However, in reality, the situation is different. The growing importance of public participation seems essential for the implementation of sustainable forest management. The aim of this study is to assess the implementation of a theoretical concept closely related to SFM, integrated land and resource management (ILRM). This Canadian concept aims to integrate many forest functions using participatory tools. Using semi-structured interviews with experts, we clarify our theoretical concept and adapt it to reality. Our results show that better communication between stakeholders is necessary. It is also important to increase the flexibility of the timber harvest system and adapted forest zoning should be considered. Moreover, all Municipalities are quite different considering specific characteristics, such as geographic, demographic, and economic. The aim of this research is to separate the entire sample of Municipalities in Greece into categories, based on the effectiveness of financial management and financial performance into effective and ineffective ones. For the separation of the sample into groups, cluster analysis was preferred. For this reason, three variables were used: the lending capacity of the Municipality, flexibility in making non-investment costs, and flexibility in investment spending. These three variables were considered to be the key dimensions of effectiveness in financial management and therefore their use, representatively describes the effectiveness of Greek Municipalities. Thus, this paper presents the literature review of the financial effectiveness of Municipalities and the methodology of an empirical research through structured questionnaire that was sent to the entire population of Greek Municipalities, characterized in this way with considerable heterogeneity. In this way, it investigates the views of Mayors in the two categories of Municipalities (effective and non effective financial management and financial performance) as regards: (a) the biggest problems faced by the citizens in their Municipality, and (b) the biggest personnel problems faced by their Municipality. Concluding, the prioritization of both problems seems to be the same for both groups of Municipalities. The frequency of responses differs slightly and differences are not so large that financial performance can be considered to affect respondents' opinions.展开更多
Using Situational Crisis Communication Theory(SCCT)by Coombs(2007),this study analyses the case of Quezon City Mayor Joy Belmonte’s CoViD-19 Crisis and her crisis response strategy to address the situation.The study ...Using Situational Crisis Communication Theory(SCCT)by Coombs(2007),this study analyses the case of Quezon City Mayor Joy Belmonte’s CoViD-19 Crisis and her crisis response strategy to address the situation.The study looks at the crisis communication of Quezon City on issues stemming from the Covid-19 pandemic.The SCCT provides a framework for the organization facing a different complex case of crisis to protect the reputational organization’s assets.The organization’s ability to select the most appropriate and beneficial response helps them deal with an emergency and crisis(Coombs,2007).Simultaneously,in this paper,SCCT was used to examine the stakeholder’s perceptions about the organization’s action and response by Mayor Belmonte on the crisis.This paper concludes Mayor Belmonte did not follow the recommendations of SCCT by combining Deny,such as Attacks the Accuser,Deny and Scapegoat tactics,and Diminish strategies such as Excuse and Justice tactics,to respond to the wide variety of stakeholder’s groups.Mayor Belmonte’s crisis response strategies and tactics do not align with the SCCT.The theory recommends corrective action and response such as Rebuild as well as Bolstering strategies are“considered as the most effective communication of crisis response strategy when an organization perceived a strong attribution of crisis responsibility and results in a severe reputational threat”(Coombs,2007).By reviewing the situation that Mayor Belmonte faced,this paper concludes that she was under severe threat.Mayor Belmonte’s CoViD-19 crisis is the preventable cluster based on the overall stakeholder’s perception of the crisis.The preventable cluster considered her primary,secondary,and additional stakeholders.It depicted an organizational misdeed with and without injuries,and the appropriate responses to adapt to re-establish the organization’s reputation is a Rebuild strategy because interventions such as Compensation and Apology should work to improve the organization’s reputation.Conversely,Mayor Belmonte chose to frequently employ Deny strategy(Attacks the Accuser and Scapegoat)and Diminish strategy(Excuse and Justice)to respond to various stakeholders.展开更多

In this study, it investigated the existence of differences between the characteristics of these two categories. The main objective is to investigate the influence of financial effectiveness regarding those areas falling under state jurisdiction with the greatest room for improvement. Specifically, in Municipalities with ineffective financial management, local employment was notably considered to be the area with the greatest margin for improvement. Additionally, 21% of mayors of Municipalities with effective fmancial management consider that the state area of responsibility with the greatest capacity for improvement is that of attracting private investment. Moreover, the influence of financial effectiveness regarding the areas of competence of Greek Municipalities with the greatest room for improvement has a similar pattern. According to responses from mayors in Municipalities with ineffective fmancial administration, the areas of competence with the greatest room for improvement are provision and maintenance of infrastructure (23% of responses) and attraction of private investment (19% of responses). Accordingly, responses from mayors in Municipalities with the highest financial performance indicate that the areas of competence with the greatest room for improvement are provision and maintenance of infrastructure (21% of responses) and attraction of private investment (20% of responses).展开更多
