Selection Operator(LASSO)regression and Random Forest(RF)based on machine learning is proposed for identifying influencing factors and characterizing key issues.Combining Coupling Coordination Degree(CCD)analysis,the study further summarizes the systemic patterns and future directions of urban sustainable development.A case study on the IDZSDAs from 2015 to 2022 reveals that:(1)the combined identification method based on machine learning and CCD models effectively quantifies influencing factors and key issues in the urban sustainable development process;(2)the correspondence between influencing factors and key subsystems identified by the LASSO-RF combination model is generally consistent with the development situations in various cities;and(3)the machine learning-based combined recognition method is scalable and dynamic.It enables decision-makers to accurately identify influencing factors and characterize key issues based on actual urban development needs.展开更多

The characteristics of an urban settlement are different from those in other regions of China. This paper analyses the coupling characteristics and spatio-temporal variations for oasis urban development and water-land resources at the northern slopes of the Tianshan Mountains by principal component analysis and a coupling degree model. The result shows that the degree and change in regional use of water and land resources are different among the studied cities/counties during their development. The built-up areas of these cities/counties have changed little with increasing populations and urbanization levels, which well reflects that the urban development in arid and semi-arid regions is limited by oasis areas. Per capita amount of water supplied, however, presented a trend of slowed growth with increasing levels of urbanization. Water consumption gradually increased with urban development and the improvement of people's living standards, accompanied by enhanced water use efficiency. The level of urbanization can be assessed through the coupling degree between oasis urban development and the use of water and land resources. A high coupling degree represents a high level of comprehensive urban devel- opment and use of water-land resources. Alternatively, a low coupling degree denotes a low level of urban devel- opment and water-land resource use.展开更多

The comparison between the number of red tide events and the development indexes of cities along the coasts of the province shows that the regional differences in red tide outbreaks has close relations with the coastal urban developments. The cause for an initiation of red tide blooms may be natural factors, while wastewater caused by the fast development of population, industry and aquiculture of the coastal cities enhanced the blooms. It may explain why the two periods of frequent outbreaks of the red tides over the last two decades matched the urban developments in the coastal areas of Guangdong not only spatially but also temporally. The red tides in the first period were restricted only to the coasts of middle Guangdong, where urbanization process was at a higher speed than the other coastal areas of the province. In the second period, fast development of the coastal cities in eastern Guangdong led to an increase in the occurrence of red tides in local sea areas of the same coasts.展开更多

Comparing with Yangtze delta metropolitan region, the level of urbanization and industrialization of WUA has lagged behind for about 10 years; but the problems in environmental protection and rehabilitation are commonly serious. In the future, WUA should avoid unnecessary mistakes and seek a win-win strategy for economy and environment in its large-scale development stage. Based on the analysis of the changing of main environmental pollutants and the coupled curves in past decades, the paper discussed the important links among the urban environmental pollutions, industry growth and urban sprawl in WUA. It is concluded that the integration of economic and environmental policies in urban development is more required and significant at the large urban agglomeration region. Four proactive and long-term strategies need to be adopted to provide prior guidance and better protection for the development of WUA.展开更多

The system mainly involves three spatial scales: the urban scale, urban sub-domain scale, and single to few buildings scale. In it, different underlying surface types are employed, the building drag factor is used to replace its roughness in the influence on the urban wind field, the effects of building distribution, azimuth and screening of shortwave radiation are added, and the influence of anthropogenic heating is also taken into account. All the numerical tests indicate that the simulated results are reasonably in agreement with the observational data, so the system can be used to simulate the urban meteorological environment. Making use of it, the characteristics of the meteorological environment from the urban to urban sub-domain scales, even the among-buildings scale, can be recognized. As long as the urban planning scheme is given, the corresponding simulated results can be obtained so as to meet the need of optimizing urban planning.展开更多

In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980 s and 1990 s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then considered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water resources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and environmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.展开更多

