The small and scattered enterprise pattern in the county economy has formed numerous sporadic pollution sources, hindering the centralized treatment of the water environment, increasing the cost and difficulty of treatment. How enterprises can make reasonable decisions on their water environment behavior based on the external environment and their own factors is of great significance for scientifically and effectively designing water environment regulation mechanisms. Based on optimal control theory, this study investigates the design of contractual mechanisms for water environmental regulation for small and medium-sized enterprises. The enterprise is regarded as an independent economic entity that can adopt optimal control strategies to maximize its own interests. Based on the participation of multiple subjects including the government, enterprises, and the public, an optimal control strategy model for enterprises under contractual water environmental regulation is constructed using optimal control theory, and a method for calculating the amount of unit pollutant penalties is derived. The water pollutant treatment cost data of a paper company is selected to conduct empirical numerical analysis on the model. The results show that the increase in the probability of government regulation and public participation, as well as the decrease in local government protection for enterprises, can achieve the same regulatory effect while reducing the number of administrative penalties per unit. Finally, the implementation process of contractual water environmental regulation for small and medium-sized enterprises is designed. 展开更多

Water risk early warning systems based on the water environmental carrying capacity(WECC)are powerful and effective tools to guarantee the sustainability of rivers.Existing work on the early warning of WECC has mainly concerned the comprehensive evaluation of the status quo and lacked a quantitative prejudgement and warning of future overload. In addition, existing quantitative methods for short-term early warning have rarely focused on the integrated change trends of the early warning indicators.Given the periodicity of the socioeconomic system, however, the water environmental system also follows a trend of cyclical fluctuations. Thus,it is meaningful to monitor and use this periodicity for the early warning of the WECC.In this study,we first adopted and improved the prosperity index method to develop an integrated water risk early warning framework. We also constructed a forecast model to qualitatively and quantitatively prejudge and warn about the development trends of the water environmental system. We selected the North Canal Basin(an essential connection among the Beijing-Tianjin-Hebei region)in China as a case study and predicted the WECC in 25 water environmental management units of the basin in 2018–2023.We found that the analysis of the prosperity index was helpful in predicting the WECC,to some extent. The result demonstrated that the early warning system provided reliable prediction(root mean square error of 0.0651 and mean absolute error of 0.1418),and the calculation results of the comprehensive early warning index(CEWI)conformed to the actual situation and related research in the river basin. From 2008 to 2023,the WECC of most water environmental management units in the basin had improved but with some spatial differences:the CEWI was generally poor in areas with many human disturbances, while it was relatively good in the upstream regions with higher forest and grass covers as well as in the downstream areas with larger water volume. Finally, through a sensitivity analysis of the indicators,we proposed specific management measures for the sustainability of the water environmental system in the North Canal Basin.Overall, the integrated water risk early warning framework could provide an appropriate method for the water environmental administration department to predict the WECC of the basin in the future. This framework could also assist in implementing corresponding management measures in advance, especially for the performance evaluation and the arrangement of key short-term tasks in the River Chief System in China. 展开更多

[Objective] To study the purification effect of plant community on wetland water environment in Hongze Lake, and to provide references to the ecological restoration of this area. [Methed] The typical lakeside zone of Hongze Lake Wetland National Nature Reserve was taken as the study area. Through the field survey based on environmental characteristics of aquatic areas and non-aquatic areas, combined with laboratory test, the content changes of nutrients (N and P), COD (chemical oxygen demand) and SD (transparency) levels in the water body of lake wetland were measured; the purification effect of the lake wetland ecosystem in the growth process of aquatic vegetation was quantitatively analyzed, and possible influ- encing factors were discussed. [Result] Aquatic vegetation could remove the TN, TP, COD, Chla in wetland water environment and had obvious effects on the changes of SD content. Competition between aquatic plants can inhibit the growth of algae and relieve the eutrophication of water body. [Conclusion] This study provided theoretical basis for ecological restoration and enhancement of self-purification capability in the lakeside zone of Hongze Lake. 展开更多

Taking sections of the Dongfeng Canal, the Xionger River and the Wei River in New Zhengdong District for example, this paper applied water environment capacity to analyze the carrying capacity of surface water environment in the east development zone of the city. The analysis shows that carrying capacity of surface water environment in the study area is not good, carrying capacity of 3 studied waters for TP, BOD_5 and COD is approaching to the limit. New Zhengdong District, in terms of industrial structure, should promote the projects with less water consumption, less or no discharge of wastewater, and also should enhance the sewage treatment, improve recycling rate of the reclaimed water, and reduce the negative impact of sewage and pollutant discharge on environment. 展开更多

