Purpose: This study aims to establish a new framework for evaluating science and technology (S&T) competitiveness that is appropriate to meet the needs of provincial academies of sciences (PASs) in China.Design/...Purpose: This study aims to establish a new framework for evaluating science and technology (S&T) competitiveness that is appropriate to meet the needs of provincial academies of sciences (PASs) in China.Design/methodology/approaches: An evaluation index, including such assessing indicators as research strength, research impact, research development and trends, and regional contributions, is developed for China's PASs. Taking the Jiangxi Academy of Sciences (JXAS) as an example, we first explain how to apply this framework to analyze the strengths and weaknesses of PASs in China. Then, we compare the results of all 17 PASs in order to get a comprehensive understanding of their competitiveness.Findings: Our results show the development path, current status, innovation advantages, and weaknesses of JXAS very clearly. Based on our comparative analysis, we ranked the 17 PASs from the perspective of different dimensions, by which their competitiveness strengths and weaknesses can be highlighted for improvement.Research limitations: In this analysis, we did not take S&T policies, S&T systems, or historical factors into consideration. Thus, we may have ignored the influence of the soft individual differences of different PASs in China..Practical implications: The evaluation index developed in this paper provides a useful insight into an analytical method that can be used by PASs or other provincial research institutions (PRIs) to assess their competitiveness.Originality/value: Compared with existing evaluation frameworks, our method has two main characteristics: First, we added three new dimensions, including the PASs' applicable research outputs, regional contributions, and comparative advantages; second, we conducted a comparative analysis of local research institutes in their different advantaged industrial areas, which makes our analytical method more comprehensive for local research institutions.展开更多

Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the p...Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the practice initiated by the National Science Library of the Chinese Academy of Sciences (NSLC).Design/methodology/approach: Through interviews and user surveys, we analyzed the general information demands of users from provincial academies of sciences (PASs) and problems of their document and information service teams. Based on our findings, we designed targeted services to help Alliance members support their document resources, information services for science and technology (S&T) decisions, and their knowledge transfer achievements. Furthermore, we offered training courses for provincial service teams, researchers, and administrators, to improve their information skills. These activities represent a new collaborative model for professional library consortia.Findings: To date, our service has been extended to all Alliance members, covering 19 provinces in China, and the NSLC service covers all aspects of knowledge services of Alliance members, from basic document delivery services to subject information analyses.Research limitations: Different PASs have different understandings of the role of the document and information services in the process of scientific research. These differences limit information service sharing of the NSLC with the PASs, and affect the service performance. For the sake of convenience, the original survey was conducted in only three provinces, which may not fully reflect the information needs of users in each Alliance institution. In addition, quantitative and qualitative analyses have been limited by the coverage of the sample.Practical implications: Document and information sharing has not only taken advantage of the NSLC knowledge service system and cooperation model, it has also enhanced the range of services of the NAAS in China.Originality/value: Based on knowledge service enhancements, the NAAS in China has formed a new kind of library consortium, which has broken the traditional library alliance model that was based mainly on the sharing of resources and services.展开更多
On the basis of more than 200-year control run, the performance of the climate system model of Chinese Academy of Sciences (CAS-ESM-C) in simulating the E1 Nifio-Southern Oscillation (ENSO) cycle is evalu- ated, i...On the basis of more than 200-year control run, the performance of the climate system model of Chinese Academy of Sciences (CAS-ESM-C) in simulating the E1 Nifio-Southern Oscillation (ENSO) cycle is evalu- ated, including the onset, development and decay of the ENSO. It is shown that, the model can reasonably simulate the annual cycle and interannual variability of sea surface temperature (SST) in the tropical Pacif- ic, as well as the seasonal phase-locking of the ENSO. The model also captures two prerequisites for the E1 Nino onset, i.e., a westerly anomaly and a warm SST anomaly in the equatorial western Pacific. Owing to too strong forcing from an extratropical meridional wind, however, the westerly anomaly in this region is largely overestimated. Moreover, the simulated thermocline is much shallower with a weaker slope. As a result, the warm SST anomaly from the western Pacific propagates eastward more quickly, leading to a faster develop- ment of an E1 Nino. During the decay stage, owing to a stronger E1Nino in the model, the secondary Gill-type response of the tropical atmosphere to the eastern Pacific warming is much stronger, thereby resulting in a persistent easterly anomaly in the western Pacific. Meanwhile, a cold anomaly in the warm pool appears as a result of a lifted thermocline via Ekman pumping. Finally, an E1 Nino decays into a La Nina through their interactions. In addition, the shorter period and larger amplitude of the ENSO in the model can be attribut- ed to a shallower thermocline in the equatorial Pacific, which speeds up the zonal redistribution of a heat content in the upper ocean.展开更多