It is important to explore an urban smart development path which unites smart growth with driving shrinkage perfectly in forming scientific and sustainable development concept and responding to new normal strategic opportunities. Based on statistic data of 294 prefecture-level cities and above in China from 2000 to 2015, we analyzed spatial and temporal evolution of urban smart development in China by constructing a dynamic fitting model of urban land expansion, population growth, and economic development as well as the coefficient of variation of urban smart development(CVSD). Further efforts were then made to consider differential distribution regularity of urban smart development so as to understand the driving mechanisms of heterogeneous classification of urban smart development in China from different scales and scale variation. Our results indicate that: 1) the disordered growth tendency of urban cities in China is overall well controlled in the middle, and late research and it mainly presented a doublet coexistence of shrinkage disordered cities and smart developing cities. It is particularly obvious that Northeast China and East China have regarded shrinkage disordered cities and smart developing cities as main development tendency separately. 2) Areas with basic stability and relative variation were relatively dispersed across the time period, but the proportion was far beyond areas with significant variation. It demonstrates a relative equilibrium spatial and temporal differential evolution pattern of prefecture-level cities and above in China, except for Tongling, Lanzhou and Chaoyang. 3) prefecture-level cities and above in China are mostly characterized by shrinkage disordered and smart development classification under the background of different scale and scale variation from 2000–2015; however, the spatial resonance relation is not obvious. 4) There are many interaction factors forming an important driving mechanism in developing the spatial and temporal pattern of urban smart development in China, including natural geographical factors, industrial structure adjustment, human capital radiation, regional traffic accessibility, and government decision-making intervention.展开更多
Urban agglomeration is the main spatial organization mode used by the Chinese government to promote the policy of new urbanization strategy.Hence,a better understanding of the urban growth boundary(UGB)has profound th...Urban agglomeration is the main spatial organization mode used by the Chinese government to promote the policy of new urbanization strategy.Hence,a better understanding of the urban growth boundary(UGB)has profound theoretical and practical significance regarding sustainable urban development.This study devised a raster-based land use spatial optimization(LUSO)framework,and utilized ant colony optimization(ACO)algorithm to delimit the smart growth boundaries of the Changsha-Zhuzhou-Xiangtan city group(CZTCG)in China.The aim of this study is to design a LUSO model to explore an optimal pattern of urban agglomeration for sustainable growth.Multi growth scenario including a single development center,multipolar development and balanced development patterns are generated by the LUSO model for the year of 2050,and the optimum spatial pattern is chosen based on objectives comparison and the present stage of economic and social development in CZTCG.The main results are listed as the following.1)It is feasible to identify the growth boundaries of the urban agglomeration using the land use spatial optimization model,and the optimal form of the spatial pattern can be defined.2)With the growth trend of the urban agglomeration gradually spreads from a single center to multi-centers and even small towns,the total optimization target performance gradually increases,which means that the traditional pie-shaped development does not meet the maximum comprehensive benefit of the city group.3)Subject to the regional social and economic development stage,absolute fair development or simply developing the central city is not conducive to promoting the coordinated development of the urban agglomeration.Gradient equalization and gradual advancement are the best choice for UGB delineation of urban agglomeration.The findings of this study would be useful to identify the UGB in CZTCG for more sustainable urban development in the future.展开更多

In this study, remotely sensed images with approximately 30 m spatial resolution were used to quantitatively assess the spatial and temporal patterns of urban expansion of 60 Chinese cities(1973–2013). Urban-expansion-process curves of the cities studied were drawn using annual expansion area as an indicator. Curve similarity analysis generated four basic process modes of urban expansion in China. These included cities that: 1) peaked around 2004 and then decelerated; 2) peaked around 2010 and then decelerated; 3) showed sustained acceleration, and 4) showed continued deceleration. Four basic process modes represented cities under different levels of development stage. Geographic location was found to be the most related characteristic to urban expansion process. Regional development policies at the national level in each region also showed highly temporal consistency with fluctuation characteristics of urban expansion process. Urban characteristic such as population size and administrative level were not found to be significantly related to urban expansion-process modes. Understanding the basic process-mode categories well is extremely important for future regional-balance planning and development of macroeconomic policies.展开更多
The delimitation of urban development boundaries plays an important role in optimizing the nation land space.“Double evaluation”is one of the important means to study and predict the scale of new construction land i...The delimitation of urban development boundaries plays an important role in optimizing the nation land space.“Double evaluation”is one of the important means to study and predict the scale of new construction land in the future and to determine the spatial distribution of urban construction land.This study combines the“double evaluation”with the FLUS(Future Land-Use Simulation)model to study the delimitation of the urban development boundary of Yichang.The results show that:(1)the“double evaluation”method comprehensively considers the carrying capacity of the resource environmental bear and the suitability of urban development;(2)the FLUS model can better couple the“double evaluation”method for Land Use/Land Cover(LULC)suitability evaluation,Land Use/land Cover Change(LUCC)simulation and urban development boundary delineation,and the overall accuracy of the simulation reaches 96%;(3)according to the requirements of relevant national policies,this study divides the urban development boundary of the study area into concentrated construction areas,elastic development areas and special purpose areas.This function-based division can meet the requirements of urban flexible development,ecological protection and urban safety.This research combines the FLUS model,which is widely used in the simulation of LUCC,with the double evaluation method used in China’s new round of land and space planning to obtain the result of the urban development boundary.This result is consistent with the existing plan of the study area.展开更多