The deteriorating water quality in the Taihu Lake Basin has attracted widespread attention for many years, and is correlated with a sharp increase in the quantity of pollutant discharge such as agricultural fertilizers and industrial wastewater. In this study, several factors were selected for evaluating and regionalizing the water environmental capacity by ArcG1S spatial analysis, including geomor- phologic characteristics, water quality goals, water body accessibility, water-dilution channels, and current water quality. Then, the spa- tial optimization of agriculture and industry was adjusted through overlay analysis, based on the balance between industrial space and water environmental capacity. The results show that the water environmental capacity gradually decreases from the west to the east, in contrast, the pollution caused by industrial and agricultural clustering is distributes along Taihu Lake, Gehu Lake and urban districts. The analysis of the agricultural space focuses on optimizing key protected areas of the Taihu Lake Basin, and the shores of Gehu Lake, optimally adjusting the second protected areas of the Taihu Lake Basin, and generally adjusting the urban areas of Changzhou and Wuxi cities. The analysis of industrial space focuses on optimizing the downtowns of Changzhou and Wuxi cities, optimally adjusting key protected areas and second protected areas of the Taihu Lake Basin, and generally adjusting the south and southwest of Gehu Lake. Lastly, some schemes of industrial and agricultural layouts and policies for the direction of industrial and agricultural development were proposed, reflecting a correlation between industry and agriculture and the water environment. 展开更多

Mining subsidence pools are water bodies formed by soil subsidence near mines. We studied the impact the surrounding coal production activities and power plants have on these waters by measuring the concentrations of harmful trace elements in these waters. The concentration of the four elements F, Hg, Se and As increased by 0.92%, 0.78%, 0.70% and 0.81%, respectively, in the Datong mining subsidence pool from November 2004 to November 2006. The four elements increased by 1.58%, 1.23%, 1.08% and 0.92%, respectively, in the Xie’er mining subsidence pool and 1.16%, 1.06%, 1.02% and 1.01%, respectively, in the Pansan mining subsidence pool over the same time period. The absolute levels of F, Hg, Se and As in the pool are related to the background levels of the elements. A close relationship between nearby coal mines and power plants and increasing levels of the measured elements is noted. 展开更多

The trans-boundary scope of the Tume n River Basin(TRB)going through China,Russia and DPRK has been defined, and on the basis of this, status of urbanization and its impacts on water environment in recent 20years in TRB have been analyzed.Urbanizatio n in TRB can be characterized as:1)There is medium level of overall urbanization in TRB.Certain distance still exists compared with developed countries. And it is lower than the average urbanization level of Russia and higher than that o f China.2)There is unbalanced distribution of urbanization development in TRB.Urbanization in China part owns the c haracter of low starting point and hi gh-speed development. In Russia part,charac-ter of urbanization can be described as high starting point and stable development. In DPRK part, urbanizatio n level is low,and motive power lacks.3)Due to large population,in China part there is broader region urbanized, larger radius and higher frequency of human activities, which lead to heavier pressure on environment.Meanwhile, the paper has point-ed that impacts of urbanization on wa ter environment are as follows:1)Urban population growth and industr y develop-ment increase the demand for freshwa ter,and also exacerbate the contrad iction between limited water supply and increas-ing freshwater demand.2)Urban infrastructure doesn’t match with urban productive function especially treatment facili-ties,which results in the pollution of the Tumen River.3)The pollution situation in the Tumen River got peak point in1995,and presently, such situation has been improved in great scale, due to effective interventions adopted. However, there still exist 2enterprises that are urgent to be harnessed. Moreover, pollution of municipal sewage will become more and more apparent.4)The influence of urbanization on soil is mainly caused by industrial effl uent and slag, and pollut-ed water irrigation.Soil and water l oss has also been a serious problem caused by urbanization.5)Urbanization results in the decrease of wetlands area.Fur thermore, the paper has given a brief account of the perspective and recom menda-tions on urbanization and environme ntal impacts. 展开更多

Historical documents are also analyzed here in order to reach the conclusion. Researches indicate that the Nansihu Lake came into being about 2500 aBP and its evolution succession can be divided into four stages. In this evolution process, several scattered lakes merge into one large lake in the east of China. This process is distinctively affected by the overflow of the Yellow River, the excavation of the Grand Canal and other human activities. 展开更多