Brain metastases(BMs)are the most common cause of intracranial neoplasms in adults with poor prognosis.Most BMs originate from lung cancer,breast cancer,or melanoma.Radiotherapy(RT),including whole brain radiotherapy(...Brain metastases(BMs)are the most common cause of intracranial neoplasms in adults with poor prognosis.Most BMs originate from lung cancer,breast cancer,or melanoma.Radiotherapy(RT),including whole brain radiotherapy(WBRT)and stereotactic radiation surgery(SRS),has been widely explored and is considered a mainstay anticancer treatment for BMs.Over the past decade,the advent of novel systemic therapies has revolutionized the treatment of BMs.In this context,there is a strong rationale for using a combination of treatments based on RT,with the aim of achieving both local disease control and extracranial disease control.This review focuses on describing the latest progress in RT as well as the synergistic effects of the optimal combinations of RT and systemic treatment modalities for BMs,to provide perspectives on current treatments.展开更多
We evaluate recent claims opposing infant male circumcision,a procedure now supported by the evidencebased policy of the American Academy of Pediatrics.We find those criticisms depend on speculative claims about the f...We evaluate recent claims opposing infant male circumcision,a procedure now supported by the evidencebased policy of the American Academy of Pediatrics.We find those criticisms depend on speculative claims about the foreskin and obfuscation of the strong scientific evidence supporting pediatric policy development.An argument that circumcision should be delayed to allow a boy to make up his own mind as an adult fails to appreciate the psychological,scheduling and financial burdens later circumcision entails,so reducing the likelihood that it will occur.In contrast,early infant circumcision is convenient,safer,quicker,lower risk,healing is faster,cosmetic outcome is routinely good and the lifetime benefits accrue immediately.Benefits include reduction in urinary tract infections,inflammatory skin conditions,foreskin problems,and,when older,substantial protection against sexually transmitted infections and genital cancers in the male and his female sexual partners.Some authorities regard the failure to offer parents early infant circumcision as unethical,just as it would be unethical to fail to encourage the vaccination of children.In conclusion,the criticisms of evidence-based infant male circumcision policy are seriously flawed and should be dismissed as unhelpful to evidence-based development and implementation of pediatric policy intended to improve public health and individual wellbeing.展开更多

Moreover, this paper also provides a reference for the practice of science and technology management.Design/methodology/approach: This paper starts with a discussion of two critical questions about the significance and design of international peer review. A case study of international peer review of CAS Centers for Excellence is further analyzed. Findings: International peer review may provide a solution to address the problem of quantitative oriented research evaluation in China. The case study of research evaluation of CAS Centers for Excellence shows that it is possible and feasible to conduct an international peer review in China’s context. When applying this approach to other scenarios, there are still many issues to consider including individualized design of international peer review combined with practical demands, and further improvement of theories and methods of international peer review. Research limitation: 1) Only the case of international peer review of CAS Centers for Excellence is analyzed;2) A relatively small number of respondents were surveyed in the questionnaire. Practical implications: The work presented in this study can be used as a reference for future studies.Originality/value: Currently, there are no similarly detailed studies exploring the significance and methodology of international peer review in China.展开更多

Meanwhile, a cold anomaly in the warm pool appears as a result of a lifted thermocline via Ekman pumping. Finally, an E1 Nino decays into a La Nina through their interactions. In addition, the shorter period and larger amplitude of the ENSO in the model can be attribut- ed to a shallower thermocline in the equatorial Pacific, which speeds up the zonal redistribution of a heat content in the upper ocean.

文摘Brain metastases(BMs)are the most common cause of intracranial neoplasms in adults with poor prognosis.Most BMs originate from lung cancer,breast cancer,or melanoma.Radiotherapy(RT),including whole brain radiotherapy(WBRT)and stereotactic radiation surgery(SRS),has been widely explored and is considered a mainstay anticancer treatment for BMs.Over the past decade,the advent of novel systemic therapies has revolutionized the treatment of BMs.In this context,there is a strong rationale for using a combination of treatments based on RT,with the aim of achieving both local disease control and extracranial disease control.This review focuses on describing the latest progress in RT as well as the synergistic effects of the optimal combinations of RT and systemic treatment modalities for BMs,to provide perspectives on current treatments.
文摘We evaluate recent claims opposing infant male circumcision,a procedure now supported by the evidencebased policy of the American Academy of Pediatrics.We find those criticisms depend on speculative claims about the foreskin and obfuscation of the strong scientific evidence supporting pediatric policy development.An argument that circumcision should be delayed to allow a boy to make up his own mind as an adult fails to appreciate the psychological,scheduling and financial burdens later circumcision entails,so reducing the likelihood that it will occur.In contrast,early infant circumcision is convenient,safer,quicker,lower risk,healing is faster,cosmetic outcome is routinely good and the lifetime benefits accrue immediately.Benefits include reduction in urinary tract infections,inflammatory skin conditions,foreskin problems,and,when older,substantial protection against sexually transmitted infections and genital cancers in the male and his female sexual partners.Some authorities regard the failure to offer parents early infant circumcision as unethical,just as it would be unethical to fail to encourage the vaccination of children.In conclusion,the criticisms of evidence-based infant male circumcision policy are seriously flawed and should be dismissed as unhelpful to evidence-based development and implementation of pediatric policy intended to improve public health and individual wellbeing.

文摘Purpose: The main goal of this paper is to show that international peer review can work in China’s context with satisfactory outcomes. Moreover, this paper also provides a reference for the practice of science and technology management.Design/methodology/approach: This paper starts with a discussion of two critical questions about the significance and design of international peer review. A case study of international peer review of CAS Centers for Excellence is further analyzed. Findings: International peer review may provide a solution to address the problem of quantitative oriented research evaluation in China. The case study of research evaluation of CAS Centers for Excellence shows that it is possible and feasible to conduct an international peer review in China’s context. When applying this approach to other scenarios, there are still many issues to consider including individualized design of international peer review combined with practical demands, and further improvement of theories and methods of international peer review. Research limitation: 1) Only the case of international peer review of CAS Centers for Excellence is analyzed;2) A relatively small number of respondents were surveyed in the questionnaire. Practical implications: The work presented in this study can be used as a reference for future studies.Originality/value: Currently, there are no similarly detailed studies exploring the significance and methodology of international peer review in China.
文摘Based on landscaping practices in the stereo landscape demonstration project of Chongqing Academy of Science and Technology (CAST),current management and maintenance of the stereo landscapes were introduced by analyzing maintenance and management of the plants in the stereo landscape forest.The maintenance and management models were summarized according to the management styles,concrete measures and new technologies were studied,laws and key points for the maintenance and management in different seasons were given,and finally deficiencies and solutions were proposed to improve the future maintenance and management.