Existing research has evaluated the extent of URI a...Urban-rural integration (URI) is a global challenge that is highly related to inequalities, poverty, economic growth, and other Sustainable Development Goals (SDGs). Existing research has evaluated the extent of URI and explored its influencing factors, but urban-rural linkages are seldom incorporated in evaluation systems, and geographical factors are rarely recognized as the influencing factors. We construct a URI framework including regional economy, rural development, urban-rural linkage, and urban-rural gap. Based on a dataset consisting of 1,669 counties in China in 2020, we reveal the spatial pattern of URI and find a high correlation between the spatial pattern of URI and the relief degree of land surface (RDLS). Using structural equation modeling, we discover that topography has direct ( − 0.18, p < 0.001) and indirect ( − 0.17, p < 0.001) effects on URI. The indirect negative effects are mediated through the infrastructure, and the combination of localized advantages and modern technical conditions could mitigate the negative impact of topography. Finally, we identify 742 counties as lagging regions in URI, which can be clustered into eight types. Our findings could facilitate policy designing for those countries striving for integrated and sustainable development of urban and rural areas.展开更多

Xinjiang is in a new cross-domain development stage, and the research on urban sustainable development in Xinjiang wil be an important contribu-tion to sustainable development in western China. In this paper, with the district of Urumqi city as the study area, environmental indicators in 2011 economic society were col ected to establish an index system of factors affecting the sustainable de-velopment, and to make analysis and comprehensive evaluation on the influence factors, proposing suggestions and countermeasures of sustainable development in districts or counties in Urumqi County as per quantitative and qualitative analysis methods.

文摘Urbanization development quality(UDQ) of urban agglomeration(UA) is one of the important indexes to evaluate if the UA urbanization speed is reasonable,if the population urbanization process is sound,if the economic urbanization process is efficient,if the social urbanization process is harmonious and fair,which is generally composed of three parts,including economic urbanization development quality,social urbanization development quality and spa-tial urbanization security quality.With the research of evolution rules of UDQ,through the analysis on the interactive coordination relation between UDQ and urbanization level,the paper proposes three dimensional index ball and stan-dard value of comprehensive measures of UDQ,which is composed of three categories of indexes.By introducing At-kinson model,this paper constructs the sub-element measure model and segmental measure model of UDQ,and fur-ther makes an overall evaluation on the characteristic of UDQ of UAs in China.Results show that:1) UDQ of UAs lied at optimization and upgrading phase during 1995-2008 and the quality was low.Population urbanization level did not reflect the UDQ of UAs;2) the improving speed of the spatial urbanization security quality was higher than the so-cial urbanization development quality,and the improving speed of economic urbanization development quality was the lowest;3) the coordination between UDQ and urbanization level was not so good;4) there was a weak correlation re-lation between UDQ and UA scale,and it was not true that the bigger the UA was,the better the UDQ was.

文摘Urban development in arid and semi-arid regions is largely constrained by fragile physical environ- ments. The characteristics of an urban settlement are different from those in other regions of China. This paper analyses the coupling characteristics and spatio-temporal variations for oasis urban development and water-land resources at the northern slopes of the Tianshan Mountains by principal component analysis and a coupling degree model. The result shows that the degree and change in regional use of water and land resources are different among the studied cities/counties during their development. The built-up areas of these cities/counties have changed little with increasing populations and urbanization levels, which well reflects that the urban development in arid and semi-arid regions is limited by oasis areas. Per capita amount of water supplied, however, presented a trend of slowed growth with increasing levels of urbanization. Water consumption gradually increased with urban development and the improvement of people's living standards, accompanied by enhanced water use efficiency. The level of urbanization can be assessed through the coupling degree between oasis urban development and the use of water and land resources. A high coupling degree represents a high level of comprehensive urban devel- opment and use of water-land resources. Alternatively, a low coupling degree denotes a low level of urban devel- opment and water-land resource use.
文摘Red tides are one of the main coastal catastrophic events in Guangdong Province of southern China. The comparison between the number of red tide events and the development indexes of cities along the coasts of the province shows that the regional differences in red tide outbreaks has close relations with the coastal urban developments. The cause for an initiation of red tide blooms may be natural factors, while wastewater caused by the fast development of population, industry and aquiculture of the coastal cities enhanced the blooms. It may explain why the two periods of frequent outbreaks of the red tides over the last two decades matched the urban developments in the coastal areas of Guangdong not only spatially but also temporally. The red tides in the first period were restricted only to the coasts of middle Guangdong, where urbanization process was at a higher speed than the other coastal areas of the province. In the second period, fast development of the coastal cities in eastern Guangdong led to an increase in the occurrence of red tides in local sea areas of the same coasts.

文摘In Wuhan urban agglomeration (WUA), the population growth and concentration, the industrial development and urban sprawl have been affecting the environment ftmdamentally. Comparing with Yangtze delta metropolitan region, the level of urbanization and industrialization of WUA has lagged behind for about 10 years; but the problems in environmental protection and rehabilitation are commonly serious. In the future, WUA should avoid unnecessary mistakes and seek a win-win strategy for economy and environment in its large-scale development stage. Based on the analysis of the changing of main environmental pollutants and the coupled curves in past decades, the paper discussed the important links among the urban environmental pollutions, industry growth and urban sprawl in WUA. It is concluded that the integration of economic and environmental policies in urban development is more required and significant at the large urban agglomeration region. Four proactive and long-term strategies need to be adopted to provide prior guidance and better protection for the development of WUA.

As a case study, ULCA was applied in the environmental impact assessment of the land readjustment project of Hyogo District of Saga, Japan. In addition, mitigation proposals for reducing CO2 were also presented and the relevant environmental ef-fects were simulated.

文摘Considering the urban characteristics, a customized multi-scale numerical modeling system is established to simulate the urban meteorological environment. The system mainly involves three spatial scales: the urban scale, urban sub-domain scale, and single to few buildings scale. In it, different underlying surface types are employed, the building drag factor is used to replace its roughness in the influence on the urban wind field, the effects of building distribution, azimuth and screening of shortwave radiation are added, and the influence of anthropogenic heating is also taken into account. All the numerical tests indicate that the simulated results are reasonably in agreement with the observational data, so the system can be used to simulate the urban meteorological environment. Making use of it, the characteristics of the meteorological environment from the urban to urban sub-domain scales, even the among-buildings scale, can be recognized. As long as the urban planning scheme is given, the corresponding simulated results can be obtained so as to meet the need of optimizing urban planning.

文摘By focusing on Guangzhou, this paper examines how different concepts of city in terms of urban-rural relationships are shaped in transforming China since 1949, and explores how they influence the way in which urban planning are practiced. In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980 s and 1990 s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then considered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water resources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and environmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.

文摘Smart urban development is an inevitable choice, and is essential to overall strength improvement. It is important to explore an urban smart development path which unites smart growth with driving shrinkage perfectly in forming scientific and sustainable development concept and responding to new normal strategic opportunities. Based on statistic data of 294 prefecture-level cities and above in China from 2000 to 2015, we analyzed spatial and temporal evolution of urban smart development in China by constructing a dynamic fitting model of urban land expansion, population growth, and economic development as well as the coefficient of variation of urban smart development(CVSD). Further efforts were then made to consider differential distribution regularity of urban smart development so as to understand the driving mechanisms of heterogeneous classification of urban smart development in China from different scales and scale variation. Our results indicate that: 1) the disordered growth tendency of urban cities in China is overall well controlled in the middle, and late research and it mainly presented a doublet coexistence of shrinkage disordered cities and smart developing cities. It is particularly obvious that Northeast China and East China have regarded shrinkage disordered cities and smart developing cities as main development tendency separately. 2) Areas with basic stability and relative variation were relatively dispersed across the time period, but the proportion was far beyond areas with significant variation. It demonstrates a relative equilibrium spatial and temporal differential evolution pattern of prefecture-level cities and above in China, except for Tongling, Lanzhou and Chaoyang. 3) prefecture-level cities and above in China are mostly characterized by shrinkage disordered and smart development classification under the background of different scale and scale variation from 2000–2015; however, the spatial resonance relation is not obvious. 4) There are many interaction factors forming an important driving mechanism in developing the spatial and temporal pattern of urban smart development in China, including natural geographical factors, industrial structure adjustment, human capital radiation, regional traffic accessibility, and government decision-making intervention.

文摘Urban agglomeration is the main spatial organization mode used by the Chinese government to promote the policy of new urbanization strategy.Hence,a better understanding of the urban growth boundary(UGB)has profound theoretical and practical significance regarding sustainable urban development.This study devised a raster-based land use spatial optimization(LUSO)framework,and utilized ant colony optimization(ACO)algorithm to delimit the smart growth boundaries of the Changsha-Zhuzhou-Xiangtan city group(CZTCG)in China.The aim of this study is to design a LUSO model to explore an optimal pattern of urban agglomeration for sustainable growth.Multi growth scenario including a single development center,multipolar development and balanced development patterns are generated by the LUSO model for the year of 2050,and the optimum spatial pattern is chosen based on objectives comparison and the present stage of economic and social development in CZTCG.The main results are listed as the following.1)It is feasible to identify the growth boundaries of the urban agglomeration using the land use spatial optimization model,and the optimal form of the spatial pattern can be defined.2)With the growth trend of the urban agglomeration gradually spreads from a single center to multi-centers and even small towns,the total optimization target performance gradually increases,which means that the traditional pie-shaped development does not meet the maximum comprehensive benefit of the city group.3)Subject to the regional social and economic development stage,absolute fair development or simply developing the central city is not conducive to promoting the coordinated development of the urban agglomeration.Gradient equalization and gradual advancement are the best choice for UGB delineation of urban agglomeration.The findings of this study would be useful to identify the UGB in CZTCG for more sustainable urban development in the future.

文摘If urban sprawl is to be avoided in China in the next ten years, it is not only crucial to understand the overall history, current status, and future trends of urban expansion there, but also these differences, and this is presently lacking. In this study, remotely sensed images with approximately 30 m spatial resolution were used to quantitatively assess the spatial and temporal patterns of urban expansion of 60 Chinese cities(1973–2013). Urban-expansion-process curves of the cities studied were drawn using annual expansion area as an indicator. Curve similarity analysis generated four basic process modes of urban expansion in China. These included cities that: 1) peaked around 2004 and then decelerated; 2) peaked around 2010 and then decelerated; 3) showed sustained acceleration, and 4) showed continued deceleration. Four basic process modes represented cities under different levels of development stage. Geographic location was found to be the most related characteristic to urban expansion process. Regional development policies at the national level in each region also showed highly temporal consistency with fluctuation characteristics of urban expansion process. Urban characteristic such as population size and administrative level were not found to be significantly related to urban expansion-process modes. Understanding the basic process-mode categories well is extremely important for future regional-balance planning and development of macroeconomic policies.

文摘The delimitation of urban development boundaries plays an important role in optimizing the nation land space.“Double evaluation”is one of the important means to study and predict the scale of new construction land in the future and to determine the spatial distribution of urban construction land.This study combines the“double evaluation”with the FLUS(Future Land-Use Simulation)model to study the delimitation of the urban development boundary of Yichang.The results show that:(1)the“double evaluation”method comprehensively considers the carrying capacity of the resource environmental bear and the suitability of urban development;(2)the FLUS model can better couple the“double evaluation”method for Land Use/Land Cover(LULC)suitability evaluation,Land Use/land Cover Change(LUCC)simulation and urban development boundary delineation,and the overall accuracy of the simulation reaches 96%;(3)according to the requirements of relevant national policies,this study divides the urban development boundary of the study area into concentrated construction areas,elastic development areas and special purpose areas.This function-based division can meet the requirements of urban flexible development,ecological protection and urban safety.This research combines the FLUS model,which is widely used in the simulation of LUCC,with the double evaluation method used in China’s new round of land and space planning to obtain the result of the urban development boundary.This result is consistent with the existing plan of the study area.

文摘Urban-rural integration (URI) is a global challenge that is highly related to inequalities, poverty, economic growth, and other Sustainable Development Goals (SDGs). Existing research has evaluated the extent of URI and explored its influencing factors, but urban-rural linkages are seldom incorporated in evaluation systems, and geographical factors are rarely recognized as the influencing factors. We construct a URI framework including regional economy, rural development, urban-rural linkage, and urban-rural gap. Based on a dataset consisting of 1,669 counties in China in 2020, we reveal the spatial pattern of URI and find a high correlation between the spatial pattern of URI and the relief degree of land surface (RDLS). Using structural equation modeling, we discover that topography has direct ( − 0.18, p < 0.001) and indirect ( − 0.17, p < 0.001) effects on URI. The indirect negative effects are mediated through the infrastructure, and the combination of localized advantages and modern technical conditions could mitigate the negative impact of topography. Finally, we identify 742 counties as lagging regions in URI, which can be clustered into eight types. Our findings could facilitate policy designing for those countries striving for integrated and sustainable development of urban and rural areas.

System dynamics deals with the internal processes that produce good and bad behavior in social, economic, and environmental systems. In a system dynamics study, one builds a computer model that acts out the behavior of the real system being represented. The computer model is then used to
